The construction season started fast and furious this season, I think in most part due to the winter that would not end. It has been awhile since we had to endure a winter like this past one that ran almost right into summer, the late start to work season helped push things along once the weather let up. Also to help with that work has been a lot better this year with a lot of private work being let, with investing in the big warehouses and picking up housing additions to help with putting peo- ple to work. As of right now almost full employment in District 2, and 3, and fewer than fifty people in District 1. Along with that, pipeline work across the country continues to be strong which has created a lot good paying jobs at time when there were not very many opportunities across the country. The highway work continues to be the backbone of our work right now, with some very big projects underway this year and also sched- uled here in the future. Work is at record pace in other locals around the state, which also helps all oper- ators with more opportunities. This also means we have continued to fight and litigate attempts by other trades and some contractors who want to ignore agreements that they have signed and hand over our work because they are cheaper. Map-21, current law for the nations Highway Fund expires October 1st and it is extremely important to the IUOE that we get a fully funded highway bill, a five or six year plan is needed to address the infrastruc- ture of the country and our state. They will have to address the pro- jected shortfall of $15 billion a year, due to inflation and more fuel effi- cient cars. Please take notice that the Nomination of Candidates for office in this Local Union will take place on Friday, July 25, 2014 at 7:00 p.m. at the office of the Local Union No. 103 Apprenticeship and Training Site, 4277 E. County Road 67, Chesterfield, Indiana 46017.

Nominations will be taken for the following offices: Business Manager, President, Vice-President, Recording-Corresponding Secretary, Financial Secretary, Treasurer, three (3) Trustees, three (3) Auditors, Conductor and Guard.

The election shall be by mail referendum and ballots must be returned so they can be picked up at the designated United States Post Office at 8:30 a.m. on Friday, August 29, 2014. come up with other funding mecha-nisms to be able to just keep up with our failing infrastructure.Everyone always asks about the pension, as was stated in the annual notice last year, funded percentage was 90.3%, which I imagine that a lot of trades wish that theirs was that good of a number. Hopefully with work picking up, man hours coming back across the country and eco-nomic recovery, things will get bet-ter in the near future, and as soon as I hear something I will pass it along as quickly as possible.Now that we have a good start to the

work season, remember to be safe, and with the long hours to take care of yourself. And now that we are in last season of a lot of our contracts it reminds me to always thank the ones that came before us that fought for what we have today. Along with that, carry on the tradition of being the ones that get the job done and being worth what our negotiated Union Contracts require the con-tractors to pay. Apprenticeship & Training ReportWe have been really busy at the training site so far this year. We have started three, forty hour eval-uation training classes for new ap-prentice to get started on their way to becoming an Operating Engineer. The classes started in May and we have accepted twenty-one new ap-prentice so far. I am hoping to do one more forty hour evaluation class the first part of July. We are want-ing a total of thirty new apprentices this year. This is a welcome change from last year as we were unable to start any new apprentice due to lack of work.

O.S.H.A.’s proposed delay of its final crane rule is still up in the air as of June 10, 2014. The new crane standard 1926.1400, specifically the section on crane operators having to be certified is due to take effect on November 10th, 2014. If O.S.H.A decides to postpone that date then crane operators will

have an additional three years to obtain their certifications to run a crane. I think our members need to remember that the contractor may still require a crane certification even though O.S.H.A’s rule has not taken full affect. The majority of the construction industry feels that O.S.H.A will postpone the November 10th, 2014 date with an

announcement to come around mid-year. Please keep an eye on our website, www.iuoe103trainging.org as I will post the decision as soon as it becomes available.

I would like to announce that our Tower Crane is fully operational and ready for N.C.C.C.O practical exams. It was a long road to get the crane here and to get everything certified for testing but it will be a huge asset to Local 103 Operating Engineers and surrounding locals.

