I. PURPOSE This document is a compilation of the aggregate rules specific to the Steeplechase Property Owners’ Association, Inc. (Steeplechase POA) as established by legal documents or policy implemented by POA Board of Directors (BOD). In addition, state and local statutes prevail when the community documents do not have governing principals. As applicable, those state and local statutes are cited for reference and applicability. This document has been created to provide one place where all the rules are discussed, their hierarchy clarified, and point of contact is discussed for ready reference.

II. BACKGROUND Steeplechase is a private, gated community, consisting of 324 individual properties and one non buildable property dedicated for green space and community enjoyment. Steeplechase Property Owners’ Association, Inc. (Steeplechase POA) was developed by the John D. MacArthur land development company named Lake Park Corporation. It was originally part of the Horseshoe Acres West community (platted in 1970), with the Steeplechase portion split out in the late 70s and early 80s. The remaining properties and development rights were sold in the late 80s from Bankers Land Company (MacArthur’s real estate arm) to a partnership of three builders named TPG Development Corporation. The roads were later removed from public access in 1990 and deeded to our community under the Steeplechase Safe Neighborhood Improvement District. For a more detailed history of the community, see Appendix A

III. STEEPLECHASE POA GOVERNING DOCUMENTS: As with many Planned Unit Developments (PUDs), specific rules germane to the community are published in the 3 document described as:

In addition, geographical boundaries, constraints, easements and related rules are published on drawings. These are referred to as the Plat drawings. The current Plat drawings for the community are:

Also, the DECS, Article VIII, paragraph 8.4 (c) empowers the Architectural Control Committee (ACC) to promulgate rules and regulations pertaining to the control of architectural and landscape development of the community. As such, the ACC Guidelines were created early in the development (currently titled Steeplechase Development Guidelines). They are periodically revised. This document prescribes the architectural requirements for construction as well as expectations for property maintenance, appearance and upkeep.

Steeplechase Development Guidelines LOCAL AND STATE LAWS: In addition to our core governing documents, state and local statutes prevail where the community documents do not have governing principals. These statutes are relied on for general neighbor to neighbor relationships. State Statute 720 provides laws and rules related to the governance of Home Owners’ Associations such as ours. STEEPLECHASE RULES: Lastly, the POA BOD has adopted rules (this document) to fill in the gaps where the above documents lack the specificity necessary to run our day to day operations. Since the roads were originally public, our governing documents provided no details for the privacy control. As such, things like access control of residents and service personnel were established. At the residents’ requests, Golf Carts were allowed; procedures were generated to define the reasonable use herein. Other things have been discussed, and policy codified to establish reasonable expectations for such items as signage, realtor access and control for sale of property, etc. Any of the community documents may be revised from time to time in accordance with their stipulated change requirements. As of this revision, the following are the governing versions/dates of said documents:

IV. HIERARCHY OF RULES The above referenced documents provide the principal governing rules, regulations and operating principles of the association. These documents, however do not provide governance over all aspects of daily living within Steeplechase. State and local government statutes provide augmented regulations that all citizens must abide by. State and local statutes may prevail over community rules. Generally where our documents do not have specific requirements stipulated, those state and local statutes will prevail; the BOD cannot write operating policy that supersedes specific direction in those statutes. The SNID did not go to the level of detail to prescribe access control requirements for this community, those requirements are discussed in this document and implemented via the contract Security Company’s Post Orders. The State of Florida Statute 720 regarding Home Owner’s Association has more restrictive rules and regulations with regard the limits of our legal documents. In some cases, additional restrictions are imposed via that statute on the development. Things like BOD powers have been limited as well as directives for meeting notification, record keeping, resident rights with regards records, Generally, a hard and fast requirement in the Declaration of Covenants, Conditions, and Restrictions will govern (i.e. the state statute will not supersede), however when our documents lack specificity, the state statute will govern (example fining committee for non-compliance).

V. POA RESPONSIBILITY & AUTHORITY Generally the POA documents provide high level rules for management of the properties. The Steeplechase Development Guidelines provide the specific aesthetic requirements that must be implemented via the architectural style and landscape of each property. Since privatization, the POA has provided full time Security with a roving mobile guard to discourage criminal activity. The POA has established access control rules to limit access to the community to residents, service personnel and guests. The POA also allows for golf carts and their use.

Residents oftimes confuse the scope and powers of the community, thinking many things residents encounter in their daily living in the community is to be managed by the POA. This is not correct. The POA does not manage day to day neighbor interaction. General civility is managed by neighbor interaction, and when civil disagreements cannot be resolved – the City of Palm Beach Gardens ordinances and Code Enforcement prevail. The POA Property Manager, Security, or City police can provide assistance in the following areas:

For properties that are under construction where the laborers are working beyond the approved hours contact Security.

For properties that are under construction where the construction activities are impacting neighbors negatively – contact the Property Manager.

If your Security alarm actuates and you have concerns, call 911, then notify Security. If you hear security alarms from your neighbors – please call Security so they may

investigate. If you note unkempt properties or RVs in clear violation of the Steeplechase Development

Guidelines – call the Property Manager or the City of Palm Beach Gardens code enforcement (the City of Palm Beach Gardens will likely be the enforcement arm).

If you wish to make changes to the exterior of your property, fill out the forms in the Steeplechase Development Guidelines and coordinate with the Proper Manager for approval prior to implementing the changes.

If you see animals wandering loose that you know belong to a resident, please attempt to gather the animal and notify the owner. If you cannot do that, please notify Security.

If you note trash on community property, please dispose of it. If you are not so inclined, please notify the Proper Manager.

