1. OBJECT

This fascicle describes the publications by the GSAC and, for those publications which are with charge, the terms of purchase and subscription.

2. APPLICABILITY

This fascicle refers to all the publications by the GSAC, the technical as well as the administrative ones, that is to say:

- the fascicles, - the airworthiness directives, - the type certificate data sheets for aircraft, engines and propellers, - the DGAC recommendation bulletins, - the GSAC information bulletins, - the incident briefs and accident briefs issued by the DGAC.

3. REFERENCES

Business purpose of the GSAC.

The hereby fascicle has been approved by the DGAC by letter No 139 dated February 3, 2004. 4. DEFINITIONS

The hereby fascicle does not require any special definition. 5. FASCICLES

5.1. General

All the fascicles issued by the GSAC make up the documentation of the GSAC with multiple objectives: - Issue of regulatory and legislative texts related to the scope of activities of the GSAC, Note: The texts put in the fascicles should not be set against the texts officially dispatched.

- Issue, if need be, of acceptable means of compliance of official texts, - Issue of technical and regulatory pieces of information related to the certification, the

production, the use and the maintenance of aeronautical products,

Note: These pieces of information should not be set against approved technical directives or regarded as such, of designers, makers, manufacturers and users and that should be referred to whenever they exist.

- Issue of indications related to administrative and financial matters and procedures, - Issue of indexes.

Ce fascicule décrit les publications du GSAC et les conditions d’achat et d’abonnement de celles qui sont payantes.

2. DOMAINE D’APPLICATION

Ce fascicule concerne l’ensemble des publications du GSAC, qu’elles soient à caractère technique ou administratif, à savoir :

- les fascicules, - les consignes de navigabilité, - les fiches de navigabilité aéronefs et de caractéristiques moteurs et hélices, - les bulletins de recommandation DGAC, - les bulletins d'information GSAC, - les « incident briefs » et accident briefs » émis par la DGAC.

Le présent fascicule a reçu l’accord de la DGAC par lettre n° 139 du 3 février 2004.

4. DEFINITIONS

Le présent fascicule ne nécessite aucune définition particulière. 5. FASCICULES

5.1. Généralités

L'ensemble des fascicules publiés par le GSAC constitue la documentation du GSAC dont l’objectif est multiple : - Diffusion de textes législatifs et réglementaires liés au domaine de compétence du

Groupement, Nota : Les textes diffusés dans les fascicules ne sauraient être opposée aux textes

diffusés par la voie officielle.

- Diffusion, le cas échéant, de moyens acceptables de conformité aux textes officiels, - Diffusion d’éléments techniques et réglementaires relatifs à la certification, à la

production, à l’utilisation et à l’entretien des matériels aéronautiques,

Nota : Ces informations ne sauraient être opposées aux directives techniques approuvées, ou considérées comme telles, des concepteurs, constructeurs, fabricants et utilisateurs auxquelles il convient de se référer chaque fois qu’elles existent.

- Diffusion d’indications relatives aux questions et procédures administratives et

financières, - Diffusion de répertoires.

The fascicles including explanations, interpretations and applicable means of compliance and solutions of cases (especially P- and RP- fascicles, except the indexes - refer to chapter 5.2.), receive the approval of the DGAC before being issued. This approval remains acquired as long as these fascicles undergo no fundamental change.

5.2. Presentation of the documentation

The outline of the documentation and the table of the fascicles give the structure of the documentation. It appears there that the fascicles are gathered by sections within parts.

Note: The attention of the reader is drawn to the addition of section 05 which will be used for procedures shared by the various GSAC’s activity sectors and the change of the subject of the part 5. This part, completely empty until now, will be used to receive the texts and procedures in relation with technical operation of aircraft in the framework of european rules (the part 4 being kept for activities which will go on in the pre-EASA framework)

The outline mentions the parts and sections that are not included in the "light aviation" documentation. This outline is the subject of here attached appendix 1

The table of contents mentions in the column "Dep. Red." the department of the GSAC responsible for the drafting of each fascicle (D = General Management, A = administrative and financial department, E = maintenance department, P = production department, T = technical department, Q = quality department). The fascicles belong to different categories, identified by letters as follows: R- Fascicles:

These fascicles are made up of regulatory texts such as French Decrees, Orders, circulars of enforcement and european texts. P- Fascicles:

These fascicles include the interpretative and explanatory material and acceptable means of compliance and solutions of cases. It is also the name of the fascicles giving information not directly related to existing regulations such as the index fascicles. RP- Fascicles: When the regulatory text does not materially justify the existence of an R-fascicle, it is incorporated into the P- fascicle that is then called "RP-". RULE: The regulatory texts, whatever they may be, are only found in one place in the

documentation, either in an R- fascicle or in an RP- fascicle. Therefore, the P- fascicles coming after, if need be, send back to the fascicles including the regulatory texts.

5.3. Presentation of the fascicles

Each fascicle includes:

- a front page giving : - the title of the fascicle - its reference, made up of its category and its number - its issue with its date - its revision with its date

- a list of the current pages

- a table of contents

and follows a pre-established plan.

Les fascicules comportant des explications, des interprétations et des moyens applicables de conformité et de traitement de cas (en particulier les fascicules P- et RP-, hors répertoires - cf chapitre 5.2.), reçoivent l'accord de la DGAC avant diffusion. Cet accord demeure acquis tant que les évolutions de ces mêmes fascicules ne revêtent pas de caractère fondamental.

5.2. Présentation de la documentation

Le plan de la documentation et le sommaire des fascicules donnent la composition de la documentation. Il y apparaît que les fascicules sont regroupés par sections à l'intérieur de parties.

Nota : L’attention du lecteur est attirée sur l’ajout de la section 05, destinée à accueillir les procédures communes aux divers secteurs d’activité du GSAC et sur le changement de destination de la partie 5. Cette partie, vide de tout fascicule jusqu’à maintenant, est destinée à accueillir les textes et les procédures liès à l’exploitation technique des aéronefs dans le cadre des règlements européens (la partie 4 étant conservée pour les activités destinées à se poursuivre dans le cadre pré-AESA).

Le plan mentionne les parties et sections non incluses dans la documentation « aviation légère ». Ce plan fait l’objet de l’annexe 1 ci-jointe.

Le sommaire indique dans la colonne « Dép. Réd. » le département du GSAC responsable de la rédaction de chaque fascicule (D = Direction générale, A = département administratif et financier, E = département entretien, P = département production, T = département technique, Q = département qualité).

Les fascicules appartiennent à diverses catégories, identifiées par des lettres, qui sont les suivantes :

Fascicules R- :

Ces fascicules sont constitués de textes réglementaires tels que Décrets, Arrêtés, circulaires d’application français et textes européens.

Fascicules P- :

Ces fascicules comportent des éléments explicatifs des interprétations et des moyens acceptables de conformité et de traitements de cas. C’est également l’appellation des fascicules véhiculant des informations sans lien direct avec la réglementation existante comme, par exemple, les fascicules répertoires.

Fascicules RP- :

Lorsque le texte réglementaire ne justifie pas matériellement l’existence d’un fascicule R-, il est intégré au fascicule P- qui est alors dénommé « RP- ».

REGLE : Les textes réglementaires, quels qu’ils soient, ne figurent qu’en un seul endroit dans la documentation, soit dans un fascicule R-, soit dans un fascicule RP-. Par conséquent, les fascicules P- venant en aval renvoient, le cas échéant, aux fascicules comportant les textes réglementaires.

5.3. Présentation des fascicules

Chaque fascicule comporte : - une page de garde indiquant : - le titre du fascicule - sa référence, composée de l’identifiant de sa catégorie et de son numéro - son édition, la date de celle-ci - sa révision, la date de celle-ci

- une liste des pages en vigueur

- un sommaire

et respecte un plan pré-établi.

Each revision or reissue is the object, on a special page, of comments on the introduced evolutions. Note: During a revision or a reissue, the title and/or the category of a fascicle can change whilst

keeping the same number. The cancellation of a fascicle appears through the issue of a revision including only a front page showing that the fascicle is cancelled and giving, if need be, more information.