The work on the eastern part of District #1 started out slow, but has picked up and looks to be good this year. The tun-nel job in Richmond for Layne Heavy Civil is still going good. Milestone and Hunt Paving is working on I70 doing some concrete pavement restoration from Centerville Road to the Ohio state line. Milestone is working on South East Street from 5th St. to 16th St. Dave O’Mara has the work on Salis-bury Road from Main St to Northwest L St. O’Mara is also working in Union Coun-ty on SR 44 from the railroad tracks to the Ohio state line. Milestone has the work in Connersville; on Grand Ave they also have the work on 16th street extension in Rushville. Dave O’Mara is working in Rushville on US 52 from the city limits to SR 3. Milestone has some structure replacements on SR 38 in Henry County and Wayne County. The 3 D Company has the work in Middletown and also the work on CR 300 East in Markelville. Kleis Con-struction and Columbus Steel Erectors are still working at Sugar Creek Pack-ing in Cambridge City. Midwest Un-derground has some distribution work for AT&T along US 40 from Richmond to Greenfield. Miller Pipeline has dis-tribution work in all the counties I cov-er. Freeman Grading & Excavating is doing all the site work at the new Ivy Tech in Anderson. Renasent Inc. is finishing up the work at the old GM Plant in Anderson. E&B Paving has the work on I70 from SR 109 to SR 3; they also have the work on I69 in Madison County, most of that work will be done at night. E&B, Brooks, Milestone, Dave O’Mara all have Asphalt resurface work, over all

the work looks good. Everyone have a safe year.

Business RepresentativeHello to all,I would like to start my newsletter by thanking my stewards for all their help in negotiations, Carlos Pierce with Hanson Agg, Chris Young and Robert Cope with Martin Marietta Noblesville and Ky Ave locations. Also Tom Carr, Terry Parrot, and Tim Deyer at Hanson Ardmore & Midwest, for all their help and assistance with their contract nego-tiations.This year has gotten off to a very good start in all the quarries; let’s hope the work stays steady and consistent. Also there is something else this year that caught my attention, which is the amount of accidents and fatalities in the aggregate industry or what MSHA considers metal nonmetal mining fa-cilities. The metal nonmetal mining industry has experienced 18 fatalities from October of 2013 to April 2014; five of those were in April alone, and at the time I am writing this there have

been four more fatalities for a total of 22. As a result of these deaths the Mine Safety and Health Administration, (AKA) MSHA, is digging deep to find solutions to address this unacceptable trend, and discuss the actions to reverse it with the mine employers and mine workers.Mine owners/employers need to ex-amine the quality of training miners are receiving as well as the examina-tions of miner’s work places. These ap-pear to be deficient and MSHA will be paying close attention to those during mine inspections, as well as the types of hazards and conditions leading to these deaths. Conducting work place examinations both prior to and during a shift - every shift-can prevent deaths by finding and fixing safety and health hazards. Workplace examinations must be performed and the problems iden-tified resolved to protect workers. Ef-fective and appropriate training will ensure that miners recognize and un-derstand hazards and how to control or eliminate them. Mining deaths are preventable. While there has been very much progress made, it is clear, there is so much more to be done in order to prevent mine deaths. Because the most important thing of all is that ALL! Workers get to make it home to their families at the end of their workday.Thanks and have a safe and prosperous work season.

