Public Consultation As per Environmental Impact Assessment Notification dated 14 th September, 2006 and 01.12.2009, the proposed project falls under category ‘A’, Schedule- 5(f). GIL proposes to set up captive resin manufacturing plant at Routhusuramala village, Thottambedu mandal, Chittoor district, Andhra Pradesh to cater upcoming medium density fiberboards (MDF) manufacturing unit. The public hearing was held on 17th August, 2017 in respect of EnvironmentImpact Assessment for obtaining Environmental Clearance (EC) for proposedcaptive resin manufacturing plant at Routhusuramala village, Thottambedumandal, Chittoor district, Andhra Pradesh of M/s. Greenply Industries Ltd held atSurvey No: 97/1, 98 & 99, Routhusuramala village, Thottambedu mandal,Chittoor district, Andhra Pradesh with reference to EIA notification S.O. 1533 (E)at 14.09.06.

The following officials attended the environmental public hearing:

1) Smt. S. Razia Begum, District Revenue Officer, Chittoor district and Chairmanof the environmental public hearing panel.

2) Sri. A. Narendra Babu, Member Convener & Environmental Engineer APPCB,Regional Office, Tirupati.

The following departmental officials attended the hearing:

1) Sri. T. Yugandhar, Tahsildar, Thottembedu (M), Chittoor district.2) Smt. M. Sasi Kala, AEE, APPCB, RO, Tirupati.

Representatives of the Industry:

1. Mr. Mahesh, Executive, M/s. Greenply Industries Limited;2. Mr. Suresh, Project Manager, M/s. Greenply Industries Limited;3. Mr. Jinendra Kumar Jain, Vice President, M/s. Greenply Industries Limited;4. Sri. G.V. Raghava Rao, Environmental Consultant of the project, M/s VimtaLabs Ltd, Hyderabad; and5. Kum. Svega, Environmental Engineer, M/s Vimta Labs Ltd, Hyderabad.

The environmental engineer, A.P.Pollution Control Board, Tirupati welcomed theDistrict Revenue Officer, Chittoor district & Chairman of the public hearing paneland public gathered at the public hearing venue. He explained the need toconduct public hearing for the proposed project as per the Ministry ofEnvironment Forest & Climate Change, Govt. of India, New Delhi notification2006. Then he requested the District Revenue Officer, Chittoor district to takeover the proceedings of the environmental public hearing.

The District Revenue Officer, Chittoor district & Chairman of the environmentalpublic consultation while speaking on the occasion, informed the importance ofthe environmental public hearing to the public. She requested the public to utilizethis opportunity for detailed discussion on the proposed project to know thedetails of benefits getting by the surrounding people due to the establishment ofthis industry. She also informed that she will make her comments aftercompleting the discussions and assurances made by the project proponent on theissues raised by the public during public hearing. Then she requested the projectproponent to explain salient features of the proposed project for information ofthe public. Then the District Revenue Officer, Chittoor district & Chairman of theenvironmental public consultation requested the general public to express theiropinions/ suggestions, objections. Subsequently District Revenue Officer, ChittoorDistrict requested the management of the proposed project to summarize andanswer the concerns raised by the public during the environmental publichearing.

About 300 people attended the public hearing. The list of people attended thepublic hearing and the minutes of the public hearing are enclosed as Annexure-XX.

The photographs of the public hearing are shown in Figure-2. The response forissues raised by participants during public hearing with action plan is given inTable-1.

As it seems toa very less number of job opportunities available to the localpublic and requested to provide good number of jobs at theirsister concern industries.

2. Providing of health infrastructure facilities shall be developed atthe surrounding villages especially to arrest seasonal diseasesi.e malaria etc.,

3. Establishment of well-equipped schools at surrounding villages.

4. Providing of protected drinking water supply systems atsurrounding villages.

Sri. Suresh, Project Manager, M/s.Greenply Industries Limited:The management has alreadyrecruited fresh graduate engineersand giving training for the duration of6 months and they will be suitablyemployed on the upcoming industryon permanent basis. Themanagement will deploy qualifiedskilled / unskilled people mostly fromsurrounding villages on the upcomingproject. The management has alreadyprovided an RO plant atRouthusurumala village with acapacity of 1000 litres/day. Regularhealth camps will be conducted atsurrounding villages. Developmentactivities under CSR on surroundingvillages in co-ordination with DRDAwill be taken up.

An amount of Rs. 45lakhs will be spentfor promotingeducation, 30 lakhsfor providing safedrinking water and45 lakhs for ensuringenvironmentalsustainability fornext 3 years

2 Sri Yagani Benny,R/o Poonabaka village, Nelloredistrict

He informed during public hearing that there are so many weakersection colonies located nearby the proposed establishment and theyare very much co-operative with the management even they havegiven their land for laying of approach road to reach the proposedindustrial premises.

In this regard, he requested the management to provide propereducation facilities at the said colonies and also requested to providegood number of jobs to the surrounding people either the way ofdirect or in-direct employment. He also stressed the importance ofcompensatory greenbelt development at the area for maintainingecological balance.

