MABALACAT CITY- Folk at the boundary of this city and Angeles have expressed irrita-tion over deep diggings on the side of concrete roads which were later covered with sacks of sand that inconvenience motorists and pedestrians.

At least 10 such sites have been noted in areas within the jurisdiction of Angeles and this city, particularly in Barangay Lakandula where concrete roads were cracked apart to give way to the diggings.

Lakandula chairman El-mer Madlambayan told Pun-to, however, that the diggings have permits from both the city governments of Mabalacat and Angeles.

“The diggings are being done by the PLDT (Philippine Long Distance Telephone Co.) for the installation of fi ber optic cables for TV and internet ca-bles,” he said.

Madlambayan said more diggings are expected to be done up to Barangay Duquit on the side of Mabalacat.

Of the diggings, only the one along the MacArthur Highway at the corner of 9th Street in Lakandula has been

restored back to its concrete condition. The rest along 7th and 6th Streets were fi lled up only with sandbags.

But Madlambayan said that the city engineering offi ces of both Mabalacat and Angeles would not have given them permits to dig without the con-dition that concrete roads be covered anew with concrete.

Residents have noted, however, that weeks after the installation of cables at 7th and 6th Streets, there have been no indications that the concrete would be restored at the digging sites.

“This would be tantamount to destruction of public proper-ties,” one resident said.

BALANGA CITY -- Drivers and operators of passenger jeepneys in the fi rst district of Bataan on Monday joined the nationwide transport strike in opposition to the modernization of public utility vehicles.

Involved in the one-day trans-port halt from 6 a.m. to 6 p.m. were passenger jeepneys plying the Balanga-Abucay and Balan-ga-Orani routes and vice-versa.

na operator,” said Eman Cruz, spokesman of the Balanga-Ora-ni Drivers, Operators Associ-ation. “Makapaghuhulog kami pero paano na pamilya naming.”

Cruz said four jeepney asso-ciations in the fi rst district of Bata-an with more than 600 jeepneys joined the transport halt. Sympa-thizing, he said, were 1,200 driv-ers and operators.

They claimed that the mod-ernization program will greatly aff ect the livelihood of jeepney operators and drivers and the riding public as well with the in-crease in fare.

So was Senate President Aquilino Pimentel III’s response to Rappler.com on former president and outgoing Pampanga 2nd District Rep. Gloria Macapagal-Arroyo joining PDP-Laban which he heads.

It is not too distant to completely recede from public memory that Pimentel once accused GMA of electoral fraud in the 2007 polls – rising out of his electoral protest against GMA ally Senator Juan Miguel Zubiri, whom Pimentel successfully unseated in 2011.

In the wake of that victory, Pimentel fi led an electoral sabotage case against GMA and then First Gentleman Jose Miguel Arroyo.

And burn bridges too, Pimentel did with long-time friend Vice President Jejomar Binay in 2013, when he found his name alongside Zubiri’s in the senatorial slate of Binay’s United Nationalist Alliance.

Somewhat discordant is Pimentel’s new tune now – with GMA -- given his “principled” stand at the time of his electoral protest, no?

But then, has it not been so trite for so long that it has become a truism that politics does make strange bedfellows?

In this instance, politics transposing to federalism. Thus, Pimentel: “If someone wants to help the cause of federalism, then why not accept him/her with open arms?”

GMA publicly champions the cause of federalism.

Furthered Pimentel: “But she must be the one to change by embracing the PDP-Laban’s core principles of belief in God, human dignity, love of country, equal opportunities for all, consultative and participatory democracy, and federalism.”

Yeah, GMA publicly champions the cause of federalism. So, she has sworn her loyalty to its principal advocate, the PDP-Laban. It naturally

follows. It cannot help though that some hidden

agenda are seen, not without malicious glee, by a number of netizens and coff eeshop analysts in GMA’s party switch.

On the short term, her return to the Senate where she sat from 1992 to 1998. (Her fi rst election as sampay bakod, her second as valedictorian, thanks to the Nora Aunor imagery.)

