FORMAL PUBLIC NOTICE IS HEREBY MADE TO ALL PARTIES WITH A LEGAL INTEREST OR AN EQUITABLE INTEREST
FILED OF RECORD WITH THE SHAWNEE COUNTY REGISTER OF DEEDS OFFICE IN SAID PROPERTIES.
The structure or accessory structure at the following properties were inspected and found to be in violation of the 2012 Property
Maintenance Code as adopted by the City of Topeka.
This notice may be appealed by filing a written request for a hearing to the Property Maintenance Code Unit, 620 SE Madison,
Unit 13, Topeka, KS 66607-1118, within ten (10) days of publication of this notice.
Here are several options that may be considered:
1. Rather than correcting the problem, the property owner may choose to demolish the structure. If this option is chosen, Property
Maintenance Code must be notified before the deadline and a copy of the demolition contract forwarded to us at the above
address.
2. Any person having a recorded or legal interest in the propery listed has the right to request an administrative hearing within the
prescribed time frame listed above.
3. If violation(s) are not corrected, it may result in an order to vacate the structure until the repairs are completed.
4. Additionally, the chief of police or designee may request an administrative hearing to seek enforcement or abatement of
violations contained in the notice of violation and costs of penalty fees and abatement assessed to the property owner.
Failure to comply with this Notice may result in charges being filed in Municipal Court, and the following potential penalites may
apply:
-Fines up to $499.99 per offense
-Imprisonment in the City Jail for up to 179 days per offense
-Two (2) years supervised probation
Each day any violation of this code continues shall constitue a seperate offense . Ref TCC Title 1.10.010-.10

and sanitary condition. The occupant shall keep that part of the exterior
property which such occupant occupies or controls in a clean and
sanitary condition.
Simply stated, owners must provide a safe and sanitary property and
premises when they let it out for occupancy. Occupants must continue
to keep it safe and sanitary while they occupy, control or use the
property and premises.
Please remove or properly store all trash and rubbish. Rubbish includes
but not limited to sign by garage, buckets, yard waste, trash, debris,
fencing materials, and table. Covering said rubbish does not cositute
proper storage. Every occupant of a structure shall dispose of rubbish
and garbage in accordance with TMC 8.25.010
Rubbish means any combustible and noncombustible waste materials,
except garbage. The term shall include but not limited to: Trash, junk,

The Board of County Commissioners of Shawnee County, Kansas intends to issue a Request for Qualifications (RFQ) to interested General Contractors for Construction Manager At-Risk (CMR) services per K.S.A. 19-216e.
Shawnee County is seeking interested firms to provide CMR preconstruction and construction services for the Kansas Expocentre Improvements project in Topeka, Kansas. The estimated construction value of the proposed work will be between $15,000,000 and $40,000,000. Proposals will be solicited by the County in a three-phase qualifications based selection process. Pursuant to K.S.A. 19-216e this fifteen (15) day notice is being made prior to issuance of the RFQ on August 8, 2018. Bids. SUBJECT to the Notice of Bond Sale dated July 31, 2018, (the “Notice”), facsimile and electronic bids will be received on behalf of the Director of Financial Services of the City of Topeka, Kansas (the “Issuer”) in the case of facsimile bids, at the fax number set forth below, and in the case of electronic bids, via www.columbiacapitalauction.com (the “Columbia Capital Auction”), until 10:00 a.m., Central Time for the General Obligation Bonds, Series 2018-A, (the “Series 2018-A Bonds”) and 10:30 a.m., Central Time for the General Obligation Bonds, Series 2018-B (Zoo Projects) (the “Series 2018-B Bonds,” and, with the Series 2018-A Bonds, jointly, the “Bonds”), on August 7, 2018, for the purchase of the Bonds. *Adjustment of Issue Size. The Issuer reserves the right to increase or decrease the total principal amount of the Bonds, depending the purchase price and interest rates bid and the offering prices specified by the Successful Bidder. The principal amount of any maturity may be adjusted by the Issuer in order to properly size the Bond, structure certain funds and accounts and substantially obtain debt service parameters determined by the Issuer. In formulating bids, bidders should consider that bids generating significant premium may lead to post-bid revisions by the Issuer as described above, resulting in greater principal amortization in later years, and bids generating significant discount my lead to post-bid revisions by the Issuer as described above, resulting in greater principal amortization in earlier years. The Successful Bidder may not withdraw its bid or change the interest rates bid as a result of any changes made to the principal amount of the Bonds or principal of any maturity as described herein. If there is an increase or decrease in the final aggregate principal amount of the Bonds or the schedule of principal payments as described above, the Issuer will notify the Successful Bidder by means of telephone or facsimile transmission, subsequently confirmed in writing, no later than 12:00 p.m., Central Time, on the Sale Date. The actual purchase price for each series of Bonds shall be calculated by applying the percentage of par value bid by the Successful Bidder against the final aggregate principal amount of such series of Bonds, as adjusted. If the principal amounts are modified, the Issuer will seek to modify the maturity schedule, or make other mutually agreeable changes, in a way that will neither increase nor reduce the Successful Bidder’s spread as a percentage of the principal amount of the Bonds issued, after taking into account such adjustments. Book-Entry-Only System. The Bonds shall be registered under a book-entry-only system administered through DTC. Paying Agent and Bond Registrar. Treasurer of the State of Kansas, Topeka, Kansas. Good Faith Deposit. Each bid shall be accompanied by a good faith deposit in the form of a cashier’s or certified check drawn on a bank located in the United States of America or a wire transfer in Federal Reserve funds immediately available for use by the Issuer in the amount of $176,400* for the Series 2018-A Bonds and $106,500* for the Series 2018-B Bonds. Delivery. The Issuer will pay for preparation of the Bonds and will deliver the same properly prepared, executed and registered without cost to the successful bidder on or about September 4, 2018, to DTC for the account of the successful bidder. Assessed Valuation and Indebtedness. The total assessed valuation of the taxable tangible property within the Issuer as of August 25, 2017 is $1,178,734,089. The total general obligation indebtedness of the Issuer as of the Dated Date, including the Bonds being sold, but excluding temporary notes to be retired with a portion of the proceeds of the Series 2018-A Bonds and temporary notes being sold on the Sale Date, is $214,725,000.
