• Chief Wilson, Cathedral City FD, reported that 10,000 were expected to attend upcoming event at new amphitheater.

• Chair Betts noted that Chief Henson, Desert Hot Springs PD, was unable to attend due to a shooting.

• Captain Reynolds, Thermal Sheriff Station, reported on preparation for 12/8/19 Ironman.

• Chief Washburn, Indio PD, reported that grant funding for regional firearms processing program was not awarded, and on funding awarded for radio system upgrades.

• Captain Belli, Palm Desert Sheriff Station, introduced himself and staff.

• Mike Kovaleff, Palm Springs PD, gave an update on preparation for holiday season, results of the election, and moving City Council meetings to Thursday starting in January.

• Robert Fish, CALFIRE, reported that fire season was extended to 12/22/19 and peak staffing maintained; Martinez Fire 98% contained, with new sprinklers and site security added, and progress made by the mulch/illegal dumping task force. Supervisor Perez added that there are 33 sites involved and long term strategy in progress.

• Captain Stefanoff, California Highway Patrol, reported on an increase in traffic collisions and a grant-funded DUI task force.

• Agent Kim, US Customs & Border Patrol, reported a decrease in migrant traffic and arrests and thanked the Committee for its help.

• Agent Moreno, US Customers & Border Patrol Indio, introduced himself.

• Lori Nelson, Riverside County Probation, reported that Christine Castro will be the new lead for the desert region.

B. Responding to the Unexpected: Lessons from Crisis Management – Mayor Steve

Manos, City of Lake Elsinore, gave a presentation on community response to a series of crisis situations from the perspective of local government, including resident outreach and communications strategies.

C. The CV100: Coordinated Approach to Addressing Unsheltered Homelessness in

Coachella Valley – Tom Cox reported on efforts to strengthen coordination between public

safety officers and homeless service providers, both on the ground and through ongoing

communication.

Councilmember Jonathan provided additional context in relationship to the CV Housing

First program. Supervisor Perez reported on related discussion held at by Riverside County

executive staff and noted that Coachella Valley’s model is leading the way in Riverside

County.

Staff Report Subject: Pandemic Response and Preparedness

Contact: Greg Rodriguez, Government Relations and Public Policy Advisor Riverside County

Recommendation: Information only Background: In January, Wuhan, China was identified as ground zero for an outbreak of a virus known as the 2019 Novel Coronavirus. This is a new strain not previously identified in humans that the World Health Organization has declared to be a Global Health Emergency. On the evening of January 28, Riverside County was notified that US residents travelling from Wuhan were being transported to March Air Reserve Base. Riverside County’s public health department and Emergency Operations Center quickly mobilized by sending staff and resources to assist teams from the Centers for Disease Control at the Base on January 29. Staff from Riverside University Health System and the Governor’s Office of Emergency Services are also on scene. The passengers were screened prior to leaving China and again when they reached Anchorage, Alaska. When they arrived in Riverside, the passengers were screened again prior to beginning a mandatory 14-day quarantine. Monitoring during this period includes daily symptom and temperature checks by CDC and Public Health staff. A mobile health clinic has been set up to help passengers with routine chronic conditions. To-date, there have been no confirmed cases of the 2019 Novel Coronavirus in Riverside County. Staff from Riverside County Public Health will continue coordination efforts as the passengers travel on to their ultimate destination. Staff Report Subject: The CV100: Coordinated Approach to Addressing Unsheltered

Homelessness In Coachella Valley

Contact: Tom Cox ([email protected]) Recommendation: Information Only. Background: The core components of CV Housing First in 2020 include (1) strengthened teamwork between service providers, public safety, and probation officers; (2) co-located service delivery at easy-to-Homeless Access Center(s), starting with Palm Springs; and (3) doubling the number of crisis stabilization/bridge housing units from 12 to 24.

Since January 13 the strengthened teamwork between service providers, public safety, and probation officers has been the goal with the CV100 initiative. The intent of CV100 is to actively help the top utilizers of public safety officers time by connecting those individuals to needed housing, medical, mental health, and substance abuse services. The following is currently being coordinated and collaborated:

1. Coachella Valley 100 “By Name List” police, sheriffs, and probation departments that provide coverage to Coachella Valley cities have provided a total of 100 individuals with whom they most frequently come into contact. This CV100 By Name List will be used to prioritize help and keep track of progress.

2. Coordinated Street Outreach. Trained outreach workers will join officers in the field and attempt to engage unsheltered individuals in services beyond temporary shelter. Monthly scheduled outreach in Coachella Valley cities that will connect individuals to needed services on the streets and Homeless Access Centers. These times are currently being scheduled with officers.

3. Ongoing Communication. Service providers, public safety officers, and probation officers will meet and communicate regularly to discuss progress, outcomes, and trends.

a. The first weekly CV100 email updating utilizers information, locations, and linkages to services went out Friday, February 7.

b. The first monthly CV100 meeting for public safety and providers is scheduled Thursday, February 27 at 1pm at the Palm Springs Homeless Access Center to prioritize, problem solve, and collaborate CV100 outreach efforts.

Fiscal Impact: None. CV100 will leverage existing resources.