Business RepresentativeWork is real good in Hamilton County. Crider & Crider and Rieth Riley are at the Westfield Grand Sport Park, finish-ing up. Rieth Riley, Denney Excavat-ing, Fox and 3D are working on US 31 from 169th St to 203rd St. This is a two year job. Rieth Riley is working on 3 roundabouts at 106th and Geist, 106th and Crosspoint, and 111th and Pennsyl-vania. Rieth Riley will be starting to add travel lanes on 146th St from Ditch Rd to Springmill Rd. Gradex, E & B and Halverson are on US 31 from 96th St to 136th Street. We have a lot of members on this job working some good hours. Gradex is on 106th St working on the Illinois St extension. Crider & Crider is work-ing at 146th and Corporate Parkway extension, the new Cabela Store with the help of the Target Fund. Midwest Paving is working on 4 paving jobs around town that are also Target jobs. Pepper Construction is winding up at Crosspoint Blvd. Hagerman, Hygrade, Rieth - Riley were there. Crider & Crider are also working at 110th and Cyntheanne Rd with the help from the Target Fund. Renascent is working at 116th St and Municipal Dr. with the help of the Target Fund. In Marion County Poindexter and Fox are on N Warman Ave., Fox is working on the roads. Poindexter did the dirt, pipe, building pad. Whittenburg Construc-tion is winding up on the canal at 9th and Senate Ave. Klies Construction is working at Hamilton Southeastern with the Target Fund. Rieth Riley started a roundabout in Speedway at 16th and Georgetown Rd. Milestone picked up and added travel lanes and roadway reconstruction on Georgetown Rd from 56th St to 62nd

St. The Tunnel job is going good at Southport and Tibbs. Bowen got a nice 3 year job at Southport Waste Wa-ter Treatment Plant over $100 million dollars. Denney Excavating is dem-oing the GM Bus Plant at Oliver and S. Harding. Hunt Paving is working at 10th and Livingston on a sewer job. BMW is at Holt and 10th St at Crystal Clean. Poindexter is also working at Allison Transmission. The work for the summer is looking good

Work on the Eastside of Marion, Han-cock, Shelby and Johnson Counties started slow but is now off to a very promising amount of work. Milestone has started patch work at 21st and Em-erson. F.A. Wilhelm has work going on downtown Indy. Calumet has been moving all around the Indy area pav-ing and making street improvements. Walsh has employed several operators as well as sub-contractors like Beaty Construction, Fox Contractors, Patriot Pump and Milestone to name a few. One of the Target Funding Jobs has kept

Poindexter, Specialties and Tri-State Forestry busy on Graham Rd., south of County line Road working on the site development for the new Health and Beauty Aid facility. Poindexter also has several big box jobs working in and around the Ameriplex area. Poindexter is looking forward to getting another additional big box site started south of Main Street in Greenwood. Gradex has been shut down on the Worthville Road project but now have started once again installing drainage and recon-struct for the new road improvements. Fox Contractors are working on a to-tal reconstruct of North Main Street through Franklin with some help from Miller Pipeline relocating and lower-ing gas mains. Milestone has all but finished up with the two jobs that have been ongoing at Camp Atterbury near Edinburgh with Majestic Electric and Harmon Construction. Milestone has once again fired up the Asphalt Plant at Shelbyville which is very promising. Another Target Funding Job has Beaty Construction demoing the old grain mixing tower on Hwy. 52 downtown Edinburgh. Dave O’mara has started site development for a new building addition at the Niosk site just north of Franklin. Crider & Crider is finishing up the downtown Wanamaker recon-struct project. Crider & Crider is also working on the World Sports Complex just north of Brookville Road off Post Road with more new Cricket fields and Access roadway. Milestone is at Mt. Comfort installing drainage pipe and constructing a new round-a-bout. Milestone is also working on a bridge

project on I-70. Beaty Construction is working on the bridge at East Street over I-65 and Keystone at Fall Creek. Rieth-Riley is on Shadeland Ave. from 21st Street to I-465 building a new bridge and new curbs, sidewalks and repaving Shadeland. I would also like to give condolences to the co-workers and families from the horrific accident that took two lives on the I-69 project with Reith-Riley. FORT WAYNE DISTRICT No. 2By JIM HARRISON

Business RepresentativeWork in the southern half of District 2 has been steady since the weather fi-nally broke. Fleming is doing the site work for a new housing addition in Decatur. They also are going to start a water main replacement job for the town of Geneva around the second week of July. RL McCoy is working on a bridge replacement job on the north side of Decatur. Milestone has pipe and dirt work done with asphalt starting soon on the new

