ThefalloftheBerlinWallin1989markedthebeginningofaperiodofverysubstantialand,insomeinstances,highlyvolatilepolitical,economicandsocialchange inCentralandEasternEuropeandtheformerSovietUnion.This,andothersubsequentevents,triggeredaseriesofwavesoftransitionthatledtotheemergenceofmarketeconomiesanddemocraticinstitutionbuildinginmanyofthecountriesoftheregion.
This,inturn,ledtomanynewformsofcooperationbetweenEastandWestinthefieldsofpublicadministrationandpublicpolicy.Itwas20yearsagothattheNetworkofInstitutesandSchoolsofPublicAdministrationofCentralandEastern Europe (NISPAcee) was established for the purpose of providing an institutional framework and a vibrantprofessional associationwhichwould serve to encourage theprocessesofmodernizationand transformationof theadministrativesystemsoftheregion,aswellastoencouragethespreadofdemocraticprinciplesandstandardstherein.
Forthe20thanniversaryconferencethemainconferencethemewillfollowthetwoprincipalobjectives.Firstlytoinitiate,promoteandorganizeanin-depthscientific,professionalandempiricalanalysisandsynthesisofEast-Westcooperationduringthepasttwentyyearsandhowithascontributedtoinstitutionaldevelopmentthroughouttheregion.SecondlytohighlightandevaluatetheNISPAceeroleinthedevelopmentoftheEast-Westcooperationinthepastand,insodoing,assessitsownprogressanddiscussthemaintrajectoryofitsactioninthefuture.Thiswillservebothtoassesspastdevelopmentandtohelpinarticulatingitsfuturedevelopmentstrategy.

ThedisintegrationoftheUnionofSovietSocialistRepublics(hereafterreferredtoastheSovietUnion)in1991markedthebeginningofneweraforKazakhstan.Fromthecommunistpast,Kazakhstanhasemergedasanindependentpro-marketandpro-democracystate.IntheWest,politicalelitesandacademicsexpectedthatdemocracy,market,andcivilsocietywouldquicklytakerootinthenewlyindependentstate.Yet,inthecaseofKazakhstan,democracyhasbeendevelopinginazigzagfashion.TheFirstPresidentofKazakhstan,NursultanNazarbayev,hasinitiateddemocraticreformsfromthetop-down;andthePresidenthimselfhascurtaileddemocraticdevelopmentbyconcentratingpowerwithintheinstitutionofpresidency.ThecaseofKazakhstan isan illustrationofthecentralroleofgovernment intransformingeconomic,political,andsocialorderwithlittleinputfromthepeople,andoftenagainstthewillofthepeople.

Social innovationisbecomingapriorityforanincreasingnumberofacademics,policy-makers,andpractitioners.Inmanycases,innovationinservicesofferstheopportunitytobalancethedemandsofcuttingpublicexpenditurewithbetterdeliveryofservices thataimto reducesocialexclusion.Citiesofferauniqueenvironment for researchers toobserveandunderstandhowbottom-upapproachesandinitiativesemerge.However,manyinnovationsthatemergeatthelocallevel(e.g.bymunicipalities,citizens,thirdsectororganisations)arenotpickedupmorebroadlywithinthecity,inothercitiesandinothercountries,eithertheirrelevanceisnotrecognised,orbecausetheyfailaftertheyhavebeenintroduced,duetoalimitedunderstandingofthecontingenciesthataccountedfortheiroriginalsuccess.

The topicality of the subject of social innovation at the European level is demonstrated, amongst other things, byits increasingprominence in theEuropeandebate(e.g. the launchof theSocial InnovationEuropeInitiativebytheEuropeanCommission),byitsrepeatedappearanceasakeythemeintheEuropeanFrameworkProgrammesandbyanincreasingnumberofpublicationsandeventsdevotedtoit.
The projectWelfare Innovations at the Local Level (WILCO,www.wilcoproject.eu) is a three-year EuropeanUnion-fundedproject(2010–2013)thatbringstogetheruniversitiesfromtenEuropeancountriesandtheresearchnetworksNISPAceeandEMES.Itcomparesinnovationsintencountriesaimedattheyoungunemployed,womenandmigrants.Thegoalistounderstandhowtheseinnovationsaffectsocialinequalities,favoursocialcohesionandcanbetransferredtoandimplementedinothersettings.
Theaimofthispanel istopresentsomeofthe intermediateresultsandconclusionstoascientificaudienceandtoexchangeinsightondifferentapproachestosuchcomplexissues.AdoptingaEuropeangeographicalfocus,thepanelwillpresenttheongoingacademicdiscussionandresearcharoundinnovationinlocalwelfareservices,withafocusontheroleofcivilsocietyorganizationsandinstitutionaldevelopmentsstemmingfromtheresultingarrangements.

DuringtheEGPApanel,theparticipantswillunderlinethemainlessonsoftheTrans-EuropeanDialogues(TED).TEDhasbeenfirmlyestablishedasa jointEGPA-NISPAceeevent in the“TallinnDeclaration”of the twoorganizations inFebruary2008.Itisahigh-levelfocusedconferenceonatimelytopicinPublicAdministration(PA)thatwillprofitfrombringingtogetherexpertsfromdifferentregions,therebyfacilitatingexchangeanddiscussionacrossEuropeandevenincludingCentralAsiaandtheCaucasus.Thisdialogueisalsobasedonalong-termcooperationbetweenthedifferentpartnerswhichbeganmorethan20years.Thepanellistswillpointoutthekeyelementsofthedialogue:philosophy,format,challengesandperspectivesforthefuture.TheywillalsohighlightthemaintrendsforPublicAdministration:majordevelopments,convergencesanddivergences,commonchallengesanddifferentsolutions.Theywillprovidetheaudiencewithabriefoverviewofcurrentreformsinthepublicsectorinordertodrawoutthelessonsemergingfromcurrentdevelopments.TheselessonsfromourTrans-EuropeanDialoguesarecrucialtodesignpublicadministrationandpublicpolicyaswellastoidentifythenextstepsforreformingPAinEasternandWesternEuropeanCountries.DialoguesbetweenournetworksareessentialforthefutureofPA.

