2. The contest aims to:a. promote history, geography and local history by fostering interest and active participation
of pupils/students in various activities;b. sustain among the pupils/students awareness of the interest in the contents and issues in
Araling Panlipunan;c. convey population and gender concepts which are essential in making decision on family life and
responsible parenthood, poverty, adolescents, sexual and reproductive rights; andd. prepare our pupils/students and teacher-coaches in the Regional and National Festival of Talents
in Araling Panlipunan held very summer of the school year;
3. Participants to this contest are the top one (1) winners from each district in the elementary level whiletop five (5) winners in the EDDIS in the secondary level. The names of the winners and coaches in thedistrict / EDDIS level shall be submitted to this Office on or before October 12, 2018 (secondary), andNovember 23,2018 (elementary) by the district contest chairs (elementary) and EDDIS contest chairs(secondary) levels.
4. The best three (3) top record holder pupils/students and their teacher-coaches will receive certificatesof recognition.
5. Inclosure No. 1 contains the guidelines on the conduct of the contest and Inclosure No. 2 is the list ofWork Committee and Board of Judges.
6. Sub level selections may be held on the following schedules to be managed by delegation chair:

7. No registration fee will be charged against all the participants instead they should bring their ownprovision for food and transportation.
8. This memorandum also serves as travel authority of all the partiicipants.

I. Event Rules and Mechanics
a. The formulation of test questions at the local and national levels shall be based on the followingPopulation Education Core Messages/Key Concepts:
• Family Life and Responsible Parenthood• Gender and Development• Population and Reproductive Health• Population, Environment, Resources and Sustainable Development
b. Review materials for the PopQuiz will be provided by the Department of Education (DepEd) orPopulation Commission;
c. During the quiz, participants will be provided with pens and writing sheets that are numbered andcolor-coded. The monitor will collect the writing sheets after each round.
d. English or Filipino will be used as the official language in the conduct of the quiz.e. Participants will be given a total number of twenty (20) questions, of which six (6) are "easy", seven
(7) are "average" and seven (7) are "difficult".f. Points for every correct answer will be given as follows:
One (1) point each for every "easy" questionTwo (2) points each for every "average' questionThree (3) points each for every "difficult" question.
g. Participants shall be given ten (10) seconds to answer questions. For questions that requirecomputation, participants shall be given a maximum of thirty (30) seconds.
h. The quizmaster will read each question twice. Countdown will start after the question has been readand second time and the quizmaster says GO. When the quizmaster says "STOP" or "TIME IS UP",contestants must raise their answers to the audience and to the Board of Judges until such timethat the Proctors have verified or confirmed the answer. A general reminder will be given to all.However, if the contestant still violates, his/her answer shall not be considered.
i. Should a participant wish to change an answer that he/she has written down, this answer should becrossed out with a horizontal line. The new answer must be written clearly above the crossed outanswer. A participant is allowed to change his/her answer within the time allotted for a particularquestion.
j. The division highest record holder will be proclaimed based on the cumulative scoring system.k. All ties shall be broken by a tie-breaker question from the "difficult" category until a winner shall
emerge.I. In case of protest or inquiry during the actual quiz proceedings, the following procedures will be
observed:- Only the official coach of the participant is allowed to raise a protest or inquiry before the
next question is read.- The protest or inquiry will be addressed orally to the Chairman of the Board of Judges who
will recognize the protest or inquiry.- The Chairman of the Board of Judges will announce the decision upon deliberation with the

I. Event Rules and MechanicsRound- Table Argumentation and Debate
The event is a combination of argumentation and debate that is conducted in a round tablediscussion. It enables the contestant to use his critical analysis and deep reasoning about the different issuesthat occur in the society. This also develops the ability of the students to organize his ideals promptly andlogically.
The event shall follow the rules and guidelines below:
a. There shall only be one (1) contestant/debater from each region. The debater shall beaccompanied and trained by the duly approved coach.
b. Each contestant shall wear a formal attire. Moreover, they are required to present their validschool ID during the registration.
c. Contestant shall be assigned number that will correspond to the number on the judging sheet.d. Topics to be debated shall revolve on the following issues: country's foreign and economic
policies, environment, gender and society, govemance, peace and order, population andreproductive health, and other currenUcontemporary issues.
e. The debater is required to use English language as a medium except for terminologies oncertain topics that are only stated in Filipino.
f. The debate will consist of two rounds.
Round 1g. Each debater will be given a minimum of 2 minutes and a maximum of 3 minutes to deliver
his/her speech on a topic that he/she picks or given him/her.h. After the discourse of each contestant, the judge will ask a question. The debater will be given
a maximum of two minutes to answer the question.
Round 2i. After the first round, 5 debaters will be chosen to proceed to the second round. The debaters
will be following the same order as the first round.j. A new topic for debate will be given on the second round. The topics will also be selected from
the issues enumerated previously for the first round.k. Each debater will be given a minimum of 2 minutes and a maximum of 3 minutes to deliver
his/her speech on the topic.I. After the discourse of the first contestanUdebater, the second debater will interpellate on the
speech of the first debater. The questions for the interpellation will be focused on the argumentsof the opponents. Categorical questions will be allowed (Answerable by yes or no), however,the responder may choose to qualify or not his/her answer. A total of five (5) minutes shall beallotted to other contestants to ask their clarifications, rebuttal and other questions.
m. The second contestants will also give his/her speech on the topic that will be given followingrules number 11 and 12. The third debater will be asking questions. Debater 3 will be asked bydebater 4, debater 4 by debater 5 and debater 5 by debater 1.
n. Prompting and coaching during the duration of the debate shall strictly be prohibited.o. The criteria for judging are:
