1 INTRODUCTION
1.1 Background
1.1.1 This Transport Statement has been prepared by Corun Associates (Corun), on behalf of
Rhondda Housing Association (the ‘applicant’) to support a development of 39 residential
dwellings on the former Innovation House site located off Bridgend Road in Bryncae.
1.1.2 The development is to comprise three 4-bed, six 3-bed, fourteen 2-bed, and sixteen 1-bed
dwellings of single, two and three storeys.
1.1.3 All units will be managed by a housing association i.e. there will be no privately owned
dwellings on site.
1.2 Scope of work
1.2.1 The key elements of the TS are as follows:
To review and assess the prevailing transport conditions in the vicinity of the site;
To ensure site compliance with applicable transport policy;
To review and comment on the proposed means of access to the development site
for all modes of travel;
To review and comment on the anticipated trip generation and modal split for the
development;
To identify suitable measures to maximise sustainable travel opportunities.
1.2.2 The purpose of this statement is to assess the suitability of the site in highway and
transport terms for proposed residential development.
1.3 Guidance and Best Practice
1.3.1 This report has been undertaken with guidance taken from Technical Advice Note 18
(TAN18): Transport (2007).

2 EXISTING SITE
2.1 Site Description
2.1.1 The application site is located on land to the north of the A473 Bridgend Road in Bryncae.
2.1.2 The site is bound by A473 Bridgend Road to the south, existing residential units to the
north and west and allotments to the east.
2.1.3 The site is categorised as brownfield land as it was formerly used for office use under the
extant B1 planning consent.
2.1.4 The site is shown in a local context in Figure 2.1.

2.2 Local Transport Infrastructure
Local Highway Network
2.2.1 The site will be accessed as per the existing situation, via a simple priority T-junction onto
the A473 Bridgend Road.
2.2.2 Along the site frontage, the A473 Bridgend Road is governed by a 30mph speed
restriction.
2.2.3 The A473 runs northeast from the site to provide vehicular access to Llanharan (circa
800m from the site), and then eastwards to Talbot Green (circa 4.3km from the site).
2.2.4 The A473 also links southwest to Pencoed (circa 3.8km from the site) and junction 35 of
the M4 (circa 4.2km from the site).
Pedestrian Infrastructure
2.2.5 Pedestrian infrastructure surrounding the site is of a good standard, as typically found in
established urban environments such as this. There are complete footway links to key
destinations both to the east (e.g. Llanharan) and to the west (e.g. convenience food store
and Dolau Primary School).
2.2.6 The nearby A473/Enterprise Way Roundabout to the west benefits from pedestrian refuge
islands on all approaches which enables two-stage crossing movements. These crossings
also include dropped kerbs and tactile paving.
2.2.7 For pedestrians travelling to the nearby Dolau Primary School, there is a controlled
crossing directly outside this destination to assist with safe crossing for vulnerable users.
2.2.8 Footways are present throughout the surrounding area, on both sides of the carriageway,
and are generally no less than 1.5m wide with street lighting also present. Advice within
DfT guidance ‘Inclusive Mobility’ 2002 suggests that footways of this width are sufficient for
a wheelchair user and ambulant person to negotiate safely, with ample lateral clearance.

2.2.9 The Chartered Institution of Highways and Transportation document ‘Providing for
Journeys on Foot’ provides the following suggested acceptable walking distances, as
shown in Table 2.1.

2.2.10 Pedestrian isochrones are shown in Figure 2.1 with straight line distance isochrones for
400m, 800m and 1200m which equates to 5, 10 and 15 minute walk times based on an
average walking speed of 4.8 km/h.
2.2.11 Within these distances, there are a variety of facilities and amenities accessible including
bus stops, Llanharan Railway Station, primary schools, convenience stores, post offices
and public houses/restaurants.
2.2.12 The site is therefore concluded to be favourably located to encourage pedestrian travel.
Cycle Opportunities
2.2.13 Cycling in the local vicinity is generally accommodated on carriageway.
Person with crutches or walking frame requires 900mm.
Person with walking stick requires 750mm.
Blind person with long cane or assistance dog requires1100mm.
A visually impaired person who is being guided requires1200mm.
A wheelchair user and an ambulant person side by side need 1500mm.

