CLARK PATTERSON LEE HISTORY AND OVERVIEW

Business started and was the fi rm was established in 1975 serving public and private clients under the name of Clark Engineers. In 1992 the fi rm became known as Clark Patterson Associates, and in 2007 became Clark Patterson Lee. We are a Design Professional Corporation (DPC) and we take pride in providing design services of exceptional quality and value and have. Our current fi nancial position is stable, and the fi rm has maintained suffi cient working capital to fund and maintain its growth for the last 30 years.

With more than $1 billion in school design to our credit, our professionals have been serving clients across the northeast and have worked on literally hundreds of educational design projects. Our broad range of capabilities is available on projects ranging from initial facilities studies through multi-million dollar bond issue projects. We have a staff of approximately 220 dedicated professionals, and maintain offi ces in New York, Georgia, North Carolina and South Carolina off ering expertise in architecture, engineering, planning and construction.

Our Buff alo offi ce will be managing the contract with Erie 1 BOCES and the primary contact is noted below. This location allows us to be on site within short notice to serve your needs and personally address any questions or concerns. WORKING WITH CONSTRUCTION MANAGEMENT FIRMS (if required)

We believe in a true team approach and conduct regular communications with the construction manager throughout the design process, reviewing schedules, phasing, material costs and potential construction challenges. We attend a pre-bid conference, generally lead by the construction manager, with all contractor-bidders at which questions regarding bid procedures, etc. will be addressed. We will be available during the bid process to respond to questions and issue periodic addenda providing all bidders with equal information. We will manage the opening of bids, assist in researching apparent low bidders and provide the Board with a recommendation for award. Finally, we will work with the construction manager and the District in preparing contracts between the Board of Education and successful low bidders.

Once construction starts, our role will be to provide periodic inspections of the construction site, attend construction meetings and maintain fi eld reports. In addition, we will review shop drawings & submittals, review applications for payment, review proposed changes to the contract(s) and maintain conformance to the contract documents (plans and specifi cations). There are many decisions to be made prior to and during construction and it’s important to know that your design team and construction manager are on the same page, working together toward a successful project for your District.

We have worked with the following construction managers on a variety of renovation and new construction projects: Campus Construction Management Group, Turner Construction, Pike Company, LeChase Construction, Polumbo Group, Livingston Associates (on projects with York CSD), Kircher Construction (on projects with Keshequa CSD), Triton, Bovis Lend Lease, Welliver McGuire, Watchdog Building Partners, and SAVIN Engineers.

EDUCATIONAL BUILDINGS ENGINEERING

Our mechanical and electrical staff is an integral part of the team serving your project. They directly contribute to the overall design process from conceptual plans to hard line value engineering, considering all aspects of joint architectural and engineering decisions. Our engineering staff has extensive experience ranging from facilities studies through complete educational facility mechanical and electrical reconstructions. They have designed computer and network/communications centers serving multiple building school facilities.

Maximizing the effi ciency of mechanical, electrical and plumbing systems is a must for any cost conscious administrator. Today’s focus on LEED certifi cation and renewable energy, brings greater emphasis to effi cient and innovative design. Typical engineering considerations include:

• Replacement or modernization of air-handling systems, unit ventilators, and peripheral equipment• Modernization of heat distribution systems (i.e. conversion of steam to hot water)• Installation of high effi ciency boiler systems and air side and water side heat reclaim systems• Variable speed drive implementation• Lighting system upgrades or replacements• Introduction or expansion of computerized Building Automation Systems• Energy effi cient building system designs including:

ENERGY AUDITS

An energy audit is the fi rst step in making your school, residence, or business more energy effi cient. An audit can help you assess how much energy your facility(s) uses annually and evaluate what measures you can take to improve effi ciency, and reduce your operating costs. Clark Patterson Lee has been using Building Information Modeling (BIM) as a design tool to evaluate building systems, envelope confi gurations and building orientation for several years. We are now applying this technique to existing buildings, and off ering ASHRAE Level II and III energy audits. A Level II is a standard audit, while a Level III audit includes a computer simulation model to predict year-round energy use.