5.4. Updating

Each fascicle is updated, at least, when the evolution of the official texts to which it refers, require it. The indexes of the airworthiness directives as well as the type certificate data sheets are updated on date of December 31

st, of each year. The summaries sent enclosed with the biweekly sendings

stand for indexes for the current year. The indexes of approved organisations are updated at least once a year. Each sending of fascicle (original, revision, reissue), comes with a revision of the index that is yearly thoroughly issued. The revisions of the table of contents carry the indication of the evolutions through a code of letters in the margin in front of the fascicles involved. The code is as follows:

- NF = New Fascicle - RE = REvision - NE = New Edition - ER = ERratum

A check-list of the validity of the pages of the table of contents is to be found in each sending general recapitulative.

The sending general recapitulative includes a bloc meant to print the registration of the updating of the documentation. In order to fulfil its role as a receipt, it should therefore be kept and recorded.

In case of cancellation, the indication "FASCICULE ANNULE“ (“FASCICLE CANCELLED") is added in the table of contents, after the title of the fascicle. The fascicles cancelled are removed from the table of contents on its yearly reissue.

In case of correction a first page is issued with the mention “Correction” and the corrected page(s) is(are) issued with a letter in the margin in front of the corrected line(s).

5.5. Classification

Binders with dividers enabling the classification of the documentation are available on request.

5.6. Implementation of the GSAC documentation

Some of the fascicles are still made up of the old fascicles by the BUREAU VERITAS, amongst which most already bear the mark of the GSAC, to which were added front pages, enabling their integration into the GSAC documentary structure. The transformation of these fascicles is undertaken. It is made progressively. Some fascicles from the former Tome I including cross-references to other fascicles, a cross-reference grid, object of Appendix 2, allows to locate the former texts still found in the new documentation.

Chaque révision ou réédition fait l’objet, sur une page spéciale, de commentaires sur les évolutions introduites. Nota : Lors d’une révision ou d’une réédition, un fascicule peut changer de titre et/ou

de catégorie tout en conservant le même numéro. L’annulation d’un fascicule se traduit par l’édition d’une révision ne comportant que la page de garde indiquant que le fascicule est annulé et donnant, si nécessaire, d’autres informations.

5.4. Tenue à jour

Chaque fascicule est, au minimum, mis à jour lorsque les évolutions des textes officiels auxquels il se réfère le nécessitent. Les répertoires des consignes de navigabilité ainsi que des fiches de navigabilité et de caractéristiques sont mis à jour à la date du 31 décembre de chaque année. Les récapitulatifs joints aux envois effectués toutes les deux semaines tiennent lieu de répertoires pour l’année en cours. Les répertoires d’organismes agréés sont mis à jour au minimum une fois par an. Chaque envoi de fascicule (original, révision ou réédition), est accompagné d’une révision du sommaire qui est réédité entièrement annuellement. Les révisions du sommaire portent l’indication des évolutions à l’aide d’un code de lettres apparaissant dans la marge en face des fascicules concernés. Ce code est le suivant : - NF = Nouveau Fascicule - RE = REvision - NE = Nouvelle Edition - ER = ERratum Une liste de contrôle de la validité des pages du sommaire figure dans chaque récapitulatif général d'envoi. Le récapitulatif général d’envoi comporte un bloc destiné à recueillir l’enregistrement de la mise à jour de la documentation. Afin de remplir son rôle de justificatif, il est donc à conserver et à archiver. En cas d’annulation, l’indication « FASCICULE ANNULE » est ajoutée dans le sommaire, après le titre du fascicule. Les fascicules annulés sont enlevés du sommaire lors de la réédition annuelle de celui-ci. En cas de correction, une première page est émise avec la mention « Erratum » et la(es) page(s) corrigée(s) est(sont) émise(s) avec la lettre « c » en marge en face de(s) la() ligne(s) corrigée(s).

5.5. Classement

Des reliures munies d’intercalaires permettant un classement de la documentation sont disponibles sur commande.

