About the Institution

Dr. Ambedkar Government Law College, Puducherry was

established in 1972 by the Government of Puducherry and will be

celebrating its Golden Jubilee year between August 2021 to August

2022. The college was originally affiliated to Madras University and it is

now presently affiliated to Pondicherry University. This institution is

known all over India for its excellence and rich contribution to legal

education. In Puducherry, it is the only Government Law College having

a vast curriculum. It has earned its reputation in such a way that legal

educations in Puducherry and Dr. Ambedkar Government Law College

have been treated as synonymous to each other. Currently, the

institution has 590 students including research scholars and it attracts

quality students from all over India. The new campus is situated at

Periakalapet, Puducherry measuring about 28 acres in an eco-friendly

campus with all the amenities and facilities required for academic and

research environment. This is the only Government Law College in

Puducherry where under one roof we have all major branches of law

curriculum like B.A.LL.B. (5 Year Integrated Course), LL.B. (Three

Year Course), LL.M. (2 Year CBCS Course in 4 Branches), Post-

Graduate Diploma in French Law (1 Year Evening Course) and Ph.D.

programme. Being a research institution this institution is proud to

contribute in legal education and research. The physical infrastructure of

the institution has the potential to accommodate a whole university in its

campus.

ADMISSION TO LAW COURSES

FOR THE ACADEMIC YEAR 2021– 22

LL.B (3 year course), LL.M. (2 year course) and PGDFL

PROSPECTUS

(Information and Instructions to Candidates)

(I) LL. B. (Three Year Regular Course):

This programme is of 3 years regular study consisting of 6

semesters with an intake of 60 students.

Eligibility criteria for admission:

Educational Qualification: In order to be eligible for admission

into LL.B. (Three Year Course), an applicant should have passed

any Bachelor’s Degree from a recognized University or possess

such academic qualification which is considered equivalent to

Bachelor’s Degree by the Pondicherry University and the Bar

Council of India. A candidate who have obtained his/her

degree after prosecuting studies in distance or

correspondence method shall also be considered as eligible for

admission in the three years LL.B. course.

Explanation: The candidates who have obtained graduation

through open university system directly without having any

basic qualification for prosecuting such studies are not eligible

for admission in the course.

In case of candidates possessing Bachelor’s Degree as

stipulated above and holding post-graduate degree as well,

only the degree at the bachelor level will be considered for the

purpose of eligibility for admission.

Further, the candidates applying for admission to this course

should have secured 45% of marks in the qualifying examination.

However, in case of candidates belonging to Puducherry

Scheduled Caste and Scheduled Tribe, 40% marks in the

qualifying examination is enough.

The upper age limit- As decided by the Bar Council of India from

time to time.

(II) LL. M. (Two Year Regular Course, CBCS)

This programme is of two years regular study consisting of 4

semesters offered in the following specialisations with an intake

of 10 students in each specialisation totalling to 40 students.

BRANCH – I : LABOUR LAW AND ADMINISTRATIVE LAW

BRANCH – II : CRIMINAL LAW

BRANCH –III : INTERNATIONAL LAW AND HUMAN RIGHTS

BRANCH – IV : BUSINESS LAW

In order to be eligible for admission into the two years LL.M.

course, an applicant should have successfully completed

LL.B./B.A.LL.B. or equivalent recognised by the Pondicherry

University and the Bar Council of India. Further, the candidates

applying for admission to this course should have secured 45% of

marks in the qualifying examination. The upper age limit- As

decided by the Government of Puducherry in consultation with

Pondicherry University from time to time.

(III) Post Graduate Diploma in French Law (One Year

Evening Course)

This programme is of One year (Evening Session) study of non-

semester pattern with an intake of 15 students. Candidates applying

for this programme should have successfully completed

LL.B./B.A.LL.B. or equivalent recognized by the Pondicherry

University. Further, the candidates applying for admission to this

course should have secured 45% of marks in the qualifying

examination. The upper age limit- As decided by the Government

of Pondicherry in consultation with Pondicherry University from

time to time.

Submission of Application Form for Admission: Application

form and information bulletin will be available from 25.08.2021

(Wednesday). Candidates desirous of applying for any of the

aforesaid courses can obtain the same in–person from the college

office on payment of Rs.1000/- (on cash) for

General/OBC/MBC/BCM/EBC/BT candidates and Rs.500/- for

SC & ST students (on production of proof) on all working days

from 10.00 am to 5.00 pm. On or before 24.09.2021 (Friday).

