Medium of Instruction and Examinations
As per provisions under the Maulana Azad National
Urdu University Act 1996, the Medium of Instruction
is Urdu. As per the Academic Ordinance (3) framed
under the University Act and notified in the Gazette of
India vide notification MANUU/Admin.I/F.I/2006-
07/716 dated 7th April 2005
“Question papers for all Examinations shall be set
and answered in the Urdu Language subject to the
condition that question papers for all examinations in
the languages shall be set and answered in the
respective languages.”
In the light of above Ordinance, and Statutory
provisions, it is hereby reiterated that all the question
papers shall be in Urdu and the students shall write the
answer in Urdu, except for languages like Arabic,
English, Hindi and Persian. If a student fails to write
answers in Urdu, no marks shall be awarded to
him/her.

1.0 About Maulana Azad National Urdu University
Maulana Azad National Urdu University (MANUU) is a Central University, established by an Act of
Parliament with all India jurisdiction in 1998. The headquarters and main campus of MANUU is in
Gachibowli, Hyderabad. It is spread over 200 acres. MANUU is recognized as a major higher
education service provider across the remote areas of the country for marginalized and first generation
learners of Urdu medium through its regular and distance mode programmes. MANUU commenced
with distance education programmes in 1998 and consolidated its academic and research base in
Urdu medium regular programmes in 2004.
The University is named after Maulana Abul Kalam Azad, a scholar par excellence, a prolific writer, an
inimitable orator, a gallant freedom fighter, a visionary of the post independent Indian education
system and an architect of technical and scientific education in Independent India.
Presently, MANUU is in the process of consolidating the existing institutions, while expanding it to
reach the unreached through various intervention measures. Further, to meet the rising aspirations of
its youth in general and Urdu speaking community in specific, the University is making considerable
progress in all fronts of academics, research and governance with specific vision, mission and
objectives.
Vision
To provide access to quality education through Urdu as medium of instruction, while adhering to the
inclusive policy.
Mission
To empower socially, economically, educationally and culturally marginalized sections of society so
that they are brought into the mainstream, and thereby contribute to the socio-economic development
of the nation through formal and non-formal mode of educational delivery.
Mandate
The Mandate of the University is:
To promote and develop the Urdu language;
To impart education and training in vocational and technical subjects through the medium of
Urdu;
To provide wider access to people desirous of pursuing programmes of higher education and
training in Urdu medium through teaching on the campus as well as through distance mode
and
To focus on women’s education.
Objectives
To provide good learning experience to the students through Urdu language with due
emphasis on interactive and innovative teaching-learning as well as engagement in social

outreach.
To adhere to global best practices and bench marks in respect of academic and research
outcomes and also outreach initiatives.
To increase the student capacity to meet the growing demands of competent manpower in
national and international markets.
To augment the internal revenue/receipts through continuing education, sponsored research
and consultancy.
To improve the quality of life of impoverished millions by producing competent manpower who
can contribute for the growth of National economy.
To utilize the resources effectively and optimally and also to transform the University into a
smart, digital and clean campus with specific action driven initiatives.
The University is in the process of fulfilling the Performance Radars stipulated by the UGC for
norm based funding which reflects the quantifiable indicators on the all-round development and
growth of the university in terms of Academic, Research and Governance functions.

The Departments are currently offering 78 programmes and courses, (21 PhD; 21 PG; 08 UG, 05 PG
Diploma and 05 Diploma programmes and 2 Certificate courses. The University also offers technical
Diploma programmes through Polytechnics (08 Diplomas) and vocational programmes through
Industrial Training Institutes (08 Certificate Trades). Further University is evolving to deliver Innovative
and Relevant Quality Education with flexible academic framework through Choice Based Credit
System and upgrade the curriculum based-on market needs periodically.