5.6. Mise en place de la documentation du GSAC

Une partie des fascicules est encore constituée des anciens fascicules du BUREAU VERITAS, dont beaucoup portent déjà la marque du GSAC, auxquels ont été ajoutées des pages de gardes, ayant permis leur intégration dans la structure documentaire du GSAC.

La transformation de ces fascicules est entreprise. Elle se fait progressivement.

Certains fascicules repris de l'ancien Tome I comportant des renvois à d'autres fascicules, une grille de correspondance, objet de l'annexe 2, permet de situer les anciens textes encore présents dans la nouvelle documentation.

6. AIRWORTHINESS DIRECTIVES

The GSAC is responsible for the issue and distribution of the airworthiness directives defined by the

DGAC.

The relevant detailed procedures are the object of fascicle P-14-25 to which the reader is asked to

refer to.

7. TYPE CERTIFICATE DATA SHEETS

The GSAC ensures the setting and the distribution of the data sheets that are not of restricted issue

(refer on that matter to fascicle P-04-15 that gives, among other things, the index of all the French data

sheets).

This publication refers to :

- aircraft type certificate data sheets,

- engine type certificate data sheets,

- propeller type certificate data sheets.

The dissemination of these documents follows the same rule as the one used for airworthiness

directives, so it is possible to receive all the airworthiness directives or only a part of them, according

to the categories to which they belong. These categories are the following ones:

(B) - all airplanes with a maximum take-off weight exceeding 5700 kg

- engines and propeller specific to these aircraft.

(A) - all the other aircraft

- engines and propellers specific to these aircraft.

(AB) - series of airplanes whose models may have maximum take-off weights exceeding or

below 5700 kg

- engines and propellers applicable to the aircraft of category (A) and (B) as well as (AB).

8. DGAC RECOMMENDATION BULLETINS

The GSAC ensures the distribution of these documents that are emitted among other things by the

DGAC-SFACT/N to:

- strengthen the recommendation issued by a designer through a service bulletin not taken up by an

airworthiness directive (absence of an unsafe condition),

- inform the foreign authorities and enable them to make their decisions with full knowledge.

These documents can also be used as a support to take up recommendations from foreign authorities.

Printed on green paper, the DGAC recommendation bulletins are numbered according to the following

pattern:

BR 2000/01 (AB) where

BR identifies a recommendation bulletin

2000 identifies the year

01 identifies the number of the RB in the year

(AB) identifies the category of issue.

Although they do not include compulsory measures, these recommendation bulletins are issued under

the same conditions than the airworthiness directives. This includes the rules relating to dissemination

categories, revisions and cancellation.

6. CONSIGNES DE NAVIGABILITE

Le GSAC est responsable de l'émission et de la diffusion des consignes de navigabilité définies par la DGAC.

Les procédures détaillées correspondantes font l'objet du fascicule P-14-25 auquel le lecteur est invité à se reporter.

7. FICHES DE NAVIGABILITE ET DE CARACTERISTIQUES

Le GSAC assure l'établissement et la diffusion des fiches qui ne sont pas en diffusion restreinte (voir à ce sujet le fascicule P-04-15 qui donne, entre autres, le répertoire de toutes les fiches françaises).

Cette publication concerne : - les fiches de navigabilité d'aéronefs, - les fiches de caractéristiques de moteurs, - les fiches de caractéristiques d'hélices.

La diffusion de ces documents suit la même règle que celle des consignes de navigabilité, c’est-à-dire qu’il est possible de recevoir tout ou partie de ceux-ci, en fonction de la catégorie à laquelle ils appartiennent. Ces catégories qui sont les suivantes :

(B) - tous avions de masse maximale au décollage supérieure à 5 700 kg - moteurs et hélices spécifiques à ces avions. (A) - tous les autres aéronefs - moteurs et hélices spécifiques à ces aéronefs. (AB) - séries d’avions dont les modèles peuvent avoir des masses maximales au

décollage inférieures ou supérieures à 5 700 kg - moteurs et hélices applicables aux aéronefs de catégorie (A) et (B) ainsi que (AB).

