1. Introduction

The statutory body of PSIC was established in 1972 with the mission to promote, sustained industrial development through provision of market driven credit, infrastructure and technological support contributing to employment generation, poverty alleviation and socio-

economic uplift of the province.

The Punjab Small Industries Corporation Bill, 1973 was passed by the Provincial Assembly on 13 July1973. Since then PSIC has been a sound contributor to the small industrial development in the province through its various schemes. Recent transition of industrial climate and liberalization of the total economic environment within the country and international area has witnessed tremendous change in domestic as well as international market. PSIC’s story of excellence is spread over more than four decades of transitive growth and development of small scale industry. PSIC has proved its strength in the country by exhibiting a progressive attitude towards modernization, up gradation of technology, quality consciousness, strengthening linkage with large and medium scale enterprises and boosting exports of the products from small enterprises. PSIC is an important instrument for enterprise building, micro economic development and employment generation and poverty

alleviation.

The development and upgrading of clusters is an important agenda for economic growth in national economies. Handicrafts clusters development initiatives are an important new direction in economic policy in macroeconomic stabilization, privatization, opening of markets, and reducing the cost of doing business. In this regard, our consultancy services are sought for diagnostic study of industrial and handicrafts clusters in Gujranwala, Wazirabad, Gujrat and Mandi-Baha-ud-Din districts of Punjab.

1.1. Background

PSIC awarded this assignment to Ernst & Young Ford Rhodes Sidat Hyder (EY) for the study

“Diagnostic Study of Industrial and Handicraft Clusters in Punjab for Gujranwala, Gujrat,

Wazirabad & Mandi Baha-ud-Din”. Work was awarded by PSIC on February 22, 2016 and the

kick-off meeting was held on March 17, 2016 while the Inception Report was submitted to

PSIC on April 15, 2016. The work included preparation of diagnostic study reports for

following 12 clusters:

1.2. About Survey

We have carried out an industrial survey of the cluster. The sample size for survey was based on 90% level of confidence and error margin of 10%. Based on a total population of 76 industries as per then available list, the sample size of 31 has been selected. The association carried out 31 surveys in the cluster. The results of survey are presented in the relevant section.

1.3. Overv iew of Industries in Punjab

Punjab is the most populous province of Pakistan and has a large number of industries. As per data of 2010 provided by Directorate of Industries, there are around 17,800 industries in Punjab falling under a wide array of over 200 clusters including large, medium and small units. More than 3000 industries can be categorized in the above mentioned 12 clusters in Gujranwala, Gujrat, Wazirabad & Mandi Baha-ud-Din.

1.4. Gujranwala District Overview:

Gujranwala is an industrial city of Punjab Province in Pakistan. Gujranwala is the seventh most populous city of the metropolitan areas of Pakistan. It is 226 meters (744 ft) above sea level, sharing border with Ghakhar mandi and several towns and villages. Currently Gujranwala is divided into four (4) Tehsils named as Gujranwala, Wazirabad, Naushehra Virkan and Kamonki. ds

According to the census conducted in 1998 by Government of Pakistan, the population of district was 3,400,940 of which 49.45% was rural and 50.55% was urban. Population density was 939 per Km2 with average household size of 7.6 and Literacy rate of 56.5%. Climate of Gujranwala is a hot semi-arid and it changes throughout the year.

Due to extensive road and rail links the city has flourished within the manufacturing and agricultural markets. Gujranwala is on the Grand Trunk (G.T) road which allows logistical connections with other cities and rural areas.

The major industries in Gujranwala are light engineering, domestic electrical appliances, sanitary fittings, ceramics/sanitary ware, textile, cutlery manufacturing, large agricultural processing plants, kitchen ware, plastic furniture and tannery production. The major exports include rice, sugar, textiles, carpets, glass goods, medical equipment, leather products, metal utensils and agricultural equipment.

Gujranwala also has three Small Industrial Estates (SIEs).

SIE-I Gujranwala was established in 1967 over an area of 103 acres having 426 plots of various sizes. The major industries in the SIE-I Gujranwala are Plastic Furniture, Light Engineering, Chemicals, Textiles and Ceramics.

SIE-II Gujranwala was established in 1987 on an area of over 107 acres having 554 plots of various sizes. The major industries in this SIE are Ceramics, Electrical Machines, Domestic Machines, Fabrication and Consumers goods etc.

SIE-III Gujranwala was established jointly by PSIC and Export Processing Zone Authority in 2007 and was declared as an Export Processing Zone (EPZ). It covers around 113 acres and has 212 plots of various sizes. New SIEs, namely SIE-IV Gujranwala and SIE-Wazirabad are planned and expected to be functional in few years

2. Cluster Profile

2.1. About Kitchen ware in Gujranwala

Gujranwala district is famous for metallic and stainless steel kitchenware. Kitchen ware industry has evolved with the passage of time. Prior to independence utensils were handmade. Skill of making utensils was passed through generation. Currently, many kitchenware industries exist in Gujranwala for decades. Industry made its survival possible over such long time by continuously innovating according to user demands.

Gujranwala kitchenware industry is majorly producing aluminum kitchen ware products including Pressure Cookers, Baking Sets, Frying Pans, Non-Stick Cookware, Sauce Pans, Tawa, Steam Roaster, BBQ units, Mixing Bowls, Pots, Utensils, Milk pans etc. Most of these products are sold in local market in order to cater local demand. Gujranwala has a competitive advantage in world market in supplying handmade kitchenware products.

As per our survey, industries are producing variety of kitchenware products. A percentage analysis of industries manufacturing different kitchenware items is given as under:

The products with highest demand include cooking pots at 25% followed by kitchen accessories and cookware products at 18.8%. The products with lowest demand include pressure cooker, home kitchenware and frying pans etc.

Gujranwala represents major portion of kitchenware

manufactures in Pakistan. During geo-tagging of

kitchenware industries, we have identified 451

kitchenware industries excluding cottage industries.

Out of 451 units about 29 units are located in

industrial estate whereas, the remaining 422 units

are scattered in Gujranwala city, distributed as:

2.3. Product Demand and Marketing

Gujranwala kitchenware industry satisfies most of

the demand of both local and international market.

As per survey results 56% of industry is selling

products locally while remaining 44% of industry is

exporting their products. Gujranwala kitchenware

cluster is producing low quality and economic

products which give competitive advantage to local

manufacturers in term of low price. Hand made

products give cluster a competitive advantage

internationally over other countries. Currently

products are majorly exported to Middle East,

Africa, Europe, USA, Afghanistan, Aljazeera and

Australia.

