ANGELES CITY -- Come-backing city mayor Carme-lo “Tarzan” Lazatin has re-quested the Bureau of Inter-nal Revenue (BIR) for the tax information of a certain El-vira Cruz-Granil in aid of his graft and corruption complaint against incumbent Chief Ex-ecutive Edgardo Pamintuan and other city offi cials.

In a communication to Je-thro Sabariaga, BIR Offi ci-er-In-Charge, dated July 31, 2017, Lazatin asked his offi ce “to provide the undersigned with information on the tax payment status of Crystal Pal-ace Bar, Clubasia’s Palladi-um Hotel and its owner, Elvira Cruz-Granil certifi ed by your offi ce.”

Tarzan asks BIR probe in case vs. EdpamLazatin wrote “that the in-

formation will be used in aid our complaint being prepared by the undersigned’s legal team on the questionable con-tract of the Angeles City Gov-ernment under Mayor Pa-mintuan, Crystal Palace Bar and Clubasia’s Palladium Ho-tel.”

Granil is the registered owner of both Crystal Palace Bar and Clubasia’s Palladium Hotel.

Palladium Hotel is illegal-ly using a government land property located at Real St., in Barangay Balibago and cov-ered by TCT No. 15956. The property has an idea of 1,126 square meters.

Lazatin said Palladium is

not authorize to use the prop-erty since the city government is leasing the same proper-ty to Crystal Palace Bar of 25 years as stated in the Lease of Contract between the fi rm and the city government signed by Mayor Pamintuan on Jan-uary 22, 2013, for P140,000 monthly rental.

“Clearly the rightful lessee of the government property is Crystal Palace Bar and not this Palladium Hotel,” Lazatin said.

He added that “there is a clear violation of lease of con-tract and it is obviously disad-vantageous to the City Gov-ernment.”

Councilor Pogi, fi led a resolu-tion last July 13, 2017, calling for a full-blown investigation on the operations of Crystal Palace Bar, a business leas-ing a property of the Angeles City Government located at Real St., Balibago and cov-ered by TCT No. 15956, for violations of its lease contract that cause undue injury and disadvantage to the govern-ment; and a related investiga-tion of Palladium Hotel for ille-gally using the same property without legal contract with the Angeles City Local Govern-ment.

The resolution was reject-ed by the City Council’s major-

ity bloc headed by Councilor Alexander Indiongco, Jericho Aguas and Edgardo Pamintu-an, Jr., “for lack of merit.”

“It does not matter who represents the companies. What matters is the fact that Crystal Palace Bar and Pal-ladium Hotel are two diff erent and distinct businesses. The former has the legal contract to lease. Palladium has no authority to use the property. Actually, the mere fact that the same person has represented these businesses raises more questions and doubts as to why was she given much ac-commodation and credence despite the fact of her intent to abuse the contract,” the young Lazatin said. –Press release

BALANGA CITY – A rid-er died while his broth-er was injured when the two separate mo-torcycles they were us-ing crashed into a big tree that fell during the height of heavy rains Friday dawn at the dark Roman Superhighway in Limay, Bataan.

Rescue workers of the Metro Bataan De-velopment Authority rushed brothers Ro-ben, 22, and Robert Bagasan, 20, to the Bataan General Hospi-tal in Balanga City but Roben died a few min-utes later.

Marie Bagasan, 47, said her two sons left their house in Puerto Rivas Draga, Balanga City in two motorcy-cles at 4 in the morning to report for work as security guards in the Bataan Oil Refi nery in Limay.

“Nadumog sa nak-abuwal na puno,” the grieving mother said.

Divina Javier, restaurant owner, said the big narra tree fell along the four-lane highway in Barangay Duale, Limay but a few minutes later at about 4:30 in the morning, two motorcycles ar-rived.

“May dalawang magtiyuhin na sumes-enyas gamit ang fl ash-light para huminto ang mga motorista pero nagtuloy-tuloy ang dal-awang motorsiklo kaya sumalpok sa puno,” she said.

