A few years ago, the NYSOA Board of Trustees and their consultants started to evaluate how the NYSOA was governed and began making recommendations to implement these changes, which were being made for many reasons. Under the old system, each executive officer position was held for a two year term. For a volunteer to go through each office, including serving as an appointed vice president and as a past president meant a 12 to 14-year commitment to the NYSOA. Fortunately, we have had very committed colleagues who were willing to give of their time and talent. Unfortunately, a number of qualified individuals were unwilling or unable to commit that amount of time. Additionally, while researching the governance structure of other states, we found that we were one of the last that had two year terms for their officers. Effective next year, in 2013, each executive officer position will be held for a one year term. is will now afford more of our members the opportunity to serve their profession and hopefully will prevent any of our future officers from burn out. Another issue that had become a concern was the difficulty some societies were experiencing with finding members who had the time to serve as a society president. All of our society presidents were doing a great job in organizing their local meetings and building membership, but it was becoming difficult to find doctors who were willing and able to travel to state board meetings or even the annual House of Delegates meeting. Now, under this new structure, all NYSOA local societies are represented by Regional Trustees. is past spring we held elections for trustees in the three regions of the state. e newly elected trustees will be responsible for attending all association meetings and conference calls. Each trustee has already volunteered to serve and advise in various areas that affect our profession. Your trustee will be responsible for keeping their regional members informed through email and by attending society meetings. Please contact one of your trustees directly for any issues you may have regarding your practice or membership. I do ask that you continue to support the NYSOA by attending your local society meetings and continue to read all correspondence you receive from both the AOA and the NYSOA. prospectusBy now, most of you have heard that the NYSOA is changing our structure for governance. These changes are taking place right now, as you are reading this article. A few years ago, the NYSOA Board of Trustees and their consultants started to evaluate how the NYSOA was governed and

began making recommendations to implement these changes, which were being made for many reasons.

Under the old system, each executive officer position was held for a two year term. For a volunteer to go through each office, including serving as an appointed vice president and as a past president meant a 12 to 14-year commitment to the NYSOA. Fortunately, we have had very committed colleagues who were willing to give of their time and talent. Unfortunately, a number of qualified individuals were unwilling or unable to commit that amount of time. Additionally, while researching the governance structure of other states, we found that we were one of the last that had two year terms for their officers.

Effective next year, in 2013, each executive officer position will be held for a one year term. This will now afford more of our members the opportunity to serve their profession and hopefully will prevent any of our future officers from burn out.

Another issue that had become a concern was the difficulty some societies were experiencing with finding members who had the time to serve as a society president. All of our society presidents were doing a great job in organizing their local meetings and building membership, but it was becoming difficult to find doctors who were willing and able to travel to state board meetings or even the annual House of Delegates meeting. Now, under this new structure, all NYSOA local

societies are represented by Regional Trustees.

During the weekend of May 18-20, 2012 we celebrated the 117th Congress and Annual Meeting of the New York State Optometric Association. In 1895, when we started on our journey, we were then known as The Optical Society of the State of New York and we were not yet recognized as optometrists, nor were we a licensed profession in New York State.

In the 1910 Yearbook of the Optical Society we find the following:

The motive behind nearly all organizations of the character of the Optical Society of the State of New York is usually two-fold; self-preservation, and co-operative advancement, and the latter in this case can be subdivided into three divisions; organization for the purpose of achieving, legislation, which would compel the advancement of education.

Probably no calling has made greater strides in the uplift of its rank and file, than has that which is now known as the Profession of Optometry, and perhaps no one organization has contributed more toward this end than has the Optical Society of the State of New York. It fought its legislative battles in the face of overwhelming odds.

The Bill of 1907 was favorably reported and passed both houses but was vetoed by the Executive whose well-defined objections were corrected in the wording of the Bill in 1908, which, after a bitter struggle, passed both houses in the closing days of the session, and the Profession of Optometry was defined in the Laws of the State through the signature of Gov. Chas. E. Hughes, on May 21, 1908.