2.2.14 LTN1/04 identifies that the mean average length for cycling is 4km (2.4 miles) and that
journeys of up to three times this distance is not uncommon for regular commuters. As
such, a maximum 12km (7.4 mile) cycle commute distance applies.
2.2.15 Within a 12km distance are key urban areas such as Bridgend, Llantrisant, Talbot Green
and Pontypridd, as shown in Figure 2.2.

2.2.16 Through use of online journey planners, it is estimated that Bridgend town centre can be
accessed from the site by bicycle in approximately 34 minutes and Talbot Green Retail
Park in approximately 18 minutes. Llanharan Railway Station is accessible by bicycle in
just a few minutes.
Existing Bus Transport Infrastructure
2.2.17 Guidance related to the accessibility of a development proposal in relation to public
transport is provided in the Institution of Highways and Transportation (“IHT”) document
‘Planning for Public Transport in Development’ (March 1999). The IHT guidance
recommends that ‘new developments should be located so that public transport trips
involve a walking distance of less than 400m from the nearest bus stop’.
2.2.18 There are bus stops located well within the recommended 400m walking distance, located
on the A473 Bridgend Road to the west (circa 40m) and the east (circa 320m).
2.2.19 Further stops are also available on Llanharry Road to the east (circa 360m).

2.2.20 The stops nearest the site benefit from raised bus boarders to assist with mobility,
although it is noted that shelter and seating is absent.
2.2.21 From these stops, bus services 44, 64, 65 and 404 offer regular services to and from
Talbot Green, Bridgend, Pontypridd and Ynysmaerdy. During peak hours there are
approximately three buses per hour in each direction.
2.2.22 Typical bus journey times to key destinations during weekdays are summarised in Table
2.2.

2.2.23 The site is therefore concluded to be favourably located to encourage bus travel.
Rail Travel
2.2.24 The nearest railway station to the application site is Llanharan, approximately 700m
northeast (straight line distance) of the application site.
2.2.25 This station provides regular services to destinations such as Cardiff Central, Bridgend,
Maesteg, Newport, Gloucester, Chepstow and Cheltenham Spa.
2.2.26 The station benefits from a 43 space car park (for which there is no charge) which will help
encourage multi-modal travel.
2.2.27 Typical rail journey times to key destinations during weekday peak times are summarised
in Table 2.3.

2.3 Summary of Sustainable Transport Credentials
2.3.1 The site is evidently favourably located within close proximity to key facilities, amenities,
bus and rail nodes in the area. This will help towards the central goal of fewer car-based
trips by reducing the need to travel and by minimising the requirement to own a car.
2.3.2 Future residents of the site would benefit from close proximity to the following (non-
exhaustive) trip attractors; all of which are within favourable walking and cycling distances
of the site:
Bus stops;
Llanharan Railway Station;
Local shops (inc. convenience stores);
Schools;
Public houses/restaurants;
Post office;
Recreational parks;
GP surgery;
Pharmacy.
2.3.3 In addition to the above, the nearby bus and rail links enable easy access to key regional
destinations, such as Talbot Green retail park, Bridgend, Cardiff and Newport.
2.4 Local Highway Safety
2.4.1 An assessment has been carried out on the local highway network safety in order to
establish any current accident clusters or ‘blackspots’ near the site that may be
exacerbated by the development proposal.
2.4.2 Under normal procedures, Personal Injury Accident (PIA) data is obtained from the Local
Highway Authority, who provide the latest available 5-year data period. However, in this
case, the website www.crashmap.co.uk has firstly been interrogated to provide an initial
view of accidents in the surrounding area, due to the minimal development impact involved
and to establish whether further investigation is required.
2.4.3 CrashMap uses data collected by the police about road traffic crashes occurring on British
roads where someone has been injured. This data is approved by the National Statistics
Authority and reported on by the Department for Transport each year. The website uses
data obtained directly from official sources and compiled in an easy to use format showing
each incident on a map. Incidents are plotted to within 10 metres of their location and the
data includes all incidents from 2013 up to the end of 2017.
2.4.4 Figure 2.3 displays an extract of the recorded PIA locations.

