1.0 Scope Of Work

1.1 Provide all labour, materials, plant, and equipment necessary to replace the existing fire alarm system with new, utilizing existing wiring and conduit infrastructure, as specified in the Tender Documents, General Requirements, Specifications, and Drawings.

2.0 Owner

2.1 The owner is the City of New Westminster, 511 Royal Avenue, New Westminster, B.C., V3L 1H9, herein after referred to as the “City”.

3.0 Submission Of Tender

3.1 Bidders shall submit the Tender on the enclosed Bid Form in a sealed envelope, clearly marked NWIT-10-40 Fire Alarm Panel Upgrade, Queen’s Park Arena.

3.2 The completed Tender shall be submitted to:

Attention: Purchasing Manager 3.3 The City shall receive Tenders at the location specified in 3.2 above, prior to 3:00 PM

(Local Time) on Wednesday, September 1, 2010.

3.4 Bidders shall submit the Bid Form with all blank spaces filled in. Alterations, qualifications, or omissions to the Bid Form may render the Bid liable for rejection by the City. The Bidder shall initial any erasures or corrections to the entries on the Bid Form.

3.5 The City does not accept facsimile, electronic mail, or other unsealed Bids. 3.6 The official time will be that on the clock located at the Information Desk. The City will

not accept late submissions. 3.7 The City will not open this Tender in public. 4.0 Addenda

4.1 Should addenda to the Bid Documents be required for any reason, it is the City’s intention not to issue addenda during a period three (3) days prior to the Bid Closing date and time.

4.2 All Addenda become part of the Contract Documents. Bidders should include adjustment

costs in the Bid Price.

4.3 Failure to acknowledge any Addendum may result in the disqualification of the Bidder.

5.0 Acceptance Of Bid

5.1 The City is not obligated to accept the lowest or any tender and may reject all bids. 5.2 The City may waive any non-compliance with the Bid Documents. 5.3 The City may, prior to contract award, negotiate changes to the scope of work with the low

bidder or any one or more bidders without having any duty or obligation to advise any other bidders or to allow them to vary their bid prices due to changes to the scope of work.

5.4 Bids shall remain open for acceptance by the City for a period of sixty (60) days from the

closing date. 6.0 Revision Of Bid

6.1 A Bid Form already delivered to the City may only be revised in the manner described below and, to qualify, the revision must be actually received by the City at the address given herein prior to the time and date specified for the closing of this Tender.

6.2 Bidders shall submit written Bid Revisions only in a sealed envelope. The Bidder may

revise only the Bidder’s entries on the delivered Bid Form. 6.3 The City will not accept revisions of Bids by facsimile or email. 7.0 Knowledge Of Site And Work

7.1 Bidders shall visit the site of the work and make allowances in their bids for such conditions as in the sole opinion of the bidder are warranted. The City makes no representation or warranty as to the conditions of the site.

8.0 Proof Of Insurance

8.1 Within seven (7) days of acceptance of the Bid by the City and prior to the work starting, the Contractor shall provide proof of the insurance required by the Contract by delivering a completed certificate of insurance to the City.

9.0 Permits

9.1 If requested, the Contractor shall apply and pay for all permits required, by authorities having jurisdiction, to carry out the work. The City will apply for and pay for the building permit.

9.2 The successful Bidder is required to obtain a City of New Westminster Business license

prior to commencement of work.

10.0 Pricing Requirements

10.1 All prices shall be firm and shall include the cost of labour, materials, equipment, permits, transportation, services, fuel charges, and all Federal and Provincial taxes in force as of the date of submission of the offer, except that the HST (Harmonized Sales Tax) shall be excluded from the price.

11.0 Queries

11.1 The City requests Bidders to advise the City of any errors, conflicts, or omissions in the Bid Documents so the City may issue an addendum.

11.2 After the Bid is accepted, bidders shall abide by the City's decision in the correction of

previously unidentified obvious errors, conflicts, or omissions. 11.3 Address all queries or requests for additional information to:

12.0 Mandatory Bidders’ Meeting

12.1 The City has arranged a Mandatory Bidders’ Meeting on Wednesday, August 18, 2010 at 10:00 am at Queen’s Park Arena, Queen’s Park, New Westminster. See enclosed Queen’s Park Map for location.

12.2 To be eligible to submit a Bid for this Tender, Bidders must attend the Mandatory

Bidders’ Meeting. Failure to attend the Mandatory Bidders Meetings will result in disqualification of the Bidder.

13.0 Bid Security, Performance Bonding and Guarantees

13.1 All Bidders are required to provide with their Bid, Bid Security in a form acceptable to and payable to the City of New Westminster. The amount of the Bid Security must be equal to ten percent (10%) of the Bid Price (excluding HST), and one of the following types: a) Bid Bond; b) Certified Cheque; c) Irrevocable Letter of Credit; or d) Bank Draft.

13.2 If, after Award of Contract, the Bidder refuses to enter into the Contract, the Bid Security

(if any) may be forfeited to the City of New Westminster because of its damages, without prejudice to the City’s remedies for the Bidder’s breach of contract.

13.3 Failure to provide Bid Security (when required) will result in disqualification of the

Bidder.

14.0 Form Of Contract

14.1 Any contract arising from this Invitation to Tender will use the CCDC 2 – 2008 Stipulated Price Contract (not bound in the tender documents) and the Supplementary Conditions included in the Tender Documents.