New York became the 13th state with an optometry law and we have been playing catch-up ever since. Plus ça change, plus c'est la même chose. (The more things change, the more they stay the same.)

The first meeting of the Optical Society was held in 1895 in New York City and was followed in subsequent years by meetings in Rochester, Saratoga, New York City and Buffalo.

The program and agenda for the Sixth Annual Meeting, held on June 25-27, 1901 in Buffalo included the following:

• Opening Address by the President• Reading of Minutes• Financial Report• Report of the Executive Committee• Legislative Recognition, The Way and Means• Election of Officers

• Explanation and discussion of the Optical College as planned by the American Association of Opticians

• Reports & Presentations• Remarks by Visiting Opticians• General Business

While the reports for discussion may have changed over the years the format of our Annual Meeting still mirrors that of our predecessors over a hundred years ago.

The minutes of that 1901 meeting record the following: “While the Legislature at Albany is in session, this society has a paid representative there, whose duty is to see that no measure opposing opticians becomes a law…” Over one hundred years later, we remain vigilant as an association, but we now have counsels throughout the entire year who help to promote and protect the profession.

Rumor has it that former NYSOA Past-President, Art Gottlieb, OD, often remarked that he couldn't wait for the day to come when he would become the Immediate PAST President. I naively queried, "WHY?” and was told that Art's response was, “Because you get to do nothing.” Chuckle.

Even more so, there is an “internal” family joke amongst NYSOA Executive Officers that once you come the “IPP” your new title is actually “chopped liver” as you get sent out to pasture like the horse “I'll Have Another” who never did get to win that triple crown. In fact, I do get a “penny” for my thoughts now, and some are even worth “chunk change.” But it is precisely this undercurrent of humor and camaraderie that keeps me going. And involved. Once a leader, always a leader. It runs through your blood.

While serving on the AOA membership committee, I realized the importance of reaching out to our future doctors in their early days of attaining their doctorate of Optometry. Over the past year, I have made my presence known at the SUNY College of Optometry Class of 2015 Orientation Day. I toasted the class with a glass of champagne and welcomed all of them into our optometric family, stressing how their livelihoods would be dependent upon participation in their professional association. This was followed by a white coat ceremony for second year students; a celebratory scholarship luncheon whereby our NYSOA scholarships were presented to our promising, hard-working students; an NYSOA student-doctor luncheon; a day-long symposium with the students focusing on future goals for the profession as well as the Association; another day-long Career Symposium spent interacting with the students and serving on a panel of speakers discussing life-balance, both personally and professionally; and several local OSCONY meetings where the interaction with students was at its best. I feel rejuvenated by youth, and these bright, energetic, inspirational minds keep me going. No sending this old horse out to pasture. Not quite yet.

During our annual House of Delegates Meeting which took place in Cooperstown, NY in May 2012, I was elected President of the Children's Vision Coalition, following the great work of Ed Cordes, OD and Rosemary Clemens, PhD. I have big shoes to fill, and my work is cut out for me. I can think of nothing more important than advocating for comprehensive eye examinations for all of our school-aged children. As a former teacher, I can assure you that too many of our children slip through the cracks and are either never

diagnosed, or even misdiagnosed, consequently mislabeled, throughout their entire educational experience. Many are pushed through from elementary school up to high school without ever having one simple visit to an eye doctor. The Snellen chart posted in the front of the classroom is simply not enough. As we know, vision accounts for 80% of the learning process for a child. And 60% of those children identified as “problem or slow learners” have undetected vision problems.

I know you will join me in my support of this very important endeavor. I will count on your participation and advocacy. I welcome, and encourage all of you to join me at this year's NYS Fair in Syracuse, August 23 through September 3, to help us promote the importance of comprehensive eye exams. If you can spare a mere four hours of your time during this the State Fair and volunteer at our booth, you will not only have fun, but you will have helped us to raise public awareness regarding children's vision. Who knows...you might even be the lucky winner of a free trip to Vision Expo East 2013! Look forward to seeing all of you there!

