The European citizens’ initiative enables 1 million EU citizens from at least seven EU countries to call on the European Commission to propose legislation on matters where the EU has competence to legislate. It is a right that is enshrined in the EU treaties. The rules and procedures governing the citizens’ initiative are set out in an EU regulation adopted by the European Parliament and the Council of the European Union in February 2011.

Youth volunteering

European good practice projects

‘Youth in action’ is the European Union programme for all young people aged 15 to 28 (or in some cases 13 to 30). It enables more than 150 000 young people and youth workers every year to exercise non-formal learning mobility across the EU and in 140 countries beyond, by getting involved in educational activities outside schools.

It promotes, in particular, the inclusion of young people facing obstacles in their lives. To achieve its objectives, the programme funds a wide variety of activities through five actions. The activities include exchanges, initiatives, democracy projects and a voluntary service. It also supports youth workers and youth organisations through training and networking, and promotes European cooperation in the youth field.

This study examines the implementation of active inclusion policy at national level in 11 EU Member States. The Official Journal of the European Union is an essential publication containing EU legislation and is available in various formats: paper, DVD and online access.

It consists of two series: the L series, ‘Legislation’, and the C series, ‘Information and Notices’.

The L series contains legislation (directives, regulations, decisions and acts adopted pursuant to the EU Treaty). The C series includes information and preparatory acts published by the institutions (e.g. minutes and adopted texts of the European Parliament, common positions of the Council, a summary of Commission proposals, opinions of the European Economic and Social Committee and the Committee of the Regions, a summary of court cases and reports of the Court of Auditors). The C series also contains notices of open competitions, calls for proposals, etc.

The content of the site dates back to 1951 and amounts to some 2 300 000 documents. The database is updated daily and every year some 15 000 documents are added.

Consult the Official Journal of the European Union

The L (Legislation) and C (Information and Notices) series of the Official Journal of the European Union are loaded on to the EUR-Lex site early each working day. This allows the EUR-Lex user to follow the latest developments in EU law. The Official Journal has been available online in PDF format since 1 January 1998. Texts published in the Official Journal before 1998 can be consulted in HTML format or downloaded in TIFF format from an optical archive.

New features

New features have been added to EUR-Lex. Browsing through COM documents was added to the ‘Preparatory acts’ collection. The options of searching for SEC documents and national execution measures were made available in ‘Search by natural number’. To facilitate access to selected documents, permanent links have been added to each bibliographic notice.