For other neighbor interaction type issues:

If your neighbor has a party where guests and/or music is too loud, contact your neighbor and request they tone things down.

If you see stray animals or suspect farm animals on a neighbor’s property, call Animal Control.

If you see alligators or other predatory animals that may be of risk, call the Florida Wildlife Commission.

For crimes in progress or medical emergencies, call 911, then please notify security after your call.

If there is a suspicious person, call 911, then please notify security after your call. If your neighbor’s animal leaves droppings in your yard and this bothers you – please speak

to the neighbor. For property boundaries and fence location questions – refer to your survey or surveyor. If you have damage to your property that is due to debris emanating from a neighbor’s

property after a hurricane or tropical depression, contact that neighbor and work it out or file a claim on their or your insurance.

If neighborly situations arise where neighbors cannot work it out, contact the applicable organization in the City of Palm Beach Gardens to enforce the infraction.

VI. SPECIFIC COMMUNITY RULES In an effort to have ready reference to common questions regarding the rules and regulations of our community, the following paragraphs represent the commonly discussed and asked topics. When another document is the governing procedure, that document is listed. 1. ASSESSMENTS AND OBLIGATION TO PAY

1.1. Ownership of property in Steeplechase obligates the owner to be a member in the Steeplechase Property Owner’s Association. Renters assume the rights of owners and are required to comply with the same requirements as owners.

1.2. Steeplechase is a Homeowner Association governed by Florida Statute 720. This statute and the community documents provide protection to the POA in terms of the fiscal responsibility of its owners. The owners do not have the right to suspend or avoid payment. The POA has lien rights as to any assessments not timely paid.

1.3. Steeplechase POA has an annual budget as determined by the BOD. Owners are obligated to pay the annual assessments in full each year on the due dates established in the annual assessment notification letter (typically mailed the prior December). This is not optional. Historically this assessment is due the beginning of the year, with an option for the homeowner to split out as two payments.

1.4. Article IV, Section 1 Paragraph (b) of the Steeplechase By-Laws stipulates that the B0oard of Directors of Steeplechase has the power to “suspend the voting rights of a member during any period in which such member shall be in default in the payment of any assessment levied by the Association”.

1.5. Article 5.2 (b) of the DECS stipulates that the association may suspend the enjoyment rights and easements of any Member for any period during which an assessment remains unpaid, and for any period during which such Member violates any of the published rules and regulations of the Association.

2. GENERAL PROPERTY MAINTENANCE 2.1. Overall appearance (maintenance): Per Article IX, Paragraph 9.19 in the DECS it is the

obligation of all Owners to maintain their property/lots free from trash, debris, and unsightly growth of grass or weeds. This provision also applies to vacant lots. It is the duty and responsibility of each Owner to maintain his property in a neat and clean manner at his own expense. The POA has the right to enter any lot within Steeplechase to perform remedial and continuing repair and maintenance functions at the owner’s expense where an Owner has failed to do so. Please keep our community beautiful by properly maintaining your property.

2.2. Mailboxes and Driveway lights provide a first view of your property. Both items must be approved by the ACC before placement on your property. It is important that you keep the light functional at night (ACC requirement) and both items erect, neat and clean.

2.3. Hurricane Shutters: The Steeplechase Development Guidelines provide provisions for the use of storm shutters in our community. Refer to said guidelines for the specific rules. In

general, they should only be visible during the approach of a storm. Please remove your shutters in a timely manner after storm passing.

2.4. Due to some chronic noncompliance with applicable rules, or poor maintenance of properties, the BOD is implementing a fining process as empowered by Florida Statute 72.305. The BOD will make reasonable attempts to encourage the residents to uphold their obligations toward maintaining a beautiful home in the community. When residents do not comply with those obligations, the fining system will be utilized to encourage members to bring their property into compliance.

3. ARCHITECTURAL COMMITTEE REVIEW: 3.1. Article VII of the Steeplechase DECS requires plans to be submitted to the Architectural

Control Committee (ACC) for review and approval of any construction on a lot. 3.2. Some maintenance activities also require submittal – e.g. roof replacement, etc. 3.3. See the Steeplechase Development Guidelines for owner requirements regarding any

changes to the exterior of the property.

4. SECURITY AND ACCESS CONTROL (also reference the Post Orders) 4.1. All residents are granted unrestricted access to the community by using the left entry lane

and communicating with the guard. In addition, residents may choose to purchase a transponder that enables convenient entry via the right lane (note – assessments must remain paid for a resident to use the right lanes - see 4.4 and 4.5 below).

4.2. All visitors or service personnel require prior approval from a resident to enter the community (either each time or by adding their name to the permanent guest list).

4.3. The specific rules and requirements for access of nonresidents to the community are spelled out in the approved Post Orders of the contract Security Company. Refer to the Post Orders (attachment below) for details.

4.4. A portion of the annual assessment is for the maintenance of the convenient automated entry lanes at the entrances of our community; they are the right lanes labeled ‘residents’. These gates automatically open upon sensing a transponder affixed to your vehicle. To utilize this convenience system, purchase transponders from the Property Manager and remain current with your annual assessments.

4.5. The convenience automated entry lanes must remain clear at all times. Do not block the right (resident) lane at any time. If you are experiencing problems with your transponder, contact the Proper Manager and do not attempt to use the convenience lane until your transponder is in working order. We have had fatalities at the entrance at Northlake Boulevard – this convenience lane must be kept clear at all times.

