1. ENVIRONMENTAL MANAGEMENT PLAN (EMP) – Part 1 – TRANSMISSION SUBSTATIONS

Introduction

Main goal of the Project is to improve the security, reliability and quality of the energy supply and, therefore,facilitate unimpeded operation of the energy market, both domestically and internationally through rehabilitation oftransmission substations and modernization of high voltage power transmission lines. This project includes 3 maincomponents: Component A: Rehabilitation of transmission substations, Component B: Dnister Pump StorageProject (PSP) transmission connection, Component C: Stabilization of the Crimea Regional Power Grid, includingrehabilitation of transmission substations and modernization of transmission lines.

.1. PROJECT DESCRIPTION – FIVE 330 KV SUBSTATIONS IN THE DNIEPER REGIONAL POWER GRID

Taking into account workload, existing capacity allocation and level of worn-out of parts of substations in theregion, there is a high demand for the reconstruction of the Substations (SS) 330 kV Transmission Substations(TSS) ‘Dnepr-Donbas’, ‘Pervomayskaya’, ‘Kirovskaya’, ‘Uzhnaya’, and ‘Dneprodzherzhinskaya’. The totalinstalled capacity of five Substations is 4126 MVA, where ‘Dnepr-Donbas’ capacity is 750 MVA,‘Pervomayskaya’ capacity is 876 MVA, ‘Kirovskaya’ capacity is 500 MVA, ‘Uzhnaya’ capacity is 1000 MVA and‘Dneprodzherzhinskaya’ capacity is 1000 MVA. ‘Dnepr-Donbas’ SS was commissioned in 1964, ‘Pervomayskaya’SS was commissioned in 1956, ‘Kirovskaya’ was commissioned in 1966, ‘Uzhnaya’ was commissioned in 1962,and ‘Dneprodzherzhinskaya’ was commissioned in 1968 and are practically fully depreciated and have becometechnically obsolete.

Planned for rehabilitation of five Substations of Dnipro Energy System: 5ps. - 330 kV Power Transformers,3ps. - 35 kV Power Transformers, 12ps. - Auxiliary Transformers, 746ps. - Disconnectors, 222ps. - Circuitbreakers, 556ps. - Current transformers, 119ps. - Voltage transformers, 264ps. - Surge suppressor, 5ps. - Auxiliaryneeds panel, 4ps. - DC current panel, 7ps. - Accumulator battery and charging device, 103ps. - HF-filter, 255ps. -Coupling capacitor, Cables.

Substation ‘Dnepr-Donbas’ is located in Zaporizhie city. To the North of ‘Dnepr-Donbas’ Substation on arange of 500 m located private houses (1 – 2 story buildings), to the east – territory of garage–construction co(-)operative ‘Ekspress’ and ‘DD’ - up to 300m to the closest garages, to the south – territory of lawn-and-gardenassociation ‘Zoria 2’ and to the west – territory of garage–construction co(-)operative ‘Energo’ and industrialwarehouse belonging to Zaporizhie – East Electricity Supply Network Operator OJC ‘Zaporizhie Oblenergo’.

Substation ‘Dnepr-Donbas’ is located in a range of 3-4 km of one of the biggest metallurgical combine‘Zaporozhsteel’.

Substation ‘Pervomayskaya’ is located in Terpovskiy region of Krivoy Rog city. To the North and West ofthe Substation located ‘green zone’ – free land belonging to the city, to the East located collective gardens and tothe south – military unit N 01546, which includes soldier barracks and building used for the purpose of trainingand does not include any disposal site or any weapons manufacturing. Distance to closest residential buildings is up

to 1 km from ‘Pervomayskaya’ SS. Substation ‘Pervomayskaya’ is located in a distance of 1 km of Poltava GOK(GOK-ore mining and processing enterprise).

Substation ‘Kirovskaya’ is located in Saksaganskiy region of Krivoy Rog city. To the East of Substationlocated land belonging to the Krivorizhskiy city council, to the north, south, and west on a range of 200m locatedlands belonging to the Krivorozhskiy city forestry council, which are partially forested. Distance to closestresidential buildings up to 3 km from ‘Kirovskaya’ SS.