15.0 Ownership Of Tenders And Freedom Of Information

15.1 All documents submitted to the City of New Westminster become the property of the City, and as such, the City advises Bidders that parts, or all, of their bids may be subject to the provisions of British Columbia’s Freedom of Information and Privacy Protection Act (FOIPP) and Community Charter. Bidders who wish to protect particular parts of their bids from disclosure under the FOIPP Act should specifically identify any information or records with their bids that constitute trade secrets and that are supplied in confidence, and the release of which could significantly harm their competitive position. Information that does not meet all three of the foregoing categories may be subject to disclosure to third parties. Please refer to the Freedom of Information and Protection of Privacy Act for further information. The City, as owner of the documents submitted, retains the right to copy the documents.

6.0 SCHEDULE

6.1 The Contractor offers to commence the Work and to achieve substantial performance of the Work in a manner acceptable to the City within fourteen (14) days from the date of the Notice to Proceed.

6.2 Failure to commence or complete the Work within the time stated may result in cancellation of the contract and completion of the Work by others.

1.0 Summary Of Work 1.1 The Contractor shall provide all labour, materials, products, equipment, services, and

incidentals required to complete the Contract Work as indicated in the Contract Documents and amendments.

2.0 Coordination 2.1 The Contractor shall coordinate and direct the execution of the work including directing

the subcontractors.

3.0 Cutting and Patching 3.1 As it is necessary to carry out the Contract Work, areas of cutting, removal, or opening

up of exiting floors, walls, ceilings, or other existing site or building areas shall be fully restored to match the previously existing conditions or adjacent existing conditions in construction and finish. Obtain written approval from the structural engineer, retained and paid for by the contractor, prior to cutting, coring, and/or drilling into building structural elements.

4.0 Submittals 4.1 Pre-Construction Submittals

.1 The following submittals shall be provided by the contractor for the Consultant's review within seven (7) days of award of the contract: a) Construction Schedule; b) Proof of Insurance (see General Conditions); c) Clearance Letter from WorkSafe BC

4.2 Shop Drawings & Samples

.1 The Contractor shall provide to the Consultant in a timely manner prior to ordering of the material and equipment.

4.3 Submittals For Substantial Performance

.1 The following submittals shall be provided by the contractor for the Consultant's review upon the Contractor's request for Certificate of Completion of the Contract: a) Final inspection certificates from the authorities having jurisdiction; b) Deficiency list, complete with a cost estimate of the value of remaining

deficiencies; c) Record Set Drawings - one set of white print working drawings neatly marked

up in red indicating any as-built conditions that vary from the original drawings; d) Data Manuals - 2 copies, typed 8.5” x 11” format, submitted in 3 ring hard cover

binders including the following: i) List of Sub-trades; ii) Shop drawings; iii) Operation and maintenance information; iv) Warranties.

5.0 Maintenance Manuals 5.1 At the time of application for Substantial Performance, provide the City with

maintenance manuals as specified in the Contract Documents. 6.0 Utilities And Services 6.1 The City shall provide, at no cost to the Contractor for the related work, cold water, and

electrical power.

6.2 The Contractor may use washrooms as designated by the City.

6.3 All other utilities and/or services required by the Contractor shall be the responsibility of the Contractor.

7.0 Security 7.1 The Contractor shall be responsible for the security of the job site building as related to

the Work. Comply with all fire regulations during the period of construction. Leave no portion of existing buildings unlocked after public visiting hours at any time. Coordinate with the City as necessary. Except for designated public entrances, all doors will remain locked at all times.

7.2 The contractor‘s employees are to wear photo identification (provided by the City) at all

times when in the work area inside the building. 8.0 Access 8.1 Coordinate with City staff prior to commencing work. Parking is available on site. 9.0 Dangerous Materials 9.1 No gasoline or other dangerous materials shall be stored on the site.

9.2 The Contractor shall separate any dangerous or hazardous materials removed from the

site and take to the appropriate recycling or disposal station(s). 10.0 Site Control And Organization 10.1 The Contractor shall at all times keep the site orderly and, as work allows, generally

clean. Remove all trash and debris daily. Sweep clean all floor areas in, and adjacent to, the work area on a daily basis.

11.0 Site Meetings 11.1 The Contractor shall coordinate and attend regular site meetings at such intervals as may

be deemed necessary for the purpose of coordinating and expediting the progress of the work.

11.2 An authorized representative of the City will attend these meetings, as and when

required. The Contractor agrees to attend in person or send an authorized representative to any such meetings that the City may call. The Contractor’s subcontractors shall attend meetings as required to expedite the Work.

11.3 The Consultant shall record and distribute the minutes of any such meetings. 12.0 Pre-Construction Conference 12.1 The City shall advise the Contractor of the time and location of a pre-construction

meeting that representatives of the Contractor and his trades shall attend prior to the start of any construction of this contract. The purpose of the meeting is to review site conditions, scheduling and other contractual items.

13.0 Rectify Damages 13.1 The Contractor shall make good any damage or spillage to adjacent buildings, areas,

grounds, or vehicles at no cost to the City and leave the site in the same state as it was prior to commencement of the contract and to the satisfaction of the City. The Contractor shall perform all work in a manner that ensures the minimum interference with normal use of public spaces and facilities.

14.0 Rejected Work 14.1 Defective work whether the result of poor workmanship, use of defective products or

damage through carelessness or other act or omission of the Contractor, shall be removed from the site by the Contractor and replaced and/or re-examined promptly in accordance with the Contract Documents, all at the Contractor's expense.

15.0 Quality Of Work 15.1 Workmanship shall be of the highest quality. When not specified elsewhere, the

Contractor shall perform work in accordance with recognized trade standards and according to product manufacturer’s recommendations.

