Mr and Mrs Phillip Jeans are submitting a planning application to South Norfolk District Council under the context of the National Planning Policy Framework (NPPF), Paragraph 55 - which allows for a new house to be granted planning permission if it is of “exceptional quality” and a “truly outstanding or innovative” dwelling design.
The proposals include the erection of a new country house,single family dwelling, extensive landscape proposals and the demolition of existing outbuildings.
The new house proposals by Francis Terry Associates have been designed in order to progress the broad principles and consented scheme submitted previously by Adam Architecture in 2013.
The NPPF policy requires that any such house design should also “significantly enhance its immediate setting and be sensitive to the defining characteristics of the local area”.
The Mundham House proposals, as described within this summary, include landscape and ecological enhancement proposals over an area of some 11 hectares and for which the future management will be secured within the remit of a combined Landscape and Ecology Management Plan, for which the commitment will be enshrined within a Section 106 Legal Agreement.
As design proposals have been progressed over the last eighteen months, there has been extensive consultation with Officers of South Norfolk District Council.
With landscape and architectural design proposals having been progressed in parallel, a peer review and assessment has been undertaken by Jeremy Musson, (Architectural Historian and specialist on the English Country House) who has confirmed:
“As an architectural critic and an architectural historian with considerable experience of assessing buildings for heritage and design significance, I believe that this Mundham House proposal should take its place in the long evolution of classical domestic design which in this county involves many of the most important architects of that tradition”.

LANDSCAPE AND ECOLOGICAL PROPOSALS
The overall landscape proposals will fulfil the potential for “significant enhancement of the Mundham House setting”. The house will be entirely embedded within its garden setting and anchored within the landscape framework.
The main categories of enhancement cover:
Over 1.5 hectares of new native woodland planting, woodland edge planting and management
Over 500 metres of new species-rich native hedgerow planting or enhanced management
Creation of 0.5 hectares of wildflower meadow
Proposed Ecological Enhancements
Enlargement of existing pond to 0.25 hectares, so providing an enhanced habitat for fauna.
Installation of bird boxes for such species as owls and house martins
Improved habitat for a variety of wildlife species

Landscape and environmental enhancement measures will be integrated within a Landscape and Ecology Management Plan and secured through a S106 Unilateral Undertaking/Legal Agreement.
Creation of new wildflower meadows, contributing towards targets for the UK priority Habitat ‘Lowland Meadows’.
Significant new tree planting across the site margins, including a high proportion of native species, contributing to the UK Priority Habitat ‘Lowland Mixed Deciduous Woodland’.
Enhancement of existing pond to create larger waterbody with shallow margins and sinuous base, providing improved habitat for a range of fauna including breeding amphibians, birds and foraging bats. The creation of an island will provide undisturbed nesting opportunities for waterfowl.

• The new access drive will be taken from the lane bounding the northern side of the Mundham property
• The access position will be moved to the east from the previous consented scheme to allow a softer line of arrival and travel through the new parkland trees
• The boundary highway alignment is straight and with good visibility in both directions

HABITATS AND PROTECTED SPECIES
Opportunities for significant habitat and biodiversity enhancement have been incorporated within the combined Landscape/Ecology Management Plan. This will include the planting of native species, grasslands, lawn, parkland trees and some rough grass/wildflower meadow areas together with evergreens providing winter habitat for song birds.
The overall approach will create interconnected and complementary habitats over an area extending to more than 11 hectares. This approach is considered to be in accordance with the principles for biodiversity enhancement and conservation in South Norfolk District Council.

Sustainable development and low environmental impact, together with a low carbon energy strategy, have resulted in scheme proposals exceeding minimum building regulations and carbon emission standards.