Substation ‘Uzhnaya’ is located at the territory of urban-type village ‘Radushnoe’ of Krivorozhskiy region.This substation is located near the land belonging to Collective Agricultural Farm ‘Radushnoe’ where land is usedmainly for agricultural purposes and borders with the railway line ‘Pridneprovskaya’. Access road and railway lineare crossing highway Krivoy Rog – Nikopol. Substation ‘Uzhnaya’ is located in a distance of 4 km from KrivoyRog city.

Substation ‘Dneprodzherzhinskaya’ is located near the plough-land belonging to ‘Gorkinskiy’ RuralDistrict and to the north borders with forest plantations. Substation ‘Dneprodzherzhinskaya’ is located in a distanceof 5 km from Dneprodzherzinsk city.

Neither of the Substations has lakes, rivers or streams located in the vicinity. Nor there are any ecologicallyprotected areas or areas/structures of cultural, religious or historical interest or significance.

.2.1. PROJECT DESCRIPTION – THREE 330 KV SUBSTATIONS IN THE DONBAS REGIONAL POWER GRID

Based on the current conditions where ‘Lugansk’ Combined Heat and Power Plant (CHP) generation capacityis decreasing, low reliability and limited carrying capacity of transmission line Mikhailivka – Volzhskaya HydroStation, there is a high demand to carry our rehabilitation of ‘Mikhailovskaya’, ‘Chaikino’, and ‘Central’ 330 kVSubstations in order to secure reliable supply of energy to the region.

Substation ‘Mikhailovskaya’ 330 kV. Total capacity of auto-transformers (AT) is 1743 MVA, including 3one phase AT with total 783 MVA (87 MVA each phase) voltage level 220/110/35 kV and 4 three phase AT with240 MVA voltage level 330/220/35 kV. Number of outgoing lines with voltage level: 1 line for 330 kV, 13 linesfor 220 kV, 7 lines for 110 kV and 13 lines for 35 kV.

Commissioned in 1955. Main equipment is practically fully depreciated and has become technically obsolete.Planned for rehabilitation of ‘Mikhailovskaya’ Substation: 3ps. - 220 kV Power Transformers, 1ps. - Auxiliary

Transformer, 220ps. - Disconnectors, 37ps. - Circuit breakers, 180ps. - Current transformers, 45ps. - Voltagetransformers, 51ps. - Surge suppressors, 1ps. DC current panel, 1ps. Accumulator battery and charging device,Cables.

Substation is located 5 km from Pervomaysk city. Shared land users – Berezovskiy village council, publiccorporation ‘Gruzotransportnoe Upravlenie’, department of housing and communal services of Pervomaiskiy citycouncil, public corporation ‘Pervomaiskogo’ mine. Partially this land is used for sowing of different agriculturalcrops.

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areasor areas/structures of cultural, religious, historical interest or significance.

Substation ‘Chaikino’ 330 kV. Total capacity of auto-transformers (AT) is 1763 MVA, including 3 onephase auto-transformers with total 783 MVA (87 MVA each phase) voltage levels 220/110/35 kV, 2 auto-transformers with 250 MVA voltage level 330/220/6 kV and 2 auto-transformers 240 MVA voltage level330/220/6 kV. Number of outgoing lines with voltage level: 5 lines for 330 kV, 9 lines for 220 kV, 11 lines for 110kV and 10 lines for 35 kV.

Transformer, 201ps. - Disconnectors, 44ps. - Circuit breakers, 162ps. - Current transformers, 30ps. - Voltagetransformers, 39ps. - Surge suppressors, Cables.

Substation is located in Makeevka city (population of 300 thousand people), which is a suburbs of Donetskcity, but distance to the closest building is around 1 km, which are located in ‘Zapadnaya’ village – part ofMakeevka city.

Shared land users – Donetsk regional center ‘VostokAvto’, joint-stock company ‘MU-2’,‘ElektroYzhMantazh’, close corporation ‘UkrElectroSviazStroi’, and Makeevskiy city council. Land is partiallyused for construction purposes and partially for structures (buildings, etc.).

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areasor areas/structures of cultural, religious, historical interest or significance.