She said that the two riders wore hel-mets and there was heavy rain and might have not noticed the warning. She said one rider was able to slow down and was not bad-ly hurt but the other was thrown out of his motorcycle.

“Walang ilaw ang mga poste sa high-way at malakas pa ang ulan,” Javier said.

Police said investi-gation is still going on.

HERMOSA, Bataan -- Three villages here on Sunday were sub-merged in fl ood waters up to fi ve feet deep due to heavy rains caused by the southwest mon-soon or habagat trig-gered by Typhoon Gorio.

Flooded were ba-rangays Almacen at fi ve feet deep and Daungan and Pulo at both two feet.

Fishing bancas were the only means of trans-portation in Almacen and Daungan. Passengers were charged P20 each one way.

“Dahil hindi sila makapagtrabaho, kail-angan nila food at medi-cine,” Villapaña said.

Asked as to what he thought was the cause of yearly fl oodings in his village, Villapaña said “siguro wala nang puno sa kabundukan, wala nang pumipigil sa tubig na bumababa.”

Susan Cruz, 53, said they have been experi-encing the fl ood in Alma-cen when she was still a child.

She said the com-plaints on some fi sh-ponds hampering the fl ow of water in the wide Almacen River as not a problem to the regular fl oods they have been

suff ering for almost 50 years.

“Ang solusyon, in-gat na lang ang mga tao kasi sanay na kami. Wala ng magagawa. Hi-nuhukay nga ang ilog pero ganoon din,” Cruz answered when asked what she thought was the solution.

What she was refer-ring was the multi-mil-lion peso dredging in the river that started April 2017.

Laughing, she even said that they were en-joying the fl ood.

SAN LUIS, Pampanga – As Governor Lilia “Nanay” allotted P80-million for the construction of San Luis District Hospital, she is contemplating on renam-ing the hospital after Luis Taruc, a patriotic, legend-ary Kapampangan hero and leader of the Hukbong Bayan Laban sa mga Hapon (HUKBALAHAP).

“I am asking for a resolution to the Sangguniang Bayan (municipal board) in concurrence with the Sangguniang Panlalawigan (provincial board) to rename San Luis District Hospital after Tatang Luis Taruc for I idolize him,” the governor announced during the Alaga Ka Caravan with the Philippine Health Insurance Corporation (PhilHealth) benefi -ciaries here.

The lady governor also bared that the funds is intended for the rebuilding of the hospital in its new location near the boundary between San Luis and Mexico.

“I have allocated the budget in order for you to have a new, clean and big hospital in a 10-hectare lot near San Luis-Mexico boundary,” governor told the benefi ciaries of Alaga Ka.

She also bared her reason for transferring the hospital into its future location.

“I wanted to expand your district hospital but there was no more lot available. We wanted to buy the nearby lot but the owners declined our plea. So we sought for available lot and found one near San Luis and Mexico,” she said.

She also added that she will hire additional doc-tors and medical staff to accommodate more pa-tients here and in nearby towns.

Pineda then said that the old San Luis District Hospital will be converted into a birthing station to utilize the facility after the transfer.

Mayor Venancio “Asyong” Macapagal mean-while thanked the governor and the provincial gov-ernment for the plan to upgrade their district hos-pital.

Can’t afford“COLLEGE EDUCATION benefi ts the individual, not the society. Yet we recognize we want to help the poor get free scholarships.”

So, declared Budget Secretary Benjamin Diokno at the congressional hearing on the proposed P3.767-trillion budget for 2018, where he, along with other economic managers of the Duterte administration, averred that free tuition in state universities and colleges would not be funded by the budget proposal.“We estimate that it will cost us something like P100 billion. The government cannot aff ord that,” furthered Diokno.

There goes another monumental failure in the delivery of a campaign promise of President Duterte – free education at all levels. The nation again clearly getting the short end of the stick, so to speak.