Through extensive evaluation of your building’s construction, equipment, fi xtures, and controls, Clark Patterson Lee can identify energy conservation measures that make sense for your operation. Our fi rm will also quantify the potential energy savings and provide you with costs of implementation, and a detailed economic analysis to show the return on your investment. The audit process includes the following:

• Understand energy conservation needs, requirements, and obligations• Understand short and long term goals

ENERGY CONSERVATION (OCCUPANCY-BASED VENTILATION)

Clark Patterson Lee is in the forefront of energy innovation when it comes to fi nding sustainable energy solutions to minimize our clients’ energy-related costs and reliance on typical energy sources. One such option that is being well-received by our K-12 clients is an automated HVAC system based on occupancy. We are proud of the fact that we are the fi rst fi rm statewide that has this system approved by SED.

In general terms the confi guration provides outside air to each individual room as required based on the actual number of occupants. An occupancy counter is the primary control and modulates the outside air damper. A carbon dioxide sensor is the secondary control for outside air—acting as a back-up should the carbon dioxide level exceed the recommended levels—modulating the outside air as required for the number of occupants. When the room is not occupied, the outside air damper is in minimum position (provides minimal outside air for make-up air and purging.) The occupancy counter is reset automatically each day.

We are implementing this system for Jamestown Public Schools, specifi cally within Ring Elementary School with plans under review for Lincoln Elementary School and plans underway for each school in the district.

We are looking forward to describing this process in more detail to Erie 1 BOCES representatives in order to see how this system can be optimized for any of the buildings in question.

Sustainability is meeting the needs of the present without compromising the ability of future generations to meet their own needs. Today’s clear challenge for the architecture and engineering team is to design building projects that have minimal impact on the environment.

Clark Patterson Lee is committed to this mission by providing an approach to design that truly integrates all aspects of design. The concept is simple—since one design decision will most often aff ect other aspects of the design, the architects, engineers and owner must work interactively to develop sustainable strategies. This process begins at the earliest stage of design: from the development of a program and the evaluation of the site – to the selection of room fi nishes – to the occupancy and operations of the facility. This integrated design approach has been fundamental to Clark Patterson Lee’s philosophy for more than 30 years. INTERIOR DESIGN

Our Interior Design group supports our fi rm’s architectural projects and provides direct interior design consultation on many of our design projects. At Clark Patterson Lee, members of the Interiors team are involved in the project from beginning to end, collaborating with other design professionals in a fully integrated design process. We believe that the best design direction comes from our clients. Therefore, we have developed an interactive workshop approach that involves a wide variety of stakeholders in the design process. We use the following tools as part of this interactive approach:

• Visual Dialogue – an important, interactive design tool to bring clarity to your words describing your organization and its culture. This helps to establish a common “visual vocabulary” between you and the design team that will keep the design solutions focused on you. The words you use to describe the project, along with how you respond to images of other facilities, helps us better understand the design direction, character, and feel you want your facility to have.

• Mood Boards – a creative collage of images, colors, words, and textures used to convey the emotional context of a project. Our Interior Designers use mood boards to jump-start a creative discussion that will begin to establish and coordinate the selection of materials, colors and fi nishes.

• Facility Tours – we like to go with you on facility tours to see the latest trends in educational design. These shared fi eld trips help us further understand your likes and dislikes about spaces.

The design process also employs current modeling and rendering techniques to study the design of spaces 3-dimensionally and to illustrate what the fi nished product will look like. We recommend “mock-up” materials for testing and have a continuously updated fl ooring comparison spreadsheet to evaluate options for fi nishes.

REFERENDUM SERVICES

We have been a key team member for virtually all our successful K-12 referendums and understand the importance of engaging the community in the referendum process. Therefore, we off er the following observations that are indicative of our experience with successful bond votes. We employ the same principles, as applicable, to other public forums as well.

Pre-Referendum Services

Our experience with education architecture confi rms our belief that a well-informed public increases the likelihood of a winning bond vote. We have found that there are three key elements to a successful public participation strategy:

1. Strong Team Attitude and Approach

Especially critical during the pre-referendum phase, any successful project (and referendum) requires input from a variety of team members. Team members should include representatives from the administration, the staff , the student body and the community. Each team member brings balance and valuable input from a variety of perspectives. Input from these key players is necessary to resolve programming and design issues, and helps to establish an attitude of ownership and support, assisting in marketing the bond referendum.