With respect to access of kitchenware products of Gujranwala in different areas of Pakistan,

an analysis from our survey is as under:

Pakistan to sell their products. Out of 40%

industries, 32% industries have major

customers in other provinces.

Different sales channels are used to sell products

including sales from plants, through distributors,

from both plant and distributors and also from

companies own sales channel. As per survey, the following sales portion is attributed to

respective sales channel.

► 56% of the industries sell directly from plant to retailers or client

► 24% of the industries sell only through distributors

► Remaining 20% sell directly through distributors

and their own selling point

Kitchenware industry is not actively involved in

advertisement, only few major manufacturers advertise

their products. During survey it was identified that 95% of

industries are using brochures for advertisement while

remaining use a mix of print and electronic media.

As per survey findings, 72% of industries identified other

industries in the cluster as their main competitors, 24%

did not respond to this query.

As per Trade map statistics Pakistan exports represents very small share in world exports for

kitchenware products in 2015. Major Export potential exits in USA, Germany, Middle East,

Europe, South Africa and Australia. Competition in market is increasing and Pakistan is losing

its share of exports owing to inability to access and mature international business, non-

availability of local raw material as per required quality, immature technology and lack of

research and development.

Moreover, branding and product promotion techniques are primitive which not only result in

shrinkage of export share but also result in creation of lesser value addition in manufactured

goods.

2.4. Plant & Machinery

In Gujranwala, the technology employed by

the cluster is traditional and old in totality.

The negative impact of old technology has

resulted in high input costs by utilizing

more energy resources i.e. sui-gas (natural

gas) and electricity charges which

constitutes more than the benefit.

As per survey results 68% of industry expressed satisfaction with the current equipment, while 28% raised their concerns about the equipment whereas others did not respond. Over 64% of the industries are satisfied with the equipment suppliers; whereas 16% of industries showed dissatisfaction in this respect.

Technical knowledge is required to make the need assessment and procurement of machines and equipment that are required to be procured, depending on the potential of the industry. In this respect technical assistance is sought from the following sources. Based on our survey,

Raw aluminum is fired and converted into a molten state it is filtered to remove contaminants, the liquid aluminum flows into the verticle rectangular molds, which are surrounded by a jacket of water which cools the liquid to make it from a liquid to solid. The Fireman ensures proper temperature.

The circle is cooled down and pressed into a desired shape in a DOUBLE ACTION DEEP DRAWING PRESS MACHINE. You can provide any kind of shape using a press machine with the help of different dyes. After pressing of aluminium circle, the edges or corners of aluminium utensils are cut to give them equal corners using CUTTER MACHINE.

These billets are rolled in HOT ROLLING MACHINE and later in COLD ROLLING MACHINE to provide us aluminium sheets in a preferred gauge. The quality control supervisor keeps a continuous watch to ensure rolling within laid down tolerances. The sheets drawn out of the Rolling Machines can be of long length so these sheets are cut into half using SHEARING MACHINE.

After that the product is sent to the "Polishing Section" to remove the upper layer of the aluminium utensil to give shine in the utensil. It can also be possible to not go through this process and ANODIZE the product as required by the customer.

Finishing ProcessThe worker then punch hole at the precise locations on the side of the product e.g pan and fixing the handle by passing pins through these holes. Then these goods are packed into boxes depending on the user requirments

After this process, the sheets are cut into Aluminium Circle using CIRCLE CUTTING MACHINE.

After Aluminium Circle is cut, it is put back into heating furnace so that the circle becomes soft and doesn't break in the further processes to come. It is again very important to ensure proper temperature control in furnace.

a) Manufacturers:

There are total 451 manufacturing units that are engaged in the manufacturing of kitchenware products in Gujranwala. These manufacturing units produce kitchenware products for the both domestic and international market. Nearly 32% of the industries outsource some production activities to the other industries within cluster whereas 64% units do not outsource any activity at all.

Based upon our survey results, there are 60% sole proprietor and 32% partnership concerns and 4% private limited manufacturing units in kitchenware industrial cluster. Premises used for production facilities are 56.7% rented and 43.3% owned.

b) Raw material Supplier:

Raw material suppliers provide raw aluminum

and aluminum sheets. As per our survey 36%

of industries procure raw materials from local

suppliers, 28% of industries import it from

other countries including China while 32% of

industries use a combination of both. The most

commonly used aluminum alloy is 3003 grade

which is available locally as well as imported

from other countries.

Stainless steel is also used in making cookware

utensils. 18/8 and 18/10 grades are the most

common stainless steel used for food preparation and dining, also known as Type 304 (304

Grade). The "grade" of stainless steel refers to its quality, durability and temperature

resistance. The numbers (18/8, 18/10) are the composition of the stainless steel and refer to

the amount of chromium and nickel (respectively) in the product.

As per survey, 32% of the industries are facing issues related to raw material whereas 56% of

industries have not faced issue related to raw material. The Gujranwala kitchenware industry

purchases local & imported raw material on cash or credit.

c) Machinery Suppliers:

There are number of machinery manufacturers and suppliers in the cluster. The machine manufacturers also provides technical consultancy and repairing services. In most cases local machinery used is vertical rectangular molds, cranes, saw, conveyer, heated rollers, drier conveyer and spray nozzles are used in the manufacturing process. Machines used in production processes are purchased from local as well as international suppliers.

d) Wholesalers/Dealers/Retailers:

Different channels are used to sell the products of kitchenware industry. 24% of kitchenware industry manufacturer sell their product through distributors. Each manufacturing concern has its direct relationship with the dealers of the different areas of the country.

e) Human Resource:

The average number of permanent and daily wages employees in the kitchenware industries is 41 and 29 respectively. Further breakdown is provided in the bar chart below:

f) Gujranwala Chamber of Commerce and Industry (GCCI):

Gujranwala chamber of commerce & industry (GCCI) established in 1978, has total membership of more than 5000 industrial units. Based on the survey conducted, it is observed that 32% industries are registered only with GCCI whereas 56% industries are registered with both GCCI and association. GCCI role includes provision of services as per following:

► To form a code of practice to simplify and facilitate transactions of business and to frame bye-laws; rules and regulations for the officers of the Chamber to carry out various objects of the Chamber.

► To draw, accept, endorse cheque, bills, hundies, notes or other negotiable instruments and to invest in or operate the accounts of the Chamber with any Bank or Bankers.