There is the even graver ramifi cation of this epic fail impacting the nation – and its future – in the Philippine Constitution, in Article II, Declaration of Principles and State Policies, specifi cally:

SECTION 9. The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all.

SECTION 13. The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic aff airs.

SECTION 17. The State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development.

Res ipsa loquitur. The thing speaks for itself. As we do hope Diokno too – speaking only for himself.

Further we sayeth naught.

A Capitol press release quoted Commission on Population regional director Eleanor Cura as saying the FP month activities “are mandated to help all Filipino families determine and achieve their desired family size through modern family planning stated under the United Nation’s Sustainable Development Goals and Responsible Parenthood and Reproductive Health (RPRH) Act of 2012 further strengthened by Executive Order 12, 2017 of the Duterte Administration.”

Unguided by UN goals, with no parenthood and reproductive health laws still in eff ect at the time, I did not plan my family. Hindi planado…hindi naman natalo. As it turned out.

All the wife and I did was subscribe to the Church’s teachings. As contained in this Zona narrative seven years ago:

MARRIED LOVE, therefore, requires of husband and wife the full awareness of their obligations in the matter of responsible parenthood…

With regard to the biological processes, responsible parenthood means an awareness of, and respect for, their proper functions. In the procreative faculty, the human mind discerns biological laws that apply to the human person.

With regard to man’s innate drives and emotions, responsible parenthood means that man’s reason and will must exert control over them.

With regard to physical, economic, psychological and social conditions, responsible parenthood is exercised by those who prudently and generously decide to have more children, and by those who, for serious reasons and with due respect to moral precepts, decide not to have additional children for either a certain or an indefi nite period of time.

Responsible parenthood, as we use the term here, has one further essential aspect of paramount importance. It concerns the objective moral order which was established by God, and of which a right conscience is the true interpreter. In a word, the exercise of responsible parenthood requires that husband and wife, keeping a right order of priorities, recognize their own duties toward God, themselves, their families and human society.

From this it follows that they are not free to act as they choose in the service of transmitting life, as if it were wholly up to them to decide what is the right course to follow. On the contrary, they are bound to ensure that what they do corresponds to the will of God the Creator. The very nature of marriage and its use makes His will clear, while the constant teaching of the Church spells it out...

This particular doctrine, often expounded by the magisterium of the Church, is based on the inseparable connection, established by God, which man on his own initiative may not break, between the unitive signifi cance and the procreative signifi cance which are both inherent to the marriage act.

Six kidsHence, six children – three girls in a matter

of twenty-two months – were born of our unitive and procreative love.

Raising six children was taxing to say the least. Being in-between irregular jobs at some time or the other, and the wife on full-time home management was truly the pits. Yet, as the sagrado Catolico of yore, aye, the very Filipino for that matter, we take the kids as blessings from heaven.

I remember a time when the sixth child was yet to be, between us and starvation lay only ten one-peso coins. So, what was there left to do but get down on our knees to pray. I got fi ve for fare, left the half for whatever food they could still buy, and sought some friends for loans.

Finding the limited number of pals I could really count on all out somewhere, and with no means to reach them – this was long before the mobiles, I trudged my way back home feeling most forsaken – my pocket emptied of even tricycle fare.

So sorry, I told the wife, I left home with fi ve pesos I got back with none.

In my sorrow, I failed to see the radiant glow in the wife’s face, shaking me out of despair with a jubilant cry of “God heard our prayers. He sent us 10 thousand pesos!”

Ah, how we cried – and prayed, that day of days. With the greater resolve that God will never forsake those who call on Him. Whence, whenever need overtook us, we always returned to that day and be strengthened.

With faith in God, love and trust in ourselves, no burden is too heavy to bear.From the hardships of yesteryears, today we enjoy our “blessings” of fi ve kids university-graduated, gainfully employed, fi nding their own places in the sun. The youngest is a junior in college (He has since graduated). We are blessed with two grandchildren, and another one on the way. (We have a total of fi ve grandkids now).

