“I have shown…that it was possible for the Gentiles and patriarchs who were not under Moses’ law to sin sexually. Why cannot people outside the covenant today sin against the law on the heart, as did the Gentiles who were not sinning against the Mosaic law (Rom. 2:14-15), without sinning against the laws regulating those in the new convenant?” (James D. Bales, Not Under Bondage, p. 139)

“Paul proved they (the Jews and Gentiles at Corinth, sw) were sinners by proving Jews had transgressed the old law and the Gentiles the law on the heart. (Rom. 1:18-25; 3:9-10, 19, 23; 1 Cor. 9:20-21).” (Bales, p. 150)

• V. 15, “the work of the law.”

• V. 15, “the law” = the Law of Moses.

Problems with Bale’s understanding of these verses:

1. It lifts Rom. 2:14-15 from the time about which they are speaking and applies them to people in the New Testament dispensation.

2. God’s Old Testament law was not universal in its application, being given only to Israel.

3. God’s New Testament law is universal in its application (Mk. 16:15; Acts 17:30-31; 2 Thes. 1:7-8).

4. The “law” to which Paul referred in Rom. 2:14-15 was clearly the law of Moses. It has been done away (Eph. 2:14-16; Gal. 3:19).

A chief advantage of the Jews: The Law (3:1-8)

Paul adds the witness of scripture to his theme that “all have sinned” (3:9-18)

The function of law (3:19,20)

The answer to mankind’s sinfulness: The “righteousness of God” (3:21-21)

21, But now the righteousness of God...

22, Even the righteousness of God…

24, Being justified freely by his grace…

25, …To declare his righteousness for the remission of sins…

26, …That he might be just, and the justifier…

28, …We conclude that a man is justified by faith…

30, Seeing it is one God, which shall justify...

1 What then shall we say that Abraham, our forefather, hath found according to the flesh? 2 For if Abraham was justified by works, he hath whereof to glory; but not toward God. 3 For what saith the scripture? And Abraham believed God, and it was reckoned unto him for righteousness. 4 Now to him that worketh, the reward is not reckoned as of grace, but as of debt. 5 But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is reckoned for righteousness.

12 Therefore, as through one man sin entered into the world, and death through sin; and so death passed unto all men, for that all sinned: 13 for until the law sin was in the world; but sin is not imputed when there is no law. 14 Nevertheless death reigned from Adam until Moses, even over them that had not sinned after the likeness of Adam's trans- gression, who is a figure of him that was to come.