Governance
Effective Governance System is in place for transparency and accountability with established
structures. Further the University is switching over to e-Governance functioning for streamlining of
internal processes.
The University is also part of Mission Mode Directives of MHRD such as Swacch Bharat Abhiyan;
Swacch Bharat - Swasth Bharat; Swatchhata Pakhwada; Unnat Bharat Abhiyan; Ek Bharat -Shreshtha
Bharat; Beti Bachao - Beti Padao; Vittiya Shaksharat Abhiyan and PM Kaushal Vikas Yojana; in
addition to Digital India project NKN - NME-ICT, which includes Campus Connect, UGC-INFLIBNET,
NDL Cluster, SWAYAM, SWAYAM PRABHA, NAD, Bharatvani etc.,
New Initiatives
Introduced Bridge Courses for enabling Madrasa students, enter into mainstream of education.
Implemented the Choice Based Credit System (CBCS) and incorporated the MOOCs as Non-
CGPA Credit Course to enhance the value addition to the academic programmes offered by
the MANUU.
Formalized eight MoU’s of strategic partnership with National & International Agencies towards
expanding academic, research and training activities through collaborations.
Recognizing and balancing expectations of different stakeholders on priority basis.
Focusing on holistic development of students through various progressive measures.
Encouraging the faculty through funding for minor research and innovation projects.
Instituted ‘Quli Qutb Shah’ Memorial Lecture to commemorate his contributions in Urdu.
Incorporated various intervention measures in admissions through reservations in intake and
relaxations in merit to various unrepresented and under-represented categories to enhance
the GER.
Uniqueness
Academically MANUU ranks one among the best universities in the country offering educational
programmes in general, professional, technical and vocational streams. It has received ‘A Grade’
accreditation by NAAC in 2016. The academic pull of MANUU lies in its unique service of providing
education from elementary to doctoral levels in the Urdu language. It has carved a niche as one of the
preferred destinations of higher education in the country. It attracts the academically marginalized
section of the society and brings them to the mainstream of higher education. National Institutional
Ranking Framework (NIRF) in 2017 placed the University in between 100 and 150 on overall
performance among 800 Degree awarding Indian Higher Education Institutions. Further, the DST
published report places the MANUU at 24th in publications and 30th in citations among public funded
universities.
There are about 20 satellite and off-campuses of MANUU in 11 States all across India. About 6,000
students are pursuing various programmes in regular mode. The Directorate of Distance Education
offers various academic programmes in distance mode thorough a network of 9 Regional and 5 Sub-
Regional Centres and 158 Learner Support Centres catering to more than one lakh students at their

door step.
The University has campuses across the country viz., Four Industrial Training Institutes (ITIs) at
Hyderabad (Telangana), Bengaluru (Karnataka), Darbhanga (Bihar) and Cuttack (Odisha); Five
Polytechnics at Hyderabad (Telangana), Bengaluru (Karnataka), Darbhanga (Bihar), Kadapa (Andhra
Pradesh) and Cuttack (Odisha). These institutions will fulfill the objectives of the University of imparting
vocational and technical subjects in Urdu medium. The University has Eight Colleges of Teacher
Education at Srinagar (Jammu &Kashmir), Darbhanga (Bihar), Bhopal (Madhya Pradesh), Nuh
(Haryana), Asansol (West Bengal), Sambhal (Uttar Pradesh), Aurangabad (Maharashtra), and Bidar
(Karnataka) to train prospective teachers. The University also has satellite campus at Lucknow (Uttar
Pradesh) offering UG, PG and Research programmes. To address mission of empowering Women,
the University established an exclusive - College of Arts and Science for Women at Budgam (J & K)
offering post-graduate and research programmes. True to its mission of spreading the wings of Urdu
and instilling a passion for Urdu among the new generation learners, the University has also
established three Model Schools at Hyderabad, Darbhanga and Nuh to provide quality school
education in Urdu medium.
The University has several academic support centres such as Human Resource Development Centre
(HRDC), Instructional Media Centre (IMC), Centre for Information Technology (CIT), Directorate of
Translation and Publications (DTP), Directorate of Admissions and Internal Quality Assurance Cell
(IQAC) which provide value addition to the University.
The endeavour of MANUU in providing instruction, carrying out research and making contribution
through the medium of Urdu has made it a trailblazer and trendsetting university in beaconing vast
opportunities to all Indian languages institutions for tapping their potential to offer education in science
& technology.
MANUU clearly envisaged the need to enhance, enlarge and expand its activities that are relevant to
the emerging economic environment of the country and also to fulfil the shortfall of workforce needs
due to intensifying activities as per plan mandate of the UGC and also in tune with the directions of
MHRD with reference to quality education, research promotion, internal resource generation,
infrastructure development, student centric measures, e-governance initiatives, outreach activities etc.
Further, it adheres to National Agenda of Access, Equity and Quality and also to ensure that all the
graduating students need to acquire an adequate knowledge of the English and Information
Technology. This enables the Urdu medium students to compete with the rest of the students in the
country for both the vertical and horizontal mobility.
Accomplishments
Access: Continued to sustain the progressive improvement in GER to prepare Professionally
Competitive and Socially Sensitive Manpower;
Equity: Inclusive Policies are in vogue while extending the enabling environment for all those deserve
and desire higher education opportunities of empowerment to cope with life and values.
Quality: Considerable expansion in Infrastructure, Facilities and quality faculty in addition to
engagement of Adjunct/Visiting/Guest Faculty etc., to minimize the Student-Teacher ratio.
Best Practices: Student Empowerment through various Support Systems and Progression Measures;
Support Systems: Hostel facility, Fee Concession through ‘Earn while you Learn’, Scholarships,
Reservation &Relaxation in age and merit for Women and Persons with Disabilities etc.