In the current battlegrounds of reproductive health, of population control, of so-called freedom of choice, we fi nd our marriage a celebration of the supremacy of the Church’s position: responsible parenthood negates reproductive health as pushed by the state.

Modesty be damned now, we look at our family as a testimony to the true majesty of Humanae Vitae.

SCIENCE CITY OF MUÑOZ – Science and technology should trickle down to the peo-ple in the countryside for them to achieve faster and more productive endeavors to ap-proximate those enjoyed in centers of development like Metro Manila and Cebu City.

This was emphasized here by Secretary Fortunato dela Peña of the Department of Sci-ence and Technology (DOST) as he bared initiatives being undertaken by his department in collaboration with other de-partments to address this con-cern in various regions in the country.

He was guest speaker at the opening rites last week of the three-day Region 3 obser-vance of Science and Technol-ogy Week on the campus of the Central Luzon State Uni-versity (CLSU) here.

“We have already devel-oped an innovation roadmap that can be of help for more productivity, services, agri-cultural pursuits, manufactur-ing and other undertakings by

those in the countryside,” dela Peña said. “We have complet-ed this in collaboration with other line agencies like the De-partment of Trade and Industry, Department of Agriculture, and research centers like those in state colleges and universities and others,” he added.

He said the name of the game is collaboration for the benefi t of those engaged in helping people in the coun-tryside for their start-up enter-prises as well as those wish-ing to expand their business or add some more in their prod-uct lines, and for the develop-ment of new products.

“The infusion of science and technology in their activi-ties will not only enhance their current status level but also become very competitive in the international market,” dela Peña said.

He pointed out that that there is slow and uneven prog-ress and development in many areas in the country compared to those in developed urban centers. He said that the inno-vation roadmap may be of help in addressing this concern.

Dela Peña called on heads of local government units to have their own program in sci-ence and technology for the benefi t of their respective con-stituents outside of those be-ing pursued by the line agen-cies.

“In other countries, local government units initiate pro-grams to induce development of new products, assist those engaged in undertakings that can be of big use to the com-munity, diff usion of technolo-gies and others,” he said.

He said PamCham also led the initiative for the expansion of the na-tional highway by the Department of Public Works and Highways (DPWH).

However, because of the widened road be-tween CSF and Angeles City there were about 300 accidents and more than 30 deaths that hap-pened along that stretch in three years, he said.

Nicdao said Pampan-ga should prep up for the infl ux of more business-es in the province with more infrastructure de-velopment.

KAPAMILYA actress Judy Ann Santos doesn’t deny that she had a confl ict with his manager veteran entertainment columnist Alfi e Lorenzo - who died a few days ago.

“May mga hindi kami pagkakaunawaan nuon. Hindi ko naman itinatanggi yon. Pero bago naman siya nawala naging maayos na ang pagsasama namin.”

In fact, Judy Ann was the fi rst person who was called when the lifl ess body of Alfi e was in his room at Solaire Resorts and Casino in August 1.

“Actually, ako ang personal na nagkasikaso sa burol ni Tito Alfi e dito sa Manila, hanggang sa ma-cremate ang body niya at ihatid sa Pampanga nung Aug 3.

“Pero bago yun inihatid muna namin siya sa Carmelite sisters sa Angeles City. Kasi kahit nuon pa, dito siya madalas pumunta, tsaka ako dinadala din niya duon. Yun yung simbahan na itinuro niya sa amin na puntahan, na mag-novena ako dun tuwing meron akong pelikula. Yun yung isa sa mga itinuro sa akin ni Tito Alfi e.