An eff ective way to develop a team environment is to establish focus groups or community planning groups. The Board of Education should have representation on these groups. It doesn’t matter what they’re called, but it is critical that the community understands that their needs, attitudes and concerns will be refl ected in any decision they will be called upon to approve.

as needed, including sketches, estimates, schedules, etc., and keep everyone focused without compromise on achieving the end goal. We facilitate the process, provide leadership and produce the end product. The product includes graphic representations allowing the Board of Education to bring the project to their entire community. We join you in those presentations, responding to questions and concerns at public meetings, and otherwise support the Board with their presentation to the voters.

We, as your architect/engineer attend many of these meetings and are available as a resource to respond to design questions, initial cost needs and questions regarding state aidability. In many instances, Clark Patterson Lee may manage these meetings, but we feel that they are more eff ective if managed by either the Board or a community representative, with our team providing support.

The group(s) should be active throughout the project including the construction phases. This helps maintain continuity of the design team and maintains a base of community support for future facilities and budget needs.

Web-based technologies also off er unique and interactive ways to engage the public. From project-based websites to online surveys, we can help you create the right public information strategy for your project and your community.

2. The Board of Education Running the Show

The best public relations programs are those that demonstrate the leadership of the elected representation to the Board. Too frequently boards of education ask the architect/engineer to make community presentations and have the appearance of presenting “their” project for voter approval. It is especially important for a successful bond referendum to have the Board of Education represent the project as the Board’s determination of the best solution to meeting the educational goals and aspirations of the community. They are the legal entity of the voters, they represent the best interests of the educational system and are responsible to the voters as elected offi cials. Accordingly, their participation in the campaign to inform the voters prior to the referendum is extremely important as well. The architect/engineer should serve in a supportive role, presenting the design solutions and responding to design, cost and schedule questions.

It is equally important that the Board stress the positive aspects of your schools. While indicating specifi c needs and opportunities for improvement, the Board should be positive and upbeat about the future.

3. Get Out the Yes Vote

We understand that you may achieve eff ective communication with only a fraction of the community. It is also well known that all school communities have a fraction that, no matter what, will respond negatively to the needs of the District. From the overall perspective of community presentations, it is important to recognize the frustration of the probable results, yet accept the need to try to reach the entire community.

Fortunately, there is a middle ground within every community that will respond positively if they understand the project, the project fi nances and the genuine educational needs. These community members require eff ective presentations, clear graphics, and honest and frank discussion. They will generally ask intelligent questions and expect an equally intelligent response. Understanding there was community input to the decisions will be important and adds validity to the presented solutions.

It is important for public relations strategies to encourage the yes vote and respond with action. Too frequently this group, while very positive to the needs of the District, can be complacent. However, because this is the core of a successful referendum, presentations must facilitate this group’s active participation in the planning process in addition to voting.

POST-REFERENDUM SERVICES

After receiving voter authorization, the design process continues. The tasks associated with the development of the project’s design are undertaken with an approach very similar to that which has been described in the pre-referendum phase discussion above. Experience and Information of the Project Team

Clark Patterson Lee operates under the premise that the success of any consulting engagement is heavily dependent upon the skills and experience of the team chosen. In order to achieve the greatest possible success of your project, we have assembled our team based on firm-wide strengths and relevant experience. Our team has experience working with all aspects of K-12 educational design including pre- and post-referendum services; assistance with building permits, certificates of occupancy, health and safety and ADA compliance and all documentation required for SED approval.

We have the professional design disciplines necessary in-house to complete this assignment with an emphasis on service, quality, and experience. Each member of our team brings their own individual strengths, but the cohesiveness of the group from previous project experience is what sets our group apart.

David Walter, AIA, NCARB, Senior VP will be the Principal in Charge and will see that appropriate resources are assigned and overall project goals are being met. Day-to-day management of projects and communication will be handled by the Project Manager, Lindsey Shelley. All requests and required services will be either completed by Mr. Shelley or delegated to the appropriate team member. Representation at all meetings will include team members with the appropriate level of understanding and expertise.

Each discipline leader noted has the authority to call upon staff within their respective disciplines as required in order to complete projects at various districts within Erie 1 BOCES efficiently and cost effectively.

The $39 million project began with districtwide telecommunications system upgrades, phased construction to refurbish two campuses including HVAC, plumbing and electrical system replacements, replacement of exterior shell elements (doors, windows, fascia, etc.), classroom improvements, finish upgrades, furniture, fixture and equiment upgrades. Asbestos abatement, vehicular traffic modifications, public address upgrades, entry control systems, outdoor cameras, lighting.

