Compliance sets Vignette on the topic

Austin - The corporation Vignette(http://www.vignette.com) wants to support with thepresentation of new solutions enterprises at the fulfill-ment of their organization and documentation obliga-tions. In this case it is a question particularly of solu-tions for the management of recordings and docu-ments and process control and product documentationapplications. On the basis of the record and documentmanagement technology of the taken over the TowerTechnology, an efficient fulfillment of severe revisionand report obligations that results from laws as theSarbanes-Oxley Act or from rules of authorities as re-venue offices and stock exchange supervision organs issupposed to be enabled enterprises. (FH)

PROJECT CONSULT Comment:Vignette (last dealt with in newsletter 20040219) createdmeanwhile the necessary interfaces, to connect around theTower products (last dealt with in newsletter 20040219).For a direct integration with uniform, shared managementand Repository-components it remains to do still some, how-ever. Same is valid also for the topic records management, where the support of international standards and the at-tainment of certificates as PRO2, DOD and other is a com-plex processes. Munich/Saarbrücken - Ultimus(http://www.ultmus.com) has together with inte-grated terminal controllers Scheer CEE(http://www.ids-scheer.com) the interface ARIS-Ultimus presents. At that it is a question of an interfacethat unites ARIS 6.XX with the Ultimus BPM suite andenables ARIS 6.XX so the interoperability. uct was broadened in the last years considerably and enlar-ged. Up to now Ultimus mainly backed on the own instru-ments which allow the definition and design of workflowswith very single mean values, on basis of table structures.Through the cooperation with integrated terminal controllerScheer (last dealt with in newsletter 20010329) orientatesnow Ultimus clearly more into the warehouse of the profes-sional Tools in the BPM Business Process Management en-vironment. ARIS is regarded as one of the most importantdesign and management-tools here. Through the transfer ofprocess definitions over, in XML represented techniquesstandardized opens up Ultimus a new science potential inenterprises that already in the application have ARIS. (Kff)

Uptime with new DMS Arts

Zurich - The Swiss UPTIME services limited company()http://www.uptime.ch wants to combine with theirproduct family ARTS (system Archival and Retrieval)document management, archive and workflow sys-tems. From the formation up to the archiving all do-cuments pending within the framework of a businessprocess with ARTS are supposed to be able to be man-aged and to be scheduled. The components in a multi-ple way scalable enable the customer to find the sys-tem best for his requirements without reducing oneselffor future enhancements. Next to the flexible high per-formance archive, also the simple and intuitive opera-tion and the small administration expenditure con-nected with that for the user of advantage is supposedto be. (FH)

PROJECT CONSULT Comment:One can designate Uptime as a further maverick - withoutill will - from German view in the market for document-technologies. With ARTS the enterprise moves in an over-loaded market segment. Indeed the new ARTS System hasdocument management, archiving and workflow in the threeareas the necessary basic functionality and also some techno-logical "treats" - whether this suffices, however, as quasinewcomers into markets outside of the Switzerland pene-trate? Uptime offers after all three preconfigured sector pack-ages - ARTS Retail, ARTS Medical and ARTS Dossier -those ones show onto which market segments Uptimesquints. (Kff)

SAP certifies CMS of the TOMORROW FOCUSTechnologies

Rampart village - SAP (http://www.sap.de) has de-veloped the certification that of the GmbHTOMORROW FOCUS Technologies(http://www.tomorrow-focus-technologies.de) CMSsolution "HPS|cms" closed. Through the complete in-tegration into SAP Enterprise Portal 5.0, users are sup-posed to receive with that the possibility to be able tointegrate an advanced enterprise contentmanagementsystem into their corporate portal. To create digitalcontents centrally next to the possibility to manage and

to publish in SAP Enterprise Portal over HPS|cms theuser can access the contents operated in HPS|cms alsodirectly from his SAP portal surface. (FH)

PROJECT CONSULT Comment:Co-operations and certifications as HPS/cms play SAP (lastdealt with in newsletter 20031021) into the hand. Each moreproviders subject themselves to such certification, the stron-ger the position of the portal SAP becomes. Providers asTOMMORROW FOCUS hope for supplementary busi-nesses in the SAP environment since with gross users thetrend is to be observed, no independent, stand-alone CMS,here especially WCMS-Loesungen, to introduce, but to treatthese components as a constituent of an integrated infra-structure. Only the use of a stand-alone CMS-solution aboutthe SAP-portal is practised the form of the integration ashere, however. At a deeper integration also the informationexchange would be between SAP components and the CMS,for example at e-business solutions, and in common usableRepositories desirable. (Kff)

Paperless-Solutions GmbH with rent offer

Cologne - The GmbH Paperless-Solutions(http://www.ppls.de) offers their standard packagesfor the electronic document management now for therent. For a monthly fixed amount enterprise are sup-posed be able to be useful the software d.3 of d.velop(http://www.d-velop.com) with the wanted modules. In addition the document management system can begotten about leasing. In this case the software changesaccording to a before agreed runtime into the posses-sion of the respective enterprise. The offer contains thepackages in different sizes with different modules andservice's. (FH)

PROJECT CONSULT Comment:The idea with the leasing had already a series of enterprises. In this case also concepts were to be observed at the market, where the software in the first year even for nothing offeredand became payments first from the second year due. Thisform of the offer is supposed to help to overcome the reten-tion during the purchase of solutions. Such offers becomedifficult if it is a question of solutions to be adjusted indi-vidually since the project costs are to be considered here. Upto now leasing or rent offers did not contribute to the marketanimation. (Kff)

EMC fills archiving gap with Mobius

Schwalbach/Taunus - That wants gaps still availablyin spite of the transfers of Legato and Documentum inthe archiving sector EMC (http://www.emc.com)through a close cooperation with Mobius managementsystem's (http://www.mobius.com) close. So Mobiusis supposed to belong To »ViewDirect TCM«-Paketwith memory platforms EMC« future »when all-in so-lution is offered and too EMCs of checked CARS-family (solution Content Archiving and Retrieval).