Lafayette St. expansion in Portland. They also are doing 8 ½ miles of patch and resurface work on Hwy. 32 east of Winchester to the Ohio state line. White got started back up in mid- April on the wind farm project. Currently there are 31 operators working. They are projected to start setting the first components at the end of June. G.A. Rich and Sons has been working as a sub at the Indiana American Water Company plant in Muncie. They per-formed the mass excavation of dirt for a 1.2 million gallon water holding tank with related backfill and pipe work. The job is expected to last until mid -November.Bowen just started on a $9 million storm and sewer improvement in down-town Muncie. They will be performing some deep pipe replacement. Estimat-ed completion date is May 2015. J G Case is working on Alameda Ave. with storm and sanitary upgrades. They still have leftover work at Johnson Hall to finish up.E & B has Walnut St. roundabout, along with Morrison Rd. going on with 3D doing the pipe and dirt work. Fox is doing the dirt and pipe for E & B on SR 1. E & B still has resurface work on SR 28 and SR 3 yet to get started.Drew Corp. has traffic signal modern-ization ongoing in downtown Muncie. University Village Apartments is still working for a completion date of ear-ly August with Whittenburg and 3D performing work along with complete masonry.Hope everyone has a safe and profit-able work season.

la to Michigan. Fox is finishing up the Loves truck stop in Angola with Brooks doing the asphalt. Bowen started the Butler city water main project the 1st of June. They are also finishing up the Garrett waste water treatment plant.

Fox is on the Dupont Road project with E&B doing the asphalt. Fleming is finishing up the Union Chapel Round-about project. Smith Erectors is setting the iron on the new Mirro Center at Parkview with Bercot digging the foot-ers and Fox doing the site work and utilities.Fox is on Highway 14 doing the west bound lanes. Specialties is doing the lime stabilization, E&B will be do-ing the paving. Walsh is at the waste water treatment plant in Fort Wayne putting is storm sewers. is in Fort Wayne putting in city sewer main. Brooks has a lot of private work all over my area and has picked up var-ious other jobs in town.Fleming is doing the site work on Col-iseum bridge project. R.L. McCoy has bridge jobs going on in Columbia City on Highway 30 and St. Joe on High-way 1. They also have detail work on bridges on Highway 14. Fox is do-ing the BAE warehouse on Baer Field Thruway doing site and utility work with Bunn doing the footers and Sham-baugh doing the electrical, they are also on Coverdale Rd project with Pioneer doing the bridges.Fox has picked up some very good work. They were awarded the site and utility work on the Ash Brokerage building downtown Fort Wayne. No word yet on who will be doing the park-ing garage at the Ash Brokerage. Fox has also picked up several housing ad-ditions north of Fort Wayne. Wilhelm is still at the Huntington waste water treatment plant and should be good work for members through winter.E&B is getting started on the Hunting-ton street package. Minnesota Limited is doing a small 8 inch gas main south of Huntington on Highway 5 and is bid-ding on more work in my area. Kokos-ing is still at the waste water treatment plant off Jefferson in Fort Wayne. This year is looking much better for the members. I hope it continues to be a great season for everyone.