8. BULLETINS DE RECOMMANDATION DGAC

Le GSAC assure la diffusion de ces documents qui sont émis, entre autres, par la DGAC-SFACT/N pour :

- renforcer la recommandation émise par un concepteur par le biais d'un bulletin service non repris par une consigne de navigabilité (absence de condition compromettant la sécurité),

- informer les autorités étrangères et leur permettre de prendre leur décision en toute connaissance de cause.

Ces documents peuvent également être utilisés comme support pour la reprise de recommandations provenant d’autorités étrangères.

Imprimés sur papier de couleur verte, les bulletins de recommandation DGAC portent une numérotation selon modèle suivant :

BR 2000/01 (AB) où BR identifie un bulletin de recommandation 2000 identifie l'année 01 identifie le numéro d'ordre du BR dans l'année (AB) identifie la catégorie de diffusion.

Bien que ne comportant pas de mesures impératives, ces bulletins de recommandation sont diffusés dans les mêmes conditions que les consignes de navigabilité. Ceci inclut les règles liées aux catégories de diffusion, aux révisions et aux annulations.

9. GSAC INFORMATION BULLETINS

This support is used by the GSAC to issue different types of information from the GSAC, DGAC or

others.

These bulletins printed on white paper, are numbered according to the following pattern:

BI 2000/01 where

BI identifies an information bulletin

2000 identifies the year

01 identifies the number of the IB in the year.

The information bulletins are issued to all the subscribers whatever subscription they have. They may

be revised or cancelled.

10. INCIDENT BRIEFS AND ACCIDENT BRIEFS

Following a major incident or an accident which involves a product of French design, the DGAC is

likely to issue information to the attention of foreign airworthiness authorities by the means of incident

briefs or accident briefs.

It is generally up to the GSAC to dispatch this information by fax.

11. FORM OF THE PUBLICATIONS

11.1. Hard copy publications

All the publications by the GSAC are available printed on paper. The subscriptions to the different types of documents are independent from one another. For each type of document, several subscription offers are put forward. Any request on these formulae can be obtained at the BUREAU VERITAS (cf. § 12 hereafter). The subscribers of hard copy issues receive them by mail every two weeks. The documents passed on are appended with a numbered general recapitulative mentioning the making up of the sending. These arrangements allow to make sure that no sending is missing and that each sending actually has all the documents required.

11.2 Electronic publications

11.2.1 CD-ROM

All the publications by the GSAC are available on CD-ROM (name of the product: F-AST). There are two versions available, one "light aviation" version and a "full" version. Both include all the fascicles and GSAC information bulletins. Regarding the type certificate data sheets and the DGAC recommendation bulletins, the "light aviation" version is limited to the documents under the reference A and AB, whereas the "full" version includes all of them. Like the hard copy version, the CD-ROM has available an updating system of issue every two weeks of a new edition incorporating, to the whole existing documentary background, the documents having undergone an evolution (new document, revision, cancellation, correction). All the evolutions appear in red and can be looked up through the heading ""What's New" of the CD-ROM.

9. BULLETINS D'INFORMATION GSAC

Ce support est utilisé par le GSAC pour diffuser diverses sortes d'informations d'origine GSAC, DGAC ou autres.

Ces bulletins, imprimés sur papier de couleur blanche, portent une numérotation selon modèle suivant :

BI 2000/01 où BI identifie un bulletin d'information 2000 identifie l'année 01 identifie le numéro d'ordre du BI dans l'année.

Les bulletins d'information sont diffusés à tous les abonnés quelque soit le type de leur abonnement. Ils sont susceptibles d’être révisés ou annulés.

10. « INCIDENT BRIEFS » ET « ACCIDENT BRIEFS »

A la suite d’un incident grave ou d’un accident impliquant un matériel de conception française, la DGAC peut être amenée à diffuser des informations sous forme d’ « incident briefs » ou d’ « accident briefs » à l’attention des autorités aéronautiques étrangères.

Il revient généralement au GSAC d’assurer la diffusion de ces informations par fax.