Pine Valley Central School District, South Dayton, NYMultiple projects in the Jr/Sr High School, Elementary School and Bus Garage. Scope of work has included new addition, ADA compliance, masonry restoration, roof reconstruction, security and fire alarm system. Renovations to various classrooms, main office and nurses suites. Technology upgrades, new finishes, ceiling and lighting were also completed. Perry Central School District, Perry, NYMultiple projects at the High School have included classroom renovations, including asbestos abatement, lighting and sound systems in the Auditorium, new computer labs and technology renovations; MEP upgrades, new security systems, ceiling replacement. Projects at the Elementary/Middle School included floor reconstruction, corridor finishes, new fixtures, roof reconstruction, and new security system, along with sitework. Mr. Kulpa spent 10 years with the Six Flags Corporation in the US and Europe, designing in-park facilities and operating procedure. Mr. Kulpa has dual Masters in Architecture and Urban Planning, and has participated in projects diverse as establishing a grassroots community plan for Buffalo’s Upper Westside. Mr. Kulpa’s commitment to his Williamsville Community has led to countless committee appointments and election to Municipal Office, first as a Trustee (appointed as Deputy Mayor), and currently as the elected Mayor of the Village. He was instrumental in the creation and adoption of the Village’s Community Plan as well as the restoration plan for the Williamsville Water mill.

Cuba Rushford Central School District, Cuba,NYProject Designer involved with the 2012 Capital Improvement Project totalling $10.9 million in renovations and improvements. Belfast Central School District, Belfast, NYArchitectural Designer – $13.5 million aggressive major building improvements project beginning in 2006 driven by EXCEL aid from New York State. Construction contracts were more that $2 million under budget. Project included:reconstructed science labs; new bus maintenance facility; conversion of old bus garage into art & music space; kitchen renovations, new cafeteria; fully renovated classrooms; and major site work improvements.

Holiday Valley, Ellicottville, NYProject Manager – Responsible for the design, Zoning variance, Planning Board Review and construction documentation processes for a new $10 million investment by the Ski Resort. The building is a replacement for the existing Main Base Lodge that has been in operation since the Resort’s inception. A complicated demolition and build out of the site is planned to begin upon the commencement of the 2012 ski season. In just under a year of design time, Brian helped bring the plans through the necessary variance and permitting phases and to completion for an expedited order of steel. The project has overwhelmingly won the support of the community in Ellicottville.

WB Residential, Western NYProject Manager – What began as a simple design for a bathroom renovation, has blossomed into a two year, multi-project relationship. Brian began working at 1 of 3 apartment complexes in WNY owned and maintained by WB Residential, with subsidy from USDA’s Rural Development Department.

Alterations included technology upgrades, new boilers and roofing at all schools.

Dundee Central School District, Dundee, NYStructural Engineer for a $7.4 million renovation and addition to the District’s K-12 facility, 8,000 s.f. middle school gymnasium, six classrooms and conversion of the original 1938 gym to a two-story industrial arts and science cluster. A nursing suite with hearing test rooms, dental office and isolation area for sick students was also included. Other projects included:• Capital Building Project• Pool Addition• Access Drive

Auburn Enlarged City School District, Auburn, NYStructural Engineer involved with four additions including renovations to the high school, two small masonry additions with wide flange beams and bar joist roof system. The addition adjacent to the gym was built above an existing classroom.

Canisteo Central School District, Canisteo, NYStructural Engineer for total renovation of the existing 50,000 s.f. elementary school and 60,000 s.f. additions including a multi-purpose regulation gymnasium. The new classroom wing was a two-story reinforced bearing masonry building with composite floor beams and open web bar joist for the roof. The gymnasium walls (32 ft.) were also reinforced bearing masonry. The existing building had renovations that included removal of existing columns and bearing walls. These renovations required new lintels and columns to be designed and detailed.

Phelps-Clifton Springs Central School District, ES and HS Additions/New Construction, Phelps-Clifton Springs, NYProject Engineer for a new two-story elementary school built with spread and strip footings. The majority of the second floor was steel frame and precast plank. The roof of the classrooms was framed with beams and metal deck. The large gymnasiums and cafeteria are long span joist and metal bearing on masonry. At the high school, the new natatorium used long span joist and reinforced bearing masonry walls. The new two-story addition featured composite beams and concrete deck to form the second floor.