Another observation from these minutes states, “Since the last meeting, the officers of the society have been actively at work trying to increase the membership and create enthusiasm among the opticians of the state, which resulted in the three local societies voting to join the state society in a body, and the membership has been largely increased.” Today, 117 years later, we are still working diligently to increase our membership, but, in our time, the number of active local societies continues to dwindle and some are moribund.

At one time, our association had 18 active local societies:

• Adirondack• Binghamton• Bronx• Brooklyn• Buffalo• Central• Eastern• Finger Lakes• Hudson Valley• Mohawk Valley• Nassau-Suffolk• Optometric Society of the City of New York

(New York County)• Northern New York• Queens• Rochester• Southern Tier• Southwestern• Westchester

Today, we have seen the merger of the five New York City societies into OSCONY, the separation of Nassau and Suffolk into two distinct societies, the recognition of Rockland and Putnam as part of Westchester and the transformations of Buffalo into the Western Society and Binghamton into the South Central Society. Over time, we have lost the Adirondack and Finger Lakes Societies.

The success of our profession has always rested on the shoulders of leaders and members who believed passionately in their profession and its future.

In 1931, A.L. Merin wrote an article entitled, “What are the Limits of Optometry?” where we find the following:

If the Optometrist will possess some knowledge of the therapeutic value of drugs, chemistry, organic and inorganic, and toxicology, he will have no trouble solving these cases [he makes reference to medical conditions in prior paragraphs]. Timely advice will sometimes save the patient’s vision…

Our schools and colleges should include the above mentioned subjects in their curriculum…

“We must not look upon Optometry of today [81 years ago] as we did 25 years ago. Optometry must expand. It must follow the path of the other professions. Compare medicine and dentistry of 30 or 40 years ago with medicine and dentistry of today. Who ever thought that dentists would practice surgery, would remove tumors and decayed bones from the jaw? Who ever expected that the old-time corn cutter would actually cut and use medicine in treating the foot?

Optometry cannot remain a profession of “spec fitters;” it must forge ahead.

When we look back over time, we must pay homage to those leaders whose vision and commitment to our profession helped shape who we are today. They came from every corner of the state, contributing their time and talent to their profession and the NYSOA. These individuals include Charles Prentice, A. Jay Cross, E.E. Arrington, Frank E. Robbins, Leo M. Mayer, George D, Oertel, Norman Hays, Jonas Loring, William L. Roberts, Frank Kitchell, Ben Rosenkranz, Harold Kohn, William Maier, John Wilde, Abram A. Hubal, Alden N. Haffner, Allen Cohen, Craig Willoth, Richard Soden and William J. Lapple.

Over the past hundred years, these leaders birthed and nurtured our profession, expanded our scope of practice, ensured our recognition as health care professionals, and created the SUNY College of Optometry, our world-class institution.

At a strategic retreat held several years ago by the NYSOA, many new and useful ideas were discussed, including one concept that was first and foremost: we wanted to do whatever we could to position optometry as the primary profession for information and expertise on eye care.

Every day we come across members of the public that are unsure of the differences between the “three O’s” in eye care. Ideally we would like for all of our patients, as well as the media and our legislators to understand what it is that optometrists are trained in and capable of doing.

As such, the NYSOA has put together a public relations campaign. While this may seem like an ambitious undertaking, this campaign works in conjunction with the public relations campaign that the AOA has been running for the past three years.

The AOA has retained the services of a renowned public relations firm, Hill & Knowleton, which has done a remarkable job of getting our colleagues in the news, including the cover of U.S. News and World Report as well as numerous television and radio spots. Andrea Thau, OD has represented our profession in dozens of media articles as well as through television and radio appearances.