► Promoting and protecting the economic interest of the country is general and of those engaged in trade, commerce and industry in Gujranwala in particular.

► To collect and circulate statistics and other information relating to the commercial, industrial, agricultural and financial interest of the businessmen and industrialists.

c) Trade Development Authority of Pakistan (TDAP):

Trade Development Authority of Pakistan was set up in 2006 by the Government. TDAP is the successor organization to the Export Promotion Bureau (EPB) and is mandated to have a holistic view of global trade development rather than only the ‘export promotion’ perspective of its predecessor. TDAP participates in 60-80 international trade delegations annually and send 20-40 trade delegations abroad every year. TDAP is engaged in Pakistan engaged in promotion and boosting of country's exports by conducting fairs and exhibition and seminars/conferences and creating export facilitation committee for exporters.

TDAP’s functions and mandates are as follows:

GTDMC (Gujranwala Tools, Dies and Molds Centre) is a modern; State-of-the-Art Common Facility Centre (CFC) established under section 42 of the companies ordinance 1984 Ministry of Industries and Production of Government of Pakistan, it is a public-private partnership, owned by the Government of Pakistan and run by the Private sector. production, Selection of raw material, Quality control, Product design, Safety &

f) Financial Institutions:

The financial institutions include number of commercial banks, leasing agencies that operate within the district of Gujranwala. Most of these institutions have different credit schemes as per their policies. They had however exhibited a very weak link with the SME’s.

The main reasons for this weaker linkage (entrepreneurial point of view) are elaborated as the ‘Interest-based’ banking system, lengthy loan processing periods and collateral requirements for loaning purposes.

3. Value Chain Diagnosis

3.1. Raw Material:

The basic raw materials used for kitchenware

products in Gujranwala is Aluminum, stainless steel,

nails and pins. It comprises about 40% of total cost

of the product.

Aluminum cookware is very commonly used by most

of the consumers. Using non-stick, scratch resistant

anodized aluminum cookware is a good choice

burns. The most commonly used aluminum alloy

is 3003 grade which is available locally as well

prices are set locally by Gujranwala large

industry players which is then adopted by the

SMEs.

Stainless steel utensils are very much in

demand due to the finishing and benefits it

offers to the consumers. Stainless steel

cookware is low in cost and can be used at high

heat. 18/8 and 18/10 grades are the most

common stainless steel grades used for food preparation and dining, also known as Type 304

(304 Grade). The "grade" of stainless steel refers to its quality, durability and temperature

resistance. The numbers (18/8, 18/10) are the composition of the stainless steel and refer to

the amount of chromium and nickel (respectively) in the product.

Potential countries for kitchenware products, requires compliance with standards as to raw

materials. Locally available stain less steel is of inconsistent quality and do not qualify as food

grade. As per our survey, about 32% of the industries are facing issues about availability and

quality of raw materials.

While China and other countries on the other hand use materials which are much cheaper and

of good quality. Quality of local steel and aluminum is variable, which effects product quality

and price. Only few kitchenware industries comply with the industrial standards. Moreover,

availability of steel of desired specification is also an issue in the industry. The stocks and

prices are quite variable resulting in pricing problems for the industry.

Local and imported raw material can be procured from local market on cash and credit basis.

About 36% of industries use local raw materials, over 32% use imported as well as local raw

materials while remaining use only imported raw materials.

3.2. Processing:

Machining process represents 15% of the

total cost of the kitchenware product.

After raw material procurement first

process is melting of aluminum and

conversion into molten state after

removing its impurities and contaminants.

After that molted state is converted into

solid by a jacket of water. These billets

are rolled into Hot Rolling machines and later in cold machines to provide aluminum sheets in

a preferred gauge. These sheets drawn from the Rolling machines can be of long length which

is then cut into small pieces by using shearing machines.

After this process, the sheets are cut into aluminum circle using circle cutting machines. Then

aluminum circle is heated in furnace to make it soft which does not break in the further

processes. Then aluminum circle is cooled down and pressed into desired shape in a pressing

machines. In this process any kind of shape is provided with the help of different dyes.

After that product is sent to polishing

section to remove the upper layer of

the aluminum and to give it shine. It is

also possible to anodize the product

as required by the customer. Now in

some industries sand blasting is used

to clean the surface of utensil and

prepare it for coating. Then product

is washed properly and dried before

finishing process. In the finishing

process handles are then fixed to the

pans or other articles by the use of pins or nails and then these goods are packed into boxes

depending upon user requirements.

Overall, the technology is energy inefficient and contributes to higher processing costs. Non

availability of electricity is also affecting production operation adversely.

3.3. Labor:

Labor cost constitutes 35% of the

total cost of the kitchenware

products. Skilled labor is required for

manufacturing of quality kitchenware

products. Based on our survey, only

56% of units stated that workforce is

easily available whereas 36% of

industries highlighted that workforce

is not easily available. Availability of

skilled labor is also a major concern

in kitchenware industry. About 76%

of industrial units stated that training

facility is not available in the cluster

whereas non availability of skilled

labor is a major concern of 30% of

industries as indicated in survey.

Labor cost is also high because of manual techniques used in production process. Cluster is

experiencing issues in retaining existing labor. New generation is also not attracted towards

this industry due to unsatisfactory working environment. This situation increases the

bargaining power of existing labor and they are demanding higher wages that ultimately

affects the cost of products.

3.4. Sales and Marketing

Manufacturer’s margin on sale price of the

kitchenware products which includes selling costs

represents 10% of the total cost of the product. The

products are mainly marketed in both local as well

as in international markets. About 95% of units are

marketing their products through distributing brochures while remaining units through used

electronic media and social media.

Most of the units are selling their products directly from plants and only few of manufacturers

sell their products through distribution channels. Therefore, the marketing techniques

currently being employed are primitive and result in lower value addition.

4. Understanding Effects of China-Pakistan Economic Corridor (CPEC) on Local Industry

Several projects under China-Pakistan Economic Corridor are in process currently. The corridor has long lasting effects on the economic development of Pakistan, especially industrial sector of Pakistan. To provide readers a holistic view about the opportunities and challenges emanating from CPEC for industrial sector, this section has been included in this study.

