+6. FY 2012 BUDGET AMENDMENT: SENATE BILL 618 EVALUATION (Cynthia Burke)

APPROVE

Since 2006, SANDAG has served as the evaluator for a local prisoner reentry program, Senate Bill 618 (2005) (SB 618), developed in order to close the revolving door to prison by providing tangible reentry support services. Due to fiscal constraints at the State level, funding for the program and evaluation in the current fiscal year was reduced after the FY 2012 SANDAG Overall Work Program (OWP) was approved. Accordingly, the evaluation scope of work was scaled back, staff who worked on the project have been assigned to new projects with other revenue sources, and the final report will be completed prior to June 30, 2012. The Public Safety Committee is asked to approve an amendment to the FY 2012 OWP to reduce funding for the SB 618 evaluation (2345200) from $220,573 to $109,176.

7. MID-YEAR CRIME STATISTICS FOR THE SAN DIEGO REGION (Cynthia Burke)

INFORMATION

On a semi-annual basis, SANDAG releases regional crime statistics that are compiled in cooperation with our regional local law enforcement. An overview of these updated crime statistics will be shared.

8. ARJIS ENTERPRISE SYSTEM OVERVIEW (Pam Scanlon) INFORMATION

ARJIS is in the final stages of implementing Enterprise ARJIS, the new system replacing the legacy mainframe application. Enterprise ARJIS consists of a suite of new applications and data available to the 82 ARJIS member agencies and 7,000 officers, investigators, and support personnel who use ARJIS daily. Staff will provide a high level overview of the various features and capabilities of the new system.

Executive Director Pamela Scanlon (ARJIS) and Mr. Milan Mueller (The Omega Group) gave a demonstration of the Regional eWATCH system and the new ARJIS Mapping Dashboard.

Recommendation

The Public Safety Committee is asked to approve an amendment to the FY 2012 Overall Work Program outlined in Attachment 1, including a reduction to FY 2012 funding for the Senate Bill 618 evaluation (2345200) from $220,573 to $109,176.

Discussion To accommodate the decreased funding, SANDAG staff worked closely with program partners to distinguish key research components that needed to remain in place from those that enhanced the evaluation but which could be scaled back or eliminated. As a result, a final evaluation report will be produced by the end of this fiscal year and the remaining resources will be dedicated to completing the evaluation. Reductions in budget/staff hours in this project are offset primarily with a new revenue grant for the new project 23514: Needs Assessment for San Diego County Probation Department. This new project was approved under the delegated authority of the Executive Director and will be reported as a Delegated Action item to the Board of Directors in accordance with SANDAG Board Policy No. 017, Section 4.17: Delegation of Authority. OBJECTIVE This Criminal Justice evaluation project is one of a series of applied research activities approved under the group title Adult Criminal Justice Projects as a Group Program #23450.00. Projects in this category are funded with dedicated grants from the sponsoring agency.

PREVIOUS ACCOMPLISHMENTS

SANDAG has partnered with San Diego County on the evaluation of a number of evaluations to determined effective strategies for reducing criminal activity and recidivism. SANDAG has been the evaluator for this multi-year effort for four years, documenting program implementation and tracking outcomes.

The state and county are advising that this will be the final year of funding for the evaluation of this program.

Amendment Explanation: Funding for the SB 618 program has been further reduced for FY 2012. As a result, a final evaluation report will be completed this fiscal year, and with the end of the evaluation, funding is being reduced by about half (to $109,176 from $220,573 for the annual grant). Prior year’s budget has been adjusted to reflect actual expenditures through 6/30/2011.

LPR Works!

Today I was looking for a 288PC suspect. We had a known plate for his car and home address, but we didn’t know where he was in the middle of the day. So we used the SRFERS LPR search, and found multiple recent LPR hits y , pof his plate parked in front of his place of business in National City.

We went directly there, and found his car in the same spot as the multiple LPR hits. We recognized the car due to the color picture from SRFERS. We made contact with the suspect’s employer, and he was arrested without incident.

Needless to say, this child molester was quickly arrested, and the LPR data and SRFERS was directly responsible for the speedy resolution of this case!and SRFERS was directly responsible for the speedy resolution of this case!