“Kung meron man akong dapat hindi kalimutan, yun ang pagpapasalamat at pagdadasal, hindi lang tuwing may kailangan, kundi pag may panahon. Gusto ko talaga maidaan siya doon para makapag-pay respect sa mga madre na inaalagaan niya doon, especially sila Sister Agnes. And then, from there, dinala na siya sa Holy Family Chapel sa Pampanga.”

What would Juday miss about Tito alfi e?“Siguro mami-miss ko yung pagmumura niya sa akin, saka yung pag-gatecrash niya sa presscon, saka

yung pag-walkout niya sa presscon kapag hindi siya naimbitahan, ganun! Mami-miss ko siguro yung iniiwasan ko siya, para hindi niya ako matalakan sa harap ng maraming tao. Siguro mami-miss ko yung mga mura niya sa akin sa cell phone. Siguro mami-miss ko rin yung kinakabahan ako pag makita ko yung pangalan niya sa telepono ko. Pero siguro dapat burahin ko na, baka makita ko yung pangalan niya, baka lalo akong kabahan, baka himatayin ako!

“Kahit naman nagkaroon kami ng hidwaan ni Tito Alfi e, hindi mo naman maalis yung thought na he is a good person, cariño brutal lang talaga siya sa maraming tao. Kung gaano kalaki ang hate niya sa ‘yo, ganun din kalaki ang pagmamahal niya sa ‘yo. So, kaya feeling ko, deserved din naman na makita ng mga tao si Tito Alfi e, lalo na yung mga natulungan niya para makapagpasalamat sila.”

How would this aff ect her life and career?“Of course, it’s gonna be diff erent. Kasi iba yung alam mong nandiyan siya na hindi lang kayo nagkakausap,

kesa sa alam mong wala na talaga siya na hindi mo siya makakausap, hindi mo siya makakasalubong somewhere, na hindi mo siya nakikita kahit kailan.”

Juday stressed that before Tito alfi e’s demise, she was able to talk to him and iron out things.“Actually, yung last na pag-uusap namin ni Tito Alfi e, maayos, ha… baka isipin ng

mga tao na may hidwaan kami. Personally, sa paniniwala ko, maayos akong nakapagpaalam sa kanya. Maayos akong nakapag-sorry. Kaya siguro din wala ako masyadong hinaing kasi alam ko sa sarili ko na at peace akong nagpaalam sa kanya, at nagpasalamat ako sa kanya. I was able to say everything that I wanted to tell him, lahat ng sama ng loob, lahat ng pagpapasalamat, nasabi ko.

“Kahit naman… alam mo naman mag-aama, mag-iina, nagkakaroon ng tampuhan. Alam niyo naman ang mga tampuhan namin ni Tito Alfi e, 10, 14, 15 years ago, live kung talakan ako niyan, walang humpay.

“Yun naman yung sinigurado ko, kasi hindi naman dahil sa iniisip ko kung anong mangyari sa kanya… Ayoko lang magkaroon ng grudge o magkaroon siya ng sama pa ng loob dahil alam kong grabe magtampo si Tito Alfi e. Iyon naman ang sinigurado ko sa kanya. Imagine halos 28 years niya akong na-manage.

“Anyway, kung nasaan man siya ngayon, alam kong masaya na siya.”

“Sa lahat ng nagbigay ng chance na hindi dinedma yung pelikula dahil kami ni Empoy yung bida, yung binigyan niyo ng chance yung materyal, kasi yun lang naman ang ipinaglalaban ko ever since,” said the 33-year-old actress.

Alex is also happy knowing that her mom is proud of her latest achievement. In fact, she still feels her mom’s unwavering support for her, even though she resides in Italy.

Alex narrated, “Wala siyang ginawa kundi magsend sa akin ng magsend ng mga comments ng mga tao o fanart ng mga tao.”

DAVAO CITY – New fl ights in Clark are creating tourism and business opportunities ac-cording to experienced indus-try leaders in tourism promo-tions and travel industry here and in Pampanga.