5. SIGNAGE: 5.1. The Decs, Article IX, paragraph 9.11 stipulates ACC authority to regulate signage. A

signage policy was established in the 1990s that was recommended by the ACC and adopted by the BOD. The rule is currently controlled in the Steeplechase Development Guidelines, Section VII. It is clarified below.

5.2. No sign (s) shall be allowed on any property within Steeplechase. This decision shall be interpreted as specifically forbidding any For Sale signs, Open House signs, and any

other signs, regardless of design, color or size; service companies signs, (i.e. pool construction, landscape, remodeling and addition, etc.); and any other sign, including such temporary signs as Open House, Yard Sale, etc.

5.3. Builder signs will be allowed for new construction only and may include owner name and location, and must comply with specifications as set forth in the architectural guidelines.

5.4. One day temporary signs for directions to parties and the like are allowed.

6. REALTORS 6.1. Resident(s) selling their home/property must notify security with the name(s) of realtor

or listing agent. 6.2. All visitors must be authorized through security before entry is allowed. 6.3. When Realtors are showing the home/property, make sure that the Realtor can be reached

by phone in order for security to call for access. Leave a phone number where the Realtor can be reached by security for this authorization; lacking contact with the resident or security access will be denied.

6.4. The Security officer on duty will call the Realtor when a potential buyer or visitor to home arrives at the gate in order to get authorization.

6.5. Open Access is not allowed – all persons have to be called into security. 6.6. Open House and Realtor Signs are NOT ALLOWED and will be removed. 6.7. This information is reflected on the Realtor handout attached at the end of this document.

7. USE OF RECREATIONAL VEHICLES

7.1. Vehicles licensed for use on public roads through the department of motor vehicles are not restricted within Steeplechase.

7.2. Golf Carts are the only DMV non registered vehicles allowed in Steeplechase. They must be registered with the Proper Manager using the form attached to this document. The specific rules governing their use are listed on the form.

8. PARKING

8.1. No vehicles are to be parked on Steeplechase Drive at any time. Moving vans are the only exception; coordinate with Security for safe placement in front of a home.

8.2. Vehicles from contract or service personnel are to be parked on the property of the resident for which they are providing support.

8.3. Vehicles are never allowed to be parked on common community property such as the Steeplechase Roadways or cul-de-sacs.

8.4. Per the Steeplechase Development Guidelines, no commercial trailers or commercial vehicles are to be parked in Steeplechase overnight.

8.5. See the Steeplechase Development Guidelines for limitations of resident vehicles and Recreational Vehicles.

8.6. The roadway connection between the northbound and southbound lanes just south of the North Guardhouse is the driveway access for the adjacent residents. No parking is allowed in this through-way.

9. ANIMALS 9.1. The POA Declarations, Article IX, paragraph 9.8 limits animals in our community to

customary domestic household pets. Breeding of said animals in our community is prohibited.

9.2. The City of Palm Beach Gardens Article 14-1 (c) stipulates that owners must keep all pets on a leash when outside of a visibly fenced lot.

9.3. The City of Palm Beach Gardens Article 14-6 (c) discusses animals and the owner’s responsibility to keep them quiet.

9.4. Please afford your neighbors the courtesy of keeping your dogs in compliance with these city ordinances as well as removing your animal’s droppings from neighboring properties.

10. NOISE AND PUBLIC NUISANCE

10.1. The City of Palm Beach Gardens Ordinances, Chapter 34, Article 3 addresses neighborly

conduct regarding noise; either generated by person or equipment. 10.2. The City ordinance lists the hours of quiet time as 8:00 PM Sunday through Thursday

and 11:00 PM on Friday and Saturday. Please respect your neighbors and maintain your home in accordance with these standards.

11. TRASH AND LAWN DEBRIS

11.1. Yard clippings and refuse originating from your property must remain on your own

property for pickup. Do not place refuse or yard clippings on roadways, neighboring or common property at any time.

11.2. The City of Palm Beach Gardens stipulates placement for collection no earlier than noon on the day before collection and removal by 7 p.m. on the day of collection.

12. RECREATIONAL EASEMENTS

12.1. The association Plat drawings stipulate numerous perimeter and select individual lots that have the rear or side of the property designated as a recreational easement. These recreational easements are stipulated for the use and enjoyment of the members (residents) and their guests.

12.2. Residents or their guests are to grant unencumbered access on and through these easements at any time.

13. TRANSFER OF OWNERSHIP

13.1. If an owner desires to sell their property, Article X, Paragraph 10.1 of the DECS requires

filing a resale notice to the association. Contact the Property Manager for the form. 13.2. The same paragraph 10.1 authorizes the association to charge a reasonable filing fee.

