sessions
The Conference of Presidents
- noted a letter of 21 March 2000 from Mr BARÓN CRESPO, chairman of the PSE
Group, on the visit by Mr CARDOSO, President of Brazil, to Brussels
(PE 288.868/BUR) ;
- considered the final draft agenda for the April and May I part-sessions item-by-item on
the basis of the note drawn up by DG I following the meeting with the Secretaries-
General of the political groups of 6 April 2000 and adopted it, as set out in that note,
with the following changes :

- decided to hold over oral question O-52/00 by the PPE/DE Group to the Commission
on the appointment of senior Commission officials to the May I part-session ;

4. President’s announcements
4.1 Arrest of a parliamentary assistant
The Conference of Presidents
- noted the information provided by the President to the effect that Ms BELOKI, assistant
to Mr GOROSTIAGA, MEP, had appeared before Judge GARZÓN in Madrid on that
day and had been placed under arrest.
4.2 Official visit by Mr KLESTIL
The Conference of Presidents
- noted the information given by the President to the effect that the official visit by
Mr KLESTIL on Wednesday, 12 April 2000 in Strasbourg would take place in
accordance with Parliament’s usual practice with regard to official visits and would
include a closed meeting with the political group chairmen from 3 to 4.30 p.m.
4.3 Statute for Members
The Conference of Presidents
- heard information provided by the President to the effect that, following the meeting of
the contact group on the Statute for Members with the Portuguese Presidency of the
Council of 14 March 2000, the relevant departments from the Portuguese Presidency
and the European Parliament had met to discuss both legal difficulties and drafting
issues. The outcome of that work would be put before the contact group which was to
meet on Tuesday, 11 April in Strasbourg.

With regard to the group of eminent persons, that group had been set up on 28/29 March
and had already held a meeting with representatives of the companies responsible for
drawing-up the two studies.
4.4 Statute for assistants
The Conference of Presidents
- heard information given by the President to the effect that Mr ONESTA, Vice-
President responsible for the issue of assistants, was hopeful that the Council would
take a decision very shortly. The President also pointed out that the Bureau would be
adopting a series of measures aimed at enhancing transparency with regard to the use of
the secretarial allowance at its meeting on Monday, 10 April.
4.5 Preliminary report of the Court of Auditors on the political groups
The Conference of Presidents
- noted a statement by the President outlining the procedure which she had followed in
order to inform the group chairmen, recalling that all the group chairmen, Vice-
Presidents and Quaestors were now in possession of the preliminary report of the Court
of Auditors, accompanied by an explanatory table which the Court of Auditors had
provided at Parliament’s express request, and inviting the political groups to send her
their reactions so that the Bureau could prepare a reply. The President suggested that an
in camera meeting of the Conference of Presidents be held to discuss the matter and said
that the Court of Auditors wished to meet her before she officially forwarded
Parliament’s remarks.

5. Consideration of the draft framework agreement between Parliament and the Commission
and the draft of Annex III
The Conference of Presidents
- noted the following documents:
• a comparative table of the text of the draft framework agreement proposed by
Parliament and the state of the negotiations as at 15 February 2000
(PE 283.035/REV/BUR);
• a letter of 15 March 2000 from Mr POETTERING, chairman of the PPE/DE Group,
to the President, on the draft framework agreement (PE 288.859/BUR);
• a letter of 27 January 2000 from Mr BARÓN CRESPO, chairman of the PSE Group,
to the President, on Annex III to the draft framework agreement (PE 283.028/BUR) ;
• a letter of 4 April 2000 from Mr NAPOLITANO, chairman of the Committee on
Constitutional Affairs, to the President (PE 288.927/BUR);
• the draft agreement with the Commission on the forwarding of confidential
documents to Parliament (annex to the DE GIOVANNI report of 8 March 1999 –
known as the THEATO/DE GIOVANNI draft agreement) (PE 250.583/FIN.);
- heard a statement by the President who read out Mr NAPOLITANO's letter and
suggested that this item be held over owing to the absence of Mrs THEATO and
Mr NAPOLITANO;
- heard a statement by Mr BONDE, chairman of the EDD Group, protesting at the lack
of goodwill displayed by the Commission with regard to drawing up Annex III and
proposing that Mr PRODI, Commission President, be heard by the Conference of
Presidents before the end of the negotiations;
- heard a statement by Mr HÄNSCH, acting chairman of the PSE Group, and
Mr POETTERING, chairman of the PPE/DE Group, who took the view that it would

be best to wait for further information on the negotiations before holding a fresh
debate within the Conference of Presidents;
- heard a statement by Mr DELL'ALBA, chairman of the TDI Group, who took the
view that progress had been delayed mainly because of certain additional requests
made by Parliament;
- decided that the subject would be entered on the agenda for its next meeting.

