The Great Recession had a profound impact on state and local government funding, resources and services. The continuing economic situation creates problems for states when citizen demands for services continue or grow. The Pew Charitable Trusts’ Fiscal 50: State Trends and Analysis, states that more than five years after the Great Recession officially ended in June 2009, states’ financial conditions continue to improve. Big Picture IssuesThe 2014 elections defined a changing landscape for many states and local governments as thirty-six Governors were up for election or re-election. With such changes, opportunity for potential changes to the CIO scene increases, as does the shif t in IT priorities and projects. According to a Republic survey of government leaders, nearly 40% don’t believe they are able to recruit people with the right skills. Not only will CIO’s need to address those skill gaps, but it may result in a greater reliance on managed services. Growth Forecast for State and Local Government MarketsAccording to Deltek’s State and Local IT Market Forecast for 2014-2019, state and local demand for vendor-furnished IT systems and services will grow from $62.4 billion in 2014 to $71.0 billion in 2019 which is a compound annual growth rate (CAGR) of 3.3% or $8.6 billion dollars in new spending to the market.

Throughout Deltek’s forecast period, major technology drivers include cloud services, data analytics, mobility, interoperable communications, enterprise, and resource planning solutions; all which will be woven throughout short term and long term strategies for state and local agencies.

Like the K-12 and postsecondary markets, Gartner’s research suggests we are seeing growth in the areas of cost reduction, strategies for creating new revenue streams, protecting national secrets and more. For example, to increase ancillary revenue, many local governments are looking at solutions such as increasing e-ticketing, which involves tablets, mobile printers and more.

The Internet of Things (IoT) and the Public SectorThe latest buzz word in the land of technology is “The Internet of Things”. What exactly is meant by that term and how does it play in the Public Sector? In general terms, IoT is a series of devices connected to one another via the Internet. These devices can talk to you, too, via the information you enter or sensors that you wear and operate. Most of it is automated, meaning these interactions can happen without you even having to do anything. It’s about connecting people, processes and data.

Overview

Research conducted by Gartner Inc, suggests connected “things” will reach 25 billion by 2020. The Internet of Things (IoT) has become a powerful force for business transformation, the firm says, and its disruptive impact will be felt across all industries and all areas of society. When Gartner took a look at the industries using IoT, for 2015, the leaders will be manufacturers, utilities and transportation. But by 2020, Gartner says the top three verticals using IoT will be utilities, manufacturing and government.

Supporting research conducted by GovLoop tells us that overall, IoT has so far been more of a consumer-driven field. Adoption of IoT in government has been relatively limited, due in part to issues such as how dif ficult it is to build the infrastructure for the technology in this fiscal climate and a general limited understanding of the potential applications and technology. Although IoT has not yet overtaken the public sector, it is safe to say that it will. Nationwide, departments and agencies are innovating and establishing IoT test programs. For example, Public Safety is an area where the transformation has already been recognized. Things like video surveillance systems, and connected lighting provide positive safety measures. The Internet of Things will have an impact on every vertical within public sector; education, defense, government and healthcare to name a few.

Promark Technology is a wholly owned subsidiary of Ingram Micro and holds a GSA Schedule 70 contract.

Authorized partners have the ability to use the GSA’s Cooperative Purchasing Program and the Promark Technology GSA Schedule to market and sell products and solutions into federal government organizations that are exclusive to Promark and not available through the Letter of Supply program. Access to a GSA Schedule can help reduce the level of competition in government opportunities to only those contractors also holding GSA Schedule contracts. It also helps close opportunities faster, since the pricing and terms and conditions have been pre-negotiated. Through the use of GSA’s Cooperative Purchasing Program, authorized partners can also sell into eligible state and local government agencies that benefit from pre-vetted vendors on a variety of IT products and services.

purchase orders are accepted in the reseller name, referencing the Promark contract number.

Solution Providers Turn to Ingram Micro for Letters of SupplyAt Ingram Micro, we understand the challenges you face selling to government agencies. To sell your products through the GSA, you must first be awarded a contract under the appropriate schedule. GSA contract awards are based on full and open competition. After the award, you will receive your GSA contract number for government ordering agencies to use when ordering products from you.

GSA requires all resellers who do not manufacture the products they sell to obtain a Letter of Supply (LOS) from the manufacturer guaranteeing a source of supply for the entire contract period, usually five years. Resellers must also obtain commercial data from the manufacturer to support the prices being offered. Ingram Micro can offer you the support you need to secure the Letters of Supply as well as product and pricing documentation to satisfy these requirements.

Ingram Micro GSA Pass-Through ProgramIngram Micro offers support to resellers by working with our manufacturer partners to secure LOSs, certif ications and GSA pricing for a wide variety of IT products. We pass this information to our reseller partners for submission to and approval by GSA. To help resellers maintain their GSA Schedule, Ingram Micro provides regular notif ications of product additions, deletions and price changes as reported by the manufacturer. The GSA pricing notif ications include all key data requirements on listed products, including country of origin, warranty length, special item numbers (SINs) as well as Energy Star and Section 508 information.

Ingram Micro currently has more than 60 manufacturers participating in our GSA Pass Through program.Of the 60 plus manufacturers participating, half of them are "select" and half are "open". For "select" manufacturers, Ingram Micro must request authorization from the manufacturer before issuing an LOS. Many manufacturers require interested resellers to contact them directly to discuss the requirements for being authorized; Ingram Micro will assist in coordinating with the appropriate manufacturer contact when necessary.

If you have not had your contract awarded, we suggest you begin with open manufacturers because many of the select manufacturers require that your contract be awarded prior to considering your company for an LOS.