East Irondequoit Central School District and Bus Garage, Rochester, NYProject Manager/Engineer for all facets of structural design, from initial selection of framework options to construction drawings, specifications and coordination with each discipline. Provided design criteria for the new 25,000 s.f., pre-engineered bus garage. The two-story, steel frame structure included office space, four repair bays, an additional wash bay, and hydraulic lift pit. The new middle school building was comprised of three main structures. The two-story classroom wing featured continuous strip footings used in conjunction with reinforced masonry bearing walls. These two-story walls carry 30 ft. long precast plank and light gauge roof trusses. The attached cafeteria roof was framed with long span joists that bear on reinforced masonry walls. The gymnasium was a pre-engineered building, light enough for large isolated footings to work efficiently.

Tuxedo Union Free School District, High School Additions, Tuxedo, NYProject Engineer for development of construction drawings, specifications, and coordination with each discipline. This project consisted of a large three-story addition. The building was steel framed with a combination of wind frames and masonry shear walls for lateral support. Floor slabs were made with composite deck to improve the steel beams efficiency. The roof was framed with beams and metal deck.

Experience

The landscapes and built environments of educational institutions have evolved over time to refl ect the changing needs of students, faculty and staff . Educational design must consider how natural and physical conditions and advancements in technology infl uence people’s ability to learn, teach, interact, move, and communicate in an educational setting. Erie 1 BOCES districts typically have enrollments of over 1,000 students, but when working with districts having under a thousand students (as in some Erie 2 BOCES districts), we strive to create the same educational opportunities for students that the larger districts can aff ord. This can off er consistency and administrative effi ciencies across both Erie BOCES. For example, in some instances larger districts may benefi t from economies of scale—we have a strong understanding of where these benefi ts lie and look for opportunities to incorporate the same principles into smaller districts so they can enjoy some of the same effi ciencies.

Beginning in the Fall of 2010, Clark Patterson Lee ‘s work with Cattaraugus Allegany BOCES has included Building Condition Surveys and updated 5-year facility plans for buildings spread over 3 campuses. The facility plans led directly to a series of capital projects ranging in scope from updates to Automotive Technology shops and Sawmills to Pre-kindergarten classrooms and playground facilities.

Work in 2011 on the Ellicottville Campus included complete over-haul of the cosmetology and criminal justice suites. A special downdraft hood was designed and constructed for the Auto-body shop. School wide electrical and plumbing upgrades were performed as well as critical asbestos abatement.

Documents have since been prepared and construction is complete and under budget, for the overhaul of the Belmont and Olean Campuses.

The Keshequa Central School District is in the midst of performing a district wide $6.5 million dollar capital improvement project at their Dalton Elementary, Nunda Middle/High School, and Bus Garage facilities. The project consists of site work improvements, roof replacements, building envelope remediation, window replacements, telecommunication system replacement, electrical infrastructure improvements, and boiler system replacements.

The fi rst phase of the project focused on architectural work for the purpose of minimizing State Education Department review time when critical roof, window, and building envelope system failures were in need of immediate attention. The District pre-authorized Clark Patterson Lee to begin the design and submit the construction documents to the state ahead of voter authorization. This strategy allowed us to perform these much

The work included replacement of 100,000 s.f. of existing single-ply membrane roofs with 30 year built-up roof systems, through-wall fl ashing remediation work, masonry brick re-pointing work, ornamental cast-stone replacement work, and aluminum window replacement work.

The second phase of the project will be focused on civil, mechanical, electrical, and plumbing improvements. The work will include athletic complex running track drainage improvements and resurfacing; Athletic complex accessibility and parking lot improvements; athletic complex backstop and equipment upgrades; replacement of existing boiler equipment at Nunda Middle/High School with high-effi ciency units, District-wide telecommunication system replacement with internet-protocol telephone systems; local area network (LAN) equipment upgrades; and data cabling work to support enhanced communication systems.

In conjunction with the District’s construction manager, Kircher Construction, we are on schedule to complete the entire scope of work fall of 2014.

