In an age of globalisation, can the EU compete successfully with other major economies while maintaining its social standards? What will Europe’s role be on the world stage in the years ahead? Where will the EU’s boundaries be drawn? And what future is there for the euro? How to write clearlyEuropean Commission staff have to write many different types of documents. Whatever the type — legislation, a technical report, minutes, a press release or speech — a clear document will be more effective, and more easily and quickly understood. This guide will help you to write clearly whether you are using your own language or one of the other official languages, all of which are also working languages of the Commission according to Council Regulation No 1/1958 (still valid today). These are hints, not rules, and when applying them you should take account of your target readers and the purpose of your document.

The common agricultural policy

A story to be continued

The year 2012 marked the 50th anniversary of the common agricultural policy (CAP), a cornerstone of European integration that has provided European citizens with five decades of secure food supply and a living countryside. The CAP was created so that people could enjoy good food at affordable prices and farmers earn a fair living.

Today, the policy is again being reformed; the aim is to strengthen the competitiveness and the sustainability of agriculture and rural areas across the EU. The new policy responds to the economic, environmental and territorial challenges Europe faces today.

European economic forecast — Spring 2012

European Economy 1/2012

Renewed tensions in sovereign-debt markets, high oil prices and decelerating world output growth all contributed to a sharp loss of confidence towards the end of 2011 and the subsequent output contraction in the EU. Strong policy actions and major advancements in the EU institutional framework averted a far worse outcome and brought about an easing of financial market tensions as well as a stabilisation in confidence at the beginning of 2012. However, looming uncertainty about economic prospects, reignited stress in sovereign-bond markets and concerns about the banking sector are still weighing on economic and financial conditions, albeit with large cross-country divergences.

European economic forecast

Autumn 2012

European Economy 7/2012

The short-term outlook for the EU economy remains fragile, but a gradual return to GDP growth is projected for 2013, with further strengthening in 2014.

The large internal and external imbalances that built up in the pre-crisis years are being reduced, but this process continues to weigh on domestic demand in some countries, and economic activity diverges significantly across Member States.

European waters — assessment of status and pressures

EEA Report No 8/2012

This report’s results present good and robust European overviews of the data reported by the first river basin management plans, and of the ecological status and pressures affecting Europe’s waters. Europe’s waters are affected by several pressures, including water pollution, water scarcity and floods. Major modifications to water bodies also affect morphology and water flow. To maintain and improve the essential functions of our water ecosystems, we need to manage them well.

Movements of waste across the EU’s internal and external borders

EEA Report No 7/2012

Ever more waste is crossing EU borders — moving between Member States and to and from non-EU countries. Indeed, the growth in cross-border waste trade during recent years has been remarkable. Exports of waste iron and steel, and copper, aluminium and nickel from Member States doubled between 1999 and 2011, while waste precious metal exports increased by a factor of three and waste plastics by a factor of five.

Water resources in Europe in the context of vulnerability

EEA 2012 state of water assessment

EEA Report No 11/2012

Water plays a central role in the functioning of the biosphere and in supporting all life. Freshwater ecosystems are particularly important, providing a unique and diverse array of services upon which human society depends.

If our freshwater ecosystems are to continue to provide these services it is essential that there is water in sufficient quantity and of sufficient quality. This report primarily focuses on the problem of water quantity in Europe.

Youth volunteering

European good practice projects

‘Youth in action’ is the European Union programme for all young people aged 15 to 28 (or in some cases 13 to 30). It enables more than 150 000 young people and youth workers every year to exercise non-formal learning mobility across the EU and in 140 countries beyond, by getting involved in educational activities outside schools.

It promotes, in particular, the inclusion of young people facing obstacles in their lives. To achieve its objectives, the programme funds a wide variety of activities through five actions. The activities include exchanges, initiatives, democracy projects and a voluntary service. It also supports youth workers and youth organisations through training and networking, and promotes European cooperation in the youth field.

‘What’s in it for me?’

EU opportunities in education, culture and youth

The European Union supports a wide range of activities in education, training, culture, research and youth. This booklet provides brief information on some of the programmes that the Directorate-General for Education and Culture runs. To make it easier to consult, it does not always use the formal EU terminology, and does not include all EU programmes, instruments and actions. But in each section it does say where to go for more information. And it lists the national agencies and other important organisations that are the gateways to taking part in the activities.

Have a look — there may be something in it for you!

Employment and social developments in Europe 2012DG Employment, Social Affairs and Inclusion builds on the first Employment and social developments in Europe (ESDE) review in this second edition, by conducting an analysis of the economic and social situation in the EU. Following a year which has seen several Member States witnessing escalating debt crises, public spending is decreasing. With different parts of the EU seeing different social and employment trends, finding the right policy responses in certain key areas is crucial. Long-term employment exclusion, and its impact on the labour market and the broader social dimension, is considered in this context.

The competition rules for supply and distribution agreements

Competition policy in Europe

The goal of the European Union’s competition policy is to protect and develop effective competition in the common market for the benefit of consumers. Competition is a basic mechanism of the market economy involving supply and demand. Suppliers (producers and traders) offer goods or services on the market in an endeavour to meet demand (from intermediate customers or consumers).

Report on competition policy 2011

Including Commission Staff Working Document

This report presents how in 2011 the Commission used competition policy as an instrument in the resolution of the financial and sovereign debt crises and how, generally, competition policy and enforcement actions taken during the year contributed to the wider policy objectives of the Europe 2020 strategy, and supported growth, jobs and the competitiveness of the EU economy.

Using a new format, this report gives a non-exhaustive overview of Commission activities in the field of competition policy in 2011, with a particular focus on the financial services, food and airline sectors.