16.0 Temporary Supports

16.1 The Contractor shall be responsible for all temporary supports, bracing, or similar structural work as may be required during the carrying out of the Contract Work.

17.0 Consultation With Owner

17.1 The Contractor shall contact the City immediately: .1 For clarification regarding the Contract Work for information in addition to what is

provided in the Contract Documents; .2 If any conflicts or inaccuracies are discovered in the Contract Documents; .3 If any site conditions become apparent that require revisions to the project design

and Contract Documents. .4 For coordination and approval of shutdowns of building systems. The City prohibits

any shutdown of building systems during normal working hours.

18.0 Protection Of The Public And Others 18.1 The Contractor shall take adequate measures to protect the public, City of New

Westminster staff, and others on site from injury, damage, or other loss resulting from construction and related activities. Included within the Contractor's work are hoarding, signage, and similar items appropriate for construction conditions and the progress of the job. The City shall have complete jurisdiction over entry of Contractor's workers and vehicle access to site and existing buildings. The Contractor shall make building access arrangements in consultation with applicable staff.

18.2 The Contractor will be required to meet with the City’s representative on site to review

and accept responsibilities as identified in the City’s Prime Contractor Designation, Risk Assessment, and Pre-Job Meeting forms.

19.0 Hours Of Work 19.1 The Contractor shall carry out all work from 7:30 am through 7:00 pm, Monday through

Friday.

19.2 The Contractor shall coordinate schedule with the applicable City staff. City staff must approve the schedule prior to the commencement of work. No workers can be on site outside of pre-approved hours.

20.0 Contractor Closeout 20.1 Final Accounting

.1 Final statement of account - submit to Owner reflecting all adjustments and the following: a) Original Contract Sum; b) Additions and deductions resulting from:

i) Change Orders; ii) Unit Prices; iii) Other adjustments; iv) Deductions for uncorrected work;

c) Total Contract sum as adjusted; d) Previous payments; e) Sum remaining due.

.2 The City retains the right to obtain proof of payment, in the form of a Statutory Declaration, of all sub-trades and material suppliers from the Contractor prior to making final payment.

20.2 Project Closeout

.1 Flush clear all drains affected by the work;

.2 Clean site of materials and debris created by the Construction;

.3 Submit written acceptance that utility companies have inspected services to their satisfaction;

.4 Provide Consultant with all Warranty and Bond Certificates with: a) The proper name and address of the Owner and of the Project; b) The date the warranty commences, which corresponds to the date of Substantial

Performance; c) A clear statement of what is being warranted as referenced in the Specifications; d) The signature and seal of the company issuing the warranty, countersigned by

the Contractor; .5 Attend a final walk-through with the City and Consultant to identify any final

deficiencies; .6 Make good all known deficiencies in the work and notify the Consultant of readiness

for final inspection only after completion of these items; .7 The Consultant will review completion of deficiencies during one review only.

Additional reviews required to check un-rectified deficiencies or incomplete work will be back-charged by the Owner on the Contractor’s progress payments and paid from those funds.

21.0 Special Instructions 21.1 The City does not permit smoking in or on the premises at any time. 22.0 Waste Management 22.1 The Contractor shall remove all waste from the site within forty-eight (48) hours after

demolition. 22.2 The waste bins shall be located in an area that does not interfere with the normal

operations of the building. 22.3 The City does not permit the use of existing on site waste receptacles by the Contractor. 22.4 Unless otherwise specified, all materials removed become the property of the Contractor,

and must be disposed of in conformance with municipal, provincial, federal and WorkSafe BC requirements.

22.5 Separate recyclable and toxic waste materials from the waste stream. Deliver to a local

waste management facility. End of General Requirements

FIRE ALARM NOTES:

3. WHERE APPLICABLE AND WITH THE EXCEPTION OF CONCRETECEILINGS, ALL FIRE ALARM WIRING SHALL BE RUN RECESSED INACCESSIBLE CEILING SPACE WHERE POSSIBLE. SURFACEMOUNTED CONDUIT OR RACEWAY SHALL BE UTILIZED FOR ALLREMAINING AREAS.

4. FIRE ALARM SYSTEM SHALL REMAIN FULLY OPERATIONAL DURINGRENOVATION. SHOULD THE SYSTEM BE SHUT DOWN DURINGBUSINESS HOURS FOR ANY REASON, NOTIFY ACUMENENGINEERING IMMEDIATELY. FOR EXTENDED PERIODS, FIREWATCH MAY HAVE TO BE IMPLEMENTED FOR ALL DEACTIVATEDAREAS AT CONTRACTOR'S COST.

5. EXISTING FIRE ALARM SYSTEM IS CURRENTLY MONITORED BY ANOUTSIDE SOURCE. PROVIDE FULL COORDINATION WITHMONITORING COMPANY PRIOR TO ANY WORK. FIRE ALARM SYSTEMSHALL BE FULLY OPERATIONAL AND MONITORED AFTER HOURSPRIOR TO LEAVING SITE.

6. NOTIFY THE OWNER PRIOR TO TESTING OF ANY FIRE ALARM BELLSOR VISUAL DEVICES.

7. NOTIFY ACUMEN ENGINEERING ON SCHEDULED FINAL FIRE ALARMVERIFICATION TO COORDINATE BETWEEN PARTIES, VERIFICATIONSHALL BE WITNESSED BY CONSULTANT, FIRE AND BUILDINGDEPARTMENT. AUTHORITIES MAY REQUEST TESTING OF RANDOMDEVICES ANYWHERE IN THE BUILDING OF THEIR CHOOSING.