And from there, the enactment of legislation changing the form of government to federalism.

In the not-so-long-haul, under a federal system, GMA easily winning a seat in parliament and on to becoming prime minister.

Yes, that is how far into the future GMA’s fl uttering butterfl y act has gone, in the minds of not so few. Taking a life of its own in the public discussion. Like:

It is exigent – not to say expedient too – that all this change to federalism has to happen not only within the term of President Duterte but at the time that: 1) he is enjoying the “high” trust of the public; 2) he controls both Houses of Congress; 3) the “yellow stain” has been excised from the guardian of the electoral system; 4) the Supreme Court is being battered to submission to the presidential will, or will-not, as the case may be; and 5) the Armed Forces of the Philippines and the Philippine National Police are at his beck and call.

THE DECLINE on stu-dents’ academic performance prompted several schools nowadays. The percentage of retention rate has been in-creasing and there are so many factors that contribute to it. Teachers and parents alike are resorting to the reasons such as lack of school facili-ties and students indiff erences on their studies. With the ad-vancement of technology, stu-dents also tend to lose focus for Medias such, the school and family should actively act as partners to guide students and help them improve their academic performance.

The need for parent’s follow-upond parents in school; there-fore, parents should also serve as the second teachers at home. The parents should make the necessary follow-up of their children’s studies and it should be done regularly. They have to be aware of their chil-dren’s grades and attendance. If possible, check their note-books and ask them what they did in school. Parents play an important role in motivating the students to come early and regularly school.

Teachers on the other hand, should also be actively do some home visitations as partners of the parents in giv-ing advice to students to stay

at home on days without class-es, sleep early and avoid com-puter games so they can come to school on time and that they are physically and mentally prepared for their classes.

With the infl uence of tech-nology and peers, students nowadays tend to prefer other things than their studies thus becoming passive, school and home should work hand in hand towards better academ-ic performance of students in school to assure of their bright future.

WHAT IS a revolutionary government?Legal Meaning: It is the union of all powers

of government into a single person or entity; the nullifi cation of the constitutional order; the severance of the ties of government with its people; the replacement of the Rule of Law with the Rule of Force.

Practical Meaning: In the Philippines, the President will be totally free from any constitutional constraints; will send to jail his opponents without court proceedings; will take over private entities that don’t bow down to him; will no longer have to explain at least P6.4B drugs, 13 thousand EJKs; will complete China’s plan to make the Philippines a true puppet state.

The President’s threat of imposing a revolutionary government is the single most destabilizing act that can be committed: the murder of the Constitution.

“The real concern is this: If this can be done to a sitting senator of the Republic of the Philippines, then this can be done to any citizen,” Caguioa added.

And boom: “Instead of seizing this golden opportunity, and bravely asserting its role as guardian, the Court, speaking through the majority, has chosen to, once again, retreat and fi nd refuge in technical and procedural niceties, totally brushing aside the paramount constitutional signifi cance of this case.”

ON OCTOBER 16, 1907, the Philippine Assembly was inau-gurated at the Manila Grand Opera House. The event was attended both by US Secretary of War William Howard Taft and the new Governor-Gener-al James Francis Smith.

1935. Upon the creation of the Assembly, Philippine legisla-ture was to take after the mod-el of the U.S. House of Repre-sentatives.

The Assembly was the lower house of Philippine Legislature. The Philippine Commission was transitioned into the upper house. Elections for members the fi rst national assembly were held on July 30, 1907.

Angelita Agaton Human Resource Manager said they held various activities for the elderly, focusing on grooming and wellness which make pos-sible through the eff orts and contributions of SM City Ca-banatuan and SM Megacenter employees as their way of giv-ing back to the community.

“Our Lolo’s and Lola’s were given toiletry kits, gifts and food packs. A short program and variety entertainment also took place. Employees like-wise held interactive activities, such as learning sessions on common health concerns of the elderly, consultation with nurses, exercises and games” said Agaton.

There were 17 elderly ben-efi ted to this program together with 3 children whose current-ly resides in the orphanage.

and formerly the house of the priest which later developed as an orphanage catering el-derly and children.

By Tuesday, most of the jeepneys plied regu-lar routes in Pampanga despite the suspension of classes and work in government offi ces for two straight days of the transport strike.

Leaders of jeepney drivers’ groups here, who asked not to be named for fear of being disenfranchised by the Land Transportation and Regulatory Board (LT-FRB), described the gov-ernment phase out plan as “inhuman” and “totally disregarding the realities

While the govern-ment assured them that no downpayment would be needed to acquire the new jeepneys on install-ment basis and that they would be given a subsi-dy of P80,000 each, they insisted that majority of them could still not aff ord the installment without allowing their families to go hungry,

“Also, why phase out even new and well maintained jeepneys?” one of the striking lead-ers asked, saying he rep-resented the sentiments

of local jeepney drivers.He also said that “if

present jeepneys are unacceptable, the Land Transportation Offi ce should not have allowed them to be registered year after year.”

“If the government would blame this on cor-ruption in the LTO, then the problem is with cor-rupt LTO people who should be phased out, not the jeepneys,” he said.

Last Monday, many of the jeepney drivers joined rallies protesting the government’s plan to phase out their vehicles

in lieu of new ones they are to pay on installment which, they insisted, they would not be able to af-ford.

City of San Fernando Mayor Edwin Santiago said he ordered the fi eld-ing of government ve-hicles last Monday and Tuesday to help strand-ed folk reach their desti-nations.

“There were private sector workers who still had to report to work de-spite the jeepney strike and they needed to be ferried to their work plac-es,” he said.

In the commercial

town of Guagua, Mayor Dante Torres also said he fi elded government vehicles for free rides to the public through routes usually covered by jeepneys mostly con-necting to nearby towns whose folk do marketing in the local market.

In Masantol, all jeepney drivers also joined the strike Monday, while a few plied routes the following day.

City jeepney drivers, he said, preferred other means to express their objections to the govern-ment plan to phase out jeepneys and replace them with new ones each costing P1.6 million.

Pampanga from acting on any transfer of the ti-tle over the Paskuhan Village property pending the resolution of the ac-tion for the nullifi cation of the sale between the Tourism Infrastructure and Enterprise Zone Au-thority (TIEZA) and Pre-mier Central Incorporat-ed.

The report said there were lapses in sale of Paskuhan citing offi -cials of TIEZA as liable. The report said TIEZA offi cials committed mal-feasance in the perfor-mance of their duties for misapplication of the law and abuse of authority.

The report was sub-mitted by Surigao del Sur 2nd District Rep. Johhny Ty Pimentel, chairman of the committee, Pampan-ga 3rd District Rep. Au-relio “Dong” Gonzales, Jr. and other members of the committee.

The investigation on the sale of the Paskuhan Village was initiated by Gonzales through Res-olution No. 654 he fi led in January, after consult-ing with his constituents in his district, especial-ly in San Fernando, and seeking the support of House Speaker Panta-leon Alvarez.

The report was the conclusion of several

ducted from February to August.

Last October 3, the Offi ce of the Solicitor General, in a six-page opinion submitted to the house committee, said the sale of the proper-ty was void pursuant to Section 54 of Repub-lic No. 9593. The said law, the OSG said, pro-vides that cultural trea-sures and heritage sites shall not be sold. The Committee also said TIEZA failed to comply with pertinent circulars of the Commission on Audit, namely COA Cir-cular Nos. 86-264 and 8-296. “Thus, the deed of sale executed by and between TIEZA and Pre-mier Central Incorpo-rated involving Pasku-han Village may be as-sailed for being contrary to laws, rules and regu-lations,” the committee said.

The contract of sale was signed between TIE-ZA and Premier on May 4, 2015 in the amount of P939,656,848 or nearly P1 billion.