2.0 Directorate of Distance Education
To achieve its mission of bringing socially, economically, educationally and culturally marginalized
sections of society into the mainstream, the University has initiated distance mode programmes from its
year of inception through Directorate of Distance Education popularly known as DDE. The objectives of
Directorate of Distance Education are:
To provide quality education to Urdu Speaking population at their door-steps.
To integrate non-conventional Urdu learners with formal education system.
To empower Urdu learners especially women by imparting quality education.
To help learners acquire higher qualification for better career growth.
To generate feeder group for the PG and research programmes of MANUU on-campus mode.
To enhance the gross enrolment ratio (GER) based on market needs, gaps and trends in addition to
the societal demands.
The Directorate of Distance Education, MANUU operates through nine Regional and five Sub Regional
Centres located in 11-states of India. Each Regional/Sub Regional Centre (RC/SRC) provides
academic and administrative support to distance learners through Learner Support Centres (LSCs) and
Programme Centres.

The Regional and Sub Regional Centres of Directorate of Distance Education facilitate the ODL
students with support services, management of Study Centres and admission process. In the year
2018-19, Directorate of Distance Education had 112 LSCs within the purview of its RCs/SRCs. In its
endeavour to modernise itself and enhance quality for the benefit of the ODL learners, DDE has
introduced Choice Based Credit System (CBCS) framework for UG & new M.A. programmes. DDE has

vigorously started adopting ICT in its academic and administrative functioning. Admissions to all DDE
programmes are now being conducted through on-line mode only. The University’s Instructional Media
Centre prepares video lectures to provide anytime, anywhere learning environment to the learners
through its dedicated IMC YouTube channel accessible at http://youtube.com/u/imcmanuu. A large
repository of audio-visual educational programmes has already been prepared by the Media Centre
and new lessons are regularly produced and uploaded. Soft copies of SLM are also being provided to
the learners through University’s website. To improve communication between DDE and learners SMS
facility is now extensively used to send alerts to students about various aspects of programme delivery
such as Course Registration, Assignments etc.
The post graduation, graduation, diploma and certificates awarded by the University are at par with the
certificates of recognized Universities. Day-by-day the strength of the students is growing. Thus, the
DDE is striving hard to reach the unreached.

4.0 Admission Procedure
Admission to all programmes offered by Directorate of Distance Education, Maulana Azad National
Urdu University shall be made through Online Mode. The Admission portal can be accessed at
https://manuucoe.in/DDEOnlineAdmission19. Online applications must be submitted between 19th May
till 1st August, 2019. Following steps are to be followed for submitting the Admission Form:
Register yourself at http://manuucoe.in/DDEOnlineAdmission19/index.php/main/registration.
This will generate a user name and password for the candidate which will be shared with
the user through email/SMS.
Login into the admission Portal at https://manuucoe.in/DDEOnlineAdmission19
Enter data as per the format given in the form.
Attach scanned copy of Proof of Studying Urdu Language as a Medium of instruction or as
subject, wherever applicable.
Attach scanned copy of date of birth proof. For example, X Class certificate or Aadhaar Card.
Attach scanned copy of proof of passing the qualifying examination.
Attach scanned copy of your passport size photograph and signatures.
Select Programme you wish to apply for.
Select Regional centre and Learner Support Centre.
Pay Fee Online once you receive message for payment.
The above will complete the form submission process. However, admission will be subject to
verification of scanned documents at Regional Centres/Sub-Regional Centres. You may also be asked
to produce original documents for verification at later stage. This shall be binding on you failing
production of original documents or non-satisfaction of eligibility criteria may lead to cancellation of
admission.