Candidates can also obtain the application form and

information bulletin by post by sending a requisition letter

addressed to the Principal, Dr. Ambedkar Government Law

College, Mathur Road, Periakalapet, Puducherry – 605 014

together with a crossed account payee Demand Draft for a sum

of Rs.1050/- [Rs.550/- for SC & ST students (on attaching

proof)] drawn in favour of Principal, Dr. Ambedkar

Government Law College, Puducherry payable at Puducherry

on or before 17.09.2021 (Friday)

Last date for submission of duly filled in application form

along with requisite enclosures is 24.09.2021 (Friday). It may be

submitted to the college office in person on all working days

between 10.00 am and 5.00 pm. Applications sent by post should

be addressed to the Principal, Dr. Ambedkar Government Law

College, Mathur Road, Periakalapet, Puducherry – 605 014 and

the same should reach the office on or before 24.09.2021

(Friday) 05. 00 p.m.

Application forms received after the last date will not be

entertained under any circumstances. Hence, candidates are

advised to send the application well in advance so as to ensure

that it reaches this office before the last date specified in this

behalf.

Candidates should submit self-attested copies of the

following certificates along with the application form.

1. Mark statements of the qualifying examinations. (10th, 12th ,

All UG)

2. UG Provisional/ Degree Certificate.

3. Transfer and Conduct certificates from the institution last

attended.

4. Birth certificate or S. S. L. C. mark sheet as proof of date of

birth.

5. Recently obtained (within 6 months) residence certificate,

community certificate and special category certificate, if

applicable, issued by the competent authority of the Union

Territory in case of Residents of Union Territory of

Puducherry seeking admission on the basis of reservation.

Resident candidates who do not submit requisite proof of

residence/community will be considered under open category

along with candidates from other States.

8. Copy of AADHAR Card..

A. Domicile criteria for Union Territory of Puducherry

A candidate is considered to belong to the Union Territory of

Puducherry, if he/she satisfies at least one of the following

domicile criteria:

(a) Those candidates or whose parent (either mother or father or

both) or Guardian (in the case of children who have lost both the

parents) has been residing continuously in this Union territory for

at least five years immediately preceding the date of application.

(b) Those who have passed SSLC/HSC or any other public

examination and for that purpose had undergone academic studies

continuously for 5 successive classes immediately preceding the

qualifying examination (including the year of the qualifying

examination) in recognized educational institution(s) located in

Puducherry Union Territory and having their residence in the

Puducherry Union Territory for 5 years continuously during that

period.

(c) (i) Children whose parents are Central Government

Servants, State Government Servants, Defense Personnel, Central

Paramilitary Forces, Employees of Public Sector Undertakings

wholly or substantially run either by the Central Government or

by the Puducherry Union Territory administration, posted and

serving in the Puducherry Union Territory for at least a minimum

continuous period of three years immediately prior to the last date

of submission of application.

(ii) Children of the above said employees should have

studied the entire period of Qualifying Degree Course in any of

the Colleges in the Union Territory of Puducherry.

(d) Children of Defence Personnel who were killed or disabled in

action and who have declared Puducherry as their hometown.

Note: For the proof of domicile criteria for Union Territory of

Puducherry under the above clauses (a) to (d) the candidates

should produce relevant certificates issued by the Competent

Authorities not below the Rank of Deputy Tahsildar.

(e) French Nationals residing in the Puducherry Union Territory

and covered by the terms of the “Treaty of Cession” shall be

treated on par with the candidates who produce the prescribed

Puducherry Union Territory residence certificate. Such French

Nationals will be required to produce residence certificate issued

by the Department of Revenue & Disaster Management,

Puducherry, not below the rank of Deputy Tahsildar. In addition,

they should produce a certificate of registration issued for this

purpose from the French Consulate, Puducherry.

Note: Children of these French Nationals shall not be considered for

admission under the quota of non-residents.

B. Mode of Selection:

Selection will be based upon the aggregate of their

‘average marks’ obtained in the Bachelor’s degree.

Only the applications which are complete in all respects

will be considered for ranking of the candidates. Candidates who

have applied for the respective courses will be ranked on merit on

the basis of the marks obtained by them in the Bachelor’s Degree.

Applications for the above courses will be scrutinised and

selection list in each course will be published in the notice board

of the college and allotment order will be sent to the candidates to

their emails only. Selection made will be provisional and subject

to production of original certificates of all enclosures attached

along with the application of the candidate. In case, if candidates

fail to produce the originals within the time stipulated by the

college, they will lose the right of admission.

of seats earmarked for each of these categories are not filled up

under normal process of selection in any category.