In 2004 Clark Patterson Lee continued its

valued and long-standing relationship with

the Genesee Valley BOCES, now formally

known as the Genesee Valley Educational

Partnership by providing pre-referendum

services. These services included facility

needs assessment, programming, planning

and informative meetings with all 22

component school districts. The District

citizens authorized the project through a

referendum vote to commence in December

2005. Area school districts in Genesee,

Livingston, Wyoming counties, along with

Wayland-Cohocton in Steuben County send

approximately 1,300 students to the two

campuses annually. The New York State

Dormitory Authority is fi nancing the project,

with a repayment period of 22 years.

Approximately 98% of the project’s cost

qualifi ed for state aid.

Construction of the $35 million building

addition and renovation projects began in

the summer of 2006 with a district-wide

Clark Patterson Lee’s relationship with the Friendship Central District began in 2005, initially called in to replace another fi rm working with the District. Clark Patterson Lee has served as a partner in our $30m construction project. All of their architects including the project leader, design teams, and field architects have personally engaged with our Fairport team. We have shared ideas and collaborated regarding the work. Our renovations were driven by Clark Patterson Lee’s design and code expertise but the “Fairport” culture and educational program have been incorporated at each site. The renovations and construction for our project is relatively complex work. Significant infrastructure work inclusive of electrical, mechanical, and computer networking is being installed at six locations. OUR APPROACH SPECIFIC TO BUILDING CONDITION SURVEYS

The State Education Department requires school districts to complete Building Condition Surveys every fi ve years and provides a rather prescriptive methodology. In following the SED requirements, we have developed a methodology and approach to these surveys that centers around an eff ective and effi cient assessment process. The goal of the fi ve-year plan is to collect, coordinate, analyze, and prioritize facility infrastructure and building program needs on a district-wide basis. Our team will complete, and provide, quality surveys that will allow you to prioritize existing individual building needs with a focus on resolving and health and safety issues. This approach gives us the ability to provide critical information in a timely manner while maintaining the fl exibility needed to address the unique needs of individual districts. The fi nished product is organized and clearly written, providing information that meets all State Education Department requirements in a user-friendly manner.

While we are conducting the Building Condition Survey we will concurrently perform a more detailed study of your educational facilities as outlined below.

INTEGRATING THE BUILDING CONDITION SURVEY INTO THE EDUCATIONAL FACILITY STUDIES

We will begin the facilities studies with an initial kick-off meeting to establish study goals and expectations. Consensus is also reached with respect to the project schedule, methodology and fi nal report format. Following the kick-off meeting, our team of architects and engineers will likely perform a detailed fi eld inspection of all facilities from pavements, walks and grounds, to roofs and all mechanical equipment. Part of the inspection will be to review and update key fl oor plans. These drawings become part of the fi nished document and are available to the Erie 1 BOCES for future use.

With the development of the key fl oor plans, we perform a complete code check of the building utilizing State mandates and other applicable codes and requirements. An interview process involving key staff identifi ed at the kick-off meeting provides insight into day-to-day needs as well as long range educational goals. The interviews are documented and minutes are reviewed by all parties before inclusion in the fi nal study.

The on-site inspections and interviews result in the formulation of a list of program and facility opportunities. Corrective actions are recommended and initial cost estimates generated. Working with the Erie 1 BOCES, we assign a priority to each item and propose schedule based on the assigned priority, a logical “grouping” of work for fi nancial benefi t, and the ability to receive maximum state aid for the work. This recommended schedule covers the time frame established at the kick-off meeting.

Throughout the course of the study, scheduled presentations will be made to the Board. Additional meetings with assigned staff will take place and project team members will receive rough draft information from the architects/engineers.

The fi nal study is based on the criteria established at the initial meeting. Because the study is an evolving document, revisions can be made as the study develops. The fi nished product is well organized and clearly written. It provides information in a way is concise and usable. The key fl oor plans will be current and descriptive. There will be an appendix containing referenced material, minutes of meetings, and other data important to the study and/or the long range plans of Erie 1 BOCES.

Over the years Clark Patterson Lee has developed a process for openly-communicating with school districts to assess, off er options, and to ultimately tackle and deliver capital projects that arise from building condition surveys and fi ve-year plans for a wide range of dollar values, sizes and complexities. Our process is outlined below and will be adjusted accordingly to each and every potential project at Erie 1 BOCES. TASK 3 - CONCEPTUAL DESIGN (time to complete: 8 weeks)After the site visit and collection of suffi cient information to permit initiation of design eff orts, begin work on the Conceptual Design Task. SEQRA and School Districts Clark Patterson Lee is a multidisciplinary design fi rm that has honed its ability to meet the increasingly complex demands associated with planning, reviewing, designing, specifying, bidding and managing educational projects, as well as a full array of other project types.

