Executive Summary

An action of the City of Subiaco’s Economic Development Strategy 2013-2017 was to “facilitate free Wi-Fi in the Subiaco town centre following the installation of the National Broadband Network”. Work has begun on the National Broadband Network, however since the production of the strategy there has been an increase in mobile data speed and a significant decrease in price per gigabyte for mobile devices.

A considerable amount of time has passed since the action was outlined in the strategy and given the changes in technology and the anticipated cost of providing free public Wi Fi, the city has recently conducted community consultation to determine if there is still a demand.

Overall there was strong support for the Wi Fi, with 59 out of the 70 frequent users of the Subiaco Town Centre indicating they would use free public Wi-Fi should it be offered in the town centre. Potential users indicated they would predominately use the Wi-Fi for finding events and activities to do in the area, following social media and for reading online news.

There were three common concerns raised across the responses these were:

• Security and privacy was a concern, particularly in relation to online banking, online shopping and emails.

• Consistency and quality of service provided. • Restrictions including limitations in geographic area, time limits and data limits for users. • Finally the issue of funding was raised, predominately by residents with the concern that

the cost of the Wi Fi would be passed onto them through increases in rates.

From the responses received, it is clear that should the city decide to provide free public Wi-Fi in the town centre, the service should be of a high quality and should provide a consistent user experience. In addition to this the implementation method will have to be affordable and consolidated within the existing budget. Finally the city will need to ascertain the area for the free Wi-Fi. These recommendations will ensure that free public Wi-Fi for the city is an asset and will provide enhanced amenity for users of the town centre.

Consultation and reach

The consultation was run for 24 days, from Tuesday 23 August 2016 until Friday 16 September 2016 and consisted of a quick online survey. The survey was advertised on the city’s community engagement website ‘Have Your Say’, advertised in Subi Scene, and a boosted Facebook post.

Overall the survey reached a large audience consisting of:

• 604 visits to the Have Your Say Subiaco page; • 2,835 people reached on social media; • And a reach of 77,000 estimated readers of the Post newspaper.

The survey was well received with 70 responses in total. The first question of the survey asked the respondents to identify themselves as a business owner, worker, resident or a regular visitor to Subiaco Town Centre. Respondents were able to select multiple responses. Of the responses:

• 35 identified as solely residents; • 13 identified as solely visitors; • 11 identified as solely workers; • 6 identified as solely business owners; • 2 identified as residents and regular visitors; • 1 identified as a worker and resident; • 1 identified as a worker, resident and regular visitor; • 1 identified as a business owner and resident.

What type of business do you own?

This question was used to determine the mix of business owners that were responding to the survey, as the customers for each type of business will have different requirements, in relation to their need to access the internet. Overall there were 7 business owners that responded to the survey, with retail (3) and hospitality (3) being the predominant responders.

Do you currently have free Wi-Fi for your customers?

The purpose of this question was to assess which business owners already provide free Wi-Fi to their customers, which would determine whether or not there was a real need for the city to provide the service. Overall only 2 of the 7 businesses who responded, provided free Wi-Fi to their customers.

These questions were used to determine whether the Wi-Fi that the businesses provided was available for use by the public or whether there were specific restrictions on the Wi-Fi they provided. Both businesses restricted their Wi-Fi, one restricting it within the boundaries of their building and the other restricting it by user time limits.

The purpose of this question was for business owners who believed free public Wi-Fi would benefit their businesses to outline these benefits. Three options were provided and the respondents could select multiple responses. In addition to this an ‘other’ category was provided that allowed the respondent to specify their own perceived benefit. The 3 ‘other’ responses outlined the following:

• It is an expectation of younger people and would encourage them to stay longer in the town centre.

• Makes a visit to Subiaco a positive experience. • Something to do while having a coffee in Subiaco.

The purpose of this question was for business owners who did not believe free public Wi-Fi would benefit their businesses to say why. One response was received on this question and they stated that it was primarily because their customers had never mentioned a need for it.

This question was used to determine whether the business owners were also visitors to the town centre, allowing them to answer questions that were open to visitors. Overall 5 business owners out of the 7 were visitors to the town centre.

The purpose of this question was to determine whether visitors would utilise free public Wi-Fi. All 16 respondents acknowledged that they would use free public Wi-Fi should it be made available.

Overall 3 comments indicated that free public Wi-Fi was a good idea. Two comments noted that the quality and speed of the Wi-Fi must be adequate for users, with another responder stating that they would like there to be no time limit restrictions for users.

Worker Responses

The purpose of this question was to determine whether workers would utilise free public Wi-Fi. Overall 12 of the 13 respondents acknowledged stated they would use free public Wi-Fi should it be made available.

Why wouldn't you use free public Wi-Fi if it were provided in the Subiaco Town Centre?

The purpose of this question was to allow respondents who stated that they would not use free public Wi-Fi to outline their reasons. The one respondent stated that it was primarily because they walk through the Subiaco town centre and if they required internet, they would utilise their mobile data or use a café’s Wi-Fi when necessary.

Four respondents provided additional activities that they would use free public Wi-Fi to do. All 4 respondents indicated that they would use the free public Wi-Fi for emails. In addition to this, online banking and making purchases were also listed as activities the respondents would engage in. This indicates that they would require a very secure network to undertake these activities.