Substation ‘Central’ 330 kV. Total capacity of 3 auto-transformers (AT) is – 600 MVA, two of which are200 MVA with the voltage level 330/110/35 kV and one with the same capacity but voltage level of 330/110/10,5kV. Number of outgoing lines with voltage level: 5 lines for 330 kV, 15 lines for 110 kV and 6 lines for 35 kV.

Commissioned in 1951. Main equipment is practically fully depreciated and has become technically obsolete.Planned for rehabilitation of ‘Central’ Substation: 3ps. - 330 kV Power Transformers, 169ps. - Disconnectors,

34ps. - Circuit breakers, 132ps. - Current transformers, 37ps. - Voltage transformers, 45ps. - Surge suppressors,1ps. DC current panel, Cables.

Substation is located 4 km from Artemovo city, 7 km from Dzherzhinsk city and 12 km from villageNovgorodskoe, which has railway station. Shared land users – Rozovskiy village council of ‘Nelipovka’ villageand ‘Kirovo’ village, where lands is not used for any commercial or agricultural purposes.

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areasor areas/structures of cultural, religious, historical interest or significance.

.2.2. PROJECT DESCRIPTION – TWO 220 KV SUBSTATIONS IN THE DONBAS REGIONAL POWER GRID

Based on the current conditions where ‘Lugansk’ CHP generation capacity is decreasing, low reliability andlimited carrying capacity of transmission line Mikhailivka – Volzhskaya Hydro Station, there is a high demand tocarry our rehabilitation of several substations including 220 kV ‘Azovskaya’ and ‘Lisichansk’ SS of total capacity750 MVA each.

Substation 220 kV ‘Azovskaya’ with 3 auto-transformers each having 250 MVA voltage level 220/110/10(35) kV. Number of outgoing lines with voltage level: 3 lines for 220 kV, 12 lines for 110 kV and 8 lines for 35kV. Commissioned in 1958.

Planned for rehabilitation of ‘Azovskaya’ Substation: 146ps. - Disconnectors, 38ps. - Circuit breakers, 112ps.- Current transformers, 27ps. - Voltage transformers, 40ps. - Surge suppressors, 1ps. DC current panel, Cables.

Foam fire-extinguishing system for auto-transformers will be modernized, which will include repair of pipingsystem and installation of new foam reservoir and monitoring system.

Substation is located in the vicinity of Mariupol city (outskirts) 200 meters far from the closest residentialbuilding. Close to the Substation located lands belonging to the LLC ‘Demetro-Argo’. Partially this land is used forsowing of different agricultural crops. The closest settlements are ‘Stariy Crimea’ village on a distance of 7 km and‘Kamenuk’ village on a distance of 3 km. No lakes, rivers or streams located in the vicinity of AzovskayaSubstation. Nor their any ecologically protected areas or areas/structures of cultural, religious or historical interestor significance.

Substation 220 kV ‘Lisichanskaya’ with three auto-transformers of 250 MVA capacity and voltage level of220/110/35 kV. Number of outgoing lines with voltage level: 2 lines for 220 kV, 16 lines for 110 kV and 3 linesfor 35 kV. Commissioned in 1963. Main equipment is practically fully depreciated and has become technicallyobsolete.

Planned for rehabilitation of ‘Lisichanskaya’ Substation: 137ps. - Disconnectors, 34ps. - Circuit breakers,102ps. - Current transformers, 27ps. - Voltage transformers, 36ps. - Surge suppressors, 1ps. DC current panel,Cables.

Substation is located in the center of Severodonetsk city, around 100 meters to the closest residentialbuildings. On the distance of 500 meters located biggest chemical combine ‘Severodonetsk AZOT’ whichproduces more then 60 different commercial products, where main are: Ammonia; Nitrogen fertilizers; Organicalcohol and acids; Consumable goods from polymers and plastic films.

Shared land users – Auto-garage co(-)operative ‘Energetik’, OSC ‘Obedinennoe HoziaistvoZheleznodorozhnogo Transporta’, city council of Severodonetsk city, Lisichansk branch office of publiccorporation ‘Lugansk Energeticheskoe Obiedinenie’. This nearby land is partially used for construction purposesand partially for structures (buildings, etc.).