In addition EMC widens the circumference of theCompliance functionality of his EMC Centera CAS(Content Addressed Storage)-Loesung from. With thenew operating system CentraStar V2.3 custody rulesare supposed to be defined for the first time for wholeinformation classes and to be changed. (FH)

PROJECT CONSULT Comment:EMC, last dealt with in newsletter 20031021, divides fur-ther products around their storage system and enterprisecontent management components around. A clear strategy isnot to be defined in this case. The new partnership with Mo-bius, at last treats in the newsletter, 19991217, does not fillonly gaps, but creates also new overlapping. Mobius ownseven a relatively complete ECM-Komplett-Portfolio. So thee-mail archiving segment also with the own legato product isaddressed for example at EMC and also with KVS, last dealtwith in newsletter 20040121, there is in this environment acooperation. For a complete ILM-Information Lifecycle Ma-nagement strategy it would be reasonable to restrict oneselfto an entrainer which solves the archiving topic in supple-ment to Documentum. Only so consistent architectures canbe established, that the claim of enterprise content manage-ment and ILM, to provide only a transparent memory loca-tion for all information, fair become. For Mobius the coop-eration with EMC is of course a further interesting channelin order to make up for market coverages in marketing re-gions, where very good represented was not yet. Through theconfiguration of the functionality of Centera EMC offersfunctionality in addition more and more, that formerly thepure archiving system products reserve was. Through thatstill more overlapping with traditional archiving systemswill turn out in future. (Kff)

daa Systemhaus introduces ScanView WebCon-nector

Baden-Baden - That in the scanview release 5.0 con-tained WebConnector of the daa Systemhaus(°http://www.daa.de°) supplementary WebServer issupposed to offer also more convenient functions andthe support to new design next to one. The access onthe archive is supposed to be able to be integrated intoown web and portal applications by the standardizedmiddleware in short time. Again in the comparison forthe pre-version is in addition, that the client allows alsothe access on different document releases and both in-

dexing of full texts, than also recursive research sup-ports in folders and document classes.

PROJECT CONSULT Comment:Daa (last dealt with in newsletter 20040121) already a seriesof redesigned components that supports the use of DMSfunctionality with internet mean values introduced. Daamoves through that in the segment of the content manage-ment more and more without forgetting his roots in the elec-tronic archiving and in the document management. Espe-cially the simple possibility to integrate components in por-tals brings daa some advantages opposite the traditionalcompetition. For that daa moves, however, in a market seg-ment, where a series of heavyweights also in future want tobe successful - IBM, Vignette, Interwoven and Stellent arehere mentioned only stellvertretend. (Kff)

Ceyoniq integrates IBM TotalStorage Dataretention 450

Bielefeld - Ceyoniq (°http://www.ceyoniq.de°) will pre-sent on the Ceyoniq Days the new platform for enter-prise content management which within the frame-work of the multiplatform-strategy the TotalStorage-Data-Retention 450 of IBM (°http://www.ibm.de°) inte-grates for the first time. Next to hard disks also optimaland tape mediums WORM through which it is sup-posed to be possible with the Ceyoniq platform can beintegrated all functions of the IBM memory solution tothe saving of storage times, long-term dates to bestored full to support. (FH)

PROJECT CONSULT Comment:Ceyoniq (last dealt with in newsletter 20041902) positioneditself meanwhile successfully as product providers. The newenterprise content management components, being based onformer archive servers as a kernel module, are supposed tocome increasingly from partners in projects to the applica-tion. So concentrated the science event of Ceyoniq Days notonly on end user, but reinforced onto the integration andmarketing partners. The one consolidated in the last twoyears and enlarged new platform should than the integratorsput enterprise content management basic solution into theposition also more in a complex way and very to transformbig systems. With the linkage of secure fixed-disk storage ofIBM (last dealt with in newsletter 20040512) Ceyoniq backsalso on the trend away from the conventional storage systemof the electronic archiving, the record player with optical sto-rage mediums. Fundamentally Ceyoniq wants to support allimportant storage systems in future. The announcementshows also a change of the provider landscape. While in offersituations Ceyoniq is standing frequently with IBM in thecompetition, cooperation is also in the technology and com-ponent level announced for a long time. Ceyoniq sees itselfalso as a partner here for IBMs new storage system strate-gies (see also the contribution "In the discussion" in this edi-tion). (Kff)

Captiva and FileNet intensify cooperation

Munich - Captiva (°http://www.captiva.de°) and File-net (°http://www.filenet.de°) closed a software-licence-declaration and keep on enlarging their long-standingrelation with that. So Filenet is supposed to integrateone day Captivas of PixTools/scan- and Pix-Tools/view-products as well as Isis scanner drivers in-to his products and to be with that to integrate newscanners and current features time-near in the position.Captiva expects profits from the cooperation from mo-re than a million United States dollars. (FH)

PROJECT CONSULT Comment:FileNet (last dealt with in newsletter 20031021) has ownscan components that are not to be assigned, however, to theHigh-Perfomance-Bereich as Captiva (at last treated in theNewsletter20040219). Through the close cooperation withCaptiva it is now possible for FileNet to integrate completescanning and preprocessing systems including the capture ofcolor pictures. Which role cofax-components which were u-sed also by FileNet-Integratoren in the past play in futuremust still be proved. Captiva at least evaluates the coopera-tion with FileNet as an important module during the con-figuration of their operating role in the Capture market seg-ment. (Kff)

ASM sets on PDD Jukebox

Westerstede - The ASM of GmbH & Co. KG(°http://www.asm-jukebox.de°) completely wants toutilize Disc for DATA (PDD) through the applicationof professional in his record players the memory capa-city of the mediums. The storage mediums are basedon blue light laser technology and work during thewrite operation with a very small block segmentation, which is supposed to reduce the capacity loss clearly.Several tall software-manufacturers and providers ofdocument management systems already integrated thetechnology into their products. (FH)

