Introduction

SkillsIQ is a not-for-profit Skills Service Organisation (SSO) supporting industry in

developing standards to equip the people-facing workforce with the right skills for jobs now

and into the future. SkillsIQ is funded by the Department of Education, Skills and

Employment to support the Industry Reference Committees (IRCs) responsible for the

development and maintenance of Training Packages in the following sectors:

• Community Services

• Health

• Local Government

• Public Sector

• Floristry

• Hairdressing and Beauty Services

• Funeral Services

• Retail Services

• Sport, Fitness and Recreation

• Tourism, Travel and Hospitality.

IRCs drive the process of Training Package development and are made up of people with

experience, skills and knowledge of their particular industry sectors. IRCs are responsible for

the provision of strategic input and advice that represent the needs of their workforce, and

for ensuring Training Package Products reflect those needs.

Project Background

SkillsIQ, under the direction of the Public Sector Industry Reference Committee, is

undertaking a detailed update of Training Package Products in the PSP Public Sector

Training Package. The project is divided into two separate, yet related, components:

• Governance

• Trade Measurement.

The following Qualifications and associated Units of Competency and Skill Sets are included

in this Training Package update:

• PSP20116 Certificate II in Government

• PSP30116 Certificate III in Government

• PSP40116 Certificate IV in Government

• PSP50116 Diploma of Government

• PSP60116 Advanced Diploma of Government (Workplace

Inspection/Investigations/Fraud Control)

• PSP40516 Certificate IV in Trade Measurement

• PSP50516 Diploma of Trade Measurement.

The Training Package update has included consideration of the structure of the various

components and their alignment to contemporary job roles in the Public Sector, and this is

reflected in part by the patterns of usage of both the Units and Qualifications.

Technical Advisory Committees (TACs)

The Training Package update has been informed by research and input from the various

Technical Advisory Committees (TACs), as well as interviews with specialised groups within

the sector. The following TACs were established to provide guidance on the required content

throughout the project:

• Security – covering the following specialisations:

o Border Protection (Certificates III and IV)

o Protective Security (Certificate III)

o Court Services (Certificate III)

• Human Resources – covering the following specialisations:

o Personnel Vetting (Certificate III)

o HR Management (Certificate IV)

o Injury Claims Administration (Certificate IV)

o Injury Rehabilitation Management (Certificate IV)

o Injury Management (Diploma)

• Administration – covering the following specialisations:

o Land Administration (Certificate IV)

o Revenue Administration (Certificate IV)

o Service Delivery (Certificate IV)

o Policy Development (Diploma)

• Inspection – covering the following specialisations:

o Workplace Inspection (Diploma and Advanced Diploma)

o Investigations (Advanced Diploma)

o Fraud Control (Advanced Diploma)

• Government Regulation - covering the following specialisations:

o Regulation (Certificate IV)

Each TAC provided advice in relation to the Draft 1 Training Package Products, and the

Human Resources, Inspection and Government Regulation TACs have continued to meet

and provide advice to inform the Draft 2 versions which are now available for public

validation and coordinated communication via sector networks.

Changes Incorporated into Draft 2

Qualifications

Overview

Qualifications are made up of Units of Competency and include Packaging Rules which

define the combinations of core and elective Units.

• Core Units are compulsory Units that provide skills that are consistently critical to

performing the job role

• Elective Units can be chosen to accommodate specific workplace needs.

Changes incorporated in the Draft 2 Qualifications are summarised as follows and detailed in

a mapping table in Appendix 1 of this document:

• Qualification specialisations have been reviewed

• Specialisations have been removed in the PSP30116 Certificate III in Government

• Specialisations have been removed in the PSP40116 Certificate IV in Government and

the PSP50116 Diploma of Government

• Packaging Rules have been updated in the Certificate IV in Government

• An additional specialisation, Government Regulation, has been proposed within the

Certificate IV in Government

• The PSP60116 Title has been changed from Advanced Diploma of Government

(Workplace Inspection/Investigations/Fraud Control) to simply Advanced Diploma of

Government

• All the options in the existing Title of that PSP60116(i.e. Workplace Inspection,

Investigations and Fraud Control) are specialisation choices within the updated

qualification

• A clarifying statement has been inserted into all the Qualifications to make it explicit

that any imported elective Units must be relevant to valid, industry-supported vocational

outcomes

• Imported Unit Codes have been updated to the latest versions.