Approximately every six to eight weeks, the AOA sends press releases to each state affiliate that we may use at our discretion. After review by an NYSOA representative, these releases are forwarded to a media list compiled by the NYSOA, of all newspapers, radio and television outlets in the state.

Two years ago we asked each society to designate a society spokesperson to represent us with regards to media and public relations. These doctors attended a media and PR training weekend in Albany under the supervision of an Albany PR firm. Your colleagues who attended this seminar are now prepared to handle any questions about our press releases that members of the media may have.

We know that many of our members have connections to members of the local media, including patients, family members, etc. This is a great opportunity for our doctors to position themselves as experts pertaining to any eye care topic and we encourage following through with any interview request you may receive. HOWEVER, we do ask that if any member receives a request by the media to follow up on one of our press releases, that it be referred to your society spokesperson. We also respectfully request that any questions from a media representative regarding any legislative or legal issue be forwarded to our Albany

office. The reason for these protocols is the desire to achieve consistent messaging from our profession. If you have an opportunity to establish a relationship with any member of your local media, we highly encourage you to follow up with that opportunity, and then contact the NYSOA office in Albany to assist you.

As the restructuring of the NYSOA Board continues to take shape, we have chosen the area of Public Relations to be one which will be given more attention. As part of this increased effort, the NYSOA will continue to publish Prospectus as a way to keep the membership informed. We will also be emailing our members the press releases from AOA for use on their office websites. Each article will also be posted on the NYSOA website and Facebook page. There will also be more articles written by NYSOA members that will be pertinent to New York members only. And we want to remind everyone that we encourage any member to write an article for Prospectus any time. Thank you for you continued support.

Transitions Optical, Inc. Awards Healthy

Sight Grant for Homebound Program

Transitions Optical, Inc. has awarded a $5,000 Healthy Sight Grant for SUNY Optometry’s Homebound Program. The grant will offer access to essential services for people with impaired sight who are at risk for increased falls and fractures, depression and difficulty identifying medications, which can lead to serious drug-related errors among other dangers. Homebound populations particularly at risk include older adults, people with multiple disabilities and/or other health conditions (e.g., stroke, cancer, obesity, paralysis and dementia), which can make it challenging, if not impossible, to access available health services in the community.

“We are delighted to partner with Transitions Optical, Inc. to support high quality eye and vision care to the homebound population. Transition’s generosity will enable us to provide essential patient care in local communities,” said Richard Soden, OD, Vice President Clinical Affairs, and Executive Director of the University Eye Center at SUNY Optometry.

The Optometric Center of New York is the allied and endowing foundation of the State University of New York, State College of Optometry, and is the primary source of private support for its patient care facility, the University Optometric Center, providing grants for projects such as a Homebound initiative, Indigent Care Project and Scholarship Fund, among others.

SUNY Optometry Names Director Of New Career

Development CenterFrancisco A. Lucio, a 2006 graduate of St. John’s University School of Law, has been named Director of Career Development and Minority Enrichment at the SUNY College of Optometry effective July 19.

This is a new position at the College and one that will help students identify career options and assess and understand their personal and professional

competencies. The Director is also responsible for recruiting and selecting under-represented minority students for the College’s internship program and Summer Academic Program.

Mr. Lucio is the former Program Director at the Manhattan-Staten Island Area Health Education Center where he was responsible for overseeing nine heath career programs for more than 200 underserved students a year.

“Francisco comes to the College with a unique background in career development, minority enrichment and healthcare law. He is the right person to advance the College’s strategic goals of student career development and satisfaction and the diversification of our highly talented student body, “ said Dr. Jeffery Philpott, Vice President for Student Affairs.

A graduate of San Diego State University where he received a BA degree in Political Science, he is a member of the National Association of Medical Minority Educators where he serves as National Legislative Affairs Chair.