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areasor areas/structures of cultural, religious, historical interest or significance.

.3. PROJECT DESCRIPTION – PARTIAL REHABILITATION OF FIVE 750 KV SUBSTATIONS

Scope of rehabilitation includes ’Dneprovskaya’ substation - Dneprovskaya Energy System, ‘Donbasskaya’substation - Donbasskaya Energy System, ’Western Ukrainian’ substation - Western Energy System, ’Vinnitskaya’substation - South-Eastern Energy System and ’North Ukrainian’ substation - North Energy System:

Substation ’Dneprovskaya’ - Dneprovskaya Energy System, commissioned in 1974, with a total capacityof transformers equal to 1998 MVA. Number of outgoing lines with voltage level: 3 lines for 750 kV and 5 linesfor 330 kV. Planned for rehabilitation at Dneprovskaya Energy System: 14ps. – 750 kV Circuit breakers.

Dneprovskaya Substation is located near the plough-land belonging to ‘Bikovsky’ Rural District, and to thenorth on the length of 2 km of SS located ‘Bikovo’ village.

There are no nearby lakes, rivers, streams in a vicinity of Dneprovskaya Substation, and it is not located onany ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ’Donbasskaya’ - Donbasskaya Energy System, commissioned in 1973, with a total capacity4500 MVA. Number of outgoing lines with voltage level: 2 lines 750 kV, 3 lines 500 kV, 3 lines 330 and 1 line110 kV.

Planned for rehabilitation at Donbasskaya Energy System: 14ps. – 750 kV Circuit breakers, 6ps. – 750 kVShunt reactors. Also 4ps. – 750 kV Circuit breakers to be installed additionally.

Shared land users – Zaitsevskiy village council, Chasovo – Uarskiy forestry council of Slaviansk forest area,public corporation ‘Vostok – Agro’ and farm ‘Soima’. Land belonging to Zaitsevskiy village council is not used,land belongning to Chasovo – Uarskiy forestry council are forested, and all other lands are used partially forsowing of different agricultural crops.

There are no nearby lakes, rivers, streams in a vicinity of Donbasskaya Substation, and it is not located on anyecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ‘Western Ukrainian’ - Western Energy System, commissioned in 1976, with a total capacity oftransformers equal to 2997 MVA. Number of outgoing lines with voltage level: 4 lines for 750 kV and 7 lines for330 kV.

Planned for rehabilitation of ‘Western Ukrainian’ Substation: 13ps. – 750 kV Circuit breakers.Western Ukrainian Substation is bordering with the land belonging to Bortnikovskiy and Zhirovskiy village

council, where land is used for agricultural purposes and land belonging to Khodorovskogo forestry council, whichis a part of reserve (ecologically protected area) ‘Dubrovo’, which border is located on a distance of 300 m ofSubstation. On a distance of 200 m located a railway link – Khodorov-Striy’ which are part of Lviv railway.Substation has an access road which connects it with highway Khodorov-Striy-Ternopol. There are no nearbylakes, rivers, streams in a vicinity of Western Ukrainian Substation, and it is not located on any ecologicallyprotected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ’Vinnitskaya’ - South-Eastern Energy System, commissioned in 1975, with a total capacity oftransformers equal to 1124 MVA. Number of outgoing lines with voltage level: 3 lines for 750 kV, 3 lines for 330kV and 3 lines for 110 kV. Planned for rehabilitation of ‘Vinnitskaya’ Substation: 6ps. – 750 kV Circuit breakers.

Adjacent to the Substation land is of agricultural use and belong to the collective farm members. There are nonearby lakes, rivers, streams in a vicinity of Vinnitskaya Substation, and it is not located on any ecologicallyprotected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ’North Ukrainian’ - North Energy System, commissioned in 1988, with a total capacity oftransformers equal to 999 MVA. Number of outgoing lines with voltage level: 1 line for 750 kV, 1 line for 330 kVand 1 line for 35 kV.

Planned for rehabilitation of ‘North Ukrainian’ Substation: 3ps. – 750 kV Circuit breakers, 1ps. – 750 kVShunt reactors.