11. FORME DES PUBLICATIONS

11.1. Publications sous forme papier

L’ensemble des publications du GSAC est disponible sous forme papier. Les abonnements aux différents types de documents sont indépendants les uns des autres. Pour chaque type de document, plusieurs formules d’abonnements sont proposées. Toute précision sur ces formules peut être obtenue auprès de BUREAU VERITAS (cf. § 12 ci-après). Les abonnés aux publications papier reçoivent celles-ci aux moyens d’envois postaux effectués toutes les deux semaines. Les documents transmis sont accompagnés d’un récapitulatif général numéroté qui mentionne la composition de l'envoi. Ces dispositions permettent de vérifier qu’aucun envoi ne manque et que chaque envoi comporte bien tous les documents prévus.

11.2. Publications électroniques

11.2.1 CD-ROM

L'ensemble des publications du GSAC est disponible sur CD-ROM (nom du produit : F-AST).

Deux versions existent, une version "aviation légère" et une version "complète". Les deux comprennent l'ensemble des fascicules et des bulletins d'information GSAC. Pour les consignes de navigabilité, les fiches de navigabilité et de caractéristiques et les bulletins de recommandation DGAC, la version "aviation légère" se limite aux documents référencés A et AB, tandis que la version "complète" les contient tous.

Comme pour la version papier des publications, le CD-ROM offre un système de mise à jour par diffusion toutes les 2 semaines d'une nouvelle édition intégrant, à l'ensemble du fond documentaire existant, les documents ayant fait l'objet d'une évolution (nouveau document, révision, annulation, correction). Toutes les évolutions apparaissent en rouge et peuvent être consultées au moyen de la rubrique « Nouveautés » du CD-ROM.

A consultation software enables to sort out, to print, to search by criteria (airworthiness directives, type certificate data sheets) or by word (fascicles). Note: The CD-ROM also includes some GSAC forms. Any precision on this production can be obtained from the BUREAU VERITAS (cf. § 12 hereafter). 11.2.2 The Internet The GSAC website (www.gsac.fr) includes various information concerning the GSAC and the news relating to it. It includes also information about its publications and gives an access to various documents as forms and airworthiness directives which can be downloaded. At last it offers some links with other sites in the aeronautical field. In what concern airworthiness directives, the site includes the list of all the current ones as well as all the texts of the most recent ones (see the note below). Its updating is carried out every two weeks at the same rhythm than the hardcopy and CD-ROM versions. The site also contains emergency airworthiness directives that are incorporated at the time of their issue by fax. Note: At present, as far as airworthiness directives are concerned, the site cannot be considered

as an official means to determine and to know in detail the directives applicable to a given aircraft.

12. PURCHASE- SUBSCRIPTION

The information related to the publications themselves and to the purchase and subscription renewal

conditions for the publications by the GSAC in hard copy and CD-ROM, as well as the characteristics

Un logiciel de consultation permet d'effectuer des tris, des impressions, des recherches par critères (consignes de navigabilité, fiches de navigabilité et de caractéristiques) ou par mot (fascicules). Nota : Le CD-ROM comporte également certains formulaires du GSAC. Toute précision sur ce produit peut être obtenu auprès de BUREAU VERITAS (cf. § 12 ci-après). 11.2.2 Internet Le site Internet du GSAC (www.gsac.fr) contient diverses informations sur le GSAC et sur les actualités le concernant. Il comporte également des renseignements sur ses publications et permet un accès à divers documents, dont les formulaires et les consignes de navigabilité qu’il est possible de télécharger. Il offre, enfin, des liens avec d’autres sites à caractère aéronautique. Pour ce qui concerne les consignes de navigabilité, le site contient la liste de toutes celles qui sont en vigueur ainsi que les textes des plus récentes (voir nota ci-dessous). Sa mise à jour est effectuée toutes les 2 semaines au rythme des diffusions des versions papier et CD-ROM. Le site contient également les consignes de navigabilité urgentes qui sont introduites au moment de leur diffusion par fax. Nota : Pour le moment, en ce qui concerne les consignes de navigabilité, le site ne

doit pas être considéré comme un moyen officiel de déterminer et de connaître en détail, les consignes applicables à un aéronef donné.