Note : ST/SC/BT/EBC/MBC/BCM/OBC candidates are also

eligible for selection under open merit and Resident General

category in addition to the reservation made to them.

Scheduled Tribe Candidates (ST) :Candidates claiming

admission under this category should belong to a caste which is

recognized as Scheduled Tribe under “The Constitution

(Puducherry) Scheduled Tribes Order, 2016” dated 22.12.2016

and should enclose the required certificate issued by an Officer of

the Department of Revenue & Disaster Management, Puducherry,

not below the rank of Deputy Tahsildar.

Scheduled Caste Candidates (SC) : Candidates claiming

admission under this category should belong to a caste which is

recognized as Scheduled Caste under “the Constitution

(Pondicherry) Scheduled Castes Order, 1964” dated

05.03.1964, read with “The Constitution (Scheduled Caste) orders

(Second Amendment) Act, 2002 (Central Act 61 of 2002) and

should enclose the required certificate issued by an Officer of the

Department of Revenue & Disaster Management, Puducherry not

below the rank of Deputy Tahsildar. The candidates should

enclose the recent certificate (obtained within 6 months).

Other Backward Classes (OBC) & Most Backward Classes

(MBC) Candidates. Candidates claiming admission under these

categories should enclose the recent OBC/MBC certificate

(obtained within 6 months) issued by an Officer of the

Department of Revenue and Disaster Management, not below the

rank of Deputy Tahsildar.

Extreme Backward Classes (EBC) & Backward Classes

Muslims (BCM) and Backward Tribes (BT) Candidates:

Candidates claiming admission under these categories should

enclose the recent EBC/BCM/BT certificate (obtained within 6

months) issued by an Officer of the Department of Revenue and

Disaster Management, not below the rank of Deputy Tahsildar.

Freedom Fighter Category (FF): Candidates claiming

admission under this category should be Children / Grand

Children of Freedom Fighters and they should enclose the

necessary certificate issued by the Officer-in-charge, Freedom

Fighters Cell, Government of Puducherry.

Wards of Ex-serviceman (ESM): Those who are registered as

Ex-servicemen in the Department of Sainik Welfare (DSW),

Government of Puducherry and have got Ex-servicemen/Widow

of Ex-servicemen identity card from DSW should enclose the

necessary certificate issued by the Director, DSW, Puducherry.

Person with Disabilities (PwD) : The Candidates seeking

admission under this category should produce a full size

photograph exhibiting the deformity and a certificate clearly

mentioning the Percentage of disability issued by an authorized

Medical Authority.

Meritorious Sports Person (MSP) : Selection of candidates will

be based on the marks obtained by the candidates following the

guidelines given in the Government of Puducherry vide G.O.

Ms.53 dated 24th May, 2012 and G.O. Ms. No.6 dated 14th March,

2018 of Chief Secretariat (Higher & Technical Education),

Puducherry.

E. Prohibition of Ragging: As per the directions of the Hon’ble

Supreme Court of India and UGC Regulations on Curbing the

Menace of Ragging in Higher Educational Institutions, 2009,

ragging is an offence, and is banned in all colleges. Any one

indulging in ragging is liable to be punished as per the provisions

of law.

The aforesaid Regulation further states that all students

and parents/guardian are required to submit anti – ragging related

affidavit to the institution at the time of admission.

D. General Instructions:

1. Applications which are not correctly filled up/ without

necessary certificates and which are not in accordance

with the instructions/ do not fulfil the terms of instructions

will be considered as defective and are liable to be

rejected without notice to the candidates.

2. Candidates are informed that the selection made is only

provisional and the same is subject to verification of

originals of all enclosures required/ submitted along with

the application of the candidate. On actual verification of

original degree/ provisional certificate, mark lists,

community and other certificates besides other particulars,

if they are found ineligible, they will lose right of

admission / continuation of study, if admitted, at any

stage. If any candidate gives forged/ fake certificates,

legal action will be initiated against them besides

cancelling their admission.

3. Employed candidates and practicing advocates are not

eligible to apply to the LL.B (3 year course) and LL.M.

course, but they can apply to the PGDFL course. If

application is made by suppressing or concealing the fact

of employment or practice and accordingly if selection is

made the selection of such candidate would be summarily

cancelled at any point of time and may also be subjected

to legal action.

4. Consolidated mark statement is mandatory.

5. All communications will be only through SMS/ Email.
