To subdivide the property into two lots as bisected by the ALR boundary to create a 80 acre ALR parcel and a 26 non-ALR parcel. The application was allowed. Resolution #6558/77

Resolution #5142/76 Proposal to subdivide the 70 acre (28 ha) property into 5 acre (2 ha) lots. The application was refused on the grounds that the land has a moderate capability for agriculture.

Original Proposal: To exclude 3.5 ha from the ALR along the western boundary of the 28.9 ha paroperty. The excluded portion would be used for residential development (31 single family strataunits) and a portion of the remainder would be devoted to small scale agricultural pursuits. The application was refused on the grounds of good agricultural capability. Based on a site inspection by Landsense Ltd and the agricultural capability ratings as shown on BCLI maps, the Commission was convinced that the majority of the property is capable of being farmed. The Commission acknowledged that there were areas of surface disturbances on the property, however the Commission felt that these areas could be used for siting farm buildings. Resolution #1245/93 Reconsideration: To subdivide the property into six lots of approximately 4.5 ha each to be sold as small agriculturalholdings. The reconsideration proposal was refused. The Commission was not in favor of subdivision of a large ALR parcel which could be utilized for future agricultural endeavours requiring large acreages. Resolution #52/94

ALC STAFF COMMENTSIt is recommended that the Commission consider the following: 1) The improved CLI ratings applicable to the ALR portion of the subject property are 50% Organic Class 3 limited by excess water and undesirable soil structure (O3W). 30% Class 3 limited by soil moisture deficiency and low fertility (3AF), 15% Class 5 limited by soil moisture deficiency (5A), and 15% Class 4 limited by soil moisture deficiency and stoniness (4AP). 2) The ALR portion of the lot is currently vacant. The applicant is proposing to construct a second dwelling on on the portion of the property zoned RU1. 3) An agrologist report prepared by Gary Rolston, P.Ag was submitted with the application. The P.Ag report gives recommendations for siting of the proposed second dwelling on ALR land. *See the attached agrologist report. 4) The property is split zoned as Residential 2 (RS2) to the north of the rail right-of-way, and the remainder of the property south of the right-of-way as Rural 1 (RU1) within the ALR. 5) The RDN indicated that the proposed pallet business is not considered an accessory to agriculture in the absence of an established greenhouse operation. The pallet business is therefore considered to be a light industrial use which is contrary to current zoning and OCP policy. *See the attached letter from RDN.