8. EXISTING FIRE ALARM CONTROL PANEL BEING REPLACED ISCERBERUS IDENTIFIRE NETWORK SYSTEM 2. FIRE ALARMINITIATING DEVICES COMPRISE OF MIXTURE OF CERBERUS,SIMPLEX AND EDWARDS DEVICES, ALL DEVICES SHALL BEREPLACED WITH NEW SINGLE MANUFACTURER.

9. CITY OF NEW WESTMINSTER PREFERRED STANDARD FIRE ALARMSYSTEM IS SIMPLEX. REFER TO FIRE ALARM SPECIFICATIONS FORPRE-APPROVED MANUFACTURERS. NEW SYSTEM SHALL BEADDRESSABLE, SINGLE STAGE AND FULLY COMPATIBLE WITHEXISTING WIRING INFRASTRUCTURE.

10. ALL PULLSTATIONS WITHIN ARENA AREA DESIGNATED 'PE' SHALL BECOMPLETE WITH PROTECTIVE WEATHER RESISTANT ENCLOSURE.

11. PROVIDE ALL NECESSARY DETECTOR BASES AS REQUIRED.12. NEW BEAM SMOKE DETECTORS IN OPEN ARENA AREA TO BE

INSTALLED AS PER MANUFACTURER'S RECOMMENDATION. THISINCLUDES MOUNTING HEIGHTS, MOUNTING HARDWARE,AVOIDANCE OF BANNERS/PUCK NETS/LIGHTING, ETC. TO PREVENTTROUBLE ALARMS AND TO ENSURE PROPER ACTIVATION DURINGALL SEASONS

.05 THE CONTRACTOR SHALL VISIT THE SITE AND ASCERTAIN CONDITIONS AFFECTING THE WORKPRIOR TO SUBMITTING A TENDER QUOTE. REFER TO TENDER DOCUMENTS FOR SCHEDULEDDATE AND TIME. NO EXTRAS FOR WORK WILL BE PAID UNLESS AUTHORIZED BY THEARCHITECT OR OWNER.

.06 ALL WORK SHALL CONFORM TO THE CURRENT EDITION OF THE CANADIAN ELECTRICAL CODE,BUILDING CODE, NATIONAL BUILDING CODE AND LOCAL, MUNICIPAL AND PROVINCIAL CODES,BY-LAWS AND REGULATIONS.

.07 THE CONTRACTOR SHALL APPLY FOR ALL PERMITS, SERVICES, AND INSPECTIONS, AND PAYFOR ALL FEES TO THE AUTHORITIES HAVING JURISDICTION. INCLUDE ALL COSTS IN TENDERQUOTE.

.08 OBTAIN APPROVALS FROM THE ELECTRICAL INSPECTION AUTHORITY AND NOTIFY THECONSULTANT OF ANY CHANGES REQUESTED IN THE DESIGN PLANS AND SPECIFICATIONS BYTHE LOCAL INSPECTION AUTHORITY. INCLUDE ALL COSTS TO ACCOMMODATE THESECHANGES IN TENDER QUOTE.

.09 CHECK DRAWINGS AND SPECIFICATIONS FOR ERRORS, OMISSIONS AND CONFORMITY WITHAPPLICABLE REGULATIONS PRIOR TO TENDER SUBMISSION. REPORT DISCREPANCIES TOCONSULTANT PRIOR TO TENDER CLOSING, OR INCLUDE ALLOWANCE IN TENDER PRICE TOCOVER COST OF REQUIRED CORRECTION. WHERE DOUBT EXISTS AS TO THE MEANING TO THEDRAWINGS OR SPECIFICATIONS, OBTAIN CLARIFICATION PRIOR TO TENDER SUBMISSION ORBASE TENDER PRICE ON MOST EXPENSIVE INTERPRETATION OF DISCREPANCY.

.10 ALL WORK SHALL BE SUBJECT TO REVIEW AND APPROVAL BY THE CONSULTANT. IN THE EVENTA REQUESTED FINAL REVIEW REVEALS DEFICIENCIES, THE CONTRACTOR SHALL TAKE ALLREASONABLE STEPS TO COMPLETE ALL DEFICIENCIES PRIOR TO THE SUBSEQUENT REVISITAND DEFICIENCY REVIEW BY THE CONSULTANT. WHERE THE CONTRACTOR HAS NOTCOMPLETED ALL DEFICIENCIES, AND THE CONSULTANT IS REQUESTED TO ATTEND THE SITEFOR DEFICIENCY SIGN OFF, THE CONTRACTOR SHALL BE LIABLE TO THE CONSULTANT'S FORTHE COSTS OF THE REVIEW AT NORMAL HOURLY RATES, PLUS REIMBURSABLE EXPENSES ANDTHE COST OF AN ADDITIONAL REVIEW WHICH MAY BE REQUIRED AT DEFICIENCY COMPLETION.

.11 THE CONTRACTOR SHALL SUPPLY, INSTALL, WIRE AND CONNECT ALL EQUIPMENT ASSPECIFIED, SHOWN AND/OR AS REQUIRED FOR A COMPLETE AND OPERATIONAL INSTALLATION.

