• HDD methods:• Trenchless Technology is a type of subsurface construction with use of

equipment capable of installing the proposed pipeline project and will have minimal disruption to the timber or waterbodies that it is crossing under.

• The HDD is a trenchless method for installing a product that serves as a conduit for gas and is achieved by use of hydraulic drilling equipment pushing a drill bit into the earth at a predetermined angle to create a path for the new pipeline.

• Soil stabilizing agent (aka drilling fluid) is commonly used during the process to prevent the bore from collapsing and to minimize friction on the drilling bit. Confined free flowing fluids and materials are pumped back out of the bore into a pit to contain and prevent damage.

• National Park Service Authority to permit the project• The C&O Canal enabling legislation is flexible enough to authorize a

ROW for construction of a trans-park natural gas pipeline.

• Section 5(b) of the C&O Canal enabling legislation contains language related to park access and states that “[o]ther uses of park lands, and utility, highway, and railway crossings, may be authorized under permit by the Secretary, if such uses and crossings are not in conflict with the purposes of the park and are in accord with any requirements found necessary to preserve park values.”

• While the authorizing legislation does not define the terms “other uses” or “utility,” CPG believes that a trans-park natural gas pipeline—such as Columbia’s proposed project—meets one or both of these definitions.

• A trans-park natural gas pipeline would require a special use permit as contemplated in the NPS’s regulations at 36 C.F.R. § 5.7.

• Process considerations and timeline• In-Service date that CPG is targeting is Fall 2018.

• Columbia intends to submit 2 separate special use permit applications:

• 1st application for survey and environmental/cultural investigation by September 2016.

• 2nd application for installation of the pipeline by December 2016.

• Columbia plans to file application with the Federal Energy Regulatory Commission in July of 2017.

• Columbia priority is to maintain regular contact with C&O Canal National Park Service personnel

• Columbia meeting with Division Chief of Land Resources tentatively scheduled for week of August 15 to provide overview of proposed project
