Razvijen je koncept stručnog usavršavanja i praktične obuke šumskih radnika nakon završenog obrazovanja, uključujuci koncept trening centra.
Praktičan rad u šumi od strane šumskih radnika poboljšava se kroz pilot aktivnosti obuke za šumske radnike.
4.1. Postoji organizacioni i tehnički predlog o tome kako uspostaviti centar za obuku na osnovu postojecih objekata (Škole, KIŠ) i predlažu se izmene u zakonskom okviru.
4.2. Koncept dualnog obrazovanja za šumarske radnike je razvijen u skladu sa najnovijim propisima o stručnom usavršavanju u Srbiji
4.3. Razvijen je praktični program obuke nakon završenog obrazovanja za šumarske radnike
4.4. Materijali za obuku i lokacije za pilot kurseve obuke su pripremljeni od strane novoosnovanog trening centra

Poboljšani nastavni plan za formalno obrazovanje
Prema rezultatima provedenih anketa na održanim sastancima, dati su prioriteti za obarzovanje šumskih radnika:
▪ Za povećanje učešća prakse kroz uvodjenje praktičnog rada u formalno obrazovanje dualni pristup ocenjen kao najpovoljniji;
▪ Prvenstvo za uvodjenje dualnog sistema u formalno obrazovanje dato šumskom radniku
Adaptacija nastavnih programa u skladu sa Dualnim sistemom obrazovanja
▪ Nakon održanih sastanaka BML II, u Beogradu, 07. i 08. 05.2019. godine, uz učešće predstavnika srednje šumarske škole u Kraljevu, predočena je mogućnost da se pripremi novi trogodišnji kurikulum za šumskog radnika.
▪ Kroz procedure Ministarstva za nauku i tehnološki razvoj i Zavoda za unapređenje obrazovanja i vaspitanja treba da se odobri novi kurikulum.
▪ Za školsku 2020/2021 bilo bi upisano jedno ekperimentalno odeljenje od minimalno 15 učenika.
▪ Istovremeno u toku su pripreme za organizovenje 3. treninga za buduće trenere na nastavno naučnoj bazi Goč (budući trening centar), kao nastavak treninga koji je održan u Weilburgu u aprilu 2019. godine.
▪ Pretpostavka je da trenutno na poslovima šumarstva u Srbiji, radi cca 3500-4.000 radnika, što znači da program obuke zahteva višegodišnji angažman, kako bi svim zaposlenima bio obezbeđen ovaj vid učenja i usavršavanja.

ADAPTACIJA NASTAVNIH PROGRAMA U SKLADU SA DUALNIM SISTEMOM OBRAZOVANJA

Ispit za sticanje sertifikata
▪ S obzirom da ne postoji program srednješkolskog obrazovanja za šumske radnike, do uvođenja novog programa, moramo za postojeći broj šumskih radnika koji trenutno rade, provesti osnovne kurseve obuke za bezbedan rad, a u dogovoru sa komorom treba naći odgovarajući model sertifikata ili potvrde da su polaznici obučeni za bezbedan rad u šumarstvu. To je trenutno moguće uraditi kroz katalog kurseva za šumske radnike.
▪ Ispit ili provera znanja bi trebalo treba da se se sastoji iz 2 dela:
▪ Teoretsko poznavanje raznih tehnika i sredstava rada u šumarstvu
▪ Praktičnog rada.
▪ Svaki deo ispita komisija ocenjuje posebno i predlaže komori izdavanje sertifikata za obučenog šumskog radnika
Razvijen je praktični program obuke nakon završenog obrazovanja
Celoživotno učenje se sastoji iz:
• Stručnih kurseva tokom celog radnog veka nosioca sertifikata,
• Održavanja sertifikata,
• Komora je odgovorna za izradu programa po stručnim oblastima za celoživotnoučenje,
• Komora je odgovorna za izradu sistema održavanja sertifikata (dužina važenja sertifikata, broj bodova, kursevi na godišnjem nivou i sl.),
• Komora vodi evidenciju o broju kredita po svakom imaocu sertifikata,
• Telo Komore zaduženo za celoživotno učenje šumskih radnika predlaže budućepredavače za pojedine oblasti.

Razvijen je praktični program obuke nakon završenog obrazovanja
▪ Za cca 3500-4000 šumskih radnika koji obavljaju poslove za JP “Srbijašume” i JP “Vojvodinašume” potrebno je oko 100 trenera. Kroz nekolika godina taj broj će biti znatno manji
▪ Parametri za određivanje broja trenera:
− 2 trenera u timu,
− Treneri već zaposleni u preduzećima (“pola radnog vremena” angažovani za treninge),
− Najviše 15 trening dana po timu trenera godišnje,
− 2 dana obuke po učesniku i po godini,
− Najviše 10 učesnika u grupi.
▪ Uslovi za trenera:
− Završena srednja šumarska škola, smer šumarstvo ili završen šumarski fakultet smer šumarstvo,
− Posedovanje sertifikata ili licence koje izdaje Komora,
− Minimum tri godine radnog iskustva iz oblasti iz koje drži obuke.