PROJECT CONSULT Comment:UDO or PDD - this is today the question for many archiv-ing system providers. Both technologies, UDO of Plasmon, and PDD of Sony, set on the application of blue lasers thatenable a considerably higher packing density on WORMmediums. Apparently ASM as an introduced manufacturerof record players sets available PDD on those ones at themarket in batch sizes of Sony. Whether also the UDO whichis not compatible with the PDD is offered was not to befound out. The conventional WORM storage mediumsmight stand with that for the time being before a separationeven if the mediums with the new drives are not compatible. The capacity of the record players offered by ASM is multi-plied through the new medium. This is also necessary facedwith the competition through WORM tape and read-onlymemory disk subsystems with WORM-characteristics.Whether every user will change, however, onto a new opticalmemory is questionable, because the considerably simpler

being integrated and also cost-effective becoming alternative"WORM hard disk" the life makes the record player pro-vider heavy increasingly. ASM created after all up to nowrecord players' with their concept individually configuredand exactly dimensioned onto the requirements of a projectat the market exist. (Kff)

Munich - at the 18th and 19th October 2004 becomesthe Knowtech, as already in the last two years, as anindependent congress within the framework of the sys-tem's 2004 in Munich under the screen domination ofthe BITKOM occur. The emphasis the in the meantimesixth conference to the topic knowledge managementin economy and management should this "Knowledgemanagement" year "- change, added value, enlarge-ment be". The conference series distinguished itself inthe meantime for the presumably most important ap-plication knowledge management event in the Ger-man-speaking room, to promote the exchange with thegoal between users and users of knowledge manage-ment systems.

Enterprises of all sectors and public managementwhich employ knowledge management or plan knowl-edge management, scientific institutions as well as en-terprises of the ITK-industry are supposed to be pri-mary target groups of the event.

Project management

With systematic project management for thesuccess (Part 3)

An introduction to the international PMI Standard

of Christoph Jeggle, PMP, E-Mail: [email protected] 1 and 2 appeared in the newsletter editions 20040315and 20040512th Christoph Jeggle is free employee ofPROJECT CONSULT.

Into the previous article of this series we have us busywith the process groups from which project manage-ment withstands institutes (PMI) in the sense of theProject Management. These are initialization, plan, im-plementation, control and closing. The processes ofthese groups are made to knowledge fields (knowledgeareas) systematize.

Every process within the process groups appertains toone of the following knowledge fields.

Content and circumference management(scope management)

Date management (time management)

Cost management (cost management)

Quality management (quality management)

Personnel management(human resources mangement)

Communication management(communication management)

Risk management (risk management)

Procurement management(procurement management)

Integration management (integration management)

In this and the following articles we employ ourselvesin each case or two of these knowledge fields.

Content and circumference management

Added this designation rings a little bit bumpy, how-ever it very heavily the English scope designation is infact appropriate translate. While scope of a product isdesignating that one the characteristics and functionsthat label the product, scope of a project describes thatone the jobs that must be executed and delivered a-round the project goal for example a product with cer-tain characteristics and functionality, to make. Theprocesses of this knowledge field deal therefore withthe backup, that content and circumference of the pro-ject defines and to be controlled every modification.

The processes of this knowledge field deal with the in-creasing refinement of the description what must besupplied in the project anyway. Before a project or a

GmbH PROJECT CONSULT & Comprendium 2004 ISSN 1439-0809 Page6 of19

new project phase can start anyway, one needs an ini-tiation. So the authorization of a new project or a newphase in a greater project is designated. This authoriza-tion happens through the formal decision to start aproject or to make him reach a new phase. The projectand/or. the project phase is commissioned in a way.And best a project manager is charged also now theexecution. Unfortunately that is often just only an idealconception. In the real-time world of the projects theproject manager is designated often first very much la-te. That results in the consequence often, that it or itwere not "an Bord" in the decisive start phase of a pro-ject yet and did carry through afterwards (Planungs-)to accept facts and must carry on. During the initiationit should be documented also already with which limi-tations and acceptances the project is begun. With ma-ny projects there are these limitations and acceptancesonly unspoken and in an undocumented way. It isgood, when beforehand for all participants is clear, under which conditions the project is executed. So pro-ject information technology can withstand for examplethe assumption that an instrument which is necessaryfor the development in time and reliably is available inone. Such acceptance must be checked regularly fortheir further validity during the project. This process ofthe initiation appertains to the initiation process group.

Withstanding the next processes in this knowledgefield from the increasingly more precise description ofthe delivering-objects and services of the project.

In this case one is created for detailed description ofthe project content and circumference from the first co-arse description of the project from the initiation. Thisincludes among other things the project reason, a de-scription of the project product, a list of the gadgetsand services which must be produced in the project, and the project goals. These goals must be in any casequantifiable.

The project structure plan (work breakdown structure)still refines this description when the main componentskeep on being subdivided. This subdivision should beexecuted so far that the components are plannable. This project structure plan is of decisive importance. What is not defined in it does not appertain to the pro-ject. It is the basis for every further plan and at the sa-me time the measure for the inspection of the results ofthe project. These processes of the definition of the con-tent and circumference appertain to the plan processgroup.

The attaining of the as a project goal of agreed contentand circumference must be checked regularly too cer-tain times in the project. For every modification of thecontent and circumference there must be a control sys-tem. It must be clear who may decide on modifications. These processes of the inspection and control appertainto the process group of the control.

In project it proves it again and again that many prob-lems are caused by a too inaccurate definition of thecontent and circumference or by the inconditionness ofthis definition. With that these projects lack everyplanning security because it is either unclear or pitch-ing which must perform the project.