.12 SHOP DRAWINGS FOR ELECTRICAL EQUIPMENT AND FIXTURES SHALL BE SUBMITTED FORREVIEW BY CONSULTANT PRIOR TO MANUFACTURER OR INSTALLATION. CORRECTIONS ORCOMMENTS MADE ON THE SHOP DRAWINGS DURING THIS REVIEW DO NOT RELIEVE THECONTRACTOR FROM COMPLIANCE WITH REQUIREMENTS OF THE DRAWINGS ANDSPECIFICATIONS. THIS REVIEW IS FOR GENERAL CONFORMANCE WITH THE DESIGN CONCEPTOF THE PROJECT AND GENERAL COMPLIANCE WITH THE INFORMATION GIVEN IN THECONTRACT DOCUMENTS. THE CONTRACTOR IS RESPONSIBLE FOR:CONFIRMING AND CORRELATING ALL QUANTITIES AND DIMENSIONS; SELECTING FABRICATIONPROCESSES AND TECHNIQUES OF CONSTRUCTION; COORDINATING ALL WORK WITH THAT OFALL OTHER TRADES AND PERFORMING ALL WORK IN A SAFE AND SATISFACTORY MANNER.

.13 INCLUDE ALL FEDERAL, PROVINCIAL AND MUNICIPAL TAXES FOR THE WORK IN THE TENDERPRICE.

.14 ALL ELECTRICAL MATERIAL AND/OR EQUIPMENT SUPPLIED BY ANY CONTRACTOR ORSUBCONTRACTOR FOR INSTALLATION ON THIS PROJECT MUST BEAR EVIDENCE OFCERTIFICATION BY AUTHORIZED ORGANIZATION (E.G. CSA, WARNOCK HERSEY) OR SPECIALCERTIFICATION ACCEPTABLE TO THE CHIEF INSPECTOR OF ELECTRICAL ENERGY FOR THEPROVINCE OF BRITISH COLUMBIA.

.15 ALL ELECTRICAL EQUIPMENT MOUNTED OR CONNECTED SHALL BE IDENTIFIED BY MEANS OFBLACK LAMACOID LABELS C/W MINIMUM 3/8" WHITE LETTERING.

.16 CLEAN ALL EQUIPMENT DURING CONSTRUCTION AND THOROUGHLY CLEAN ON COMPLETIONOF THE CONTRACT.

.17 REMOVE ALL SURPLUS MATERIALS, CUTTINGS, PACKAGING AND DEBRIS FROM THE SITEDURING THE PROGRESS AND AT FINAL COMPLETION OF THE WORK.

.18 THE OWNER RESERVES THE RIGHT OF TRIAL OR TEMPORARY USAGE PRIOR TO ACCEPTING THEINSTALLATION.

.19 EXECUTE ALL WORK IN A PROFESSIONAL, WORKMANLIKE MANNER, TO PRESENT A NEATMECHANICAL APPEARANCE.

.20 ONLY QUALIFIED WORKMEN SHALL BE EMPLOYED ON THIS CONTRACT. SUPERVISION SHALLBE BY JOURNEYMEN ELECTRICIANS AND WORK CARRIED OUT BY JOURNEYMEN AND/ORREGISTERED APPRENTICES ONLY.

.21 CO-ORDINATE WITH ALL OTHER TRADES AND ARRANGE EQUIPMENT IN PROPER RELATION WITHOTHER APPARATUS, DUCTS, PIPES, ETC., AND WITH BUILDING CONSTRUCTIONARCHITECTURAL FINISHES, AND DECOR.

.22 SUPPLY AND INSTALL ALL DRILLING, CORE DRILLING, WEATHERPROOFING, SEALING, SETTINGOF INSERTS FIXTURE BACKING, PANEL AND DISTRIBUTION BACKBOARDS. CO-ORDINATE ALLCUTTING, PATCHING, EXCAVATION, BACKFILLING AND CONCRETE FOR THE CARRYING OUT OFTHE WORK. INCLUDE ALL COSTS IN TENDER PRICE.

.23 ANY ELECTRICAL AND COMMUNICATION WORK CARRIED OUT ON BEHALF OF, OR BY, OTHERCONTRACTORS SHALL BE IN ACCORDANCE WITH THE REGULATIONS OF THE CANADIANELECTRICAL CODE AND THE APPLICABLE CLAUSES OF THIS SPECIFICATION.

.24 IT SHALL BE THE ELECTRICAL CONTRACTOR'S RESPONSIBILITY TO ENSURE THAT ALLSUBCONTRACTORS AND SUPPLIERS OF ELECTRICAL EQUIPMENT OBSERVE THE APPLICABLECLAUSES OF THE ELECTRICAL SPECIFICATIONS.

.25 IN CASE OF DIFFERENCES BETWEEN CONTRACTORS REGARDING EXTENT OF WORKRESPONSIBILITIES, SUCH MATTERS SHALL BE REFERRED TO THE CONSULTANT. SHOULD ANYDISCREPANCY BETWEEN THE SPECIFICATION AND DRAWINGS LEAVE THE CONTRACTOR INDOUBT AS TO THE TRUE INTENT AND MEANING, A RULING SHALL BE OBTAINED FROM THECONSULTANT BEFORE THE TENDER IS SUBMITTED. IF THIS IS NOT DONE IT WILL BE THECONTRACTOR'S RESPONSIBILITY TO ENSURE THAT THE MORE EXPENSIVE ALTERNATE HASBEEN INCLUDED..26 ALTERNATES WILL NOT BE ACCEPTED, NEW DEVICES SHALL BE OFSAME MANUFACTURER AS EXISTING SYSTEMS.