5.3 Fee Revision and Refund Policy
Fee Revision: University reserves the right to revise the fee structure of any programme
during the course period.
Fee Refund Policy: If the student intends to cancel or discontinue the programme of study at
any point of time, she/he may do so. The fee refund policy is as follows:

5.4 Cancellation of Admission

refunded.
If admission is cancelled by the university on disciplinary grounds or any other reason, full fee
shall be forfeited.

institutions like libraries, archives, academies and museums. It will open up avenues for low skilled
technicians in film industry, T.V. and Radio.

7.0 General Instructions
1. As per the UGC and Distance Education Bureau (DEB) policy, a candidate enrolled in a
degree programme under regular mode may pursue a maximum of one diploma/advance
diploma/PG diploma/Certificate programme from distance mode simultaneously. Two
programmes under distance mode are not allowed simultaneously. However, a candidate can
pursue two programmes simultaneously through distance in the following combinations:
One degree and one diploma/PG diploma/Certificate.
One PG diploma and One diploma/Certificate
One diploma and One certificate
Two PG diplomas
Two certificates
Note: The University will not be responsible if there is a clash in the date and timings of
counselling or examinations when a candidate pursues two programmes simultaneously.

3. While filling up the Online Application Form ensure that the Mobile Number and Email
address provided by you belong to you and are active. Communication between Learner
and MANUU shall be predominantly through these modes and non-access to email and mobile
phone will lead to inconvenience at later stage.
4. Also note that for the benefit of its learners, MANUU is in process of adding more Learner
Support Centre to the list of LSCs provided on the University portal. While filling the Online
Application Form the candidate may choose a LSC of her/his preference from the list provided.
5. The selection of LSC at this stage shall be provisional. Subject to feasibility of running LSC,
MANUU at its discretion, may change the LSC to an alternate place at a later stage.
6. If a candidate wishes to change the opted LSC after completing the admission process then
she/he may write to the Learner Supprort Services ([email protected]) within a period of
30 days from the date of final admission.
7. The University arranges the counselling classes for any course/paper when there is a
minimum of 15 students enrolled at the Learner Support Centre for that academic year. If the
number is below 15 for a course/paper in any Learner Support Centre, then counselling will not
be arranged for that course/paper. If there are 15 or more students enrolled in a particular

course/paper at a study centre but the attendance is below 10 for three consecutive
counselling sessions, the University shall not allow counselling.
8. For counselling classes or any other academic purpose, student should remain in contact with
the Coordinator at the Learner Support Centre.
9. No change in the programme/course will be entertained after submission of Online Admission
form.
10. All fee relating to re-admission, re-registration, backlog clearance, etc. shall be remitted
through online transaction only. No other mode shall be acceptable. For paying various types

The Directorate of Distance Education, MANUU is in process of entering into Memorandum of
Understanding with various degree colleges/HEIs that satisfy the minimum eligibility criteria laid down in

10.0 Frequently Asked Question
Q.1 Is the University degree recognised by UGC?
A. Yes, all programmes offered by MANNU through Distance Mode are approved by UGC,
DEB and University’s Academic bodies and are as such recognised.
Q.2 How is it different from previous course structure (Non-CBCS)?
A. CBCS pattern has Core papers, Discipline/Generic electives, Ability Enhancement
Courses, and Skill Enhancement courses.
Q.3 I am a B.A. 1st Year Student, am I eligible for transfer to B.Com.?
A. There is no provision for transfer from one course to other after taking admission in a
course.
Q.4 Can I take admission into graduation without Intermediate (10+2)/ 12th Class
qualification?
A. No, you cannot take admission without passing/qualifying in 10+2 level / or qualified in
Equivalent courses approved by the University.
Q.5 Are the Madrasa/ Hindi/ Sanskrit certificate/ diploma holders eligible to take
admission in ODL programmes?
A. Yes, if the candidates with such qualifications are eligible as per the Government rules
they will be treated at par and admission will be given, subject to eligibility as per current
year prospectus.