North Ukrainian Substation is bordering with the land belonging to industrial-agricultural co(-)operative‘Zaria’ of Zaruddia village and land of Romenskiy district of Zarudnevskiy village council. Land is used foragricultural purposes. On a distance of 1.5 km located Zaruddia village. There are no nearby lakes, rivers, streamsin a vicinity of North Ukrainian Substation, and it is not located on any ecologically protected areas orareas/structures of cultural, religious, historical interest or significance.

.4. PROJECT DESCRIPTION – INSTALLATION OF STATIC VOLTAGE CONTROL (SVC) AT THE 330 KVTRANSMISSION SUBSTATION ‘DZANKOY’

Substation 330 kV ‘Dzhankoi’ - Crimean Energy System was commissioned in 1964, with full capacity oftransformers 840 MVA. Number of outgoing lines with voltage level: 2 lines for 330 kV, 3 lines for 220 kV and 10lines for 35 kV.

Dzhankoi substation is bordering from north and west with land belonging to Dzhankoiskiy city council ofDzhankoi city, from east with the land belonging to Izumrudnenskiy village council and Dmitrivka village andfrom the South with the steppe research farm ‘Magarach’ of Izumrudnenskiy village council.

Increase of carrying capacity of Ukraine-Crimea system through installation of Static Voltage Control withTransmission Capacitors (TC) for intersystem high voltage line of 330 kV at existing ‘Dzhankoi’ substation.

Capacity of TC at 330 kV Dzhankoi substation as it is assessed by the specialists of ‘UkrEnergoserproekt’Institute should be 115 MVA. All works are planned to complete in 2007.

Ground area for TC at the substation is already prepared in accordance to the existing normative documents,which are meeting the requirements of Ukrainian environmental legislation.

There are no nearby lakes, rivers, streams in a vicinity of Dzhankoi Substation, and it is not located on anyecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation 330 kV ‘Simferopol’ - Crimean Energy System was commissioned in 1970, with full capacityof transformers 740 MVA. Number of outgoing lines with voltage level: 1 line for 330 kV, 3 lines for 220 kV and6 lines for 110 kV.

Simferopol Substation is bordering from North (partially) and West with plough-land belonging to Trudovskiyvillage council, to the North and East located housing property belonging to public corporation ‘CrimEnergo’ andfrom South - East located an abandoned land belonging to Trudovskiy village council. There will be installed twocondenser batteries for 30 MVA each with voltage level 110 kV. Project bidding documents will specify that anycondensers purchased will not contain PCBs.

Substation 220 kV ‘Feodosia’ - Crimean Energy System was commissioned in 1959, with full capacity oftransformers 245 MVA. Number of outgoing lines with voltage level: 3 lines for 220 kV, 5 lines for 110 kV and 4lines for 35 kV.

Feodosia Substation is located in Feodosia city and borders with the land belonging to the Feodosiyskiy citycouncil.

There will be installed one condenser battery for 30 MVA with voltage level 35 kV. Project biddingdocuments will specify that any condensers purchased will not contain PCBs.

Substation 220 kV ‘Bahchisaray’ - Crimean Energy System was commissioned in 1984, with full capacityof transformers 119 MVA. Number of outgoing lines with voltage level: 2 lines for 220 kV, 4 lines for 110 kV and6 lines for 35 kV.

Bahchisaray Substation is located in Bahchisaray city and borders with the land belonging to theBahchisaraiskiy city council.

There will be installed one condenser battery for 30 MVA with voltage level 35 kV. Project biddingdocuments will specify that any condensers purchased will not contain PCBs.

Batteries of Static Condensers (BSC) are used in order to increase voltage level in the network by generatingreactive capacity. For Crimea this problem is pressing because of the practical absence of the generating capacityin the region.

In order to ensure normal levels of voltage in Crimean energy system of NEC ‘UkrEnergo’ there is a need toinstall BSC at the following substations: ‘Feodosia’, ‘Simferopol’ and ‘Bahchisaray’. Based of the calculations,total capacity of the battery should be 120 MVA, which includes: ‘Simferopol’ substation – 2x30 MVA with thevoltage level 110 kV, ‘Feodosia’ and ‘Bahchisaray’ 30 MVA with the voltage level 35 kV.

