Public Meeting and Formal Public Hearing Description and Scope

EPA is having this Public Meeting and Hearing to:

1. Describe the different options or alternatives EPA evaluated for the cleanup of the Chlor Alkali site and present EPA’s preferred alternative; and

2. To accept oral public comments on this proposed cleanup plan during the Formal Public Hearing, which will become part of the Public Record.

The Public Comment Period to provide comments started on June 3, 2020 and will run through July 3, 2020. EPA is seeking input on all the alternatives and the rationale for the preferred alternative.

Your lines will be muted during the presentation to minimize background noise.

Presentation will be followed by a question and answer period.

The Moderator will take questions via Skype (through the chat box or for those wishing to speak their question). You may enter your question in the chat box at any time during the presentation.

The phone lines will then be opened for any questions

When speaking your question, remember to unmute before speaking and then mute your line after your question

Since the Public Hearing that follows the question and answer period will be the forum used to solicit comment, please limit your questions to clarification questions on the presentation only

• Sediment and surface water

SOIL CONTAMINANTS AND RISK AT THE CHLOR-ALKALI SITE

Cell House Landfill contents: Benzo(a)pyrene, Dioxin/Furan, and Mercury. Future unacceptable risk to public health if cap fails and landfill contents exposed. No Current risk.

Eastern Facility Study Area soils: Polyaromatic Hydrocarbons (PAHs), Dioxin/Furans, and mercury. Present in hotspots. Current unacceptable risk to public health (Trespassers, Workers). Future unacceptable risk to residents.

Southern Facility Study Area soils: Similar to EFSA: hotspot occurrences and contaminants but includes PCBs, lead, arsenic, and chromium. Risk similar to that in the EFSA.

Contaminated Groundwater at the Chlor-Alkali Site • The primary contaminants are

Volatile Organic Compounds that include Chloroform, Carbon disulfide, and Trichloroethene.

• Inorganic contaminants include Mercury, Arsenic, Lead and Manganese.

• Contaminants within the CHP Landfill are not migrating to the river.

• GROUNDWATER USE AS DRINKING WATER POSES AN UNACCEPTABLE RISK.

NEXT STEPS • July 3, 2020: the public

comment period closes.

• September 2020: EPA expects to issue a cleanup decision in a Record of Decision.

• Winter 2020/2021: EPA begins scoping remedial design/ remedial action.

Participant Instructions for the Public Hearing

The Hearing will be recorded to become a part of the public record.

EPA will be accepting comments only. EPA will not respond to comments or questions during the Hearing.

If you would like to speak, type “I’d like to make an oral comment” in the Skype chat box to cue the Moderator.

The Moderator will read your name.

When you hear your name, unmute your line to speak.

Identify yourself and your address or your association (contractor, City Official, etc.) and then make your oral comment.

We will open up the phone line for oral comments once comments on Skype have been received. Please follow the same process for identifying yourself.

EPA WILL NOT be responding to comments taken during the Hearing but will provide responses in the Record of Decision.