Our familiarity with district facilities and our breadth of K-12 design experience in New York make our team uniquely qualifi ed to guide districts through the SEQRA process. Clark Patterson Lee regularly completes fi eld investigations that require us to review the existing site conditions and identify areas of concern for every school campus within a district. This knowledge base enhances our ability to effi ciently complete the long-form environmental assessment (EAF) for each facility that may be included in the initial phase of planning and design. Additionally we have guided many school districts across the state through the multi-facility SEQRA processes associated with various renovation and building programs. We understand the nuances of environmental review and have eff ectively led many clients through the process.

At Clark Patterson Lee we consider SEQRA to be a resource in navigating complex planning and design eff orts. We have learned through our experience that the SEQRA process often highlights important issues and/or conditions that need to be addressed in other permitting and regulatory processes required for NYSED approval, including, but not limited to storm water management and SHPO’s 1409 Reviews. Considering the projects’ environmental impacts as early as possible in the process will make the design and construction phases more effi cient.

TASK 7 – SED SUBMISSION AND APPROVAL (time to complete: varies)Clark Patterson Lee enjoys an excellent reputation and rapport with the New York State Education Department (SED). We have been providing professional design services to school districts for 30 years and have worked closely with SED for that period. Our project managers, including the management team proposed for this school project, all have extensive experience working with the State Education Department. Our fi rm encourages the younger staff members to attend SED meetings and assist in the organization of projects through the SED paperwork procedures.

In addition, our offi ces throughout New York State have provided the opportunities to work with every project manager within SED’s facilities organization and have formed many positive working relationships. OUR APPROACH TO MANAGEMENT PLAN AND MEETING MILESTONES

Clark Patterson Lee has an excellent reputation for understanding the relationship between program, budget and schedule. Our ability to translate agreed upon program requirements into a coherent and viable building program is the fi rst step in adhering to our client’s project requirements.

Design Schedule: Maintenance of schedule begins with clear communication and agreement with respect to scope and project milestones. The Principal and Project Manager work together with staff to ensure that the design schedule is maintained. Because we are able to provide all architecture and engineering disciplines in-house, these communication tasks are simplifi ed and direct. Design staff assigned to this project will be responsible for meeting all the requirements for information gathering, programming, design, and document preparation within specifi c phases. Internal progress meetings are established to ensure that project milestones are met.

Construction Schedule: Clark Patterson Lee will discuss the timing of various elements of the project with the owner to determine a timeline for construction. Once this timeline has been determined, it will be part of the contract bid documents and the responsibility of the contractor and/or scheduler to maintain on a bi-monthly basis. If for any reason the schedule begins to slip, there are provisions within the specifi cations to increase man-hours/resources and re-sequence the work to maintain timely contract completion. Projects may have a liquidated damages clause that indicates a penalty that the contractor will be assessed if the project is delayed due to their lack of performance. Work that is delayed due to weather is non-compensatory. Schedules must be submitted and approved prior to an Application for Payment approval by the designer. Clark Patterson Lee can monitor the progress weekly and notify the owner if we see any possible issue aff ecting the schedule. We take this very seriously and will assist the owner if for any reason there becomes a need to initiate discussions with bonding companies regarding payment or performance.

The Clark Patterson Lee design team’s success is founded in our process. We will work with Erie 1 BOCES representatives and your construction management group—should Erie 1 BOCES enlist the services of a CM group—at each phase of a project to clearly defi ne the costs of the project from Schematic Design through Construction Documents. The budget is maintained through the schedule management procedures that we have in place and the fi rst step is reaching consensus with the client on the full scope of work. A more detailed scope of work prevents the expansion of work items and keeps the design budget on track. Following project initiation, every step in the design process accommodates a review and confi rmation that the project is on track. Project monitoring occurs through scheduled progress meetings with the client and via in-house staff meetings involving various professionals active on the project. Please forward your proposal to the Erie 1 BOCES Purchasing Department at the location address listed above. Fax and/or electronically transmitted proposals cannot be accepted.
