Chlor-Alkali Industry Chlorine production generally involves making chlorine and caustic from salt (NaCl or KCl), hence the name Chlor-Alkali industry:

Chlor-Alkali Industry – Accidental and Intentional Release Events: Recent Chlorine accidental release events: Graniteville, South Carolina rail accident occurred on January 6, 2005 when 2 Norfolk Southern Railway Company trains crashed into each other releasing deadly Chlorine gas which killed 9 people injured 240 and forced evacuation of nearly 5,500 residents. Three of the tank cars carried 90 tons each of Chlorine gas. Festus, Missouri hose failure resulted in 3 injuries to workers and 63 residents sought medical treatment. On August 14, 2002, a chlorine transfer hose ruptured during a rail car unloading operation at the DPC Enterprises chlorine repackaging facility near Festus, MS. The hose rupture ultimately led to the release of 48,000 pounds of chlorine. Chlorine has been used in Iraq as a component in vehicle borne improvised explosive devices (VBIED). In May 2007 issue of WMD Insights, it was reported that insurgents in Iraq had begun using chlorine gas attacks against Iraqi security forces and civilians as well as coalition troops. The first recorded chlorine attack by Iraqi insurgents occurred on January 28, 2007 by suicide bombers detonating a truck laden with explosives and a chlorine tank killing 16 people. The article indicated there had been a dozen VBIEDs using chlorine since that first attack. In World War I, Chlorine was used with limited success (along with phosgene) as a chemical weapon (Berholite). During WWI, chlorine gas attacks did have a psychological shock effect, but proved of limited military utility since the chlorine gas proved vulnerable to changes in wind patterns and was easily neutralized by proper defensive gear. Killing capacity of chlorine gas was limited with only 4 percent of combat deaths due to gas. After WWI, the international community outlawed the use of chemical weapons in warfare.

Worst Case Safety Events

Bhopal, India (1984) – toxic release pesticide gases including MIC (3 to 4 thousand immediate fatalities) Mexico City (1984) – pipeline leak in LPG facility, multiple fireballs/boiling liquid expanding vapor explosions (BLEVEs) – 600 fatalities Texas City (1947) – ammonium nitrate vessel explosion – 600 fatalities, 25% of town residents injured, blast leveled nearly 1,000 bldgs & 15’ wave water detected over 100 miles away

The following are “Worst Case” Safety Event that have occurred throughout the world that could equate to an intentional terrorist attack on a process industry with chemicals of interest: Bhopal, IndiaIndustrial accident at pesticide plant owned/operated by Union Carbide India Limited on 12/3/84 from a release of Methyl Isocyanate (MIC) gas and other toxins. Over 500,000 people exposed with 2259 immediate deaths and 3787 total deaths related to gas release reported by the government. Mexico CityMajor fire and catastrophic explosions at government owned/operated PEMEX LPG Terminal in Mexico City resulted in over 500 killed and terminal destroyed. Pressure drop noticed in control room, but operators could not identify the cause. An 8” pipe between Sphere and series of Cylinders ruptured releasing LPG for about 5 to 10 minutes. This formed a gas cloud that drifted to a flare stack and ignited. The first BLEVE occurred about 15 minutes after the initial release of LPG and many more BLEVEs occurred for the next hour and a half. A number of ground fires also occurred and it was at a late stage that some one pressed the emergency shutdown button. Texas CityOn 4/16/47 a mid morning fire on board the French registered vessel SS Grandcamp resulted in the detonation of approximately 2,300 tons of ammonium nitrate in Texas City port killing at least 581 people and injuring many others (approx. 25% of town residents). The blast leveled nearly 1,000 buildings on land and sent a 15’ wave of water that was detected over 100 miles away. Blast destroyed the Monsanto Chemical Company plant and resulted in ignition of refineries and chemical tanks on the waterfront. A second vessel SS High Flyer with 981 tons of ammonium nitrate and 1,800 tons of sulfur also was set off by fire some 15 hours later. The 2 ton anchor from the SS Grandcamp landed some 1.6 miles away from the blast and made a 10’ deep crate, while the 5 ton anchor only traveled about ½ mile from the blast site. Additional actual safety events will be presented later in this class.