2.4.5 Within the study area shown on Figure 2.3, it is noted that no accidents have occurred at
the existing site access or site frontage during the latest available 5-year period.
2.4.6 Furthermore, there are no evident accident clusters in the local vicinity and the number of
incidents that have been observed along the A473 away from the site frontage is not
considered unusual. As such, the immediate highway safety record is concluded to be
good, which the proposed development is highly unlikely to exacerbate based on the trip
forecasts (discussed later in the report).
2.4.7 It is therefore concluded that no further investigation is required due to the negligible
impact of the development proposal (see trip generation section of this report).
SITE

3 DEVELOPMENT PROPOSAL
3.1 Introduction
3.1.1 The development is to comprise a total of 39 residential units, consisting of three 4-bed,
six 3-bed, fourteen 2-bed, and sixteen 1-bed dwellings of single, two and three storeys. All
units will be managed by a housing association i.e. there will be no privately owned
dwellings on site.
3.1.2 The indicative site layout is contained in Appendix A.
3.2 Pedestrian Accessibility
3.2.1 Pedestrians will access the site as per the current situation via the existing access point off
Bridgend Road.
3.2.2 The internal site layout has been designed to ensure a high standard of pedestrian
provision and accessibility, with 2.0m wide footways on both sides of the main spine road
and shared surfacing for a small number of units located within cul-de-sacs.
3.3 Vehicular Access
3.3.1 It is proposed that the existing simple priority T-junction site access is retained for
vehicular access.
3.3.2 Visibility splays of 2.4m x 43 metres are achievable in both directions, which is suitable for
the posted 30mph speed limit.
3.3.3 The key geometric elements of the proposed access junction are as follows:
A main spine carriageway width of 6.0m;
6m junction corner radii; and
2.0m wide footways along either side of the access road.
3.4 Servicing
3.4.1 Swept path analysis has been undertaken to ensure that the proposed site access and
internal layout enables a large 3-axle (11.6m length) rigid refuse vehicle to arrive and
depart the site in a forward gear, as demonstrated by drawing SPA01 contained in
Appendix B.
3.4.2 Please note that the refuse collection vehicle represents the largest vehicle of this type
currently in operation in the UK (as per MfS). However, it is our understanding that the
Council use smaller vehicles than this and therefore the swept paths are to be considered
robust.
3.5 Parking Provision
3.5.1 Parking at the site will be provided in accordance with the adopted parking standards for
Rhondda Cynon Taf County Borough Council which are contained within Table a2 of SPG
‘Delivering Design and Placemaking: Access, Circulation & Parking Requirements’
(adopted March 2011).

3.5.2 Based on these standards, it is considered that the site location falls within Zone 3 –
Urban. Zone 3 is defined as:
‘Zone 3 – Suburban or Near Urban
Zone 3 comprises all of the remaining urban areas outside of the
Principal Towns and the Key Settlements, as contained within the
settlement boundaries of the LDP. These areas contain the smaller
settlements and local centres offering a range of local facilities. There is
generally a regular bus service to the town centres and in some cases,
there are local railway stations. The Strategic Sites of the LDP are also
included in this zone for the purposes of the parking guidelines.’
Car Parking
3.5.3 Based on these standards, car parking for one to two bed houses/apartments is a
maximum of two spaces per unit. Three or more bed houses or apartments require a
maximum of three spaces per unit. Visitor parking is required at a maximum ratio of one
space per five units.
3.5.4 The standards also state that:
‘for developments where clear evidence has been supplied that car
ownership levels will be lower than normal, a more flexible approach to
numbers of parking spaces may be taken. Acceptable evidence of this
would be a contractual arrangement with tenants to secure low car
ownership levels.’
3.5.5 Based on three 4-bed, six 3-bed, fourteen 2-bed, and sixteen 1-bed dwellings; an absolute
maximum car parking provision of 71 resident spaces and eight visitor spaces would be
required, 79 parking spaces in total.
3.5.6 However, as the development site consists solely of housing association units, reference is
made to Census (2011) data information relating to tenure by car or van availability within
Rhondda Cynon Taf. A summary of this data is provided in Table 3.1 below.