Date management

During the date management we are at that what ismeant by project management frequently: the defini-tion of time schedules and milestones. But that is onlya part of the project management, when also natural animportant. Date management is not possible without ofother knowledge fields input being supplied. For ex-ample if clear is not, what must be achieved in the pro-ject, and also the available resources are not knownand also the risks that consist in the project are not ana-lyzed, a deadline planning looking still so professionalstands on an unsure footing and is with that almostworthless.

The scheduling of a project is based on the projectstructure plan. If the activities in the project whichmust be executed in order to reach the components ofthe project defined in the project structure plan areclear, these activities can be brought into a dependenceby each other. A normal technique is in this case therepresentation of these dependences in network dia-grams. Simultaneously the duration of the activitiescan be estimated.

If both information, dependences and duration, thereare, the aging schedule from which the critical path canbe computed is created from that. This critical path isthe sequence of activities which do not have any chro-nological buffer through their dependences. Every de-lay on the critical path leads to a late completion of theproject. The special attention of the project manager ismeant for the activities on the critical path therefore. These processes appertain to the plan process group.

IBM and enterprise content management: Strat-egy and focussing in the information lifecyclemanagement (ILM)

ILM in the competition at the market

ILM - Lifecycle management information - is not at the mar-ket an of course defined term. but is defined of the manufac-turers of memory management systems according to the ownoffer differently and laid out. As one of the first providersand united with a concrete offer at strategies and productsEMC with ILM positioned itself. "EMC does not have allparts for ILM yet, but they are currently densest at that"(Steve Berg, market observer with Punk of bricks & Co.). Soas EMC occupies the term ILM today holds an ILM strategymeans, that

being classified all information with regard to impor-tance, purpose and memory location and kategorisiert,

being defined for the information types resultant fromthat with regard to the memory system technique rulesand service-level,

being integrated the business processes and the applica-tions connected with that into the resultant control me-chanism so that the memory processes associated withthat can be automated and all information are availablein the wanted form.

Without paying attention to the technological implementa-tion suggested by EMC at that is called this, that after thisprocedure an ILM system all enterprise-relevant informa-tion, dates and documents of the time of the formation up tothe deletion

to understand in a distributed environment, to storeand to manage must,

over a data base supported Registration-, document, me-tadatas and index management for the sorted, fast accesson the stored information worries,

Process support by means of Workflow- and businessProcess management software offers as well as

Subsystems for the long-term archiving according to thelegal and regulative requirements contains.

Definition of ILM

The manufacturer association for storage system solutionsSNIA Data forum management lifecycle management |SNIA Information initiative defines in the March 2004 ILMas follows:

ILM Vision:

"A new set of management practices based on aligning thebusiness value of information to the most appropriate andcost effective infrastructure".

ILM Definition:

"Lifecycle management information of is compromised of thepolicies, processes, practices, and tool's information technol-ogy used to align the business value of information with themost appropriate and cost effective of infrastructure from thetime information is conceived through its finally disposition. Is aligned with business processes through managementpolicies and service levels associated with applications in-formation. metadata, information, and data".

The market analysis enterprise IDC defines ILM on the otherhand as follows:

"The migration of different classes of data according to theperceived value to the 'most appropriate storage' to meetcost, performance, availability, recovery time, regulatorycompliance, and other organization objectives. "

These clearly different approaches show that an unambigu-ous allocation of products for the marketing slogan ILM isnot possible today yet.

The ILM-strategy of IBM

Until recently IBM focused his activities on the topic ILMon "Data Retention" (cf. Kff: "IBM: Retention TotalStorageData 450" in the newsletter 20040512). Just the presentati-on of the new integrated one Memory and Server- solutionsystem "TotalStorage Data retention 450" aims unambigu-ously at the relatively new ILM market in which particularlyenterprise content management and StorageTec positionedthemselves since then.

IBM defines in current documents ILM than the "manage-ment of complex Storage systems, organization of backupand restores as well as the archiving and sustainability" andspeaks with the own range of facilities of an "ILM strategy.

Near IBM the management of all information is known inthis case about the formation up to the annihilation. Actual-ly this means the storing of the information under observati-on of the legal rules in a as cost-effective way as possibly u-nitedly with fast access modes. With that integral consti-tuents of an ILM-solution are

the combination of DMS-applications and storage sys-tem,

Hierarchical memory management (Handset module)and archiving,

the migration of the information on data medium of newtechnologies

. The ones illustrated in the graphics of the IBM solutionshow that the technological implementation of the IBM stra-tegy lies in the integration of the DMS-/ECM-Loesung andthe memory subsystems through the DR450-System.

Main item of the middleware, necessary for that, is to IBMTivoli Storage manager for Data retention, that is a ve-ry operating system near solution. On this level handsetmodule becomes and with that the physical memory systemas well as backup integrate and a Soft-WORM-functionalityis supposed to guarantee the unchangeability of the storedinformation.

Hardware basis is an IBM high availability server of theIBM pSeries 615 with HACMP-cluster and FAStT-Speichersystem (Raid-5 or Raid-10). Currently memory ca-pacities are available to of 3,5 to 56 TB. For the long-termarchiving the WORM tape 3592 can be connected as a me-mory subsystem. Further memory subsystems will follow.

Upshot

EMCs sense of lifecycle management information exceedsthe today's approach of IBM still clearly in the strategic ap-proach. IBM sees an ILM solution still very much strong inan extension of the handset module approach, again, howe-ver, in the pools with EMC- and/or DMS systems. However,IBM with the recent product presentations moves clearly inthe strategic orientation of EMC. Onto the further develop-ment in this sector one may be tense. (JH)

Reason control manual BSI: Chapter on the ar-chiving topic

Voucher - The BSI federal department for security inthe information technology (http://www.bsi.de)publish the BSI information technology reason controlmanual that is valid as a measure for certifications ofsecure information technology infrastructures in formand in the internet (with some time delay). The infor-mation technology reason control manual(http://www.bsi.de/gshb) was complemented with achapter for the electronic archiving (Section 9.5).