• Bezbedan i efikasan rad u seči i izradi drvnih sortimenata, Goč, 24-28.06.2019. godine, u toku (10-12 učesnika);
• Kroz obuke u organizaciji Projekta stvoreno je osnovno jezgro trenera za zadate teme koji su obučeni da drže obuke za buduće trenere koji kasnije regionalno mogu proširiti znanja na širi spektar radnika u šumarstvu ( oko 1500 uposlenika na poslovima seče).

The concept of professional development and practical training of forest workers after completion of education, including the concept of training center, has been developed.
Practical forest work by forest workers is being improved through pilot training activities for forest workers.
4.1. There is an organizational and technical proposal on how to establish a training center based on existing facilities (schools, FCH) and suggest changes in the legal framework.
4.2. The concept of dual education for forestry workers has been developed in accordance with the latest regulations on professional development in Serbia

4.1 SHORTCOMINGS IN OPERATIONS
4.1 The situation on the labor market and a deficit of forest workers
▪ Estimated number of forest workers in private companies in Serbia is 4,500-5,000 (part time jobs included)
▪ Work volume for ca. 1.300 skilled professional forest worker
▪ Knowledge and skills- mostly with primary school, short training or with no formal education
▪ Due to lack of education, or poor knowledge, damage is often made in forest, which affects economic performances of the company, and environment
▪ Work tools and techniques – mostly out of date
▪ Protection at work – although there is legal duty, it is often avoided or improvised
▪ The problem of employment in accordance with the Law on Labour

Improved curriculum for formal education
According to the results of the conducted surveys conducted at the meetings, priority is given to the forest workers:
▪ In order to increase the participation of the practice through the introduction of practical work into formal education, the dual approach is assessed as the most favorable one;
▪ The introduction of a dual system into formal education is given to a forest worker
Adaptation of curriculum according to the Dual Education System
▪ Following the meetings of BMEL II, held in Belgrade, on 07. and 08. 05.2019. with the participation of representatives of the secondary forestry school in Kraljevo, there was opportunity to prepare a new three-year curriculum for the forestry worker.
▪ A new curriculum should be approved through the procedure of the Ministry of Science and Technological Development and the Institute for the Improvement of Education.
▪ For the school 2020/2021, an experimental class of at least 15 students would be enrolled.
▪ At the same time, preparations are under way for organizing 3rd training for future trainers at the Goč (future training center), as a continuation of the training that was held in Weilburg in April 2019.
▪ The assumption is that currently about 3,500-4,000 workers work in the forestry sector in Serbia, which means that the training program requires many years of engagement, in order to provide all employees with this type of learning and improvement.

Exam of obtaining the licence
▪ Since there is no secondary school education program for forest workers, until the introduction of a new program, for the existing number of forest workers who are currently working, basic training courses for safe work must be established, and in agreement with the chamber, the appropriate model of the certificate or confirmation that the trainees are trained for safe work in forestry. It is currently possible to do this through a catalog of courses for forest workers.
▪ Examination or verification of knowledge should consist of 2 parts:
• Theoretical knowledge of various techniques and means of work in forestry
• Practical work.
▪ Each part of the exams evaluates the commission separately and proposes the chambers to issue certificates for a trained forest worker
A practical training program has been developed after finishing education
• Lifelong Learning consists of:
• Professional courses throughout the life of the certificate holder,
• Maintenance of certificates,
• The chamber is responsible for developing programs in professional areas for lifelong learning,
• The chamber is responsible for the development of a system for maintaining the certificate (duration of validity of the certificate, number of points, annual courses, etc.)
• The Chamber keeps records of the number of credits per each certificate holder,
• The body of the Chamber in charge of lifelong learning of forest workers is proposed by future lecturers for individual areas.

A practical training program has been developed after finishing education
About 3500-4000 forest workers who work for PE Srbijašume and PE Vojvodinašumeneed about 100 trainers. For many years this number will be much smaller
Parameters for determining the number of trainers:
− 2 trainers in the team,
− Coaches already employed in enterprises ("half-time" engaged in training),
− Maximum 15 training days per team of trainers per year,
− 2 days of training per participant and per year,
− Maximum 10 participants in the group.
Conditions for trainer:
− Completed secondary forestry school, forestry or graduated from the Faculty of Forestry in forestry,
− Possession of a certificate or license issued by the Chamber,
− A minimum of three years of work experience in the field from which he is trained.