STEEPLECHASE POA RULES APPENDIX A

HISTORY OF THE STEEPLECHASE COMMUNITY: The Horseshoe Acres community was originally developed in 1970. In 1978, Horseshoe Acres was split, separating the land for our portion of the plat as Horseshoe West Club, aka Horseshoe Acres West with more detailed rules and unique deed requirements. In January, 1982 the corporate name was changed to the Steeplechase Property Owners’ Association, Inc. The community is comprised of 324 residential properties, with 1 designated special use area (originally designated as Old Dixie Fire Control District No. 2). Steeplechase comprises an area of land slightly larger than 494 acres. Each residentially property is nominally 1 acre. Steeplechase was originally part of unincorporated Palm Beach County. In June of 1988 the community was annexed as part of the city of Palm Beach Gardens, FL. The community was annexed as a Planned Unit Development (PUD); as such its existing rules, deed restrictions, and platted easements were transferred from Palm Beach County to Palm Beach Gardens intact as an entity. At that time the roads were public; there were no guardhouses or restrictions for access to the community. On July 6, 1989 the community was approved to be privatized under Florida statute 163.508. A new governing entity was created called the Steeplechase Safe Neighborhood Improvement District (SNID). On May 1, 1990 the City of Palm Beach Gardens transferred ownership and responsibility of Steeplechase roads from the public sector to the SNID for future use and maintenance. From that point on the community was gated with restricted access. A separate annual reserve fund was established with the philosophy that as we drive on the roads, we are wearing them out. As such we should pay for the future maintenance each year. Said reserve is now integrated into a more sophisticated reserve budget; collected annually. To provide a buffer zone on the east edge of the south portion of the community, special negotiation took place with the Northern Palm Beach County Improvement district to include the easement area of an adjacent development under our control. The land was deeded from that entity to Steeplechase in February of 1993. In lieu of creating a separate entity, the SNID was revised to include the maintenance of the additional property. Lastly, the special use area designated in the Plat along the Beeline Highway, near the western edge of Steeplechase was acquired by Steeplechase in November of 2002. It remains unimproved and is maintained as green space.

SECTION 2 INTRODUCTION

Your job as a Custom Protection Officer is of the utmost importance because of the great responsibility it carries. Steeplechase depends upon you to enhance the safety and security of its employees, residents, and visitors and to protect its grounds, buildings, and property from destruction by fire, theft, or the malicious or thoughtless acts of individuals. These Post Orders have been prepared to assist you in providing the highest degree of protection and safety possible for Steeplechase. Through a careful reading of this document, you will become acquainted with your site-specific duties and responsibilities. You must diligently follow the policies and procedures listed and make full use of all the information provided. Furthermore, you must be courteous, patient, and respectful to all persons that you encounter within your area of responsibility. Therefore, do not interpret the instructions that follow as being the absolute limit of your duty requirements at Steeplechase. Also, understand that the information contained in these Post Orders is subject to immediate change, as the situation requires. Consequently, it is in your own best interests to both stay abreast of changing conditions and ensure that the entire document is kept current. SECTION 3 EMERGENCY NOTIFICATION PROCEDURES

Steeplechase looks to the Custom Protection Officer for quick response to, and accurate reporting of, any emergency that may occur. Emergency response always has priority over normal operational security requirements. You are expected to take whatever action is reasonably feasible and within your authority to alleviate the emergency and protect personnel and property (in that order of importance) to the greatest extent possible. This includes filing a complete written report once the incident in question has run its course. REMEMBER: It is imperative that you maintain your composure at all times. Your life and/or the lives of others may very well depend upon your ability to perform as required while under the pressure of an emergency. A. STEPS IN REPORTING AN EMERGENCY TO A PUBLIC AGENCY

1. REMAIN CALM. Speak clearly and at a normal rate of speech.

2. Identify yourself by name and position.

3. Describe the type and exact location of the emergency, the extent to which anyone has been injured (if applicable), and what specific actions, if any, have been or are being taken.

4. Answer all questions completely. Even though you may feel pressed for time, be patient if

asked for additional information or asked to repeat something that you have already stated.

5. Follow all instructions given to you. Be prepared to direct emergency personnel to the scene and/or provide any other form of assistance that is required.

SECTION 4 GATEHOUSE OPERATIONS

There are two limited access control operations located at Steeplechase. The location of each gate is as follows: Main Gate Intersection of Steeplechase Drive and Northlake Boulevard Rear Gate Intersection of Steeplechase Drive and Beeline Highway (SR 710) Each gate is manned 24 hours a day, 7 days a week. The primary function of the officer assigned to this position is to provide access control to the property. Officers WILL stand and greet everyone entering the community. At NO time will an officer be seated when a vehicle approaches the gatehouse. FRONT AND REAR GATE: There are two ingress lanes and two egress lanes at these gates. Residents enter and exit using the outermost lanes, while guests use the two innermost lanes. In the event this gate should become inoperable, the following procedures will be adhered to:

Upon learning of a possible malfunction of the gate, the on-duty Supervisor will be notified and a patrol, if available, sent to verify the nature of the problem

If a malfunction is verified by the patrol, the gate officer will notify the gate contractor, ATI, at

1-866-436-3516 . The Officer will notify the Property Manager. A. COMPUTER ENTRY SYSTEM All Officers assigned to Steeplechase gatehouse will use the ABDI Access System. The device is used as a resident access information network. Information to be maintained in the system would be any and all information regarding residents, guests, contractual services personnel, domestic employees, etc., that can assist the Officer in expediting access to Steeplechase. Information will be added and/or deleted from the computer ONLY upon the approval of the Property Manager or Site Supervisor.

B. ACCESS CONTROL In general, those authorized access to the Steeplechase Community are residents, visitors, employees, and workers. Visitors should be on the residents' pre-approved list, as should service personnel (i.e., vendors, pest control, lawn maintenance, etc.) Remember to be courteous at all times. You will use the greeting, "Good Morning (Afternoon) (Evening). May I help you?" NOTE: Officers are to neither assist nor interfere with someone attempting to gain access via a remote control device ("Transponder"). If the device fails to activate the hinged gate, you are not to automatically open the gate using the manual bypass, even if the device appears to be of the correct type for this site. Rather, investigate the situation and process the individual accordingly. In those instances where there is an apparent misuse of an access control device (e.g., a marked commercial vehicle using a remote control), the patrol unit, if available, will be requested by Main gate officer via the radio to locate the vehicle and investigate. The Property Manager is to be notified Accessing a resident Normally, Residents will enter the property through the resident lane by utilizing a transponder. This will provide them with uninterrupted access to the property. Officers will be watchful for vehicles entering the resident lane and “stalling” or “waiting” for a vehicle to come up behind them and clicking them through the gate. Officers, when not engaged in accessing a vehicle in the visitor lane, will come to attention and monitor the resident lane, acknowledging all entries When a resident attempts to enter the community using the visitor’s lane, the following procedures will apply: After determining the resident’s address, the security officer can identify the resident by either of the following means:

Security code - The resident may use their security code for identification. Residents, who arrive in the visitor’s lane, will be provided with either a calculator to enter their code or a pen and paper with instructions to write their access code on the form.