Brief Introduction

The China–Pakistan Economic Corridor (CPEC) is an ongoing development megaproject, initiated in 2013, which aims to connect Gwadar Port in south-western Pakistan to China’s north-western autonomous region of Xinjiang, via a network of highways, railways and pipelines to transport oil and gas. Further, The plan is involved in laying the foundation for regional cooperation, improving economic growth, development of Gwadar port, investing in transporting, mining, telecommunication, industrial parks, offering trade diversifications and creating political flexibility. The plan has a vision with world-changing implications, an explanatory plan that would unite much of Asia, Europe, Africa, Oceania and the Middle East much more closely together through a patchwork of diplomacy, new infrastructure and free trade zones.

Investments and Projects

In persistence of CPEC, Pakistan and China signed an agreement to commence work on the estimated $45.6 billion agreement, highest foreign direct investment after 9/11. Out of $45.6 billion, $33.8 billion and $11.8 billion were embarked for energy and infrastructure sector respectively. It is also estimated that $11.6bn will be invested in Khyber Pakhtunkhwa, $11.5bn in Sindh, $7.1bn in Baluchistan and $6.9bn in Punjab, out of total $33.8 billion embarked for energy sector.

Opportunities and Impacts

As a large portion of CPEC is reserved for power projects to reduce demand-supply gap in energy-starved Pakistan. Further as part of CPEC, industrial estate/special economic zone fortified with all basic infrastructure facilities i.e. electricity, gas, roads, sewerage system, emergency services etc. is developed in each province of Pakistan. China has also plan to shift technological and scientific knowledge to Pakistan by establishing technical institutes in Pakistan resulting in supply of trained and skilled labor.

The supply of uninterrupted energy, easy excess to markets, infrastructural development, and

establishment of industrial zone and availability of skilled labor provide growing and investment opportunity to local and international investors and also attract foreign direct investments. It also provides opportunity to local industry especially SMEs’ to get access to international markets for their products or to procure raw material at low rates. The above stated facts also help the industry especially SMEs’ to reduce the cost of production resulting in export potential at competitive prices.

The investment is believed to augment the growth and income levels, which should help improve feasibility of expansions, expand margins and accelerate earnings growth. Consumers stocks would also benefit from the higher demand and income levels.

CPEC results in employment, revenue generation and technological advancement that ultimately lead to development of local industry especially for SMEs. It is estimated that proposed investment portfolio will add 2 to 2.5% in country’s economic development growth.

Despite the pros of the CPEC, we also need to examine the possible long run challenges on local industrial sector, especially small and medium sized manufacturers , due to increase in global competition. The competition will primarily emanate from introduction of cheap Chinese products in local market and gulf countries where lower transportation cost will be an added competitive advantage to China. Smuggling of Chinese products will also be encouraged by said project. It is estimated that imports from china will be increased by 33% on completion of CPEC. Steel, cement, agriculture, electronic appliances and fertilizer industry, especially SME’s, will be most affected industry due to increase in import of Chinese products.

CPEC – The Way Forward for Industrial Sector

Government, in alliance with all stakeholders including political and business community , universities and local people, should develop a strategy after conducting an in depth homework to capitalize all benefits associated with CPEC and to overcome threats arising from Chinese products, as earlier discussed.

Government institutions can help prepare industries for CPEC. In this regard, areas of attentions are briefly discussed hereunder:

► Provide guidance to industries about the possible challenges to industrial sector

► Provide assistance to industry for improving advancement of technology

► Provide technical and financial support to SMEs’ to access capital market

► Create strong linkages between academia for research and global competitiveness as

well as on collaborations with both domestic and international markets.

► Provide financial support to ensure sustainability of SME’s

► Initiation of government programs to encourage private-sector collaborations

► Provide business development services to SMEs’ to manage their growth

► Issue prudential regulations and guidelines for the creation of venture capital and

private equity fund.

► Take steps to reduce reliance on imports.

► Provides ground for academia and opinion makers to share their concerns, doubts, and

analysis, useful to achieve ultimate objectives of project.

Thus CPEC is indeed a great ‘game changer’ which should complete its short term goals but for long-term trade goals, Pakistan shall really have to exploit opportunities from this corridor at full potential and also save interests of existing industries through their capacity building.

5. The World Trade Organization

The World Trade Organization (WTO) intends to supervise and liberalize international trade. WTO was established on January 1, 1995 under the Marrakech Agreement, replacing the General Agreement on Tariffs and Trade (GATT). The basic objective of WTO is to create a liberal and open trading system for member countries where these countries can trade with each other without any trade barriers. It tries to provide market access to countries for their products and services and promotes friendly investment policies by eliminating trade distortions between countries, trimming down tariff and non-tariff barriers, removing quotas and abolishing subsidies in a phased manner.

It also has rules that protect local businesses and industry from foreign goods and services using unfair practices like dumping or transfer pricing mechanisms. WTO has rules to address quality issues, labor standards, environmental aspects, government regulation, and legal frameworks.

Currently 162 countries are member of WTO and it overseas 60 agreements related to trade liberalization. Few of the most discussed agreements are “Agreement on Agriculture (AOA), General Agreement on Trade in Service (GATS), Agreements on Trade related Aspects of Intellectual Property Rights, Agreement on the Application of Sanitary and Phytosanitary Measures”

We have carried out 327 surveys in 12 clusters of Gujranwala, Wazirabad, Gujrat and Mandi Baha-ud-din and during survey it was revealed that only 12% of industry was aware of the WTO regime.

Impacts of WTO agreements on industry of Pakistan are descried below.

► WTO liberalize international trade by removing tariff and non-tariff trade barriers, Pakistani industry will have access to major markets of developed countries and products of Pakistani industry can be competitive due to lower trade barriers and duties in those markets.

► Government will not be able to protect local industry by imposing higher tariffs to the imported goods.

► Industry can achieve economies of scale through increased production as industry will have access to additional international markets.

► Local industry will be able to import quality raw material from developed countries at cheaper rates which will result in decreased production costs and enhance quality.

► Trade liberalization encourages competition as international products with better quality will have access to Pakistani markets with lower trade barriers and tariffs. However, increase competition may threaten the survival of local manufacturers.

WTO agreements will have both positive and negative impact on the local industry. Industries should be provided awareness about WTO regime and how to prepare for upcoming challenges.

6. Detailed Issues, Recommendations and Action Plan

The issues and impediments have been identified through the analysis of secondary and

primary data collected through the meetings with the stakeholders including Associations and

industrial surveys in the cluster, and are provided in the subsequent section. Reader are

encouraged to go through all issues and recommendations to comprehend the relationship

between all issues and recommendations and thus to have a holistic view of the issues in

hand.

The following cluster issues and impediments were observed during the discussion with the

association as well as meeting with entrepreneurs in the cluster.