6. Note from the Secretary-General on opening the June 2000 part-session in Strasbourg
on the Tuesday (13-16 June)
The Conference of Presidents, deliberating without debate,
- noted the note of 5 April 2000 from the Secretary-General on the organisation of the
part-session from 13 to 16 June 2000 in Strasbourg (PE 288.920/BUR);
- approved the Secretary-General's note on the organisation of the part-session from
Tuesday, 13 to Friday, 16 June 2000, which contained the following indications in
particular:
• the part-session would open at 9 a.m. on Tuesday, 13 June;
• the political groups would be able to meet from 3 p.m. on Monday, 12 June;
• the deadline for tabling amendments to the draft agenda would expire at 8 a.m.
on Tuesday, 13 June;
• the deadline for tabling motions for resolutions on topical and urgent subjects of
major importance would expire at 12 noon on Tuesday, 13 June;
• voting time scheduled for 12 noon on the Tuesday would be deleted;
• there would be no committee meetings on the Tuesday evening.

8. Draft calendar of Parliament's part-sessions in 2001
The Conference of Presidents
- noted a draft calendar of part-sessions for 2001 (PE 288.851/BUR - version 1 of
27 March 2000);
- heard a statement by the Secretary-General pointing out that the draft calendar
reflected the principles adopted for the 2000 calendar, i.e. 12 part-sessions (from
Monday to Friday) in Strasbourg and six additional part-sessions (each of two half
days) in Brussels, and made it possible to insert three meeting-free weeks (weeks 1,
16 and 44). After the calendar had been approved by Parliament in April or May, the
Conference of Presidents would be called upon to consider the allocation of the
remaining weeks set aside for committee and group meetings;
- heard a statement by Mr BONDE, chairman of the EDD Group, proposing that the
part-session scheduled for the first week in July be brought forward to the end of
June in line with the summer holiday period in the Nordic countries;
- heard a statement by the Secretary-General highlighting Parliament's obligation to
respect certain deadlines, particularly under legislative procedures, and pointing out
that bringing the July part-session forward any further would pose serious problems
for Parliament;
- heard a statement by Mr HAARDER, acting chairman of the ELDR Group, and
Mrs FRAHM, acting chairman of the GUE/NGL Group, indicating that the draft
calendar met with their approval;
- heard a statement by Mr HÄNSCH, acting chairman of the PSE Group, who asked
that the political groups might be able to study a more detailed draft calendar which
would include an indication of the weeks set aside for committee and group meetings
before the calendar of part-sessions was put to the vote in plenary;

- heard a statement by Mr POETTERING, chairman of the PPE/DE Group, endorsing
that request;
- heard a statement by Mrs MAES, acting chairman of the Greens/ALE Group, who
insisted that the groups should have more than three Friday mornings at their
disposal so that they could organise longer conferences, for example;
- heard a statement by the Secretary-General recalling that the political groups had not
wished to authorise more than three Friday mornings per year for group meetings;
- heard a statement by Mrs FRAHM, acting chairman of the GUE/NGL Group,
expressing the wish that Members should have more meeting-free weeks;
- heard a statement by the President inviting the Secretary-General to look into the
possibility of proposing an additional meeting-free week;
- decided to submit the above calendar for final adoption in plenary at the May II part-
session in Strasbourg after the group chairmen had taken note of a draft calendar for
the weeks set aside for groups and parliamentary committees in the year 2001.

the twenty-first century'
The Conference of Presidents
- heard a statement by Mr POETTERING, chairman of the PPE/DE Group, pointing
out that the Council had still not replied to Parliament's request that a ten-member
delegation be included in the European Union delegation which was to attend the
United Nations Conference on 'Women 2000: gender equality, development and
peace for the twenty-first century' to be held in New York from 5 to 9 June 2000;
- heard a statement by the President undertaking to raise the failure to reply with the
Portuguese Council Presidency and that the Council should reply more quickly to
Parliament's requests to participate in Community delegations.
