    It includes a chapter (i.e., Chapter 19) on ViolenceAgainst Women which identifies, among others, thefollowing common forms of VAW: domestic violence,marital rape, incest, reproductive rights violations, rape,sexual harassment, sex discrimination,

    lesbophobia/homophobia, medical abuse, abuse ofwomen with physical or mental disabilities, culture-bound practices harmful to women, ritual abuse withinreligious cults, sexual slavery, prostitution andinternational trafficking of women, pornography andabuse of women in media, abuse of women in internalrefugee or relocation camps, and custodial abuse

    3.3 Framework Plan for Women (FPW) 2001-2004. The

    FPW is a time-slice of the PPGD and it was prepared bythe NCRFW in collaboration with partner governmentagencies in 2001. Following the direct instructions fromPresident Gloria Macapagal-Arroyo, FPW concretizesthe priority goals of government towards theadvancement of women. The development of the FPWwas guided by the PPGD and the BPFA framework. Itadopts the gender and development approach which

    recognizes that the unequal gender relations betweenFilipino women and men impede the pursuit of nationaldevelopment goals. The FPW acknowledges the inter-relationship of VAW, reproductive health, and humanrights and reflects this in its commitment to addressingthe structural roots of gender gaps. The FPWemphasizes human rights and situates VAW in its goalto promote womens human rights committing to protectand advance womens human rights through

    strengthened service and justice delivery system forsurvivors of VAW and an information, educationcampaign on womens rights. The FPW outlines itsthrusts along three areas of concern: Womens HumanRights, Womens Economic Empowerment, andGender-Responsive Governance.