6.1. Outdated Technology and Energy Inefficiencies:

a) Issues

The main issue in kitchenware industry is the lower productivity and increase cost of

production due to inadequate up-gradation of technology and out dated processes being

followed. Annual production capacity of industries can be seen in following pie chart.

technology. Competing countries like China

and Hong Kong in similar industry, has quality

production process using modern and efficient

technology. Gujranwala kitchenware industry

is using obsolete technology in production

process. Energy losses in casting are quite

high. High wastage of raw material, there is

around 60% wastage in overall process. There are 24% to 28% losses in rolling and edge

cutting. Most of the industries use old and manual machinery, only few industries have CNCs

and other modern equipment. From raw material melting to rolling, old machinery is used. As

kitchenware industry focuses on innovation, if technology of manufacturing process is not

upgraded as per industry requirement, this can make the industry survival very difficult.

There is a huge difference in the production quantity and time of the old and new technology.

In kitchenware industry, customer demands good quality and a well finished product. These

deliverables and competitive advantage cannot be achieved, if modernized and efficient

machinery is not used.

As per survey, 52% of current industry has not faced any issue with current technology while

44% of the respondents faced issues with using current technology. No support from

Government departments especially in technology awareness and procurement of machines

is being provided.

b) Recommendation

Level of technology used in production determines the quality of product. Kitchenware

industry needs to improve the current level of technology in production process. Following

steps should be taken to counter the above mentioned issues:

► Government can support the cluster by importing latest production machinery or

bringing in the technology to equip local manufacturers. Further Latest machines can

be developed in Gujranwala by the process of reverse engineering.

► With currently installed melting machines in Pakistan, aluminum is processed at speed

of 400kgs/2 hrs whereas the latest technology available can process at speed of 50

tons/ 8hrs.

► Melting (Rolling) machines (convert raw aluminum in the aluminum sheets/rolls)

should be installed which can process 50 to 100 tons of material and can provide

services to Fan, Utensil and other aluminum sheet using industries. Total investments

on such machines would be Rs. 30 crores.

► Industry owners can be educated about the potential benefits related with using latest

technology. Such as:

- High wastage of raw material can be reduced

- Other benefits in form of improved fuel efficiency can be achieved

- Lower production wastages (there is more than 50% loss on circle cutting with

existing technology, whereas internationally it is around 25% to 30%) can be

achieved.

► Moreover latest sand blasting and grooving machines should be used for in production

process that will enhances the quality of the product as well as saves the production

costs. These machines can be imported from China and Korea at low prices.

The degree of automation involved determines the number and skill level of labor required.

Number of labor currently employed and the time it currently takes to make same product

will be reduced if the degree of automation involved increases.

Industrial owners can be inclined to purchase the new equipment if they are properly

informed about the potential savings in terms of energy conservations and about revenue

generation avenues emanating from quality output from the new machinery. Other

incentives can also be provided based on the suggestions of major industrial players.

Energy audits have not been conducted in this sector. Government can support energy audits which will identify the power savings and also calculate the payback time. This will provide incentive for the investment in the energy conservation measures for the industry.

Further, it is important that at least three techno-economic studies shall be carried out by PSIC through a third party to examine the impact of refurbishment of technology The results of such studies should be discussed and shared with all the stakeholders for their acceptability and applicability in the remaining units in the cluster.

To reap benefit of new technology uninterrupted supply of energy is mandatory to avoid equipment failure and achieve maximum efficiency. Moreover, industries will need finance to upgrade equipment for which they should be offered finances on easy terms and conditions.

For keeping the industries upgraded with latest available technologies, Trade Development Authority Pakistan (TDAP) should make arrangements for the participation of the main cluster actors in the international exhibitions at a subsidized cost

6.2. Energy Disruption and Unavailability:

a) Issues

According to survey results, non-availability of gas and electricity and unannounced load shedding is a major issue affecting the productivity of industry. Electricity and Gas are the main power source for kitchenware industries.

In Pakistan unannounced load shedding is done throughout the year and gas supply to the industry is discontinued in winters. There occurs supply shortage in other months as well with low pressure issues. Lack of production during this time in the local industry allowed the import of Chinese products, which are superior in quality and cheaper in rates. This has seriously damaged the position of the local industry which in turn increased the bargaining power of the distributors.

Out of total 28% of the industry worked less than 300 days due to energy issues, including electricity shortage, faced by kitchenware industry.

As per our survey, the problems faced by the industries with regard to energy supplies are shown below:

b) Recommendations

Major sources of energy in kitchenware industry are electricity and gas. But current amount of electricity generated is not sufficient to meet the industrial demand. Also, there is irregular supply of gas to production plants. To counter this issue and to ensure the availability of smooth power, uncut electricity and gas supply with proper pressure needs to be assured. Also, uninterrupted supply of electricity will address the current issue which is faced by industries in form of polluting the environment by using alternate sources like burning tyres and furnace oil for power generation to run the industries. Government can ensure the consistent uninterrupted supply of gas to the kitchenware industry for identified months. Supply of gas can be linked with the energy conservation measures taken by the individual industry to provide incentive for the investment in new technology.

6.3. Issue pertaining to raw material:

a) Issue:

Stainless steel and aluminum are major raw materials. The performance of production process is entirely dependent on quality of stainless steel and aluminum. Generally aluminum and stainless steel of prescribed standards is used in production. Slight variation in quality standards affects the finished goods and salability in both local as well in international market. Moreover, food grade steel is required for exports to potential countries.

As per our survey, about 32% of the industries raised a concern of non-availability of raw materials and its quality is not as per desired specifications. About 36% of industries purchase raw materials from the local market whereas 28% industries import it from other countries. And 32% industries procure from both local and international market. Industries are required to pay heavy import duties on import of steel and aluminum which increases the

cost of production and makes the product less competitive in local as well in international market.

b) Recommendation

Link between research institute from academia and industry should be foster. For this

purpose, workshops should be organized in consultation by chamber where representative

from the research institute may make the industry familiar about the services. Such sessions

should be organized on consistent basis to establishing striking relationship between the two.

In short term, a research project should be facilitated by government which should be carried

in collaboration with the association to develop alternative food grade stainless steel and

good quality of aluminum.

Till the time such alternative steel and aluminum is made available, import duties should be

lower to increase the competitiveness of local industry in local and international markets.