GIL Response: The allocated CSRbudget will be spent for developmentof surrounding villages in co-ordination with District RuralDevelopment Authority (DRDA),Chittoor district. Skill developmentprograms will be conducted to trainthe youth of surrounding area forgetting suitable jobs.Sri. He informed that they are not having any apprehensions on theproposed establishment with regard to environment. He alsoinformed the importance of the creating awareness on thesurrounding agricultural farmers on growing of eucalyptus, subabulin place of traditional crops as the raw materials of the proposedproject is eucalyptus and subabul. He also requested to conduct skilldevelopment programs to train the youth of surrounding area forgetting suitable jobs.

He informed that if at all any pollution issues occurred during theoperation of the plant same shall be rectified immediately by themanagement to maintain environmental quality at the surroundingarea. There are so many graduates and under graduates from theirvillage who are jobless and requested the management to providesuitable job opportunities to the people to earn their livelihood.

GIL Response: The environmentalmanagement cell will monitor allpollution related issues.

The management will give preferenceto deploy qualified skilled / unskilledpeople from surrounding villages onthe upcoming project.

He informed that this area is a drought area and unable to growagricultural crops regularly by the local farmers and hence there is aneed for alternate arrangement to earn their livelihood. In thisregard, he requested the management to provide job opportunitiesimpartially to their villagers based on their qualification and merit.

6 Sri. Sunanda Reddy, NGO He welcomed the industrial establishment and made the followingsuggestions to the management.

1. As the raw material of the proposed project is agri based andthe local farmers may trained to grow the same and it mayhelp them in the form of indirect employment.

2. Skill development programs shall be taken-up under CSRactivities to train the local people for getting suitable jobs.

3. Water harvesting structures shall be constructed by themanagement to avoid ground water depletion.

4. To adopt any one of the village for providing corporateeducation.

He stressed the importance of maintaining environmental qualitybefore and after establishment of the industry apart from jobopportunities and CSR activities. He stressed the responsibility of themanagement to safe guard the surrounding environment, wild lifeprotection. He also expressed his happiness on the amountssanctioned towards CSR activities. He also informed the importanceof the industrialization as the agriculture sector is in crises in Indiadue to various reasons. He suggested the management to constructwater harvesting structures to increase the ground water table atsurrounding area.

GIL Response: Environmentalmonitoring will be conducted toassess the pollution level in thesurrounding area. Greenbelt aroundthe plant boundary will be developed.Rain water harvesting structures inthe factory premises is already toprovide to avoid water depletion onsurroundings.

He explained the importance of industrialization after bifurcation ofcombined state. He stressed the importance of growing alternatecrops viz eucalyptus and subabul in place of traditional crops byeducating the local farmers. He also requested the management toprovide good number of the jobs to the local people.

GIL: Awareness programs to the localfarmers on harvesting of alternativecrops (Eucalyptus & Subabul) will beconducted.Local people will be given preferenceof employment according to the skillrequirement and their qualification /competence.

He requested the management to provide good number of jobs tothe local people, conducting of health camps monthly at surroundingvillages and also to provide ambulance facility.

After the state bifurcation, Andhra Pradesh is in a backwardposition both in economically and employment sectors.Government has taken initiatives in promoting industrial sectorrather than agriculture. In this regard we welcome M/s. GreenplyIndustries limited at Routhusuramala village, Thottambedumandal, Chittoor district, Andhra Pradesh.

Chittoor district and Thotambedu mandal will be developed inindustrial sector by promoting this project. We congratulate theenvironmental consultancy Vimta Labs which has prepareddetailed EIA report. We request you to follow the rules andregulations provided by APPCB.

Suggestions for implementation of C.S.R

1. Greenbelt should be developed 33% as per CPCBguidelines;

I am the first environmentalist in India to support Industries. Mybest wishes and supporting the management of M/s. GreenplyIndustries Limited, proposed captive resin plant of 100000 TPAproduction capacity. Generally environmentalists opposesindustrial activity. But I am whole heartedly supporting theindustrial production. Because in India approximately 40 croresyouth between the age group 18 to 35 years are waiting foremployment opportunities and urgent need of industrialdevelopment of Andhra Pradesh State. At the same time here is agreat necessity to protect the ecological balance. I am giving youfew suggestions to maintain the Ecological balance anddevelopment of your Industry.

1. Your consultant have already conducted baseline survey ofair, water, land it is very good. My request is please collectthe data of the health status of the people, crop, productionstatus and ground water availability status within 10 kmsradius. It is very useful in future and utilize as a parameter totake precautionary affective measures to maintain ecologicalmaintenance. If there is any possibility to add this report infinal EIA report it is great welcoming. 2. My request andsuggestions to you to take up proposed industry 1 acre ofland, what-ever you draw water approximately 10 cubicmeter per day. But the water is not sufficiently availablethroughout the year it is a limited source. The excess water isavailable in rain season only. My suggestion is please makespecial efforts to collect rain water to store construct storagetanks for storage rainy water. It is very useful to use therainy water in non-rainy days to your industry. 3. You haveplanned take up plantation is very good. My suggestion is totake up plantation 40-50% is very essential to controlpressure on ecological balance because Indian population isincreasing 10 crores for every 10 years. It is very preserisedon natural resources. 4. Please take up village plantation innearby villages and also avenue plantation in nearby villageson which internal roads you vehicles transporting thematerials to control dust pollution. My request is you shouldgive priority to plant fruit bearing plants and medicinal valueplants instead of normal plants. It is very beneficial to controldust pollution and also available fruits in nearby villages. 5.

Finally I am requesting the public hearing panelcommittee to recommend to MOEF to give unconditionalpermission to M/s.