3.5.7 As shown in Table 3.1, car ownership is significantly less for socially rented housing than
for other tenure types. It is observed that 60% of socially rented accommodation in the
authority does not own a car or van. A further 34% have just a single vehicle and just 6%
own more than one vehicle.
3.5.8 If the same proportions were applied to the application site, then 13 parking spaces would
be required for the units with one car (i.e. 39 x 0.34). Furthermore, if it is robustly assumed
that the remaining 6% require the maximum three cars then this equates to a further 7
spaces (i.e. 39x0.06x3); a total resident parking requirement of 20 spaces would apply.
3.5.9 With consideration of the above, a total of 58 parking spaces are proposed; 52 resident
spaces and six for visitors.
3.5.10 Parking at this level, which is in line with RCTCBC Parking Standard SPG, is considered to
be an acceptable compromise between providing sufficient parking to prevent overspill
onto the adjoining public highway, and reducing reliance on private car travel.
Bicycle Parking
3.5.11 Bicycle parking will also be provided in accordance with the adopted parking standards for
the authority, which requires one long stay stand per five bedrooms for apartments (no
requirement for houses).
3.5.12 As the development includes sixteen 1-bed flats, this equates to a minimum provision of
three bicycle stands, which will be provided in a covered and secure location. Cycle
parking provision at this level will help encourage travel via this sustainable mode.

4 LOCAL AND NATIONAL PLANNING GUIDANCE
4.1 Overview
4.1.1 In transport terms the relevant policy guidance that applies to this site are contained in the
following documents:
Planning Policy Wales (Edition 9, November 2017);
Technical Advice Note (Wales) (2007) 18 - Transport;
Wales Transport Strategy (2008); and
Rhondda Cynon Taf Local Development Plan 2006-2021 (March 2011).
4.2 Planning Policy Wales (2017)
4.2.1 Section 8.1 (Transport) describes the Welsh Assembly’s overall transport aims. These
aims are:
“to extend choice in transport and secure accessibility in a way which
supports sustainable development and helps to tackle the causes of
climate change by: encouraging a more effective and efficient transport
system, with greater use of the more sustainable and healthy forms of
travel, and minimising the need to travel. This will be achieved through
integration:
Within and between different types of transport;
Between transport measures and land use planning;
Between transport measures and policies to protect and improve the
environment; and
Between transport measures and policies for education, health, social
inclusion and wealth creation.”
4.2.2 The Welsh Assembly’s objectives with regard to land use planning are outlined as:
“Reducing the need to travel, especially by private car, by locating
development where there is good access by public transport, walking and
cycling;
Locating development near other related uses to encourage multi-purpose
trips and reduce the length of journeys;
Improving accessibility by walking, cycling and public transport;
Ensuring that transport is accessible to all, taking into account the needs of
disabled and other less mobile people;
Promoting walking and cycling;
Supporting the provision of high quality public transport;
Supporting traffic management measures;
Promoting sustainable transport options for freight and commerce;

Supporting sustainable travel options in rural areas;
Supporting necessary infrastructure improvements; and
Ensuring that, as far as possible, transport infrastructure does not contribute
to land take, urban sprawl or neighbourhood severance.”
4.3 Technical Advice Note 18 – Transport (2007)
4.3.1 Technical Advice Note 18 (TAN 18) promotes the overall integration of transport in the
following ways:
“Integration of transport and land use planning;
Integration between different types of transport; and
Integration of transport policy with policies for the environment, education,
social justice, health, economic development and wealth creation.”
4.3.2 The integration of land use planning and the development of transport has a key role to
play in the promotion of sustainable development. TAN 18 identifies the following ways in
which integration can help achieve sustainable environmental outcomes:
“promoting resource and travel efficient settlement patterns;
ensuring new development is located where there is, or will be, good access
by public transport, walking and cycling thereby minimising the need for
travel and fostering social inclusion;
managing parking provision;
ensuring that new development and major alterations to existing
developments include appropriate provision for pedestrians (including those
with special access and mobility requirements), cycling, public transport,
and traffic management and parking/servicing;
encouraging the location of development near other related uses to
encourage multi-purpose trips;
promoting cycling and walking;
supporting the provision of high quality, inclusive public transport;
supporting provision of a reliable and efficient freight network;
promoting the location of warehousing and manufacturing developments to
facilitate the use of rail and sea transport for freight;
encouraging good quality design of streets that provide a safe public realm
and a distinct sense of place; and
ensuring that transport infrastructure or service improvements necessary to
serve new development allow existing transport networks to continue to
perform their identified functions.”
4.4 The Wales Transport Strategy (2008)
4.4.1 The Wales Transport Strategy states that:

‘the goal of One Wales: Connecting the nation is to promote sustainable
transport networks that safeguard the environment while strengthening
our country’s economic and social life.’
4.4.2 There are three key themes which underpin the strategy and they are described as ‘a
prism through which transport policy is considered.’ The themes are as follows:
‘Achieving a more effective and efficient transport system;
Achieving greater use of the more sustainable and healthy forms of travel;
and
Minimising demands on the transport system.’
4.4.3 The strategy sets out 17 specific outcomes that it wishes to achieve, which are based
around the over-arching principles of social, economic and environmental outcomes. Of
particular relevance to the proposed development is Outcome 3, which stresses the
importance of transport to social inclusion.
4.4.4 The stated aim of Outcome 3 is to improve access to shopping and leisure facilities, such
that:
‘people can get to a reasonable range of shopping and leisure facilities at
convenient times, so enhancing social interaction and reducing social
exclusion, particularly for disadvantaged groups.’
4.5 Rhondda Cynon Taf Local Development Plan 2006-2021 (March 2011)
4.5.1 Policy CS 2 of the adopted LDP states:

c). The development would have safe access to the highway network and
would not cause traffic congestion or exacerbate existing traffic
congestion;
d). Car parking would be provided in accordance with the Council’s
Supplementary Planning Guidance on Delivering Design and
Placemaking: Access, Circulation and Parking Requirements.
4.5.4 The proposed development is fully compliant with the above policies.
4.6 Summary
4.6.1 The overarching desire at all tiers of planning policy guidance is to influence a modal shift
from single occupancy car travel towards more sustainable modes such as walking,
cycling, and public transport.
4.6.2 In order to achieve this, it is recognised that development should be located such that the
need to travel is reduced, especially by private car, by locating development where there is
good access to high quality public transport, walking and cycling provision and where it
integrates well with adjacent land uses.
4.7 Conclusion
4.7.1 The development site is accessible to nearby trip attractors and sustainable travel
opportunities for trips further afield.
4.7.2 The site is therefore deemed to be compliant with current transport planning policy and is
able to help reduce single-occupancy private car travel amongst prospective residents.
This will result in environmental benefits (less CO2), social improvements (inclusive
mobility and a healthier population) and economic benefits (less congestion).

5 TRIP GENERATION & IMPACT
5.1 Introduction
5.1.1 This section provides a summary of the forecast development traffic. It also provides a
comparison of the consented office use traffic against the proposed residential use traffic.
5.1.2 Firstly, a multi-modal trip generation exercise has been undertaken to establish
development-generated trips for a typical residential site such as that proposed. This has
been conducted using the industry standard TRICS database. TRICS is a nationally
accepted database providing information relating to the total number of trips generated by
various land uses based on existing traffic surveys at similar sites throughout the United
Kingdom.
5.1.3 From the TRICS database, a trip rate is derived which provides the number of expected
trips per residential unit. Trip rates and the resultant trip generation for a typical residential
site of this nature are shown in Table 5.1.
5.1.4 In order to extract a representative sample of survey sites from the TRICS database, the
following parameters were applied:
Town centre and edge of town centre sites excluded;
All sites in Greater London were excluded;
Residential land use sub-category defined as ‘mixed affordable housing’; and
Date range extended to 2000 to increase survey pool.
5.1.5 Mixed-use housing is defined in TRICS as follows:
“03/L – Mixed Affordable Housing (Flats & Houses) (GDO use class
C3)
Housing developments where at least 75% of units are non-privately
owned. Of the total number of units, less than 75% must be houses (sum
of “non-split” terraced, detached, semi-detached, bungalows, etc), and
less than 75% must be flats (sum of flats in blocks and “split” houses).
“Non-privately owned” may be council rented or housing association
rented/part-owned. Trip rates are calculated by Site Area, Dwellings,
Housing Density, or Total Bedrooms.”
5.2 Proposed Residential Use Vehicular Trip Generation
5.2.1 Graph 5.1 shows the daily vehicular trip profile for the proposed residential development
demonstrating a steady trip generation throughout a typical weekday, with peaks in the
morning (0800-0900), school peak (1500-1600) and evening peak (1600-1700) hours.

5.2.3 Table 5.1 shows that the total forecast traffic equates to 16 two-way trips during the
weekday AM peak hour, 21 two-way vehicular trips during the school peak hour, 22 two-
way vehicular trips during the development PM peak hour and 184 between the hours of
0700-2000.
5.2.4 This represents a worst case trip generation of just one vehicular trip (either inbound or
outbound) every 2-3 minutes in the AM peak and PM peak hours.

5.3 Residential Modal Split
5.3.1 A summary of the forecast multi-modal split for a typical residential development such as
that proposed and in a location similar to that of the application site, as obtained from the
TRICS database, is shown in Graph 5.2.

5.3.2 Graph 5.2 shows that 51% of trips associated with a site of this nature are as a car driver.
Pedestrians amount to 27%, then car passenger (16%), public transport user (4%) and
cyclist (2%).
5.3.3 Full TRICS output data is provided herein as Appendix C.
5.3.4 It is considered entirely feasible that the referenced modal split for a typical residential
development such as this can be significantly improved upon at the application site.
5.3.5 For example, the aforementioned close proximity of the site to local trip attractors and
public transport provision will increase the proportion of sustainable travel amongst
prospective residents and visitors and reduce the need to travel by private car.
5.4 Consented B1 Use Traffic
5.4.1 The TRICS database has again been interrogated to establish the vehicular trip generation
associated with the existing B1 (Business) site use, which could theoretically become fully
operational at any point.
5.4.2 Based on the HM Revenue & Customs data, the extant site use has a total building area of
circa 1945m2 (inclusive of the two on-site buildings).
5.4.3 In order to extract a representative sample of survey sites from the TRICS database, the
following parameters were applied:
Category 02 – Employment A – Office;
Town Centre and edge of town centre sites excluded;
All sites in Greater London were excluded;

5.4.5 Table 5.2 shows that the current B1 site use is capable of generating 54 two-way trips
during the weekday AM peak hour, 16 two-way vehicular trips during the school peak
hour, 49 two-way vehicular trips during the development PM peak hour and 318 between
the hours of 0700-2000.
5.4.6 With reference to Table 5.1 and Table 5.2, it is concluded that the proposed site use will
generate far fewer vehicular trips than the existing site use and therefore offers betterment
in this regard.

6 SUMMARY AND CONCLUSION
6.1 Summary
6.1.1 This Transport Statement has been prepared by Corun Associates (Corun), on behalf of
Rhondda Housing Association (the ‘applicant’) to support a development of 39 residential
dwellings on the former Innovation House Site, Bridgend Road, Bryncae.
6.1.2 The development is to comprise three 4-bed, six 3-bed, fourteen 2-bed, and sixteen 1-bed
dwellings of single, two and three storeys. All units will be managed by a housing
association i.e. there will be no privately owned dwellings on site.
6.1.3 The site is favourably located in close proximity to key facilities and amenities in the area,
many of which are just a short walk, cycle, bus journey or train journey away. This will help
towards the central goal of fewer car-based trips.
6.1.4 An assessment has been carried out of the local highway network safety and it is evident
that the local area has a good highway safety record with no inherent highway safety
issues having been identified in the immediate vicinity.
6.1.5 The existing site access is to be retained as part of the proposal in the form of a simple
priority T-junction.
6.1.6 Swept path analysis has been undertaken to ensure that the proposed site access and
internal layout enables a refuse vehicle to arrive and depart the site in a forward gear.
6.1.7 Car and cycle parking is to be provided in accordance with the Council’s adopted parking
standards.
6.1.8 The site is deemed to be compliant with current transport planning policy and is able to
help reduce the dependency of single-occupancy private car travel. This will result in
environmental benefits (less CO2), social improvements (inclusive mobility and a healthier
population) and economic benefits (less congestion).
6.2 Conclusion
6.2.1 This Transport Statement has demonstrated that the proposed residential development will
be accessible by a choice of sustainable transport including by foot, bicycle and public
transport. It has also shown that there is an appropriate means of vehicular access to the
development.
6.2.2 As such, the development should be considered acceptable in terms of highways and
transportation.