Incentives should be offered to industry in the form of tax credit on the use of food graded

stainless steel and aluminum for local consumption of kitchenware products. After primary

acceptance of food graded stainless steel and aluminum for local consumption, a complete

ban on use of substandard quality in stainless steel and aluminum should be imposed by

adopting international standards.

Government should facilitate chamber of commerce/ association to organize awareness

session for industries to make them understand the potential benefits in organizing them on

same point to reap the potential benefits of consistent and competitive rates for stainless

steel and aluminum procurement.

Conversely Government can setup a regulated material storage bank. Where local raw

material and imports can be stored for the consistent supply to the industry at a consistent

rate. This can be set up under the strict surveillance of the association.

Price should be closely monitored to facilitate the manufacture to buy the raw material at a

competitive price. Also, the quality of raw material should be maintained as it will directly

affect the quality of products manufactured. Raw material locally produced can be improved

with the installation of the new extraction facility. Thus the quality of end product will

increase and dependence on imported raw materials as well as price fluctuations will

decrease. It will also neutralize the bargaining power of the local suppliers and importers.

6.4. Issue Related to Advertisement and Marketing:

a) Issues

Major advantages of advertisement can be taken while introducing new product into market, fighting competition, enhancing goodwill and educating the customer. But kitchenware industry in Gujranwala lacks in proper marketing techniques. Only few big industry players do few advertisements but most of the kitchenware industry do not advertise their products properly.

Survey results shows that publicity and marketing through brochures is practiced by almost 95% industries while remaining use a mix of print and electronic media. Brochures are not considered as effective source of marketing. That means only 5% of industry is effectively involved in marketing. Less marketing means low sales, lesser competitiveness and low brand recognition.

Pakistan has competitive advantage in making hand made products. The benefit in form of higher sales and expanded geographical spread cannot be completely achieved unless the competitive features of products are not advertised. Currently, products are majorly exported to Middle East, Africa, Europe, USA, Afghanistan, and Australia.

Also, major portion of sales of kitchenware is made through dealers. There is probability that dealers might not be selling the products under company’s brand name. If exported, this will lead to lesser brand recognition globally.

The system of making online sales is not being followed effectively. Also, the website of

companies are not matured as compared to international kitchenware company websites.

b) Recommendation:

Proper sales and marketing should be conducted both for local and international market. Advertisement should be made to retain the current market share and to enter in new local markets. Advertisement will help in market penetration and will facilitate the entry in areas with higher product demand.

Also, website of companies should be properly developed. Websites should be regularly updated and on line order and payment facility should be provided to current and potential customers. Websites should include:

► History ► Range of product ► Brands / trade mark under which product are sold ► Current products innovated ► Features of innovative products ► Photographic display of products (to make the product look more attractive) ► Specialties and health benefits of products manufactured ► Detail of quality certificates possessed ► Warranties and product recall terms and conditions ► Few recipes to attract the customer to visit website more ► Feed Back portals on the website

Also, companies should have a skilled and responsive marketing team which will be continuously addressing the queries of customer and timely responding to complaints with a proper solution. Brands currently exporting should have their websites with online order and payment facility to save customer time and minimize order placement processing and delivery time.

6.5. Non-Stick Cookware:

a) Issues

Perfluorooctanoic acid (PFOA), also known as C8, is a man-made chemical. PFOA has the

potential to be a health concern because it can stay in the environment and in the human

body for long periods of time. Studies have been conducted on PFOA and it has been found

that once the coating of PFOA comes off, the pan is too dangerous to be used and should be

discarded. Consumers are not usually aware of the danger associated with using these

utensils.

A lot of research has been conducted on the usage of PFOA, as a coating material for non-stick cookware and it has been concluded that PFOA is very harmful for human consumption, when heated to a very high temperature i.e. 446o F , the coating emits toxic particles and gases. At 680o F six toxic gases are released. These are cancer causing. Studies have shown that PFOA can cause cancer of the pancreas, liver and can lead to miscarriages.

According to Environmental Working Group, thermal degradation of PTFE leads to a litany of toxic compounds, including highly corrosive and lethal gases, and PFIB (Perfluoroisobutene), a chemical warfare agent that is 10 times more lethal than phosgene (a chemical warfare agent used in WWI and WWII).

b) Recommendations:

Proper instructions should be clearly stated on the website of companies and all the health issues related with using non-stick cookware should be communicated to consumers to avoid any litigation from customers resulting in fines and penalties and to save the brand repute of the company.

Investment should be made in research and development, to find an alternate material to PFOA. Many large manufacturers, globally, have innovated alternated coating material such as ceramic coating. Now ceramic coating is currently being used by few large players in Gujranwala (Sonex and Casio Metal Industry). All Industries in Gujranwala should immediately switch to new materials. Furthermore, stainless steel can be used in cookware because it is one of the most inert metals and is less problematic than aluminium. Similarly cast iron pans can be manufactured as alternative for non-stick pans if it is seasoned properly. It is less expensive and add iron to the diet.

Government should educate the customer about the harmful effects of PFOA coating. Manufacturers should advertise the benefits of using new coating. This strategy will attract new customer, consumers will discard the old utensils with harmful coating or the ones whose coating has been removed. This will increase the sales of new products both locally and internationally. Industry should immediately introduce the product with innovative coating as information is spread about the harmful effects of PFOA. Because once the consumer has bought new innovative range they will not be buying the new ones until their old cookware are un-useable.

Further, there should be surprise visit by the association and other government institute on the manufacturing plants to inspect the material that is being used to coat the utensils.

6.6. Issues related to Aluminum cookware:

a) Issues

Aluminum is a soft and highly reactive metal that can leach into food, especially when you are cooking with acidic ingredients. The metal-food reaction can form aluminum salts that are associated with impaired visual motor coordination and Alzheimer’s disease.

Use of aluminum utensils is considered to be an important element especially in patient with chronic renal failure. If indigested through dietary sources, aluminum is absorbed through the intestine and is mainly excreted through kidney. Retention of aluminum in human body causes many toxic effects on various biological systems.

Such as aluminum inhibits parathyroid secretion, exposure to high level of aluminum effects central nervous system, accumulation of aluminum in liver causes cholestasis. It also results in osteomalacia and microcytic anemia.

In countries like Pakistan, where aluminum utensils are widely used in kitchens and unbalanced diet in routine, incidence of aluminum intoxication is more than the western societies.

b) Recommendations:

Government should make such regulations to restrict the production of aluminum cookware and make aware the consumers about the proper way to use the cookware. It can be possible by attaching detailed descriptions on the cookware regarding proper use and potential usage period of the product. After that the cookware should not be used for cooking purpose. Such awareness should be extended by arranging seminars and exhibition by involving different stakeholders.