This chapter is divided into a general introducing part, the representation of the danger position and a list ofmeasures to be taken, that bases itself on a phase mo-del. The BSI distinguishes the phases of plan, introduc-tion/business and migration here. It takes in this casealso on questions of a superordinate document mana-gement, that archiving of electronically initialed do-cuments and other special topics referral.

With this supplement of the reason control manual it isnow also possible, to assess archiving systems after de-fined criteria and check. (FH)

PROJECT CONSULT Comment:It is to evaluate as very positive that the BSI reason controlmanual was complemented now with a chapter "archiving".By the interrupting into individual criteria, is so that alsothe circumference of an archival system defines indirectly -even if a concrete definition of terms is missing. The the de-pendence of the measures on concrete sections of the life-cycle of archiving systems is the directory an aid to simplybe used. There was up to now only assistance of associationsand organizations in shape in this environment of codes ofBest Practice (for example VOI "Key Aspects of the electro-nic archiving"). The BSI supports documents as regards e-lectronically initialed the complex approach of the initialingthat was developed in the project ArchiSig although justthrough a secure archiving this technique would not be al-ways necessary. As regards cryptographic coding should berefused however during the long-term archiving deviating ofthe BSI concept fundamental onto a coding. Unfortunatelythe document has also some genuine weaknesses. This beco-mes clear especially in sections, where the authors worked ascopyists (and set then the own copyright), without thesprings being localized in the section 9.5. This is shownespecially strikingly to introduction of a superordinate do-cument management in sections as for example M 2.259.There the speech that is for a long time overtaken is fromstandards as DMA or ISO 10166. Important current stan-dards are missing on the other hand. To that portable docu-ment format/A, PDF/X, JPEG2000 and a series belong forexample from formats in the environment other. One shouldnot take HTML on the other hand as an archiving formatmost if at all possible. Similar one is valid also for otherstandards and standards as well as further sections of thedirectory. Aspects of the order and the management recordwhich are important for finding, consistency, persistence, integrity, unchangedness, authenticity etc. were also notconsidered in our opinion sufficiently. Despite furtherweaknesses in individual descriptions and measures whichcertainly are still eliminated at one of the next updates thelist of measures to be taken is, however, a valuable aid du-ring the processing of checklists for the business of the sys-tem and for decreases of archiving system solutions. News-letter deals with the techniques in this also Dr. WolfgangBoehmer. (Kff)

The electronic archiving in front of newchallenges with the application of electronicsignatures

Visitor contribution of Dr. Wolfgang Boehmer([email protected]), consulting net-work PASS GmbH, Aschaffenburg (http://www.pass-consulting.com) and teaching-agents' at the termination u-nit of Darmstadt in the computer science factorial (Depart-ment for theoretical computer science). PROJECTCONSULT cooperates in science projects with Dr. Boehmerduring the BSI-certification.

Summary

In this contribution the electronic archiving comes inilluminates, that through the in a youngest way in ad-dition come possibility, legally binding electronic do-cuments, to store and to manage, a new dimension -concerning their tasks, however also with regard totheir security aspects - attains. Before this backgroundit does not become only necessary to protect the database, the archiving solution underlying, and/or DMS-system itself, but also the practicing infrastructuremust be protected precise in order to receive a uniforminformation technology security level. Since March2004 there is a new security module to that into thereason control manual (GsHb) from the federal de-partment of the security in the information technology(BSI) to that for electronic archive systems was incor-porated and makes the a referral to the electronicsignature. However, supplementary aspects of the in-formation technology infrastructure must be added tolibrary (ITIL) in order to be able to keep to the requireduniform information technology security level. Bothmethods are discussed in this contribution for the pre-sentation of an ideal secure infrastructure business ofan archive solution.

Introduction

Since in force step of the EU guideline about the elect-ronic signature that was published in the gazette(L13/12 of the 19.01.2000) of the European Union alsothe signature law (SigG) had to be adjusted in Germa-

ny by 1997. The new guideline had to adapt laws, supplementary to their complete implementation, forexample the Middle Class legal code (BGB §126), thesuit order §292 ZPO and the management techniquelaw (VwVfG).

In this case the BGB § 126 III contains the actual enhan-cement in the kernel, because the electronic form isintroduced as standby for the previous writing. Expli-citly this § 126a in which is executed underscores: Theexhibitor must add to the SigG the electronic explana-tion according to his names with a "qualified electronicsignature".

Diagram 1

Unlike the annulled German signature law of 1997which defines a digital signature the signature guidelineprovides regulations for electronic signatures. The term isintroduced with intention electronically in order to re-main open against different technologies. In this case the(simple) electronic and advanced electronic one as well asthe qualified electronic signature are distinguished bet-ween. Latter requires a qualified certificate and comesto the primary one of 1997 with that said goodbyeGerman signature law approaches. Since the 19.07.2001(see 1st diagram) exist so that into Europe a standardi-zed legal position and the importance for transbordertransactions takes since then too.

According to a certain retention in the application ofthe possibilities of the newer law position in the eco-nomy, than also in the public management, the numberof the projects increases in a youngest way clearly, inwhich the application of the electronic qualified signa-ture is favored just in the archiving environment oppo-site other techniques. So the electronic patient file (e-PA) is imported for example in many places and/or isabout to take place. Also the electronic tax return(ELSTER) goes this course and is in the states differentfar in the implementation. In addition the state and theeconomy on the 3rd April 2003 in Berlin founded thealliance for electronic signatures

().http://www.signaturbuendnis.de So that it becomesonto the initiative of the Federal Government to wantto promote the electronic signature in Germany, reacts. The alliance has the vision, that of the citizens with e-very arbitrary chip card every card reader a greatnumber - ideally all - that can be useful to availableapplications from eCommerces and eGovernment.