2 My experience to date with wifi provided in public spaces is that it is very very slow, at which times I disable wifi and just use 3G/4G. I also have concerns about providing data to third parties and so I don't use the wifi provided in shopping centres for instance. This means if the wfi isn't going to be fast, reliable and without conditions I would likely not utilise it.

3 It should be open and free and easy to connect, no half and hour time limits or a need to register, use a password, reconnect every 30 minutes etc.

4 I think it would be really good to get free wifi in Subi. As long as the sign in process is easy and limit not too stingey. I love the Vincent free wifi.

5 encouraging people especially students to come to Subiaco & study in cafes are most likely to purchase a drink or sit down for lunch - also using social media and hashtags relating to subi - businesses can gain more exposure as these can be uploaded on mobile devices free of charge using the Subi Wi-Fi network. ( introducing some sort of " use our free wifi to enter" competitions to get user engaged even if using the wifi to enter a comp. to get a free coffee - with the impacts of the footy leaving just around the corner - anything is worth a go to help support local businesses

6 Town Centre Wi-Fi is necessary!!

7 Town-based wifi is a standard public good these days delivered in the City of Perth, the Town of Victoria Park and probably many other local governments in Perth. Of course it should be available!

Resident Responses

If free public Wi-Fi was provided in the Subiaco Town Centre, would you use it?

The purpose of this question was to determine whether residents would utilise free public Wi-Fi. Overall 33 of the 40 respondents stated that they would use free public Wi-Fi should it be made available.

Why wouldn't you use free public Wi-Fi if it were provided in the Subiaco Town Centre?

The purpose of this question was for respondents who responded that they would not use free public Wi-Fi and to outline their reasons. Two responders outlined that they had Wi-Fi at their residence and it was therefore unnecessary and two outlined that they had sufficient access to mobile data. One responder was concerned about security breaches, whilst another was concerned that the cost of Wi-Fi could impact on rates.

This question was used to determine what residents would be using free public Wi-Fi to do. Overall finding events and activities to do in the area, social media and online news were the predominant activities.

Ten respondents provided additional activities that they would use free public Wi-Fi to do. Of the ten, 4 respondents indicated that they would use the free public Wi-Fi to locate local businesses in the area, 3 respondents indicated they would use it for emailing and one mentioned they would use it for comparison shopping.

The 5 comments generally supported the concept of free public Wi-Fi in the town centre. Some concerns were raised regarding the provision of the free public Wi-Fi:

• The area which is was to be provided, some respondents wanted clarity on what the Town Centre was being defined as. Two respondents expressed that they would like to see the Wi-Fi extended down the southern end of Rokeby Road. One respondent indicated that they would like to see the Wi-Fi extended over the entirety of Subiaco.

• Four respondents were concerned at the cost of the Wi-Fi, particularly if it were to increase rates.

• Four respondents raised a potential issues with the quality of the service and time limits;

2 What area would be covered? Would there be any cost to residents, eg increased rates? Any idea of when it would be available? Is there a timeframe for implementation?

3 As a ratepayer who pays close to $4000 in annual rates and who has to pay for parking when I want to shop in Subiaco I would absolutely object to paying more to cover free wifi.

4 The main users of public wifi would be overseas tourists and people without enough data on their plans e.g. students, unemployed. I am not sure this group would be big spenders in central Subiaco. I don't think public wifi will help local businesses and I would rather you didn't spend my rates on it.

5 A great idea. Leederville has it, on the cafe strip, and have found it handy to use it for finding information on local shops and eateries.

6 As a ratepayer I'd like to know if there will be any cost to ratepayers?

7 I have used the iiNet provided wifi free service available at Subi Centro shopping Centre but it was time limited to 30 minutes and I had to reconnect each time the 30 minutes expired. This was annoying and eventually I stopped using the service. I would hope the Subiaco Town Centre rollout would not repeat this practice.

15 Please extend the free Wi-Fi south along Rokeby Road as far as possible. The plan is probably to stop at Bagot Road (where the City Of Subiaco Library already has free Wi-Fi). However, we regularly relax and play with our children in Rankin Gardens, so it would be great to have free Wi-Fi there. Many office workers eat lunch there too. We also frequent the cafes and restaurants between Hamersley and Heytesbury Road (and even Nicholson Road), so having coverage there would be appreciated by those business owners and their customers. These include Yelo, Olgives, Jean-Claude Patisserie, Cafe Melograno, Boucla and Juanitas. Coverage of all of these locations would be warmly welcomed.

18 Free wifi would be great for tourists. When I am travelling I will often select a destination in a city if it has free wifi.

19 Great idea but please avoid strict time limits. At least 2 hours so people can go to a cafe and work... I lived in Seattle and it was great how it brought people together in cafes.

22 encouraging people especially students to come to Subiaco & study in cafes are most likely to purchase a drink or sit down for lunch - also using social media and hashtags relating to subi - businesses can gain more exposure as these can be uploaded on mobile devices free of charge using the Subi Wi-Fi network. ( introducing some sort of " use our free wifi to enter" competitions to get user engaged even if using the wifi to enter a comp. to get a free coffee - with the impacts of the footy leaving just around the corner - anything is worth a go to help support local businesses
