Proposed Zone

• To establish a Direct Development Control Provision to

accommodate utility systems of works, including, but not

limited to, a solar farm and future water treatment plant

Existing Designation

• Designated as “Metropolitan Recreation and

Environmental Protection Zone”

Proposed Designation

• Designate site as Direct Development Control Provision.

• To permit the development of a solar farm as an

expansion of the existing E.L. Smith Water Treatment

Plant. The solar farm will utilize privately owned lands,

produce minimal impact on the natural environment,

and supply a clean source of renewable energy primarily

intended for plant consumption, while serving the public

good.

• Solar farms shall only be developed on privately held

lands, as a expansion of, and primarily to supply power to,

the E.L. Smith Water Treatment Plant. A (DC1) Direct

Development Control Provision may be a applied to these

lands to implement utility systems or works, and shall