When commissioned all three substations had BSC installed but with the time they were decommissioned.Now main goal is to put modern BSC back in place ensuring all environmental issues and safety requirements andanalyze what happened with old BSC and if found on sites manage their utilization.

Static Condensers (or set of static condensers which are connected in a battery) are now using dry dielectricmaterials instead of oil, which was used in old condensers (and possibly contained PCBs). Task would be toanalyze whether old condenses contained oils with PCBs and to apply procedures set in mitigation plan to manageremoval of oils with PCBs and decontamination part. In parallel there will be a study to determine where these oldcondensers are stored and utilize procedures described in the mitigation plan to manage those wastes. If these oldcondensers are still in place (i.e. only disconnected from service) and need to be removed, than again applyprocedures set in mitigation plan.

Project bidding documents will specify that any condensers purchased will not contain PCBs.There are no nearby lakes, rivers, streams in a vicinity of those three Substations, and they are not located on

any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

d. PCB(polychlorinated biphenyls)

In case PCBs (polychlorinated biphenyls) are found through theanalysis of documentation giving details on specification of oilsused in transformers (company servicing transformers,responsible for changing oils has specification for types of oilsused), they are removed in full compliance with theinternational procedures, specifically guided by EuropeanCommission procedures or equivalent US EPA standards. EUCouncil Directive 96/59/EC stipulates that transformerscontaining more than 0.05% by weight of PCBs aredecontaminated under the conditions specified by the Directive.Fiche: According to EU legislation and Council Directive75/439/EECaims to create a harmonised system for thecollection, treatment, storage and disposal of waste oils, whichallows the Member States to indemnify companies for theunrecovered costs of collecting and disposal of waste oils. Itgives the highest priority to the regeneration of waste oils, thento combustion; and last to their destruction or controlledstorage or tipping. Member States must ensure the safecollection and disposal of waste oils. The discharge of wasteoils to waters and drainage systems is prohibited. Anyundertaking disposing of waste oil must obtain a permit fromthe competent authority. Any undertaking collecting waste oilsmust be registered and adequately supervised. Regenerated oilsmay not contain more than 50 parts per million (ppm) ofpolychlorinated biphenyls and terphenyls (PCB/PCT).Disposal of PCBs and PCTsEU Council Directive 96/59/EC aims at the elimination ofpolychlorinated biphenyls and polychlorinated terphenyls(PCBs) and at the decontamination of equipment containingthem. This equipment must be inventoried, labeled and reportedto the Commission by September 1999 and inventories must beupdated. Equipment containing PCBs not yet decontaminatedmust be kept in good working order to avoid leaks.Undertakings disposing of PCBs must be licensed in accordancewith Directive 75/442/EEC. Incineration as a means of disposalmust meet the standards set in Directive 94/67/EEC. MemberStates have to draw up disposal plans for inventoried PCBs bySeptember 1999 and communicate them to the Commission.

- Ethylated gasoline will not be used to exclude the leadpollution of water bodies. Sewage waters from the territories ofelectric power substations and from washing of motor transportpass through the system of dirt, oil and sand traps and aretransported to the urban sewerage. 1. ENVIRONMENTAL MANAGEMENT PLAN – Part 2 – TRANSMISSION LINES

Introduction

Main goal of the Project is to improve the security, reliability and quality of the energy supply and, therefore,facilitate unimpeded operation of the energy market, both domestically and internationally through rehabilitation oftransmission substations and modernization of transmission lines. This project includes 3 main components:Component A: Rehabilitation of transmission substations, Component B: Dnister PSP transmission connection,Component C: Stabilization of the Crimea Regional Power Grid, including rehabilitation of transmissionsubstations and modernization of transmission lines.

Because environmental protection issues for rehabilitation of transmission substations and modernization oftransmission lines are different, the decision was taken to divide EMP in two parts and the first one to incorporateonly issues and questions concerning to rehabilitations of transmission substations which are covered in Part A andC and second part should incorporate questions linked to modernization of transmission lines which exist in Part Band C. Each part of Environmental Management Plan should include following chapters:

.6. PROJECT DESCRIPTION – DNISTER PSP TRANSMISSION CONNECTION

In order to ensure the normative delivery of capacity from Dnister Pump Storage it is required to construct atransmission line (TL) 330 kV Dnister PSP - Bar.

