The Box Office remains in its current location, albeit with some reduction in floor area in the back of house part of the Box Office. The previously proposed Utzon Bar and Lounge are deleted. The Accessible Adult Change Facility is introduced into the area re-purposed at the rear of the Box Office. We refer to your request for additional information (21 September 2021).

Provide a mark-up of the entry foyer plan which clearly identifies the proposed changes detailed in Section 4 of the Modification Report including the elements that will be retained as part of this modification

Attachment A includes 3 drawings: A-0001, A-1002 (dated August 2016 from the SSD-7665 approved drawings), and A-1002 (dated July 2021).

Drawing A-0001 shows the floor area the subject of the modification application.

Drawing A-1002 (August 2016) shows the modifications to the Entry Foyer that were originally approved by SSD-7665. This included proposed removal of the Box Office from its current location, relocation of the cloaking facilities, and the introduction of combined ticketing and cloaking in 2 locations (east and west); relocation of the retail store to the southern side of the Entry Foyer; and introduction of the proposed Utzon Bar and Lounge in the footprint of the relocated Box Office.

Description of Revised Structural Engineering Scheme for Utzon Escalators

The construction of the escalators in place of the Utzon Stairs, requires the installation of an

escalator services pit below ground level at the base of the escalator.

Beneath ground level, across the Covered Concourse lie “tie beams” which join the base of the

Monumental Steps back to the main structure of the Sydney Opera House. The tie beams restrain

the “folded beams” which support the Monumental Steps and the Podium above the Covered

Concourse. Without the restraining forces of the tie beams, the folded beams would not provide

this support. To create the pit for the escalator, a pair of tie-beams need to be cut. The tie beams

include a number of tensioned cable tendons which provide the tensile strength of the beams, and a

replacement structural engineering “scheme” for restraining the folded beams is required when the

beams (including the tendons) must be cut.

The approved structural engineering scheme (SSD7665 MOD1) for the escalators, was designed to

provide this restraining force by means of a “thrust block” to be constructed at the base of the

Monumental Steps. A similar thrust block (but significantly larger) was installed at the western end

of the Monumental Steps, when the escalators from the Lower Concourse to the Covered Concourse

were constructed. In this case the escalators required that a number of the tie beams were cut to

accommodate the escalators.

Recently Sydney Opera House commissioned Arup, the structural engineering firm that have

provided services to the House since the original construction, to re-visit the structural engineering

design for the Utzon Escalators. Arup have designed an innovative solution that restrains the tie-

beams without requiring the construction of a thrust block. It is for this revised scheme that

approval under MOD2 is sought. As noted by the Heritage Impact Statement, it is considered that

this revised scheme “is a very innovative solution that retains and respects the building’s significant

values.”

Thefollowing isometric depictions of the proposed scheme are from the cover sheet (29-BR-AR202

ST-0001) of the drawings prepared by Arup and submitted with the SSD7665 MOD2 Modification

Report. The image shows the key elements of the scheme in blue.

The new structural scheme provides the restraining forces on the cut tie beams in the following way.

Steel brackets are attached to the tie beams, north and south of the proposed cut location. High

tensile strength steel bars are installed between the two sets of bracketry, and these are tensioned

such that when the tie beams and encased tendons are cut, the tie beams are restrained from

movement, and therefore the restraining forces on the folded beams are maintained.

The construction of these new elements will take place in the following manner (as more completely

described in the Indicative Construction Staging drawing 29-BR-AR202 ST-0011):

1. Uncover the tie beams in two places, north within the main SOH underneath the Utzon

stairs, and in the Covered Concourse just to the south of the base of the Utzon Stairs.

2. Install steel bracketry around the tie beams at both these locations.

3. Install and tension temporary “ties” between the two brackets.

4. Demolish tie beams and tendons.

5. Install permanent ties between steel brackets on tie beams.

6. Excavate to create pit for escalator (this is in fill material, and historic archaeology is not

expected, however suitable monitoring will be undertaken to address unexpected finds).

7. Construct concrete pit and install concrete encasement of all permanent steel work.

8. Install new escalators.

Throughout the above construction activities, movement monitoring of the folded beams will be

conducted to ensure that structural integrity of the folded beams is not compromised.

24 September 2021 Sydney Opera House (SOH) Bennelong Point GPO Box 41274 Sydney NSW 2001 Attn: John Collins, Project Manager Entry Foyer Dear John Re: SSD Modification – 7665 MOD 2 – Architectural Queries. We write to clarify the queries raised by Heritage NSW in their letter dated 16 September 2021. Below are the Heritage NSW recommended conditions of consent in italics with ARM responses below each.

• Removed original doors should be reused/or salvaged and stored.