.27 CONTRACTOR SHALL SUBMIT TO CONSULTANT FOR REVIEW AND APPROVAL A DETAILEDBREAKDOWN OF MATERIAL AND LABOR COSTS TO PERMIT A REVIEW OF PROGRESS CLAIMSUBMISSIONS IN ACCORDANCE WITH PROVINCIAL LIEN LEGISLATION. FAILURE TO SUBMIT THISBREAKDOWN WILL AFFECT THE REVIEW PROCESS AND MAY DELAY PAYMENT.

.28 THE CONTRACTOR SHALL GUARANTEE ALL WORK AND MATERIAL COVERED IN THIS CONTRACTFOR A PERIOD OF ONE YEAR FROM THE DATE OF SUBSTANTIAL PERFORMANCE OF THECONTRACT. THIS IS IN ADDITION TO ANY MANUFACTURER'S WARRANTY PROVIDED FOR SUPPLYOF MATERIALS AND EQUIPMENT.

.29 ALL WIRING SHALL BE COPPER, MINIMUM #12, LOOMEX WILL NOT BE PERMITTED.

2.0 RENOVATION AREA SPECIFICATIONS.01 CONTRACTOR IS TO ENSURE THAT A MINIMUM OF DISRUPTION OCCURS TO THE OWNERS

PRIMARY BUSINESS DURING THEIR NORMAL HOURS OF OPERATION. THIS MAY INVOLVE THECONTRACTORS WORK BEING PERFORMED ON EVENINGS, WEEKENDS, AND/OR HOLIDAYS. THECONTRACTOR SHALL INCLUDE ALL COSTS OF THIS PROVISION IN THEIR BASE TENDER QUOTE.NO ALLOWANCE WILL BE SUBSEQUENTLY BE MADE FOR FAILURE TO INCLUDE THESE COSTS INBASE TENDER QUOTE.

.02 CONTRACTOR SHALL REWIRE, EXTEND WIRES, CONDUITS, ETC. OR INSTALL NEW FOR ANYRELOCATED ELECTRICAL DEVICES AS SHOWN ON THE DRAWINGS AND/OR AS REQUIRED.

.03 ALL ELECTRICAL DEVICES SHOWN ON THE DRAWINGS AND/OR AS REQUIRED SHALL BE NEWUNLESS OTHERWISE NOTED.

.04 ALL MODIFIED/NEW ELECTRICAL SYSTEMS SHALL BE FULLY OPERATIONAL AFTER RENOVATIONIS COMPLETE AND BE ACCEPTED BY THE CONSULTANT AND OWNER.

.05 ALL REMOVED AND UNUSED ELECTRICAL DEVICES FROM THE RENOVATED AREAS SHALL BETURNED OVER TO OWNER UNLESS OTHERWISE NOTED. INTERM STORAGE LOCATION OFTHESE DEVICES SHALL BE COORDINATED WITH THE OWNER AND STORED SECURELY TOPREVENT DAMAGE.

.06 CONTRACTOR SHALL RELOCATE, REWIRE, OR REROUTE ALL WIRING WHICH PASSES THROUGHRENOVATED AREAS TO ENSURE PROPER OPERATION OF ALL ELECTRICAL SYSTEMS OUTSIDEOF RENOVATED AREAS.

.07 ANY FIXTURES, WIRING DEVICES, ETC. DAMAGED DURING AND AFTER REMOVAL SHALL BEREPLACED WITH NEW APPROVED EQUIPMENT AT CONTRACTOR'S COST.

.08 CONTRACTOR IS RESPONSIBLE FOR ADEQUATE PROTECTION OF EQUIPMENT, FURNITURE, ETC.(PLASTIC COVERS, MOVEMENT OF OWNER FURNITURE, ETC.) DURING THE EXECUTION OF THEWORK.

.09 CONTRACTOR IS RESPONSIBLE FOR CLEANING UP THE WORK AREA EACH DAY BEFORELEAVING THE JOB SITE.

.10 ALL MATERIALS SHALL BE SUPPLIED AND INSTALLED AS SPECIFIED AND/OR SHOWN ON THEDRAWINGS.

.11 CONTRACTOR TO CONFIRM ALL LOCATIONS OF EXISTING EQUIPMENT, WIRING, CIRCUITNUMBERS, ETC.

.12 ELECTRICAL CONTRACTOR SHALL BE RESPONSIBLE FOR ALL CUTTING, PATCHING AND PAINTFOR ALL AREAS AFFECTED BY THE RENOVATION. FINAL FINISHES SHALL MATCH EXISTING ANDIS SUBJECT TO FINAL APPROVAL BY THE CITY. SHOULD THE CITY ASSESS THAT THE COLORSOR FINISHES DO NOT MATCH, THE CONTRACTOR WILL BE REQUIRED TO PAINT ENTIRE WALLAND/OR CEILING.

3.0 FIRESTOPPING.01 ALL ELECTRICAL WIRES, CABLES, NONCOMBUSTIBLE RACEWAYS, OUTLET BOXES AND OTHER

SIMILAR SERVICES THAT PENETRATE FIREWALL, FIRE SEPARATION OR ASSEMBLY REQUIRED TOHAVE A FIRE RESISTANCE RATING OR FIRE SEPARATION, SHALL BE SEALED BY FIRE STOPSYSTEM WHICH HAS AN "F" AND/OR "FT" RATING NOT LESS THAN REQUIRED FIRE PROTECTIONRATING OF FIRE SEPARATION.

.02 "F" AND "FT" RATINGS SHALL BE DETERMINED BY FIRE TEST METHOD AS DETAILED IN CAN4-S115-M "STANDARD METHOD OF FIRE TESTS OF FIRE STOP SYSTEMS". REFER TO RELEVANTSECTIONS OF THE NATIONAL BUILDING CODE.

