Environmental Protection Zone”
• To permit the development of a solar farm as an
expansion of the existing E.L. Smith Water Treatment
Plant. The solar farm will utilize privately owned lands,
produce minimal impact on the natural environment,
and supply a clean source of renewable energy primarily
intended for plant consumption, while serving the public
good.
• Solar farms shall only be developed on privately held
lands, as a expansion of, and primarily to supply power to,
the E.L. Smith Water Treatment Plant. A (DC1) Direct
Development Control Provision may be a applied to these
lands to implement utility systems or works, and shall
