PUBLIC ADMINISTRATION Department of Public Policy Credits: 4 Fall -Winter Semester, AY 2012-2013 Instructors: Marie-Pierre Granger, Achim Kemmerling, Course outline The course is designed to introduce students to the study of public administration. It aims to complement the course 'Public Policy: Theories, Traditions and Transitions', focusing on the more organizational, procedural and institutional (including legal) dimensions of public governance and policy. The course adopts mainly a comparative perspective, but it also addresses the implications of Europeanization and globalisation for governance. Mandatory readings cover core themes and support academic discussions, which address specific questions identified in advance. The topics covered include: the scope and limits of public administration/governance, administrative traditions; comparative challenges; disciplinary and theoretical perspectives; bureaucracy as organizations; institutional approaches; regulatory governance, accountability, legal frameworks, e- governance; the role of the private in public administration; intergovernmental relations and federalism; public budgeting and taxation; provision of public goods and social security; implementation models; public service personnel; ethics; administrative reform and development; politics, society and administration (including the role of NGOs). Course outline

The course is designed to introduce students to the study of public administration. 3) The multiple dimensions of Public Administration research: diverse concerns, disciplinaryvisions and national traditionsHow did the (US) ’classics’ shape the way we approach Public Administration research? Did thislegacy create specific paths? What are the questions addressed by contemporary PA research? How dothey evolve over time, and across disciplines and countries, and why? Is the study of PA a differentendeavor in different countries? Does that affect research questions and theoretical perspectives? Howdoes your own research project fit with PA research trends? Which fields does it/will it draw upon?

Task:

Each student must identify a book chapter/article dedicated to a particular national/regionalperspective on PA (either amongst the reference list below or through their own library search) andpresent a critical assessment to the rest of the seminar participants. They should be ready to discussthese contributions in the seminar and also to expose their own ’perspective’ on public administration.

4) The comparative challenge

Questions: Are they different national models of state administration? Can the study of publicadministration travel? Does administrative legacy undermine the potential of CPA to informadministrative reform? How does practice influence scholarship? What are the benefits and pitfalls ofCPA?