Q.7 What is the fee for backlog papers?
A. Refer to the Programme Fee Structure above (point 5.5). For further details contact the

regional centre and Learner Support Centre and submit the fee through Online mode.

Q.9 Is there any entrance test conducted for admission into B.Ed.?
A. Kindly refer to MANUU’s Website.
Q.10 What documents are to be enclosed along with the application form?
A. Scanned copies of Age Proof, Intermediate/12th Class pass marks memo, Qualifying
Exam Certificate and Category Certificate are to be uploaded. In addition candidate will
be required to upload her/ his passport size photograph and copy of scanned signatures.
Q.11 Is it permissible to shift or transfer to another programme after enrolment?
A. No
Q.12 What is CBCS?
A. CBCS refers to the “Choice Based Credit System” of UGC Regulations, 2017.
Q.13 Does the University have study centers/ exam centers?
A. Yes, Study centres/ exam centres are called “Learner Support Centers”.
Q.14 Can a foreigner / NRI residing abroad take admission?
A. Yes, as per Association of Indian Universities, subject to verification of equivalence of
qualification and University rules.
Q.15 Are any assignments to be submitted?
A. Yes, assignments are to be submitted to the respective Lerner Support Centre as per the
schedule. For details see Programme Structure above (point 6.0).
Q.16 What marks have been prescribed for assignments and term end examinations?
A. With effect from the academic year 2018-19, marks are divided in the ratio 30:70. For
details see Programme Structure above (point 6.0).
Q.17 Are there any project works or field works as part of the curriculum?
A. Project work is a component in Diploma in Journalism & Mass Communication
programme only.
Q.18 What should I do if I didn’t receive the Self Learning Material (study material)?

A. No.
Q.22 What is the validity of Re-Registration?
A. For PG Programmes it is 2-years, for UG it is 3-years and for Diploma and Certificate Re-
registration is valid for 1- year.

Q.24 What is the programme duration of the DDE courses?
A. Refer to the Programme Summary above (point 5.1).
Q.25 What is the maximum age limit for ODL programmes?
A. There is no upper age limit.
Q.26 Can I appear for the entire examinations in a single attempt within one year of the
registration?
A. No
Q.27 Can I pursue any other course of any other University, in parallel to this ODL
programme?

Q.28 What is the duration of declaration of examination results after the exams?
A. Within 45-days of last examination.
Q.29 When do you send Marks Memos after the declaration of results?
A. Within three (3) weeks of declaration of results.

Q.30 Where will be the examination center of the ODL programmes?
A. Normally exams are held at the respective Learner Support Center (study center).
However, if required MANUU may arrange for an examination centre at any other
suitable place, approved by the University administration.
Q.31 How will I get the Hall ticket for appearing for the examination?
A. For batch 2019-20 Hall Ticket / Admit Card will be made available Online.
Q.32 Am I eligible to pursue M.Sc./ M.A./ M. Com after successfully graduating from
MANUU?
A. Yes.
Q.33 Can I take admission in ODL MANUU after successfully completing the first year of
regular course at MANUU itself?
A. Yes, subject to the approval from the University.
Q.34 Can I take admission in regular mode of MANUU after successfully competing ODL
MANUU first year/ second year?
A. Yes, subject to the approval from the University.
Q.35 Can I pursue the B.Ed. Programme after completing a Degree programme under
ODL, MANUU?
A. Yes, subject to fulfillment of eligibility prescribed by NCTE.
Q.36 Can I pursue a Master’s Degree Programme under ODL without completing a
Bachelor’s degree programme?
A. Yes, candidates having an equivalent degree are also eligible to take admission in a
Master’s programme. Refer to Annexure-A below.
Q.37 Can I attend the convocation of the University for receiving the degree certificate?
A. DDE students who have successfully qualified their courses are awarded Degree/
Certificate in absentia.
Q.38 If I am not satisfied with the marks I secured in an exam, can I apply for re-
evaluation?