Never ask the resident to repeat their access code verbally.

Photo ID – Residents may provide a photo ID in place of their security code.

In circumstances where a resident does not have a photo ID and does not know their access code, you can use other information located in the ABDI Access System to validate their identity. Example: Vehicle pulls up to the gate and driver states he is bringing Mr. Smith home. You must hand Mr. Smith the calculator for him to indicate what his access code is. Take the calculator to the computer to verify code. Do not ask verbally for the code. Repeat this task every time they access the community, exit and return. Personal recognition is not authorized. Pedestrians, Joggers, Bicyclists

All persons approaching the gate on foot or bicycle will be stopped and processed as any other person, attempting to gain access to the property. Example: A person on bicycle approaches gate. The Officer will stop the person and, if a resident, will ask for four-digit access code. If resident cannot provide the code, information from resident’s computer file can be used to verify residency. For record purposes, the Officer will always enter all pertinent information in the ABDI Access System before permitting entry. Accessing a visitor Visitors include those who are on the resident's permanent visitor listing or those who have been called into the gatehouse in advance by the resident. Those visitors not on the resident's permanent visitor listing will be recorded on the Pre-Call Guest List. NOTE: The Officer receiving the call from the resident, attempting to add a visitor to the list, must verify the caller's access code to ensure that the call is valid. (NO EXCEPTION) When an Officer comes in contact with an individual requesting entry who falls into this category, the Officer will request a valid government issued photo I.D. and then refer to the appropriate information in the ABDI Access System to verify whether or not the individual is listed. If the person's name (or company) appears, record the necessary information in the ABDI Access System and grant access. Ideally, the residents and employees of Steeplechase will contact the gatehouse before a visitor's arrival. In those instances where an individual not otherwise addressed below (package delivery companies, public utilities, etc.) requests access but has not been pre-approved, the following instructions will be adhered to – no exceptions. Officers will request identification from the prospective visitor in order to assist in determining if access is to be permitted. Initiate a telephone call to the individual to be visited to determine if the person is to be allowed access. If access is granted, process the individual using the ABDI Access System, (a must). If the person to be visited cannot be reached or refuses to grant entry, access is to be denied and, as in all cases where access has been denied, an appropriate entry is to be made on the Visitor Access Log. NOTE: If contact with the resident cannot be made, avoid telling the visitor that the individual is not at home. Rather, state that, "The individual you wish to visit cannot be reached at this time."

“OPEN ACCESS” is not permitted. When residents are having a party, etc., they may provide a list of guests to the gatehouse; or, the Security Officer will have to call and get authorization for each visitor/guest. Example: Resident calls and states he is having a party and you are to allow the following ten (10) people access. (He gives you the ten names). You verify this by receiving the code. One individual arrives during your tour and states he is going to the party and even shows you an invitation; but this person’s name is not on the list. You must call the resident and receive the code to allow entry. Knowledge of the party, and even an invitation, does not allow entry; only the verbal authorization from the resident, followed by the proper access code will suffice. NOTE: It is important to log in all vehicles when access is granted or denied. This will provide security management and the POA with records of all vehicles entering Steeplechase. Accessing Government Officials Police, Fire/Rescue, Utility Companies and Employees from the Northern Palm Beach County Improvement District, or other Government Officials on official business will have access to this property at all times. On occasion, an individual will attempt entry to serve a summons, subpoena, or other such court document to a resident, member, or employee. If this individual is a Police Officer, Deputy Sheriff, or appointed by a COURT as a Certified Process Server they will be allowed onto the property. They are not obligated to share their final destination within the community. The 15th Judiciary Circuit Court must appoint all process servers authorized to serve papers in Palm Beach County. Check the list provided to verify that the process server is an authorized appointed agent of the Court and ask for their photo ID. Accessing Real Estate Agents The property owner is responsible for notifying security in writing with the name of the registered broker or real estate agent for the property. Only this individual will have automatic access into Steeplechase, OR The security guard will call the resident and obtain authorization from the resident to admit the real estate agent. It will be the responsibility of the property owner or authorized listing agent to make sure other real estate agents and prospective buyers have authorization to enter the property for open house displays. Persons coming to view a home or lot will not be allowed through the gate unescorted, meaning, someone (realtor/owner) must be in the home to authorize the guard to allow entrance of prospective buyer. The guard will call in each prospective buyer for clearance. Open House signs are NOT ALLOWED at front entrance of community.