DuringtheIIAS-IASIApanel,thepanellistswillfocusonthemaintrendsinpublicsectorreform.Theywillunderlinethedifferentshiftsregardingthemodelsforgoverningandreformingthesystem:fromNPMtonewgovernancemodels.They will point out the key elements of the public sector reforms and provide the audience with an internationaloverview.Theywillstressthevariouscontextsinwhichdifferentmodelsofreformemergedandwillhighlightsomecommon features such as the rule of law, reliability, openness and transparency; accountability and responsibility;participationandeffectiveness.Theparticipantswillalsodescribethedifferentpossibleoptionsofreformingthepublicsector facing the current financial crisis (stabilization) but theywill also identify the long-term strategy for deeplyreformingthepublicsector.TheywillshowonthebasisofacomparativeanalysisthatthePublicSectorreformpathisnolongersolelydominatedbyaparadigm.Thepanelwillshowthediversityofreformsworldwideandthechangeswhichhaveoccurredintwentyyears.

Secondly,theWorkingGroupfocusesoncountrycasestudiesofpublicpolicyanalysisandpolicyimplementationthatinitsturnallowedforthecomparativestudyofdifferentapproachestoinstitutionalizationandimplementationofPAprocedures.Suchareviewisusefulinassessinghoweffectiveandefficientexistingpolicyanalysisprocessesarewithinadministrationsandproposinghow theymightbe improved.Thepresentationofpapersand thediscussionamongparticipantsrepresentingCEE,CentralAsiaandCaucasuscountiesaswellascountriesofWesternEuropeandNorthAmericaallowedtheWorkingGrouptopositionitselfasaforumforsharingexperienceanduniqueopportunitytojointlyworkout ideasand recommendationsonPPA improvement andbetter implementation tomeet theurgentneed inestablishingresponsivegovernancethatbecomeevenmoreimportantunderconditionsofworldwideeconomiccriseswhichforcesgovernmentstostepinregulatingmarketfailuresmorerigorously.

Implementationofhumanrightsstandardsand internationalhumanrightsmechanisms inthedecision-makingpro-cessesatalllevelsofpublicgovernanceisgenerallyacknowledgedpriorityofthepublicmanagementreformsinthepost-sovietstates.However, thecongruenceamonghumanrights,goodgovernanceandeconomicdevelopment, inparticular,atthelocallevel,andrelationshipbetweenhumanrightsandMillenniumDevelopmentGoalsremainnotprop-erlyunderstoodand,thus,underexplored.Thismeansthatnewandimportantissues,suchasstatefailureorthelinksbetweensocialexclusion,discriminationandpovertyarenotstudiesatalleither.Partly,thismightbeexplainedwithhigherprioritiesbyinternationalandnationalhumanrightsorganizationsduringthefirstdecadeofthereforms,whofocusedtheireffortsonadoptionofhumanrightsstandardsinthelegislationofpost-sovietcountriesandratificationofkeyinternationaldocuments,e.g.EuropeanConventiononHumanRights,EuropeanCharterforRegionalandMinorityLanguages,etc.Atthesametime,therehasbeengrowingunderstandingofthelinksamonghumanrights,effectivegovernanceandeconomicdevelopmentwhereassuchissuesasjustice,accountability,povertyreduction,employment,socialinclusion,non-discrimination,publichealth,conflictprevention,womenandchildrenarefundamentalconcernoflocal development.
Human rights and development both aim to promote well-being and freedom, based on the inherent dignity andequalityofallpeople.Applyinghumanrightsbasedapproachtodevelopmentwillenablegovernmentstoenhancetheeffectivenessoftheirworkthroughafocusonequalityandnon-discrimination,accountability,justice,andtransparencyasthecoreofhumandevelopment.
Againstthebackgroundofabovepoints,theproposedWorkingGroupisaimedat(1)in-depthanalysisofhowthevaluesofhumanrightscreateconditionsforeffectivegovernanceandeconomicdevelopmentinthepost-sovietstates;(2)introductionofgoodgovernanceconceptandhumanrightsstandardsintolocaldevelopmentprograms;(3)providingclearpolicy-orientedrecommendationsofhowtorealizethepotentialofgoodgovernanceforpeople-orientedeconomicdevelopment;and(4)contributiontoresearch-ledteachingintheareaofgoodgovernance.
Thematically,theproposedWorkingGroupwillfocuson:1)publicpoliciesandstrategiesthroughwhichhumanrightsstrengthenefforts toachieveeconomicdevelopmentgoals;2) specific case studiesof goodgovernancepractice inCEEandtheCIScountries,establishingthepromotionof justice,accountabilityandtransparency,generatingpublicparticipationandrespondingtokeychallengesforhumanrightsandeconomicdevelopment,suchascorruptionandviolentconflict;3)themedcomparativeanalysis,coveringpossibleareasofcomparingnationalapproachesindifferentspheresofdevelopmentsand/oraspectsofgoodgovernanceintermsoftheguidancetheytakefrompublicpolicyandtherolehumanrightsplayinpolicyformulationandimplementation.