Length of this line will be about 89 km. Most of preparatory work has being completed including preparationof feasibility study and preliminary routing of the Dnister PSP transmission line is set. Final choice of thetransmission route is to be identified in the consultations between the company and Ukrainian authorities followingUkrainian procedures. Detailed design report will be based on the specifics of the selected transmission routewhich will take into considerations environmental issues described in this EMP.

Dnister PSP is located at the right bank of Dnister river in Sokiryanskiy region of Chernivetskiy district ofUkraine. The other closest settlements are Vinnitsia city with the population of 365 600, Mogilev Podilskiy citywith the population off 36 000, Bar city with the population of 17 200, and Murovani Kurilivtsi city with up to1000 people living. Land close to the Dnister PSP and along preliminary transmission route is not used and onlynear the city Bar there are land plots owned by the private owners and used for agricultural purposes (potato, wheatcrops or sunflower growing). No land is used for forestry, or for industrial purposes or commercial activities.Proposed transmission line will not be located on any ecologically protected areas or areas/structures of cultural,religious, historical interest or significance. Apart from close Dnister river which will be located on the distance of200 meter and further there is no other lakes or streams which will cross new transmission lone.

.7. PROJECT DESCRIPTION – UPGRADING THE EXISTING 220 KV TRANSMISSION LINE SIMFEROPOL –SEBASTOPOL TO THE 330 KV VOLTAGE LEVEL

Transmission Line 220 kV ‘Simferopol-Sevastopol’ with the total length of 68.5 km. 60 km of this line areequipped with overall dimensions for 330 kV split phase wires and with two ground wires.

Reconstruction will be performed for 3 site parcels of ‘Simferopol-Sevastopol’ Transmission Line with totalthe length of wires replaced equal to 8.4 km, where existing 220kV transmission line will be upgraded to 330 kVvoltage level, such as:

• parcel 1 with the length of 0.62 km from tower 1 to tower 4 where there will be installed onewire in a phase with the voltage level of 330 kV and one ground wire;

• parcel 3 with the length of 4.3 km from tower 220 to tower 238 where there will be installedone wire in a phase with the voltage level of 330 kV;

• parcel 4 with the length of 3.5 km from tower 238 to tower 252 which passes through 2 chainbases, where first chain will have one wire in a phase with the voltage level of 330 kV, and secondchain 220 kV ‘Bahchisaray-Sevastopol’ will also have one wire in a phase with the voltage level of 330kV.

This transmission line will go through already existing corridor where no new towers to be constructedtherefore limited environmental impact will be observed.

This transmission line is located in the vicinity of Simferopol, Bahchisaray and Sevastopol regions. When thisline was constructed in 1950th Company has carried out an environmental impact assessment and duringconstruction phase all environmental protection considerations were taken into consideration. For this stage ofupgrading existing transmission line Ukrainian Environmental Regulations are not requiring an additional EIA tobe carried out as it is considered as environmentally sound project.

g. Construction ofaccess roads – impacton the ecologicalsensitivity of theterritory

In case of construction of new power transmissionpoles (power lines) or using power transmissionpoles which have not been used for a long time, afterpreparation of a detailed project and the beginning ofsite study ecology experts will be engaged andtogether with the team of engineers will choose theoptimal way and procedures for the construction inorder to avoid the negative environmental impactwhich potentially might affect soil, polluteunderground water and other water bodies close anddust and emission of CO2 from cars can impactnegatively atmosphere.By working with road engineers and planners at thisstage, environmental specialists should ensure thatcommunity and environmental issues areincorporated into project formulation early on in theroad planning process, and also increase awarenessof environmental factors, which will include but notlimited to analysis of environmental impacts, theirmitigation and their economic valuation of accessroads, throughout that process. The environmentalspecialist should identify potential needs for liaisonwith outside experts, such as experts in landscape,wildlife protection, or the design of improved waterretention schemes to review following factors:i) spatial requirements; ii) natural resources(including productive land) consumption; iii) humanresources benefits and costs (such as resettlementversus better access to market); andiv) waste production during the construction andoperation/maintenance periods.
