Anne Ruzicka presented a synopsis of information collected at the BMS Open houses as well as an online survey, regarding

BMS waste collection services. BMS requested the PAC Committee to determine the priorities to help provide better services. Some of the options to improve services are:

Having a possible pilot project for the Molok system Other recycle options

Ag Plastics Improving the Transfer Stations

7.2 FIO – Strategic Plan Workshop BMS and the Consultants are working on the agenda and topics

for the Strategic Planning Workshop. Invitations were given to all councils in Beaver County to attend the information sessions on April 12, in Tofield at the Legion. The Board will work on the

details on April 13 in Ryley at Andrukow. The workshop is an attempt to give Municipal Stakeholders a chance to review

options and opportunities for Beaver Municipal Solutions and its future. The takeaway from these sessions will be a roadmap for the future.

7.3 FIO – Secure Loads

Beaver Municipal Solutions will hold a Customer Appreciation day at the Transfer Stations in Beaver County to help educate those on the importance of secure loads. Dates yet to be

determined.

7.4 FIO - Micro Grant Policy Anne Ruzicka reviewed the process for the various funding

requests. The Board recently approved a new grant program for

Community NFP.

Secure Loads

When hauling waste to the Transfer Stations or the landfill, it is important that you

secure your load properly to prevent things from falling off along the way. Things

that fall off unsecured loads onto the road can endanger other drivers and create

litter which is not only unsightly, but bad for the environment.

There are several ways to secure your load. You can use a tarp, cargo netting or

tie-downs (bungee cords, rope or straps). These are inexpensive items that can be

purchased at most local hardware stores.

All loads that are hauled need to be secured as per Section 65 of the Vehicle

Equipment Regulation AR122/2009. This regulation states that there needs to be

equipment on the vehicle or attached to the vehicle that is capable of securing the

goods to ensure that the vehicle can be operated safely when loaded without

danger of turning over the vehicle or the load shifting, swaying, blowing off, falling

off, leaking or otherwise escaping.

Tickets can be issued for:

Improper disposal of waste on public land

Improper disposal of waste on highways

Improper transportation of waste on highways

Improper disposal of waste on/into/under water or ice

Disposal of waste onto another person’s land without agreement

Beaver County also has a Road Protection and Traffic Control Bylaw that allows

officers to charge a $200 penalty for the offense of depositing of waste into County

ditches.

How should loads be secured?

1. Place lighter materials toward the bottom, with heavier items on the top.

2. Loose items, such as garbage and yard waste should be placed in a covered

container making it easier to secure.

3. Tie large items such as mattresses or old wood waste directly to the vehicle.

4. Use rope, straps or bungee cords to hold tarps or other large objects down.

5. Dirt, gravel and sand should be covered with a tarp. Do not overfill the

vehicle box or trailer.

6. Any items that extend past the back of the vehicle box or trailer should have

a flag attached.

If something does fall out of your load onto the road or into the ditch, you should

take reasonable steps to safely remove it.

What should you do if you see materials falling off loads?

For secondary highways and County roads:

Contact Beaver County’s office at 780.663.3730 during office hours – Monday

to Friday

For littering along Highway 14:

Contact the RCMP at 780.662.3353 during office hours – Monday to Friday

(please DO NOT call 911)

Law enforcement will need to know the location, time of day, and any information

regarding the vehicle you can provide (license plate, vehicle description, etc.).

PAC Presentation (N2U2) Requesting Development of Recycling Challenge

At the March 2016 PAC Meeting, a proposal presentation was made by the non-

profit group from Holden, N2U2. This presentation was the result of discussion with

some PAC members and the group at one of the Open House sessions in February.

The group suggested that Beaver Municipal Solutions hold a recycling contest for

County residents and businesses and they offered some suggestions on how to

structure and provide cash awards for the challenge. They were very clear that they

were not asking for funding so they could hold and coordinate the contest, but

instead were asking Beaver Municipal Solutions to design and implement a contest

so they would be able to participate. In discussion with the group after their

presentation, they were favorable to the idea of modifications to the challenge to

take it in the direction of business development for a cottage industry in the region.

Although the categories, classifications and levels of award for the challenge will

likely need to change to reflect the new direction of the contest, Beaver Municipal

Solutions would like to keep the award funding the same. Over the next month,

Beaver Municipal Solutions will put together a draft recycling challenge that will be

taken back to the PAC for review and ultimately to the Board for approval.

Challenge Highlights

Beaver Municipal Solutions will develop Business Development Recycling

Challenge

Open to Beaver County residents. Businesses, schools, institutions and

community groups

Launch during Waste Reduction Week (October 17-21) – start promotion in

late summer, early fall; winner announced on Earth Day (April 22, 2017)

Three prizes – first ($2500), second ($1500) and third ($1000)

One category – business development – must use waste materials and be

able to reproduce the product/item (not a one-of) – must be something that

people will be willing to purchase

Will look at bringing in a technical panel to determine the winner (i.e. RCA

member, Engineer, entrepreneur, etc.)

If the winner meets all requirements (and could become a cottage industry

product) would also be provided with an additional $5000 that could be used

as start-up capital that winner could take to bank for a loan

Beaver Municipal Solutions would be recognized as a partner in this new

cottage industry – logo included on all promotions, etc.
