Airport Operations Supervisor Pam Svrdlin was recently recognized by the National Aeronautic Association for
her extensive volunteer work to promote aviation. She received the award at the Aero Club of Northern California
Chrystal Eagle Banquet on November 10, 2018.
Pam started flying gliders at 15 and moved on to a Cessna 172 at 16. She later enrolled in the aviation program at
San Jose State University (SJSU). While there, she worked with other students to overcome an alleged attempt by
administrators to dismantle the aviation program. The award recognizes Pam for her leadership and noted that the
SJSU aviation program is flourishing today.
A second opportunity arose when Pam saw the need for the growing number of female
aviation students to connect with professionals in the industry. In response, she became a
cofounder of the highly successful SJSU Women in Aviation Club.
Pam has remained active in the aviation industry through her involvement in professional
organizations, including the San Francisco Bay Area Women in Aviation International Chap-

Airport Operations Supervisor Pam Svrdlin Wins Award
Memorial Service – The life of pilot and airport
tenant Randy Parent was celebrated on October
14 by his family and friends. Mr. Parent began
working at the airport in 1974 for the East
Bay Park Police and later for a local media
company. He also enjoyed flying his Piper Cub.
Open House – The Hayward Airport Open
House was held on September 23 with over
4,300 attendees. A new airport roadway,
Tuskegee Airmen Drive, was dedicated during
the show. Members of the Golden Gate Chap-
ter of the Young Marines assisted with security.
Holiday Cheer – Airport staff welcomed tenants
on December 5 for the annual Holiday Celebra-
tion. Two large barrels of toys were donated by
airport staff and generous tenants to the Toys for
Tots gift drive organized by the United States
Marine Corps.

Here’s the latest on upcoming airport capital projects in
2019:
• Runway Safety – Open areas of Sulphur Creek near
the runways will be enclosed. Design work is nearing
completion.
• Pavement Rehab - This project involves replacing
some existing pavement on Taxiway Alpha. Design
work is underway.
• Lighting Retrofit – This project will upgrade exteri-
or hangar lights and Green ramp flood lights to
LEDs. Design work is proceeding.
• CCTV Cameras - We are replacing older technolo-
gy video surveillance cameras and installing a few new
ones. The city is looking for a new provider.
• Assessment – On-site inspections are complete, and
reports are being prepared by a consultant to assess
the condition of the City-owned hangars. After re-
view, appropriate repairs and renovations will be
scheduled. Our maintenance staff will, of course,
continue to respond to routine tenant repair requests
in the interim.
• General Maintenance – Work will continue in the
coming year on a variety of projects, including re-
placement of directional sign panels and fencing im-
provements.
Airport staff continues to successfully work with the
FAA and Caltrans on monetary grants.

In 1859, the California legislature first authorized the
collection of possessory interest tax. This tax is assessed
for any use of government-owned real property, and
today that includes aircraft owners based at municipal
airports across the state, including Hayward Executive
Airport (HWD)
In addition, personal property tax is assessed on non-
commercial aircraft based in California. Payment is due
by August 31 of each year.
There is an upside to the possessory tax collected at
HWD by the Alameda County Assessor. Each year,
approximately $600,000 is allocated in equal thirds to
the County, the City’s General Fund, and the Hayward
Unified School District. This is a significant amount
and it is just one of many positive ways that the airport
benefits our community.

It’s a bittersweet time at Hayward Executive Airport as
long-time team member Noemi Dostal has announced
her retirement, effective December 30, 2018. It’s great
that Noemi can now put away the alarm clock, if she
chooses, and pursue her personal goals and passions
on a fulltime basis. But her many daily contributions to
the airport will be sorely missed.
Noemi joined the City of Hayward in 2002. Her first
assignment was in the Finance Department but she
was eventually promoted to the position of Manage-
ment Analyst II at the airport. Her background in in-
formation technology and graphics made her a natural
to produce the airport’s newsletter, open house flyers,
and other collateral material.
Among other responsibilities, Noemi helped prepare
the annual airport operating and capital improvement
budgets. She prepared other documents throughout
the year, handled requisitions, and was involved in the
resolution of computer and other infrastructure prob-
lems. One of her most famous “other duties as as-
signed” was the organization of the annual tenant pic-
nic and holiday celebrations that always came off flaw-
lessly. Noemi knew most of our tenants by name and
was happy to greet them when they stopped by.
Please join us in thanking Noemi for her service to the
community and in wishing her blue skies and tailwinds
in retirement.
In other developments, after slipping a bit, the annual
number of takeoffs and landings in 2018 is up about
16% in comparison with last year. That translates into
more people flying for business and recreation, more
people learning to fly, and increased fuel sales. It also
suggests increased spending by visiting pilots and their
passengers for ground transportation, overnight ac-
commodations, and entertainment. That bodes well for
the airport and the economic health of our community.
I am pleased to report that both the APP Jet Center
and Meridian organizations received prestigious awards
in 2018. APP Jet Center was named the #1 FBO
worldwide for line service at their location in the
Washington, DC area in the 2018 Aviation International
News FBO Survey. The Meridian location in the New
York City area was ranked in the top 10% of all U.S.
FBOs in the same survey and was also voted the top
FBO in the Northeast. Congratulations to both com-
panies. Both award-winning FBOs offer the same level
of service to based and transient pilots at their new fa-
cilities at Hayward Executive Airport.

A celebration of life was held on Oc-
tober 14, 2018 for pilot and airport
tenant Randy Parent. The event was
held in the Bud Field hangar and
many of Mr. Parent’s family and
friends were in attendance. Mr. Par-
ent passed away in August.
After serving in Vietnam as a crew
chief in Huey helicopters, Mr. Parent
began a career in law enforcement as a
police officer and helicopter pilot. He
started the first helicopter program for
the City of Inglewood, California, and
in 1974 he was hired by the East Bay
Regional Park Police flying from Hay-
ward. Following his retirement, he
flew a local news helicopter.
In addition to owning a 1945 Piper
Cub, Randy served as a volunteer
pilot for EMU 309, a UH-1H Huey
helicopter based at HWD. He was
the Squadron Flight Safety Officer
for the Coast Guard Auxiliary, and
he was a charter member of the EAA
Vintage Aircraft Association Chapter
#29. Mr. Parent was also an active
member of the Military Vehicle
Preservation Association and took
part in two cross country convoys
driving his 1953 M38 A-1 Jeep.
“We enjoyed Mr. Parent’s visits to
the administration office,” says air-
port Senior Secretary Amy Toste.
“We were also grateful for his partici-
pation in the annual airport open
house. He coordinated the static dis-
play of the EMU 309 Huey helicop-
ter and his military jeep, and both
were crowd favorites.”