Stainless steel utensils should be preferred and awareness should be made to educate people about the harmful effects of aluminum utensils. Iodized aluminum can be used as alternative to aluminum. It is collusion resistance and anodizing process locks the aluminum and saves the consumer from harmful effects.

6.7. Unavailability of Skilled Labor

a) Issues

Currently, there is issue related to availability of skilled labor. As per the surveys, 56% of the industries highlighted that work force is easily available in the area, whereas 36% stated that work force in not easily available.

According to 76% of respondents, there are no functional training institutes. Skilled man power is not easily available, young generation joining the industry is not trained as per required skilled level and lacks in ethics. Current labor in industry is skilled in accordance with old technology. TEVTA has never contacted kitchen ware industry to provide training to labor. There is lack of training facilities, usually Teacher & Disciple system followed.

Also, 15.4% of industry is facing difficulty in retaining the available skilled labor. Problem of literacy is faced by 3.8% of industry. There is also lack of facilities for labor such as subsidized food, first aid, etc.

If job placements are guaranteed at reasonable wages for the trained workforce then new entrants can be interested in learning the skills.

Employees working conditions can be improved with the advent of new technology. Growth in

the industry can motivate the industrialists to invest in the health and safety measures and

provision of facilities for the workforce. Further, export markets require proper ratings of the

industry in terms of health, safety and overall working conditions. Industry needs to be

informed about these requirements through workshops. This will help them to be part of the

global value chains as well. For short term, health, safety, environment and transportation

facilities should be improved.

6.8. Lack of Research and Development (R & D):

a) Issues

No research and development is conducted by local industries. Product designs are generally A copies or are as per customers’ specifications. It’s a big issue, as kitchenware industry is innovation driven industry. There is no research and development hence innovation in the products. This has resulted in the following:

b) Recommendations:

Globally kitchenware industry is an innovative industry, any new idea which can bring ease and quality products can give boost to the sales of that company. As non-stick cookware was an innovative product. This idea took the industry by storm, there was an increased demand in market for it and the companies which were able to meet the demand on time were able capture maximum market share. Similarly, many kitchenware manufacturers are currently working internationally on finding the alternative to PFOA coating by replacing it with ceramic coating.

But industry in Gujranwala Pakistan lacks in innovation. Most of the manufacturers copy the designs of international products. China is a direct competitor in copied products, selling low quality, copied products at low price. So, Gujranwala industry is facing direct competition from China in copied products.

Industries making kitchenware can increase their product range by making cutlery products. Also, companies should make kitchenware electrical appliances including electric juicers, blenders, mincing machines etc.

Diversification will help companies in two ways. First, it can save the advertisement cost which will be spending if companies are planning to diversify in different industry. Secondly, consumer demands ease and time saving articles. Switching to electrical appliances is the need of hour and if any innovative product is introduced it can give a competitive advantage to manufacturers.

6.9. Low awareness of Quality Standards

a) Issues

The ISO 9000 family addresses various aspects of quality management and contains some of ISO’s best known standards. The standards provide guidance and tools for companies and organizations who want to ensure that their products and services consistently meet customer’s requirements, and that quality is consistently improved.

Standards in the ISO 9000 family include:

► ISO 9001:2015 - sets out the requirements of a quality management system ► ISO 9000:2015 - covers the basic concepts and language ► ISO 9004:2009 - focuses on how to make a quality management system more

efficient and effective ► ISO 19011:2011 - sets out guidance on internal and external audits of quality

management systems.

During our industry survey, we identified that 52% of industries are ISO certified while 44% are not. However, around 20% industries are planning plan to get ISO certification. While16%

of industries has other accreditations. This affiliation with international standards and

accreditations is low in order to penetrate in international market

b) Recommendations

Seminars and workshops should be conducted to educate the industry and to help them understand the benefits of international standards and accreditation. Companies can get competitive advantage both locally and internationally if those have quality certifications. We can attract foreign customers by ensuring them that company is making a quality product in a standard working environment. ISO certified companies must be provided benefits and incentives to encourage other companies to obtain certifications.

6.10. Difficult Access to Financing Facilities

a) Issues

Lack of finance is a major issue which is faced by current kitchenware industry. Kitchenware industry lacks innovation, using obsolete technology and has poor infrastructure. These can be related to lesser finance availability. 44% industries stated that their financial position has declined over two to three years. Also, the current financing arrangements for bringing new technology are not pursued because of high interest rates offered by financial institutions and the religious factors associated with the interest rate.

b) Recommendation:

Incentives or loans should be provided to purchase new machinery to meet the product quality and design at international level. Government should take initiatives to provide subsidized loans to manufacturers. Different type of financing mechanism should be introduced to provide loans to:

► Large manufacturers: Long term loans at higher rate ► Small manufacturers: Medium term loans at lower rate

Also, loans can be provided by assessing the need or portfolio of a particular manufacturers and terms can be decided after making the assessment.

6.11. Inadequate Infrastructure

a) Issues

As per the survey findings, buffing/polishing cause severe damage to environment, almost 450 buffing units are operational causing immense damage to environment and causing health problems. Also, no proper method for disposal of acidic water exit, which is used for anodizing aluminum. None of the industries have dust collectors and the smoke emitting from utensil factories is polluting the air.

Anodizing is done using SO2 (Sulphur Dioxide) and NO2 (Nitrogen Dioxide) and these two are major air pollutants. SO2 reacts on the surface of a variety of airborne solid particles, it is soluble in water and can be oxidised within airborne water droplets to form sulphuric acid (H2 SO4), which falls as acid precipitation or "acid rain". SO2 emissions arise from the oxidation, during combustion, of the sulphur contained within fossil fuels. Environment department is emphasizing on reducing these hazards even if it leads to closing the industries.

NO2 is also very dangerous, when it is inhaled, nitrogen dioxide becomes a serious air pollutant which may:

► Cause pulmonary edema (accumulation of excessive fluid in the lungs) ► Be part of acid rain (destroying fish and plant life in lakes, damaging surfaces of

buildings etc) ► Contribute to photochemical smog

Further, Conditions of roads, drainage and sewerage were not given satisfactory rating during our survey. Results of our survey as to satisfaction with infrastructural facilities presented below:

b) Recommendations

Companies should restructure their operational style in a way that it will protect the environment. Such as:

► Cutting down the use of such energy sources which are causing damage to environment

► Having dust collector in industries

► Using proper disposal methods for disposing acidic water.