Units of Competency

Changes incorporated in the Draft 2 Units of Competency are summarised as follows:

• Unit Codes have not been changed, they will be changed in the final draft

• Foundation Skills statements have been added to the Units

• The wording of the Units’ components has been further reviewed for clarity

• Performance Evidence and Knowledge Evidence have been reviewed

• Assessment Conditions have been updated

• Consideration has been given to the Units identified for deletion and, where applicable,

a rationale for retention of other Units has been given

• The mapping table in Appendix 2 at the end of this document provides summary details

of changes to each Unit, including their equivalent or non-equivalent status.

Validation Activities and Timelines

Draft 2 Training Package Products are available for national validation from Wednesday, 25

August 2021 – Wednesday, 08 September 2021.

During this period feedback will be sought on the following Qualifications and associated Units

of Competency and Skill Sets:

December 2021 Meeting.

Draft 2 Validation – Questions for Consideration

The following questions have been developed to guide Draft 2 validation feedback.

Qualifications

1. Are the core Units of Competency appropriate for the Qualifications? Do they reflect

the skills and knowledge required of all public sector staff at each level?

2. Are there Units of Competency that could be removed from the elective groups within

the Qualifications?

3. Are the Packaging Rules flexible enough to accommodate the skills needs of all

Departments/jurisdictions? Packaging Rules for the Qualifications should allow users

to select the most relevant elective Units to actual existing job roles, rather than

appearing as long ‘shopping lists’.

4. Are the proposed imported Units in Draft 2 appropriate to the Public Sector

Qualifications?

N.B.: Units from other Training Packages, for example BSB Business Units and FNS

Financial Services Units, have been substituted in Draft 2 Qualifications for PSP

Units with low enrolments. Additionally, Draft 2 Qualifications have been updated to

include the most current versions of the imported Units.

Skill Sets

1. Do the existing Skill Sets meet the current skills and knowledge required of job roles

or functions?

2. Are there existing Skill Sets that are no longer applicable and can be removed?

3. Are there any additional Skill Sets required to meet current workforce skills? If so,

please nominate the Units that should be included.

Units of Competency

The Unit Codes will be updated prior to submission to the AISC. Existing Codes have been

retained and are reflected in the mapping table to enable changes and proposed removals to

be shown in sequence versus the existing Training Package Products.

Titles and Application Statements

1. Do the Titles reflect the skills being described?

2. Are there Titles that could be altered to address the tasks more accurately?

3. Does the Application Statement accurately describe the skills?

Performance Evidence

1. Does the required Performance Evidence prove that a person is competent?

2. Is the suggested volume (sufficiency) of evidence appropriate?

3. Are the Statements clear?

4. Would assessors understand exactly what is required?

Knowledge Evidence

1. Is the Knowledge Evidence specific enough?

2. Are the breadth and depth of knowledge satisfactory?

3. Is the Knowledge Evidence described in such a way that assessors will understand the

scope?

Assessment Conditions

1. Are the nominated environments appropriate?

2. Are the statements regarding the Assessment Conditions clear?

3. Would assessors understand what they must provide?

Coding

Qualification codes have been updated.

Skill set and unit codes will be updated prior to submission. The existing unit codes have been retained to show sequencing in removals, deletion and retention.

Consideration is being given to recoding the GEN units in clusters which would also result in a change in sequencing. The following GEN clusters are being considered and may also assist stakeholders in identifying GEN units of interest during validation.