Before this background it is that one for many docu-ments stored in hardcopy form (Files, documents, contracts, blueprints) in indicated hardcopy form ex-tensive space take, attractive, to archive these in elect-ronic form. For the transition - that documents for e-xample present as documents - into the electronicform, so called signature parts of the application areused. In this case only signature parts of the applicati-on are allowed, the one exclusively checked by theRegTP and confirms (http://www.regtp.de) became.By means of a signature part of the application duringthe transition of the hardcopy form into the electronicform is activated under putting on of an electronic qua-lified signature that the graphic match is correct bet-ween hardcopy form and electronic form. However, infrastructure and their handling are not consideredabout the information technology to be inserted forthat anywhere directly. There are only notes (See Uni-form specification of the conditions of use for signatureparts of the application, release 1.1 state 15.12.2003,RegTP.) those in the sections 3 (Potential threats) and 4(Different "Mix" of protective measures) are to befound. To include, however, for the archiving of elect-ronic documents that one a document character are notto find any notes. For the application within the fra-mework of the public management it, however, it isobvious if the highest form of the electronic signaturecomes for the application that also the highest form ofthe safeguarding of the information technologyinfrastructure comes then for the application. Meantthis, that at an archiving electronic documents' only aninfrastructure information technology can be used, thataccording to the information technology reason controlmanual (GsHb) of the federal department for securityin the information technology (BSI) was certified. Thisis tantamount with within the framework of the infor-mation technology reason control certification the step"C" having to be attained. Because only so a uniform,audit-proof and transparent information technologysecurity level about all technological, infrastructuraland organizational as well as staff levels can be achie-ved.

To the public management and the economy compre-hensive requesting-posts come with that at the securityinformation technology of the electronic documents. Inthis case the control goals of availability, integrity andconfidentiality are defined according to BSI under secu-rity information technology.

Safeguarding of the infrastructure

The safeguarding of an infrastructure in the sense ofthe reason control manual (For the readers that are notso familiar to the GsHb the WBT is recommended, thatis to be found un-derhttp://www.bsi.bund.de/gshb/webkurs/index.htm and for learning-aims for the free decree stands) oc-curs schema defined after an integrated approach andone and executions and the infrastructure, the techno-logy, the personnel and the organization of an institu-tion, addresses in the kernel. The execution to the safe-guarding of an infrastructure information technologyproceeds into a basic procedure, that is discharged bythe information technology structure analysis and a-bout the control use determination of the present in-formation technology pool - in this case the archivingsolution - in order to move into the consolidation of themeasures then. To pull for objects that one a very highcontrol use after themselves complements a risk analy-sis is required (see 2nd diagram).

Diagram 2

Again edition 2004, with state of the October 2003 hasbeen added since the reason control manual, a modulethe the electronic archiving topic treats. In this case themodule has the claim the complete range, therefore forsmall archiving systems, for example existing from anarchive server with connected bulk memory (as harddisk or record player), up to complex, if necessaryworldwide distributed archiving systems for the orga-nization-wide archiving of relevant business dates, e-xisting from:

to central archive server components with RAID-systems, record players or the linking at StorageArea network (SAN) for the central storage of files,

WORM mediums for the audit-proof, unchan-geable storage of dates,

Components for the indexing of files, research andfor the transformation of storage formats (Renditi-on),

remote cache-server for the fast access on frequent-ly needed dates,

to grasp. A systematic course as a concept for the elect-ronic archiving is created and can be taken as the setupof an archiving system and his embedment within theenterprise and/or an authority successfully keeps onbeing shown. According to the point of view of thedanger position (G), related to the column, typical forthe GsHb: Force majeure (G 1.2 - 1.4), organizationalshortcomings (G 2.7 - 2.82), Human blemish negotiati-ons (G 3.1 - 3.55), Technological mistake (G 4.7 - 4.47),Deliberate actions (G 5.2 - 5.106), corresponding mea-sures are put to the possible dangers opposite. Themeasures are let for the infrastructure (M 1.59 - 1.60),organization (M 2.4 - M 2.266), personnel (M 3.2 - 3.35),hardware and software (M 4.168 - 4.173) and to elabo-rate emergency provision (M 6.84).

To become in one three point directory the phases:Plan, introduction and business and migration in themodule incorporated for electronic archiving. In theplanning stage five measures are referred to, that of theaim of the electronic archiving (M 2.242), about the de-termination of the performance-influencing factors re-lated to technological, organizational and legal (M2.244 - 2.246. It still the obsolete term of the digitalsignatures becomes related unfortuately in the measu-res and leads with that to the confusion easily with theuser) aspects, a conclusive archiving concept require.

In the phase: Introduction and business are suggestedin turn a series of measures. However, the reasoncontrol manual bumps here clearly into his limits, inparticular, when it is spoken in the measure M 2.262above declarations of function parameters (Level servi-ce Agreements, SLAs). What hides behind these termsremains open. In the same way notes on an operatingmanual or operational management concept are mis-sing. A link on the information technology infrastruc-ture would be desirable at this location to library (ITL).

Business of information technology infrastructures

For the professional business of information technolo-gy infrastructures are to prefer library (ITIL) theinfrastructure information technology developed fromthe Best Practice approach. The information technologylibrary infrastructure enjoys a global call and is for theeconomy and authorities equally applicable. The ker-nel of the approach ITIL developed in England consistsof the two factories ITIL: Support service (Edition ofthe June 2000, ISBN 0113300158) and service Delivery(Edition of the June 2002, ISBN 0113300174), which the-re is also on CDS. A process based approach to the bu-siness of information technology infrastructures which

is kept to consistently about all methods will pursuewith the factories. In addition there is extensive sup-porting literature to these factories in the compartmentmarket.