Environmentally friendly products should be manufactured and all health related factors should be considered, as kitchenware is directly linked with human health. Emissions of SO2 are proportional to the sulphur content of the fuel, although with regard to coal a proportion, usually less than 10%, is retained in the ash. Therefore, one of the simplest ways to reduce the amount of SO2 released from the combustion process can be achieved by switching to a fuel that has a lower sulphur content, i.e. burning low sulphur coal or gas instead of high sulphur coal.

One production plant should be imported and machinery should be produced locally through reverse engineering based on the technology of imported model machinery. There are competencies in Gujranwala to produce such machinery through reverse engineering, this will ensure the survival of industry in long term and will help industry in competing at international level.

To improve the infrastructure, following should be given priority attention:

► Road, sewerage, drainage and water supply system should be improved. Plan for continuous repair and upgrade infrastructure facilities should be devised.

► Unavoidable load shedding, after giving priority to provision of electricity and gas to industry, should be scheduled and announced.

► The industries in association with the provincial government should develop a plan for the setting up of treatment plant as well as solid waste disposal site.

6.12. Quality of Product Exported:

a) Issues

As per survey finding, 44% of kitchenware industry is exporting their products. This means almost half of industry revenue is coming from international market. But as products are manufactured and dispatched to exporting countries, containers are opened by authorities for inspecting the shipment/lodgment. These opened cartons are not properly closed and usually goods get damaged in this process causing bad reputation, customer dissatisfaction leading to product rejection from the buyers. Product damage can be related to poor product packaging skills of labor.

b) Recommendations

Products exported should be properly packed before dispatching the product for sale. Labor should be properly trained on how to properly pack the export product to avoid the damaged that might cause while inspection is being performed.

Manufacturers exporting the products should perform an analysis about the average number of products that get damaged during inspection process. Similar number of products should be sent extra in shipment, so in case of damaged a new articles are readily available for replacement.

Also, exporting companies should get shipments insured in case of major damages in case of severe circumstances.

6.13. Role of Association

a) Issues

Association: As per leading practices, responsibilities of associations are perceived to include support of industry in matters including availability of raw material and skilled labor, capacity building of industry participants, Innovation and R & D in machinery and products, continuous mobilization and active participation of the stake holders of the industry. Associations provide active support to industry and take steps including raising industry’s concerns to appropriate forums.

The role of All Pakistan Kitchenware Association is perceived as passive by industries to address the current issues of the industries. There are no coercive efforts and members are working in their individual capacity to address current issues of industries i.e. unavailability of quality raw material, inadequate facilities to train labor, outdated technologies and inability of industries to reach export markets.

b) Recommendations

The Association should involve the key players and young entrepreneurs by conducting regular meetings and discussions. Associations should be vigilant of industrial problems and provide support for identifying and implementing solutions. There should be vibrant relations of association with Investors, Chamber of Commerce, Training institutions, Government Authorities, Finance Facilitators, Consulting Bodies and other key stakeholders to facilitate the efficient interventions of industrial problems.

It may be advantageous if the members of this association visit the kitchenware clusters in the region especially India, China, and Iran to understand their operational techniques and cluster dynamics.

8. Cluster Vision

“Becoming world leader in iron, aluminum, stainless steel utensils and cooking appliances driven by innovation in both function and design. Bringing diversification and selling products in every region of world branding under ‘Made in Pakistan’. Having quick response to competition and offering products which are durable, have best quality, which will bring ease, save time, bind the original flavors of food and selling at competitive price. Factors like respecting ethical values, helping communities, respect for environment will be given equal importance”.

8.1. Strategy

In the kitchenware cluster at Gujranwala there is an ample scope for strategic interventions in certain key areas as described here under:

Technological Up-gradation:

As explained in 6.1 technology used in kitchenware production is outdate. The productivity is very low as compared to what is internationally produced in same time and with same number of labor. It is proposed that new technology can bring energy savings. Pre requisites for this proposed change are:

► Purchase of machinery on installments ► Waiver on import tariffs ► Facilitation in import of new plant and machinery ► Conduct techno economic study for the new technology ► Assistance in the selection of technology ► Workshop on required technologies with the core cluster actors ► Assist in the conduct of energy audit and recommend with the potential payback

period to the industrial units

Energy:

Up gradation of technology will bring the energy savings. Government can bring in following interventions:

► Conduct study for alternate fuel resources like charcoal and lignite ► With the arrival of LNG, provide Gas at priority to the kitchenware industry ► Increase tenure of supply of Gas and electricity

New Marketing Techniques:

As kitchenware is an innovative industry. Marketing is very important to educate the customer about the new product. This is why marketing activities are envisaged to be attentively undertaken. In this regard following steps are proposed:

► Marketing through: - Fair price shops - Retailers - Online marketing on social media - Marketing with pictures on companies websites - Marketing in cooking shows: by providing the kitchenware products for use in

those shows - Television commercials - Providing discounts on new product launch for few days or giving a complimentary

There needs to be strong coordination among industry, TEVTA should provide training facilities to kitchenware industry. As per the association, following courses are required for the labor:

Further government can provide stipend to the under training labor. This will provide incentive for them to join the industry.

Increasing product range by innovation and diversification:

Major manufacturers should design in house research and development department and continuously research new designs and techniques to innovate new products. This can be done by diversification, making products by innovation. This is a break through step by increasing the business either to the existing customers or by penetrating into new markets. Variety of kitchenware products which will bring ease and will save the time of user should be introduced. For this purpose following initiatives are recommended:

Kitchenware industry is directly linked with the health of human beings. Kitchenware products are daily involved in food making process. The products manufactured in the cluster need appropriate inspection and quality control system at every stage of production. The system of quality plan can be developed so that the products are produced as per desired technical specifications. Introduction to the new firing technology will help improve quality of the final product. This will ensure the competitiveness of cluster nationally and internationally. Proposed activities are:

PSIC initiated the credit facilities for SMEs, but the said amount is highly insufficient, therefore financial institutions apart from commercial institutions need to be developed specifically for promotion, financing and development of the SMEs. Following services should be initiated by such institution:

► Provide working capital finance, long-term finance and trade finance, ► Quick processing and repayments on installments, ► Preferential lending against export targets, ► Less amount of paperwork should be involved.

The institution should also create awareness regarding policies and procedures for loan, because of the literacy level of the entrepreneurs in the cluster.