Accessing Public Utility Companies Public utility company employees in identifiable vehicles will be granted access after the vehicle tag number is entered in the ABDI Access System. Individuals representing public utility companies in unmarked vehicles will be requested by the Officer to produce identification. The Officer will then record pertinent information in the ABDI Access System and allow access. Although we cannot deny access to public utility companies, we can formally request identification from them and expect full compliance in this matter Newspaper Deliveries Gate officers will use the POA notation for logging newspaper deliveries. These are the only type of deliveries that are authorized before 0800 hours. Marked package delivery vehicles such as UPS, Federal Express, Airborne Express, etc., will be granted access after the driver has been identified by name, and the vehicle tag number has been recorded on the Visitor Access Log. As with newspaper deliveries, these will be annotated to the POA. Officers are NOT to accept packages for residents. All deliveries (if not pre-approved), such as food carryout, flowers, etc., require a telephone call to the resident in question to verify the delivery. Once done and authorized, the vehicle will be logged in the ABDI Access System and granted access to the community.

C. ACCESS CONTROL INSTRUMENTS AND PROCEDURES Transponders Transponders are issued to homeowners and renters living in Steeplechase and select employees in Steeplechase. If a vehicle enters the resident lane and the gate does not open the gate officers will follow the below protocols:

Make contact with the driver and determine if they are a resident. If they are not, give them the gate reminder and log their vehicle tag number. If the driver is a resident, log their address and vehicle tag number. Grant access. For residents who have repeated problems with the gate not actuating, notify the

property manager so that the HOA may initiate actions to remedy the transponder problem. Provide background to the property manager to facilitate proper remedy of the problem.

NOTE: There have been multiple fatalities at the Northlake Blvd. and Steeplechase Drive Intersection over the past two decades. Traffic can be heavy at certain times. IT IS IMPERATIVE THAT NO VEHICLES ARE STOPPED OR PARKED IN THE RESIDENT LANE AT ANY TIME. THIS INCLUDES DISABLED VEHICLES. If a non-resident vehicle enters the resident lane and stops, the gate officers will follow the below protocols:

Suspend current activity and immediately proceed to the stopped vehicle. Instruct the driver they cannot stay in their current location. They are to immediately

enter the community via whichever lane is available, turn around and exit the community*.

Instruct them that upon return, they may enter through the westbound Northlake Blvd. turn-lane (waiting their turn) or the South entrance.

Hand them the flyer instructing them of the protocol. Log the name, company and vehicle tag number For non-compliant vehicles, notify the roving guard and resume gate operations. The

roving guard is to notify the police and come assist in traffic management until the vehicle is clear.

Notify the property manager of repeat offenders

* NOTE - disabled vehicles may stay inside the community near the guardhouse for a short while awaiting a tow vehicle provided they out of traffic lanes.

Automated Call Authorization line (ACA) The ACA allows the resident to call and authorize a visitor by telephone. When the resident calls the ACA, he or she will go through a series of prompts to access the guest. Once the process is completed, the ABDI computer will show a message icon on their ABDI information screen. When played, you will hear the name of the visitor that the resident has allowed access. The ACA is the only way residents can pre-authorize a visitor after hours.

(561) 624-5558 As a gate officer, you may be requested to enter a visitor into the resident’s guest list. Oblige the resident and make the entry if so requested. Construction work days and times: 7:00 a.m. – 5:00 p.m., Monday through Friday; 10:00 a.m. - 4:00 p.m., Saturday. No construction work on Sunday or Holidays.

D. POWER OUTAGE:

(1) Manually lock open both the ingress and egress gates. (2) Position traffic cones in front of the resident's lane to divert traffic flow to the visitor's lane (nearest the gatehouse). (3) Immediately notify your Supervisor and then contact Florida Power and Light Company to report the power outage. (Dial 611 for service.)

SECTION 5 PATROL OPERATIONS

A. GENERAL GUIDELINES There is one patrol unit – that operates 24 hours a day, 7 days a week. The primary function of this unit is to perform "preventive patrol" and to respond to specific events as required. The following procedures generally apply to all Officers engaged in routine patrol at Steeplechase:

For their own safety and that of those they have been tasked to protect, all Officers assigned to mechanized patrol must be alert, watchful, and ready to respond at all times. They must be thoroughly familiar with their patrol area and be continually cognizant of their location in relation to the rest of the community in order to ensure swift response to alarms and requests for assistance.

Patrol officers will thoroughly inspect their patrol vehicle upon assuming motorized patrol

duties. Record any previously undocumented damage on the daily report and pass that information on to the Supervisor.

Patrol officers will operate patrol vehicles in a responsible and courteous manner.

Compliance with traffic laws is mandatory; and safety, both on and off road, is essential. Patrol officers should pay particular attention to precluding damage to private property or common area landscaping

Vehicles are to remain on the site and within their assigned patrol areas at all times

except when leaving property to refuel the vehicle.

Use of Vehicle Flashers: Roof top lights are merely an extension of a vehicle's emergency flasher system. Use of these lights DOES NOT entitle the operator to exceed speed limits, ignore traffic signals, or otherwise violate traffic laws. Said lights are to be used only for safety reasons that would normally require the use of a vehicle's emergency flashers.

Other than as directed by proper authority, Officers on patrol are not to congregate with

other patrol units or remain at any gatehouse for more than ten minutes at a time (twenty minutes for meals), unless there is a specific need to do so.

During the course of routine nighttime patrol operations, an Officer's flashlight and

inherent senses are adequate to ensure that security is properly maintained.

B. PATROL VEHICLE INSPECTION / MAINTENANCE

At the beginning of each shift, the Officer will conduct a visual inspection of the patrol vehicle. This inspection is to include but not limited to the tires, vehicle body and glass, all lights, interior, oil, fuel and washer fluid levels, horn, overall cleanliness and odometer reading.

The Patrol vehicle is to be refueled when the fuel level indicator reaches the ¼ tank level

or as soon as practical thereafter. Do not leave a vehicle with less than ¼ tank of fuel for the next shift.

