INTRODUCTION Department of Food, Civil Supplies and the Consumer

Affairs is a major department in the public Sector, mainly working to support the families below poverty line .Main objective of the department is to provide food security to all groups of families and to control the price of essential commodities. For which several pro-public schemes like Levy Collection, Minimum Support Price Scheme have been implemented.

The department has control over petroleum and oil products, Responsibilities such as prevention of adulteration, distribution of food grains through public distribution system at fixed quantity/rate etc. are being carried out successfully.

The department is putting all-round efforts to create awareness among the consumers regarding their rights. All the activities in the department are controlled under the Essential Commodities Act.1955 of the Central Government. For effective implementation in local areas, several statutory orders have been passed under the said act.

The objectives of the Public Distribution System are

1. To protect the low income groups by guaranteeing them supply of certain minimum quantities of food grains at affordable price.

2. Ensuring equitable distribution.

3. Controlling the price rise of Essential Commodities in the open market.

4. Essential Commodities are distributed through Fair Price Shops to ensure that the basic food requirement of the population is met on the one hand and food security to the poor on the other. Food grains are issued to the poor and vulnerable sections of the society at affordable prices.

The Ration Distribution System under the PDS has been implemented in Karnataka state with specific aim. The department strives to distribute the ration to the weaker sections/and the families below poverty line identified by various sources under this scheme and to provide food security to all others families. Government of India allots rice, wheat, sugar and kerosene to Government of Karnataka every month The allotment is based on the number of ration cards

The ration items released by the central government are distributed by the Commissioner of the department based on the district-wise demand. In the district level. The Deputy Commissioner and the Chief executive Officers of Zilla Panchayath take-up redistribution work based on the Taluka-wise demand. At the Taluk level the Tahasildar, the Chief executive Officer of Taluk Panchayat and Informal Rationing Officers make Fair-price shop wise redistribution with the assistance of Food Shirestedars & Food Inspectors of the department.

The System of lifting and delivering the ration

items released by central government from Food Corporation of India to Whole sale Distribution Centers and from there to fair-price shops through authorized lifting contractors is in practice. Supplying the kerosene to the authorized wholesale dealers and from there to fair price shops through concerned oil companies.

The fair-price shops are the main streams of supplying the ration items to the beneficiary families. All these distribution arrangements have been made under the Karnataka Essential Commodities (Public Distribution System)Control Order 1992.

Since the entire quota of food grains is being released in the beginning of the month, all the person authorized to run the ration shops in the state have been directed to lift food grains within 10th of a month and commence distribution immediately there afterwards.

When the food grains are lifted from the department godowns, the computer system automatically displays the particular in the link “Karnataka PDS Data centre” in the above mentioned website.

Types of Ration Cards 1. BPL(Below Poverty Line) 2. Anthyodaya Anna Yojana Beneficiaries: Very poor person of the families below poverty line ,

which means Widows, persons with disability/weakness/mental illness and persons aged more than 65 years without any financial and social security, SC/ST.

3. APL(Above Poverty Line) The families who have the income above the limit

prescribed for BPL RC, can have the APL cards

According to the New scheme of Government all BPL card holders will receive maximum 30kg RICE which costs 1 rupee per kg. with effect from July 2013.

For one unit (one member) it is 10kg.

For two unit (two member) it is 20kg.

For three and more than 3 unit it is 30kg.

Method of obtaining the ration card and the documents to be furnished

Every family residing in Karnataka state is eligible to have only one applicable RC.

For obtaining a new RC , in urban area the applicant is suppose to text a message from his/her mobile and send it to 9212357123.

ex: “RCNEW P V Sharma”, soon after sending the text message, the applicant will receive a reply containing a security code & token number

With the use of token number and Security code the applicant with his family members with a INTRODUCER(should have PRC) should visit the photo-Bio centre. And then the further process of data entry will be done by the photo-bio centre after the completion of all the details. The applicant will get a ACK copy with the help of which they will get a RC from the taluk office.

And for the rural area the applicant should visit the panchayat (SMS is not needed). And further the same process will be carried out.

The computerized ACK slip and the RC can be obtained by paying the prescribed fee.

The Food Inspector, after examining the prescribed application and suitable records conducts the spot inspection, verifies the eligibility and then submits the report.

After all the necessary and required inspection the card will be issued to the party by providing their Thumb impression.

Right now there is also a provision for renew the old RC that is RC issued before 2010.

The public holding the RC issued before 2010 in the urban area is suppose to text a SMS as RCREN then their RC number and send it to 9212357123. ex-RCREN KARXXXXXXX. And for rural area SMS is not necessary directly they will visit the panchayat. And get done their card renewed

For renewal also the INTRODUCER is needed. 15

SAKALA(Guarantee of Services to Citizens) Act process for Existing Ration card Updation

In this we have got four services.

Transfer of the Existing RC.

Addition, Deletion of members / Address Updation of the existing RC.

Duplicate copy of the existing RC.

New Ration Card due to surrender certificate.

Point of Sale Device

All the RC details (Bio-metrics) belonging to the respective Ration shops will be linked to this ration device. When the card holder gives his/her thumb impression , the account of the member will be displayed. The device will display all the member list and the card category and then it will decide the scale of issue to that particular card. Soon after receiving the ration the device generate a bill which includes the weight and the cost. Then the same details will get feeded into the central database of our system