.03 CONTRACTOR SHALL ONLY USE LISTED MATERIALS AND METHODS AS LISTED AND INDICATEDIN ULC LIST OF EQUIPMENT AND MATERIALS, VOLUME 2, BUILDING CONSTRUCTION" (NO. 40U18FIRE SEPARATION).

.04 SERVICE PENETRATION AND FIRE STOPPING OF SERVICE PENETRATION IN FIRE SEPARATIONAND FIRE RATED ASSEMBLIES SHALL COMPLY WITH RELEVANT SECTIONS OF THE NATIONALBUILDING CODE.

.05 PROVIDE FIRE STOPS IN CONCEALED SPACES AS REQUIRED AS PER RELEVANT SECTIONS OFTHENATIONAL BUILDING CODE. FIRE STOPPING MATERIAL SHALL BE USED TO SEAL ANYPENETRATION OF COMPARTMENT SEPARATION IN CONCEALED SPACES.

4.0 FINAL ACCEPTANCE.01 SUBMIT TO THE CONSULTANT, PRIOR TO SUBMISSION FOR SUBSTANTIAL PERFORMANCE, TWO

MARKED UP SETS OF AS-BUILT DRAWINGS AND THREE SETS OF MAINTENANCE MANUALS FORALL ELECTRICAL COMPONENTS USED ON THIS PROJECT. AS-BUILT DRAWINGS SHALL HAVEELECTRICAL CONTRACTOR COMPANY NAME, ADDRESS, PHONE NUMBER, DATE ANDSIGNATURE STAMPED ON DRAWINGS. AS-BUILT DRAWINGS SHALL BE CONVERTED TOAUTOCAD BY THE CONSULTANT AND SUBMITTED TO THE OWNER WITH MANUALS.

.02 DELIVER TO THE CONSULTANT CERTIFICATE OF APPROVAL AND FINAL INSPECTION FROMAUTHORITIES HAVING JURISDICTION PRIOR TO FINAL OCCUPANCY. THESE MUST BE PROVIDEDTHREE WORKING DAYS PRIOR TO CONSULTANT FINAL OCCUPANCY REVIEW.

.03 AFTER THE CONTRACT IS COMPLETED, FURNISH TO OWNER A WRITTEN GUARANTEE THAT FORONE YEAR FROM DATE OF ACCEPTANCE, ANY DEFECTS IN MATERIALS OR WORKMANSHIP WILLBE CORRECTED AT NO COST TO THE OWNER. SUBMIT COPY OF GUARANTEE TO THECONSULTANT.

.04 AS THE CONSULTANT IS REQUIRED TO GIVE PROFESSIONAL ASSURANCE THAT ALL ELECTRICALSYSTEMS HAVE BEEN INSTALLED, TESTED AND VERIFIED IN ACCORDANCE WITH THE NATIONALBUILDING CODE AND THE CANADIAN ELECTRICAL CODE, THE CONSULTANT REQUIRES THEFOLLOWING ITEMS FROM THE CONTRACTOR PRIOR TO ISSUANCE OF "LETTER OFPROFESSIONAL ASSURANCE " FOR BUILDING OCCUPANCY:- WRITTEN REPORTS OF SITE REVIEWS BY AUTHORITIES.- LETTER OF ASSURANCE OF PROFESSIONAL FIELD REVIEW AND COMPLIANCE.- FIRE ALARM VERIFICATION REPORT.

.06 ALL COSTS FOR THE ABOVE SHALL BE INCLUDED IN BASE TENDER QUOTE.

5.0 DIV. 16 EXCLUSIONS5.01 THE FOLLOWING WORK IS EXCLUDED FROM DIV. 16 SCOPE OF WORK BUT HAS TO BE DONE TO

FACILITATE THE INSTALLATION OF ELECTRICAL SYSTEMS AND/OR IS AFFECTED BY ELECTRICALINSTALLATIONS. THIS WORK HAS TO BE PERFORMED UNDER THE DIRECTION OF OTHERRELEVANT PROFESSIONAL SUCH AS AN ARCHITECT, MECHANICAL, CIVIL, BUILDING ENVELOPE,ETC, ENGINEER. THIS WORK SHALL BE PERFORMED UNDER OTHER RELEVANT SPECIFICATIONSECTIONS (OTHER THAN DIV. 16). CONTRACTOR SHALL COORDINATE DIV. 16 WORK WITH ALLOTHER RELEVANT WORK. FOR DIRECTIONS, GUIDANCE, SPECIFICATION REGARDING THIS WORK,CONTRACTOR SHALL CONTACT RELEVANT PROFESSIONALS (NOT ELECTRICAL).

.1 SIMULATE GROUNDS AND BREAKS ON ALARM AND SIGNALLINGCIRCUITS TO ENSURE PROPER OPERATION OF SYSTEM.

.2 CLASS A CIRCUITS.

.1 TEST EACH CONDUCTOR ON ALL CIRCUITS FOR CAPABILITY OFPROVIDING ALARM SIGNAL ON EACH SIDE OF SINGLEOPEN-CIRCUIT FAULT CONDITION IMPOSED NEAR MIDMOSTPOINT OF CIRCUIT. RESET CONTROL UNIT AFTER EACH ALARMFUNCTION AND CORRECT IMPOSED FAULT AFTER COMPLETIONOF EACH TEST.