Each Officer is responsible for passing on to his relief Officer a clean and reliable patrol

vehicle. Equipment is available to achieve these ends.

All mechanical or electrical problems with the patrol vehicle should be brought to the attention of the G4S Patrol Vehicle Coordinator or to the Road Captain on duty.

A “Vehicle Inspection Report” will be made out for each shift. Vehicle Inspection

Reports will be available at the North and South gate houses and will be turned in daily with the W-8 and other paper work

C. PATROL DUTIES AND RESPONSIBILITIES When performing road patrol activities, in addition to adhering to the general patrol procedures outlined previously, the patrol officer will be responsible for the following duties and any other duties as specified by the Supervisor. House Checks Residents who will be on vacation or out of town for more than a day or two will fill out a form and file it with the North Gatehouse. The North Gatehouse Officer will then pass the information on to the patrol officers. House checks will include:

A perimeter check of the home on each shift Check of vulnerable doors and windows. Close and lock any open doors if possible. Perusal for vandalism and/or other causes of damage such as water left running Check of pool areas and out buildings such as lawn equipment storage and gazebos.

Golf Carts Golf carts for residential use in Steeplechase are to be registered in our system. All drivers are to observe prevailing traffic laws if operating on the streets and are required to have adequate lighting if used after dark. This means that not only should they have adequate lights but also lighting that can be seen by other motorists and pedestrians from both in front and behind the cart. Community Streets Officers on patrol should be on the alert for items, which may have an effect on residents’ safety and security. This would include but not limited to the following:

Inoperable street lights should be noted and reported to the property manager. Broken or misdirected street signs should be noted and reported tothe property manager. Tree branches, trash cans, etc. which may have blown into the street Individuals or motorists who look like they may be lost or in distress Individuals who display actions which may seem suspicious or unusual

Guard House traffic support On occasion, there may be issues with obstructed resident lanes or accidents at community entrances. It is imperative that the resident lane (in particular at Northlake) flow freely at all times. The rover may be called to assist in traffic management at either gatehouse at times where there are disabled vehicles or heavy visitor traffic.

Garage Doors Beginning at approximately 2200 hrs daily check for open garage doors and report it to the South Gatehouse. The South Gatehouse officer will then notify the resident to take remedial action. Check the property in question about ½ hour later to be sure all is as it should be, either a closed garage door or resident activity in the area. Recording all Activities All patrol and contact activities should be recorded in written form and turned in at the end of the shift. Remember that no incident or complaint is too insignificant to be noted in a written record. Each incident or complaint report should also include what the reporting officer did to reconcile, alleviate or correct the problem. These written records may include the following:

An entry on the Fm-8 daily log sheet An incident report A copy of an official police report Any paperwork given to you by any resident for any reason regarding any incident Gasoline or vehicle maintenance receipts and/or reports

Interacting With Outside Agencies From time to time, it will be necessary for Officers to work with or in support of outside agencies such as police and fire departments, emergency medical crews, or individual under the supervision and by order of the judiciary. Never impede any of these entities in the performance of their duties. Render any assistance, which may be requested only when requested. Reports to Outside Agencies Some incidents such as vandalism, fires, injury accidents, or overt criminal activity must be reported to the proper agency. When this is necessary, you must observe the following:

Relieving North and South Gatehouse Officers

During the third or fourth hour of the patrol shift, the patrol officer will relieve each of the gatehouse officers for a twenty (20) minute lunch break. The procedure will be as follows:

The assigned patrol officer will relieve the North Gatehouse officer for a 20 minute break The assigned patrol officer will relieve the South Gatehouse officer for a 20 minute break The Southgate officer will then cover patrol duties to relieve the regular patrol officer for a 20

minute break Other than the twenty-minute lunch breaks and whatever other personal rest room breaks may be necessary during the shift, officers are not to be loitering and/or fraternizing at the gatehouses for any length of time while on duty. It should also be made clear that officers should not be entertaining or having extended conversations with residents or others at the Gatehouses. It is also understood that the use of DVD players, personal computers, televisions, electronic games and other entertainment devices is prohibited both in the patrol vehicle and in the Gatehouses while on duty. D. CALLS FOR SERVICE Whenever anyone contacts a member of the security force to report a crime, the Officer contacted will inquire as to whether or not the Police have been notified. If the response is in the negative, the security officer shall suggest the resident notify the Palm Beach Gardens Police Department immediately. The Patrol Officer will be dispatched to scene and stand by for the arrival of the Police. If the complainant does not wish to report the crime to the Police, they may so advise them upon their arrival. The security force will not cancel the Police. The Security Officer will note in his report that the complainant canceled the Police. Without interference to the Police investigations, the Officer will attempt to gather the information needed for his report as the Police interviews the complainant. If this is not possible, the Officer will conduct his own interview upon the departure of the Police. For those calls for service, in which the Police Officer on scene requests that Security remain outside, then fails or refuses to provide a disposition and/or other needed information (i.e., case number); the involved Security Officer will notify the on-duty Supervisor, who, in turn, will contact the on-duty Police Supervisor and request the appropriate information. Patrol Officers responding to incidents of an “in progress” nature, in which the Police are also responding, will set up a perimeter and observe the area for activity related to the incident, while awaiting the arrival of the Police. In those instances where a threat of serious bodily harm or a felony is observed, the Officer may take the necessary and appropriate actions to defend himself or another and attempt an arrest.