Diagram 3

The service factory support (see diagram 3) covers intotal 12 extensive chapters. Central component for bothfactories (Service support and service Delivery) is theso called service Desk (User Help Desk), that as a cent-ral interface between the users and/or users and theprocesses acting in the background, is installed. Belon-ging to support for the kernel processes of the service:

Processes for the processing of power failures (In-cident Management)

Processes for the processing of problems (Mana-gement problem)

Processes to the configuration management (Con-figuration management)

Processes to the processing of general modificati-ons at the orientation of the infrastructure informa-tion technology (Management Change)

Processes for the processing of hardware and soft-ware-modifications (Management release)

Next to these kernel processes comprehensive imple-mentations are still given management for the intro-duction of a service the relevant tools and the basic de-finition of the service Desk.

The factory service Delivery grasps in total 11 extensi-ve chapters. Appertaining to the kernel processes ofthe service Delivery:

Processes to delivering and service declarationsbetween end user and business of the infrastructu-re information technology. (Service managementlevel).

Processes for the plan of billing and costs, in thesame way as an accounting and Charging. (Infor-

Processes for the continuation of one (Kern)-betriebes in disturbance and/or emergency cases(Service Continuity Management).

Processes for the retention of the availability ac-cording to the services level Agreements (Availabi-lity Management)

Next to these kernel processes comprehensive imple-mentations are also still carried out for example aboutthe device of processes themselves (generic processmodel).

Bedauerlicherweise there is to dato no defined inter-faces between the GsHb and ITIL. Here a clear actionuse becomes visible. Both standard works have theirauthorizations and tasks. So for example the GsHbaddresses the availability as a sensitive goal. The GsHbdoes not prepare implementations to that, however.Maybe this would overstrain also the sense and aim ofthe GsHb. If ITIL are accessed on in the question of theimplementation for example in the case of the availabili-ty, concrete process descriptions there are. ITIL keepson helping also here, for example the service topic isbrought level Agreements (SLAs) in connection withthe electronic archiving and the GsHb. In the serviceprocess management level, in which also continuingSLAs is discussed, extensive implementations are pre-pared. The string of the relations and dependencescould be continued still any, would disrupt, however, the frame of the article clearly.

Upshot

For the secure business of electronic archiving soluti-ons those ones are to be assessed before the back-ground of the application of electronic signatures, thereason control manual does not suffice in order to gua-rantee a secure business. In supplement with theinfrastructure information technology library (ITIL)can be filled first the requirements at a secure businesscomplete. This demand is valid both for the simplexmode of an electronic archiving solution, as also first-right for mandator-capable archival systems. To usecertified ITIL advisers through the possibility calcula-ting and overlooking becomes the expenditure to beinvested bar.

GoBScape - Technique documentation withmethod and system

Visitor contribution of Siegfried Mack ([email protected]). Mr Mack is developer of the tool GoBScape.PROJECT CONSULT and Siegfried Mack cooperate inscience projects during the creation of technique documenta-tion.

Since 1995 the GoBS, the Key Aspects of orderly dv-gestuetzter accounting systems, are valid; they stipula-te the accountancy obligations an extensive documen-tation of the DV make use of system. Since the 1st Ja-nuary 2002 the GDPdU are (GDPdU, Key Aspects' tothe access to data and dates' digital for the testability,BMF writings of the 16.07.2001.) in operation and de-mand the custody of originaer digital dates in by ma-chine evaluable form. The tester determines, the do-cumentation stipulated with the GoBS, to the orientati-on, covers also the GDPdU-relevant dates and getsnew weight through that. GoBScape represents theGoBS into an intranet-application and splits the techni-que documentation into a hierarchy of documentationobjects which in a technically work-sharing way can beprocessed.

Overview

The GoBS stipulate in the case of electronic accountingthe documentation of the "technique": System, organi-zation, transactions, dates, system events etc. This do-cumentation is supposed to provide the exterior testerwith a quickly definable picture of the DV-accountingof the enterprise and to make the transaction un-derstandable.

The GDPdU demand to hold up all tax-relevant origi-naer-digital dates from installation, wage and financeaccounting in by machine evaluable form. The testabi-lity in the sense of the GDPdU can only be guaranteed, however, if the importance of every table and everyfield and the relations between these are clear docu-mented as of the GoBS demands.

For the enterprises a new situation turns out. The ac-counting must deal sudden with technology, the in-formation technology hold with law texts, the control-ling with transactions existing or new, induced by theGoBS/GDPdU and ERP-, archiving and documentmanagement systems must on GDPdU- to be knockedoff "uniformity". The difficulty of the interdisciplinarycooperation between the departments and the hardlydigestible text of the GoBS result in the implementationbeing afflicted with clear insecurities by GoBS andGDPdU.

The kernel of the approach consists in splitting theGoBS into a hierarchy of linked documentation objectsand using a "documentation-friendly" model of thetransaction - the kernel topic of the GoBS - at that. With

Page 13: PROJECTCONSULT 200406172004/06/17  · PROJECTCONSULT NEWSLETTER 20040617 Automatic, uncorrected translation with Com-prendium Translator GmbH PROJECT CONSULT & Comprendium 2004 ISSN

that the problem of the i interdisciplinary communica-tion is solved by the clear responsibility for the respec-tive contributions to the documentation. The generallyunderstood requirements of the GoBS are projectedthrough generic declarations onto the individual situa-tion. The documentation objects created by an employ-ee suit to the other ones - under avoidance of superflu-ous typing - than referenceble elements in dynamicallysupplied menus availably do. The documentation enc-loses the GDPdU-relevant dates and becomes an effi-cient instrument with that for the GDPdU date investi-gation.

GoBS and transaction

The electronically operated commercial and businessbooks are the object of the GoBS; a partial quantity ofthat forms the DV supported accounting with installa-tion, wage and finance accounting - the destination ob-jects of the GDPdU. The GoBS demand centrally tomake the transaction understandable for some thirdparties and to guarantee his retrograde and progressi-ve testability. Around this progressive and retrogradetest allow, the recording of the transactions must becomplete and prove an unambiguous relation to theinvolved business objects as master datum, documents, documents, posting methods, journals and accounts.