Where possible doors are being re-used. Where they cannot be used they will be carefully removed and stored at the SOH storage facility for future use as replacements.

• Detailing of the enlargement of the opening within the Utzon masonry wall should be finished to compliment the character, quality and design aesthetic of the SOH. Where original openings are blocked up, details should be provided of proposed infill including reversible measures.

The enlargement of the opening on the southern side and the bulkhead will be the exposed cut concrete. These details were reviewed and agreed with Heritage Architect Alan Croker. Where original openings are infilled a 20mm x 20mm shadowline inside the former opening will be created consistent with new openings and infills in heritage concrete.

• Details should be provided of fixing method of new battened brush box timber lining panels into the eastern wall to ensure interaction between new and original fabric is undertaken in accordance with CMP policies.

The new battened brush box timber lining panels are detailed to be fixed into the existing concrete walls on split battens. Refer to drawing A6110. These fixings are small in nature and should the wall be exposed in the future they would require minimal patching.

• Detail of re-routed services should be provided to ensure relocation does not impact the corridor space.

All services that were previously running down the corridor have been carefully re-routed through adjacent back of house spaces to ensure the corridor will now present as a front of house space of equivalent character and standard to the surrounding foyer spaces. Refer to drawings E6000 and M2000 for details of the main relocated service routes.

• Works to remove existing paint from concrete walls and ceilings is to be undertaken by specialists with experience in similar works, methods, materials and finishes. This should also include a test patch hold point prior to works proceeding.

A suitably qualified contractor will be engaged for the works and ARM/SOH will ensure a test patch hold point is undertaken prior to the works proceeding.

• Where elements are proposed to be removed/reconfigured including the service cupboards in the lift lobby area, fabric is to be made good. Any fixings to significant or early fabric are to be undertaken in accordance with the CMP (2017) and the established guidelines for fixing into fabric.

NOTES:1. REFER TO THE SPECIFICATION FOR SCHEDULE OF EXISTING CABLING THAT

CROSSES THE CORRIDOR AS SURVEYED BY RYAN WILKS. REDUNDANT CABLES

TO BE DISCONNECTED AND DEMOLISHED. CABLING THAT RUNS THROUGH TO

CORRIDOR ANY NON REDANDUNT SERVICES SHALL DISCONNECTED, REMOVED

AND REINSTATED ALONG THE NEW PATHWAY.

2. ALL OUTLETS, POWER SUPPLIES AND LIGHTING CIRCUITS TO BE WIRED TO

DISTRIBUTION BOARD G4 ALONG THE PORPOSED CABLE PATHWAY. CABLES THAT

NEED TO CROSS THE CORRIDOR MUST DO SO AT THE TRANSITION INDICATED.

NO CABLING OR CONDUITS SHALL BE VISIBLE WITHIN THE CORRIDOR.

3. RETICULATION OF CABLING TO THE EAST OF THE CORRIDOR SHALL BE WITHIN

THE CEILING VOIDS OF THE OFFICE AND NEW WC TO THE CORRIDOR

TRANSITION.

4. CONDUIT NUMBERS DRAWN ARE INDICATIVE AND ARE PROVIDED ONLY TO SHOW

AN INDICATIVE PATH. UPON COMPLETING THE DETAILED SURVEY TO DETERMINE

THE EXISTING CABLES THAT NEED TO BE REINSTATED ALONG THE NEW PATHS

THE CONTRACTOR SHALL CONFIRM THE NUMBER OF CONDUITS REQUIRED IN

THEIR WORKSHOP DRAWINGS.

5. IN SCREED / FLOOR CONDUITS HAVE BEEN INDICATED FOR THE REINSTATED

CIRCUITS TO SUPPLY EXISTING LOADS WITHIN THE GREEN ROOM STORE, FIRST

AID ROOM AND KITCHEN CURRENTLY SERVED FROM DB G37 AND G4 VIA THE

EXISTING CEILING MOUNTED CONDUITS. THE CONTRACTOR IS TO EVALUATE THIS

OPTION ON SITE PENDING CONFIRMATION OF AVAILABLE DEPTH BELOW

PROPSED PAVERS. IF THIS PATHWAY IS NOT POSSIBLE, THESE CIRCUITS SHALL

BE REINSTATED ALONG THE TRAY PATHWAY AS DOCUMENTED THROUGH THE

PLANTROOM AND ABOVE THE BOX OFFICE. THE CONTRACTOR SHALL PRICE

BOTH OPTIONS WITHIN THEIR TENDER PRICE SEPERATELY AND CONFIRM

DURING THE CONSTRUCTION STAGE THE FINAL ARRANGEMENT WITH THE

SYDNEY OPERA HOUSE.