We should not forget that every success we have had as a profession has taken us years to achieve. Through the efforts of the NYSOA and our dedicated and committed members, we have enacted laws that expanded and promoted our role as primary eye care providers. We amended the State Insurance Laws to provide our patients with “freedom of choice,” we recognized our doctoral degree, we created the State University of New York State College of Optometry, we passed legislation for diagnostic pharmaceutical agents and we transformed our profession by legally recognizing our ability to diagnose and treat diseases of the eye.

Whose names will appear as leaders and visionaries in the coming years? Who among us today will stand with those who saw the future and guided us along the way?

At the 2012 Annual Meeting we embarked on a new journey of leadership. Since its creation as a statewide professional association 117 years ago, the Association’s governing body, our Board of Trustees has consisted of elected statewide officers and the presidents of the affiliated local societies. Last year we voted to make a change in our governing structure and this year we begin with a new paradigm of governance—with five statewide elected officers and seven regional trustees. From a body of 21 we will become 12, and from a tradition of having our officers and trustees serving at least two-year terms we have now moved to one-year terms for officers and set our trustees terms, when fully implemented, to three years.

We know that for this to be a successful model of governance, members must be willing to take up the challenge of leadership and stand for elected office in the NYSOA.

In a time when everyone’s lives are busy with family, with practice, with friends, neighbors and civic engagement, we know it is difficult to find time to be a volunteer in our professional association. However, if our history can be a

roadmap to the future, then indeed we will be successful. There are doctors of optometry here today who will take up the mantle of leadership and there are members throughout the state who will one day step up to leadership positions. We must constantly remind ourselves that our future rests in our own hands and that we have always shaped our own destiny. It has never been easy, but we have always prevailed against great odds. I know that the New York State Optometric Association will be celebrating many future Congresses and Annual Meetings and we will continue on our pathway to remain the best eye care professionals in our state and in our country.

The Gottlieb Award is given to an individual in recognition of outstanding efforts on behalf of the NYSOA, the optometric community or the visual welfare of the public. It is intended to recognize contributions made in the year immediately preceding presentation of the award.

Alden N. Haffner, OD presents the Frederic A. Woll Award to Edward V. Cordes, OD in public recognition of his remarkable and abiding contributions and service to his country, community and profession.

The Woll Award is the highest honor that the NYSOA can bestow and is only presented, when deemed appropriate, to a member who has worked in a sustained manner over many years on behalf of organized optometry in New York State.

Richard Madonna, OD Named SUNY

Department ChairFollowing a national search, Richard J. Madonna, OD has been named Chair of the Department of Clinical Education at the SUNY College of Optometry. Dr. Madonna is an alumnus of the College, and has a history of leadership within the institution. In addition to his new appointment, Dr. Madonna also serves as Director of

Continuing Education and as an Associate Professor. He was formerly Service Chief in Ocular Disease, Director of Clinical Education and President of the Faculty Executive Committee.

“I look forward to continuing to work with Dr. Madonna on faculty and curriculum development in clinical education at the College and at our externship sites, as well as expanding our efforts in clinical education,” said Dr. David Troilo, Vice President and Dean of Academic Affairs.

SUNY College of Optometry Holds 38th CommencementOn Sunday, June 3, seventy graduates received Doctor of Optometry degrees at the SUNY College of Optometry’s 38th Commencement in the Hudson Theater. In addition, one PhD degree and five OD – MS degrees were awarded.

Dori M. Carlson, OD, the first female President of the American Optometric Association, was the Commencement speaker. Dr. Joseph Anthony Movshon and Dr. William Thomas Newsome, III internationally recognized research scientists, each received honorary degrees. Dr. Movshon is the Silver Professor of Neural Science and Psychology at New York University and Dr. Newsome is a Professor of Neurobiology at Stanford

University School of Medicine.

Richard J. Madonna, OD, ’85, received the Alumnus of the Year Award for his leadership and dedication to students and to the profession of optometry. Dr. Madonna is the recently appointed Chairman of the Department of Clinical Education.