“The new fl ights in Clark have opened new destina-tions for us also to go visit not only Pampanga but also Subic, Central and Northern Luzon, which otherwise would have been very expensive for us,” said Regina Rosa Tec-son, offi cer-in-charge, Davao City tourism offi ce in a recent interview after the business meeting organized by the De-partment of Tourism Regional Offi ce 3 and 11.

The meeting was held at the Park Inn by Radisson Davao.

The business meeting was part of three-day AirAsia-spon-sored Pampanga-Davao Tour-ism Exchange (PDTE) from July 28-30.

“It opens opportunities for us to go to Clark and Ma-nila via Clark without passing through EDSA and NAIA,” she added.

Tecson said she liked “sisig” and she frequently vis-its Pampanga to have a taste of the country’s “culinary cap-ital”.

Promoting tourism in Cen-tral Luzon and nearby prov-inces is possible because of Clark and Davao airports said Prisca Castor, president, of Pampanga Agents Travel Society (PATS). The group is composed of 40 travel agents and allied members of hotels and tour operators from Ma-

“We’re very excited with the new fl ights in Clark. Ev-erybody is excited to travel,” she added,” said Castor. She has been in the travel industry since 1985.

For foodies, visitors may go around one town to anoth-er to taste diff erent delicacies and foods according to Cas-tor.

Some travel agents also off er heritage tour packag-es according to Castor. The tours include Museo Ning An-geles, Center for Kapampan-gan Studies of the Holy Angel University, Holy Rosary Parish Church and the historical Pa-mintuan Mansion, among oth-ers.

For Edmund Mayormita, head of Visit Davao Fun Sale Tours Consortium (VDFSTC) the business activity conduct-ed is a welcome development to promote travel and tourism trade between Pampanga and Davao.

“This business is a very welcome activity specially for us. Also, we would like to take advantage of the direct fl ights between the two destinations,” said Mayormita.

Mayormita has been in the

travel industry since 1990. He is also the president and gen-eral manager of Travel Advan-tage, a Davao-based travel agency.

“Hopefully we can send and we will also receive visi-tors from Clark,” he added.

VDFSTC is composed of 12 tour operators from Davao. The group is in charge of creating tour packages for Davao. Annually, the consor-tium members go to other lo-cal destinations to promote Davao tourism.

The PDTE was also be-ing supported by Lumad Kon-

sult Travel and tours, Park Inn by Radisson Davao, The Royal Mandaya Hotel, Infi ni-ty Suites, Pinnacle Hotel, Apo View Hotel, Casa Leticia and Ritz Hotel.

With the recent familiariza-tion tour in Cebu and Davao, Regional Director Ronnie Tio-tuico of Central Luzon Tourism offi ce said he is determined to boost the tourism industry in Pampanga including the sev-en provinces in Central Luzon.

The Pampanga delegation was accompanied by Carolina Uy, chief tourism operations offi cer; Chriselle May Yam-

bao, supervising tourism offi -cer; and Allen Gonzales, tour-ism operations offi cer all from DOT-Central Luzon.

NOMINATIONS are now opened for the 2nd Philippine Sports Tourism Awards. This was announced recent-ly by the awards founder and chair, Charles Lim.

Evolving around the Sports Tour-ism Forum - a series of sports tourism lectures, workshops and conferences - held since 2004, the Philippine Sports Tourism Awards (PSTA) had its incep-tion last year honoring sports tourism destinations, sports event organiz-ers, sports associations, sports char-ity event, local government agencies, event sponsors and destination mar-keting eff orts.

This year PSTA will expand its fi eld to recognize an outstanding hotel, a tour agency and an airline in support-ing sports tourism.

“We have witnessed how sports tourism has been an impactful catalyst in bringing in tourists to destinations around the Philippines and we can see the growth potential in this particular tourist sector. There is a successful for-mula in hosting and organizing sport-ing events involving both the private and government sectors with support from the media,” explained Lim in the Sports Tourism Forum (STF) in Davao City recently,