Departing from the document, about the posting me-thod, and the account up to the balance and/or GuVthe course of the amounts must be verfolgbar throughthe transactions, bzw. during the retrograden test ofthe specifications in the tax return up to the singleform.

That clarifies the connection between the recording ofthe transaction and his comprehensibility; in this case"other" documents, important for the sense, are inclu-ded with.

After the different uses of the term "transaction" in theGoBS we reach through an analysis of the text of theGoBS to a documentation-capable "model" for the tran-saction. The "transaction" acts as a most frequent termin the GoBS; it occurs 28 times - in different contexts, but without closed definition, without model. In thecontext of the transaction the terms of pad, document(it is a question of documents generally in the commer-cial books, we speak in the accounting of specific do-cuments, the documents, altogether), document, dates, information, recording, play-back and so forth arefound the different context statements are Subsequent-ly imagined from the combination a general model(metamodel) of the transaction, that was derived fromthe use of the term in the GoBS as a best compromise.

Transaction model

Therefore for the model formation of the transactionthose ones are covered different contexts of the term"transaction" and included the reason demand theGoBS: The "recording of the transaction" is supposed tooccur so that this can "be refreshed" by means of thedates and the documentation.

After that the transaction appears as the smallest en-terprise event finished (atomic) with perceptible anddefined result - unlike the superordinate business pro-cess: Employees, that is employees or systems, executeactions according to the rules of the transaction, inte-ract at that with systems and work with business ob-jects as dates, documents, documents, accounts and soforth.

This meta-model allows an "internal" considerationand an always clear representation and single const-ruction of the model for a specific transaction.

GoBScape

Setup: For the representation of a company-specifictechnique documentation following approaches arepursued:

Decomposition of the GoBS in documentation-object (Attributes and parameters)

Combination of complex-objects from single ob-jects about dynamically supplied menus

Transaction: From the meta-model of the "general"transaction the description model for a "specific" typeof transaction according to classical object attributeview is designed. Around the transaction rules, employees, become action, Input-/output datesand/or. placed business objects. At a Glance theemployees (Roles or systems) are here, the valid rulesand that Input-/output dates definable. A click ontothe hand-held cursor of the respective table entry givesfurther notes. Incidents with several shared "businessobjects" as for example while scanning, indexes createaccording to storage plan, storage of the digitized do-cument in the system and/or archive, DMS etc. can bedisplayed without further.

The already created "single" objects as documents, journals, systems etc. are offered for the creation of themodel of a transaction by menu.

Genericity: This concept of the generic menus is usedalso with the definition of specific methods as access, export, order, storage, signature and so forth. The defi-nition of the methods is accessible only to the com-partment or system administrators in the sense of thedemarcation of functions.

Technique documentation: For the creation of the tech-nique documentation a detailed outline was developedby the Essen TUEVit. The advantages of this outlineconsist in their "quasi-standard-character" and the in-tegrity of the outline points; the disadvantages are tobe seen in here under in part abstract puncture pointswhich are to be understood as attributes typical desc-riptions or lists being to be attached. The orientation insuch sequential representation is extremely complexand the extrapolation absolutely problematic.

Every descriptive system - hardware, software and/orhost and application software - is described as an ownobject with the specific puncture points after the TUE-

Vit distribution as attributes. Several systems are madecombine into a "virtual system" in order to come tocompact and timesaving representations in particularin the case of system-tasks.

This documentation object hierarchy deviates wayfrom the hierarchy of the "Technique structure" outlineafter TUEVit" in the object view, "married" howeverthrough GoBScape with the key notes of this outlinethrough the documentation objects and/or intertwi-ned. With the documenting of the objects in the pyra-mide of below up collections which act as menus au-tomatically in the level above that arise. That for e-xample under "systems" device documented basicallyappears with all attributes and/or key notes of the"technique documentation after TUEVit". The structureof the standard is maintained and simultaneously thedocumentation is broadened by the missing elementsand chronological entries.

While creating the documentation the main menu of tothe left to the right and the individual submenu pointswill ran through from above down - from the simpleone to the complex one. The order of the steps resultsfrom the hierarchy of the documentation objects andgoes building up of below up. Objects are already de-fined to through the names and attributes can becomplemented at any time.

Intranet: All objects and structures are embedded in anintranet-application. That allows a cooperative wor-king in the increase user mode. The entire documenta-tion is offered to the auditor under a familiar browsersurface - with intuitive navigation, extensive searchfunctions and fast access on the wanted documentati-on. The entire content of the intranet application can beprinted.

Archiving (after billing periods): The saving occurs asexport in XML. All dates, date relations and functionalelements (Combo boxes, input fields, links etc.) are ex-ported complete into XML. With that the documentati-on copy becomes to the highest degree program-independent at the end of an account period safed andarchived.

Versioning and historising: According to modeldocumentation objects are chronological (inline) fort-writeable, versionable or historisible. The historisingincludes the automatic versioning. The historising isused for the organization, the roles and all documents. The other objects are chronological per se (for examplesystem journal) or guidelines as current or obsolet arecharacterized as for example, but they are never withina billing period deleted.

technology supported bookkeeping lifts the procedureof the documentation onto a new level and brings anenormous costs and time economy. Already thepreparation of the topic costs usually several streamdays of the participants or some consultant days to theusual sentences. By the cooperative working inGoBScape it results in a quasi-automatic vote of theparticipants with corresponding demarcation offunctions.

In comparison with organization of became- orGoBScape brings a clear profit to HTML documents inan Explorer tree at translucency, arrangement andefficiency at the preparation and extrapolation.

The job of the testers is sped up already in the frontend of the appropriation of the documentationconsiderably. The enterprise profited through the usefrom GoBScape as a knowledge basis with the bearingof new employees - an added value not to beunderestimated..