Gonzales argued in the hearing that Premier could not have aff orded the acquisition cost since its paid-up capitalization was only P500 million. Premier was among the four companies which bidded for the proper-

ty, namely SM Develop-ment Corporation, Pre-mier Central Inc., SM Prime Holdings and SEJ North Premier Holding Corporation. Three of them, Premier, SMDC and SM Prime Holdings are part of the SM Group of Companies. The Com-mittee said that TIEZA disregarded the provi-sion of R.A. 9593 that gives this capital city and the Province of Pampan-ga the right of fi rst refus-al on the sale or lease of Paskuhan.

As early as 2009, the Pampanga Mayors’ League issued a reso-lution to negotiate and enter into an agreement with the Department of Tourism to acquire juris-diction and management over the facility, the re-port noted.

On December 4, 2014, the Provincial Gov-ernment of Pampanga also off ered to purchase the Paskuhan Village at book value or based on current prevailing mar-ket value to reactivate the facility as venue for promoting the tourism in-dustry of Pampanga, ac-cording to the report.

“All these appeals and request of the Prov-ince of Pampanga re-mained unheeded by TIEZA,” the committee noted.

Some members of the

committee pointed out that TIEZA failed to con-sider the cultural heritage issue because it was fi x-ated on the “highest and best use” study proposed by a private consultant “whose sight is trained on asset disposal instead of weighing the signifi -cance of the site’s cultur-al treasures,” the report pointed out.

“Thus, TIEZA violat-ed the expressed prohi-bition that such assets shall not be sold or in any way disposed of and shall be placed under the ownership of the TIEZA for their continued main-tenance,” the committee said.

According to the re-port, TIEZA may initiate the legal action of nul-lifi cation of the sale of Paskuhan Village, being the principal party to the deed of absolute sale.

The province of Pam-panga or the City of San Fernando has le-gal standing to assail the deed of sale for vi-olation of their right of fi rst refusal pursuant to Section 54 of. R.A. 9593 The committee has pro-vided a copy of its re-port to the Offi ce of the Ombudsman for appro-priate action and further investigation on possible administrative, civil and criminal cases against erring TIEZA offi cials.

The confl ict, Subic stakeholders noted, has put much strain on the agency and the Freeport itself.

In its statement, the SBFCC recalled that Subic locators had urged for a clear defi nition of the leadership roles in the government-owned and controlled corpora-tion in order to resolve the issue.

“Like what we said during the height of the recent leadership row, we requested the House of Representa-tives and Malacañang to step in and make the necessary decisions that would clarify the roles of both parties for the sake of the investors of Subic Bay; if not, then to choose one that would lead the SBMA, so as to avoid further confusion among the locators and even within the ranks of the SBMA,” the SBFCC said.

The statement also thanked Diño for the as-sistance he gave the lo-

cators during his few months Subic. “We are confi dent that Mr. Diño is more than capable of handling the next gov-ernment position that the President will assign to him,” it added.

Meanwhile, Eisma, upon acceptance of the unifi ed position two weeks ago, had thanked the various sectors in the Subic Freeport commu-nity for their support.

She said that she aims to unite all sectors of the Subic Freeport community by promoting malasakit or caring for

each other.“My purpose is to

unite all of us together,” she said, adding that politics had sometimes reared its head in the Subic Bay Freeport.

“We must be brought back to the basics: the basics of caring for each other, the basics of car-ing for SBMA. Iyon po ang gusto kong kalin-ga. Because if we will do malasakit for others, we will forget our person-al agenda, and just take care of each other and take care for SBMA,” Eisma said.

the Giant Lanterns Fes-tival in the City of San Fernando and Binu-lo Festival in Porac. “We joined together to collaborate, develop products, and operate the tours. It’s a bit diffi cult because there’s a huge investment not just mon-ey but time,” she said.

“We develop the product and we vali-date it through the help of tourism offi cers and we simulate it by doing a time and motion study and look out for the safe-ty and security of our guests. So that’s the as-surance we can give to our guests,” Padua said.