.2 TEST EACH CONDUCTOR ON ALL CIRCUITS FOR CAPABILITY OFPROVIDING ALARM SIGNAL DURING GROUND-FAULT CONDITIONIMPOSED NEAR MIDMOST POINT OF CIRCUIT. RESET CONTROLUNIT AFTER EACH ALARM FUNCTION AND CORRECT IMPOSEDFAULT AFTER COMPLETION OF EACH TEST.

4.4 MANUFACTURER'S FIELD SERVICES

.1 INCLUDE SERVICES OF CERTIFIED TECHNICIAN TO SUPERVISEINSTALLATION, ADJUSTMENTS, FINAL CONNECTIONS, AND SYSTEMTESTING.

4.5 VERIFICATION AND CERTIFICATION

.1 THE MANUFACTURER SHALL MAKE AN INSPECTION OF THE FIREALARM EQUIPMENT, INCLUDING THOSE COMPONENTS NECESSARYTO THE DIRECT OPERATION OF THE SYSTEM SUCH AS DETECTORSAND CONTROLS, WHETHER OR NOT MANUFACTURED BY THEMANUFACTURER ADDED UNDER THIS CONTRACT. THE INSPECTORSHALL COMPRISE AN EXAMINATION OF SUCH EQUIPMENT FOR THEFOLLOWING:

.1 THAT THE TYPE OF EQUIPMENT INSTALLED IS THATDESIGNATED BY THE SPECIFICATION

.2 THAT THE WIRING CONNECTIONS TO ALL EQUIPMENT COMPONENTSSHOW THAT THE INSTALLER UNDERTOOK TO HAVE OBSERVED ULCAND CSA REQUIREMENTS

.3 THAT EQUIPMENT OF THE MANUFACTURER'S MANUFACTURE HASBEEN INSTALLED IN ACCORDANCE WITH THE MANUFACTURER'SRECOMMENDATIONS AND THAT ALL SIGNALLING DEVICES OFWHATEVER MANUFACTURE HAVE BEEN OPERATED OR TESTED TOVERIFY THEIR OPERATION

.4 THAT THE SUPERVISORY WIRING OF THOSE ITEMS OF EQUIPMENTCONNECTED TO A SUPERVISED CIRCUIT IS OPERATING AND THATTHE GOVERNMENTAL REGULATIONS, IF ANY, CONCERNING SUCHSUPERVISORY WIRING HAVE BEEN MET TO THE SATISFACTION OFINSPECTING OFFICIALS

.5 TO ASSIST THE CONTRACTOR IN PREPARING HIS BID THEMANUFACTURER SHALL INDICATE THE NUMBER OF HOURSNECESSARY TO COMPLETE THIS INSPECTION PRIOR TO CLOSING OFTENDERS, AND THE NUMBER OF HOURS NECESSARY TO PROVIDE ASEMINAR ON THE SYSTEM FOR THE BUILDING OWNER

.2 TEST, VERIFY AND COMMISSION THE SYSTEM ACCORDING TOREQUIREMENTS OF CAN/ULC_S537 STANDARD FORVERIFICATION OF FIRE ALARM SYSTEM INSTALLATIONSCAN/ULC-S524, INSTALLATION OF FIRE ALARM SYSTEMS. THESERVICES OF THE CONTRACTOR AND REPRESENTATIVES OFTHE FIRE ALARM MANUFACTURER ARE REQUIRED FOR THEVERIFICATION

CONTRACTOR TO ARRANGE FOR AND COORDINATE TO ENSURETHAT FIRE ALARM SYSTEM IS CORRECTLY MONITORED VIA ANN.F.P.A. APPROVED METHOD TO A CENTRAL DEDICATEDULC-LISTED MONITORING FACILITY.

THE CONTRACTOR SHALL SUPPLY AND INSTALL ALL NECESSARYDEVICES TO ALLOW FOR CORRECT MONITORING OF:- FIRE ALARM SPRINKLER ACTIVATED- FIRE ALARM NON-SPRINKLER ACTIVATED- FIRE ALARM SYSTEM TROUBLE, AND- SPRINKLER SUPERVISORY SIGNALS

DEVICES SHALL INCLUDE BUT NOT BE LIMITED TO FIRE ALARMPANEL INCLUDING ALL NECESSARY ADDITIONAL MODULES,AUTO DIALER, ULC-LISTED TRANSPONDER. SILENT KNIGHTMODEL #5104 FIRE CONTROL COMMUNICATOR OR APPROVEDULC-LISTED SHALL BE USED.

CONTRACTOR SHALL USE EXISTING AUTODIALER LEASEDTELEPHONE LINE AND CONNECTIONS TO AUTODIALER ASREQUIRED.

BREAKER FOR FIRE ALARM PANEL AND AUTODIALER TO BEPAINTED RED. PROVIDE LAMICOID LABELS TO READ: "FIREALARM-DO NOT OPEN EXCEPT TO TEST" AND "FIRE ALARMDIALER-DO NOT OPEN EXCEPT TO TEST".

CONTRACTOR TO ENSURE AUTODIALER IS TESTED ANDINSPECTED DURING THE FIRE ALARM VERIFICATION AND ISREPORTED ON THE WORKSHEETS.

THE CONTRACTOR SHALL COORDINATE TO ENSURE THEMONITORING COMPANY SUBMITS TO THE ENGINEER A LETTERCONFIRMING THE FOLLOWING:A. MONITORING OF FIRE ALARM, SPRINKLER SUPERVISORY

AND FIRE ALARM SYSTEM TROUBLE SIGNALSB. USE OF ULC-LISTED FIRE TRANSPONDERS, ETC.C. USE AND TYPE OF DEDICATED TELEPHONE LINES.