If knowledge that the Police K-9 Unit is responding, the Patrol Officers will not enter the scene without Police authorization and will remain in their vehicles to avoid contamination of any potential tracking scene. Officers are to utilize the following forms in the manner indicated:

The Report Log Book will be used by Officers to record all complaints (incident reports) for which a case number is issued. This will list all calls for service. It will include case number, date, type of call, address, and name of Officer writing report.

All “call outs” by security personnel will be recorded in log after the Supervisor on duty has

contacted the individual in question. Any other pertinent information not already in memorandum form is to be placed in book for

review by the oncoming shift Supervisor.

. E. LOST AND FOUND Whenever an Officer encounters lost or abandoned property, the Officer will complete a Security Property Receipt form and an incident report. The Officer will attempt to identify the proper owner of the property, contact same, and advise the individual as to where and how the item may be recovered. If the owner cannot be identified immediately, the property, if it is small, will be placed in storage at the Main gatehouse. If the item is large (i.e., bicycle), it will be turned over the Police after 24 hours, if not claimed. F. ANIMAL CALLS Officers encountering an apparent lost pet should attempt to capture the animal and locate the owner. If the officer is unable to determine ownership of the animal, they should contact Palm Beach County Animal Control and request them to pick up the animal. The phone number for Animal Control is 233-1200. Animals that appear to be vicious or that cannot be secured will be kept under observation until Animal Control is able to respond. Officers will also warn any pedestrians of the possible danger and direct them away from the area. Situations involving wild animals (e.g., alligators, snakes, etc.) are to be dealt with on an individual basis but always in a manner that will ensure the safety of all those involved, to include security personnel.

G. REPORT WRITING Patrol officers must keep a detailed and accurate activity sheet (W-8) during their shift. Along with an activity sheet, all officers will write complete and legible reports when required. An incident report is not written on every call for service. Listed below are incidents that do and do not require a written report. NOTE: when in doubt, write a report. It is better to have too much information than not enough.

SECTION 6 ALARM RESPONSE

Timely and proper response to alarms is a major function of the security force at Steeplechase. It requires clear and accurate communication with the various alarm monitoring companies, the local authorities, and Steeplechase personnel (either residents or management, as is appropriate). The information listed below is intended to assist Officers in reacting to alarms quickly, safely, and professionally. This will be accomplished by first describing those procedures that are generally applicable to all alarms followed by specific guidance for patrol units during a residential alarm situation. Upon being dispatched to an alarm, the patrol unit will proceed to the location at a normal speed. Be observant as the area in question is approached. Turn out the vehicle lights (if applicable) as you close on the location (if it is otherwise safe to do so) and keep out of view if possible. Approach the house When the resident is home and reports suspicious noises or activity, you should keep the house under observation and await the arrival of the police. Do not enter the premises unless necessary. Conducting an exterior perimeter check When the resident is home and is unaware of any suspicious activity, you should inspect the outside of the home for evidence of an intruder or signs of forced entry. If there is evidence of suspicious activity, keep the house under observation and await the arrival of police. Again, avoid entering the premises unless necessary. Check all doors and windows for signs of forced entry. (When possible, look into the windows to inspect the interior of the residence.) Inspect the landscape and hedges for signs of an intruder. If all doors and windows are secure, notify the Main Gate and return to patrol. While leaving the alarm scene, the patrol officer should patrol the area in which the alarm was activated and then check the surrounding streets. (Be alert and attentive to any suspicious activity, persons or vehicles.) If they are inside the house and there is no sign of forced entry, ask them to stay inside. If, however, there are signs of intrusion, ask them to move in the direction of your vehicle or other safe area. If the residents are outside the house, regardless of whether or not you are aware of any suspicious activity, ask them not to enter before your inspection of the perimeter of the home. Ask them to stand by at your vehicle or other safe area, pending the outcome of your inspection.

Conducting an interior check of a residence Security personnel are not authorized to perform interior perimeter checks. Security personnel at Steeplechase will only enter a home when directed to do so by Palm Beach Gardens Police or the resident. REMEMBER: You are the back up unit for the police officer. If Palm Beach Gardens Police request your assistance, the police officer is the lead officer. (ALWAYS follow the officer’s instructions.) The back-up officer should stand behind and to the side of the police officer. This will allow you to cover hallways or rooms ahead. When the police officer is clearing a room or closet, cover the hallway. Your primary purpose is to cover the areas and rooms in the residence that have not been checked. This will allow the officer to safely clear the room or closet. If you do accept the responsibility of entering the premises, then you should go do a thorough check before the residents go inside. Namely:

Check all closets. Check the openings to the attic and the crawl space in the attic. Check behind furniture, counters, and under beds. Check both tubs and shower enclosures. Check storage areas and the garage.

REMEMBER: Be cautious and look above, as well as about you, as you go along. Fire alarms The patrol officer will visually assess the residence to determine if there is in fact a fire. Make sure that there is available parking for all responding emergency vehicles. Fire rescue will be automatically dispatched to all fire alarms. The patrol officer will initiate an exterior perimeter check of the residence. Visually inspect the roof and exterior vents for signs of smoke. Touch the doors and windows with the back of your palm for signs of heat. All alarms must be treated as a real emergency. Do not become complacent and assume that the alarm is false or a malfunction. If you must assume, assume that there is an actual burglar, fire or medical emergency. Always consider officer safety first. Carefully assess the situation before reacting. Never enter a scene that compromises officer safety. REMEMBER: you cannot be effective if you are injured or incapacitated.

When an alarm is received, the gate officer must do the following:

Dispatch the patrol unit to the location. Maintain communication with the patrol unit(s), as to the status of the alarm. Assist the local PD/FD, as is appropriate.