KOKOMO DISTRICT No. 3By DON KEITH

The work in the Kokomo area is going all right. We have several small crews working. Unfortunately, the bigger projects have all finished up. As far as the ongoing work, we have E & B Paving working on the bike trails, golf courses and at IUK. They also have a nice job at the Kokomo airport with Poindexter moving their dirt. The Chrysler work is staying steady. They just keep adding small jobs. Most of them are at the Tipton Plant. The City of Kokomo is going to build a baseball stadium, a new YMCA and start con-struction on the apartments above the parking garage that Wilhelm is work-ing on. Kokomo is also going to redo a couple of intersections in town. That will be some good work for us.E & B Paving and Fox are working at the Wabash airport. It is a small job, but it is work for two or three mem-bers. Brooks and 3D will be working on U.S. 24 from U.S. 31 headed to Wa-bash. They are also doing some paving on 115. 3D has a nice job in Marion do-ing a complete remodel of Butler Ave-nue. The only bad part of that job is that Primco from Fort Wayne is doing the concrete. There is also a nice sewer job in Tipton that 3D will be starting soon. Fox is working at the new Dunham’s warehouse at State Road 18 and I-69 in Marion. They were successful on this job with the help of the target program. Fox also picked up a job at the Loves Truck Stop on the opposite corner of State Road 18 and I-69. This was also a target project. Deichman and E & B Paving are work-ing on State Road 124 in Peru. This is a complete removal and rebuild along with new sewers. Thieneman is finish-

ing up at the Sewer Treatment Plant in Greentown and are bidding on the Wa-ter Treatment Plant in Kokomo. They are also bidding several others around the area. Hopefully they will be suc-cessful on all bids. The UAW Hall in Kokomo that was hit by the tornadoes back in November is getting ready to start and we have a good general con-tractor from Kokomo doing the work. It is Hayes Brothers and it should be a good job for a few of us. Hayes Broth-ers also has some good work going at Chrysler. There are some pretty strong rumors that the windmill project in Grant and Howard County will be getting start-ed this fall. It is still just a rumor and you can’t believe all rumors, but after talking to the county council I believe it will happen. There are very good man hours for the Operators on windmill projects. Over the last few years, White Construction has had over 2 million man hours on the different windmill projects in the jurisdiction of Local 103. The state lettings have not been very good for this area, but we are start-ing to see private work coming back. That is a good sign for all of us. I hope everyone has a good year.

Business RepresentativeAfter one of the worst winters on re-cord, the work season is finally here and off to a pretty good start for most Operating Engineers.Bowen Engineering will finish up their storm sewer and waterline work for the city of Lafayette this fall. This project has kept several members busy for the past 2 years. Milestone is replacing the streets and curbs behind Bowen on this project.

Milestone also had a good start to the season for several members working on the site work and utilities for the new plant shop at SIA. The building pad is complete and as now, I am hear-ing that Walbridge is more than likely going to be the General Contractor for the SIA building. This is great news for Local 103. Milestone is also working on Salisbury Street in West Lafayette as well as several asphalt resurfacing projects.

Rieth-Riley just finished up on 6th Street in Monticello. They are resur-facing U.S. 421 and U.S. 52 in Clinton County. They will also be resurfacing U.S. 52 in Lafayette and West Lafay-ette this summer.Poindexter was awarded the site work and utilities for the new ConAgra Dis-tribution Center in Frankfort. This will be a 1.5 million square foot warehouse with approximately 1.2 million cubic yards of material to move. With the as-sistance of our target fund, this should keep 20-30 operators busy for Poin-dexter. This is not counting the rolled compacted concrete and building of the structure itself. We have approximately 40 operators at the new Magnetation Plant in Reyn-olds. Central Rent-A-Crane, Chellino Crane, Northern Industrial Erectors, I.M.S. and National Chimney are all on site. This project will be slowing down in July, but I anticipate having a hand-ful of operators on site the remainder of the year.There are several projects underway at Purdue University with members working for a handful of contractors; F.A. Wilhelm, R & W Contracting, J.C. Ripberger, Kettelhut, Siteworkx and Atlas Excavating. The majority of this work will be finished in the fall before the students return. As of now, the site package for the new G. E. Assembly Plant in Lafayette has not been awarded. H.I.S. Constructors is on site now moving approximately

I should have more information on this project at the up-coming meetings.There is still talk about the wind farm in Northwest Tippecanoe County moving forward, but no schedules have been set. Phase 4 of the Fowler Ridge wind farm bids this fall with POSSIBLE con-struction next spring. I hope all of you have a safe working season.
