Introduction
This report provides an update on the staffing position within the Trust, identifying key trends. The report includes details on recruitment initiatives and key recruitment challenges. Key issues for the Board to note this month include:
As a Trust we continue to struggle to find suitable Radiologist locums. NL Group has managed to source one candidate who unfortunately decided to take up another offer from another trust. We have now widened our search area to agencies that are still within the NHS framework but are not under the NL umbrella organisation to receive CV’s of suitable candidates available for work.
A large amount of effort has been focused on the circulation of CV’s presented to the Trust through the international networking exercises which have resulted in two provisional offers of employment – see below table for more detailed information.
A successful recruitment trip took place in Madrid late March/early April for medicine registered nurses. The Trust was successful in appointing 40 nurses of which the majority are due to arrive on Monday 12th May 2014. Accommodation still continues to be a major problem with the added complication that DPOW on site rooms are no longer available to facilitate a short term solution for SGH staff and are struggling to offer accommodation to the DPOW cohort. Urgent work being undertaken to source alternative accommodation where possible. The total number of nurses now recruited from overseas stands at 110.
A local and regional recruitment campaign is currently underway for to support the international recruitment. There has been an innovative advert placed in the RCN bulletin and advert placed in NHSJobs which is due to close at the end of April, with recruitment days to follow.
Two offers of employment have been made under the Medical Training Initiative Scheme (MTI) – one within Anaesthetics and another in Care for Elderly People/Stroke. Waiting confirmation of start dates.
Following the successful visit to Amsterdam by Dr Pease and Dr Bhatia two senior clinicians will be visited the Trust on 10th April 2014 to view our facilities and the opportunities available for a clinical partnership working exchange programme moving forward. They were both very complimentary about the services we provide and the passion and hard work they saw demonstrated by our staff, in which they commented nurses in Denmark have a 1.7 ratio per nurse per patient.
A large amount of work has been undertaken to progress all outstanding HCA/Nurses who are due to start with the Trust and a weekly spreadsheet is now produced for the Task and Finish group led by Dr Dunderdale. In addition, three cohort bank recruitment days have been held which incorporated the trust values, a literacy and numeracy test for initial screening before progressing to interview. Positive feedback has been received from those who participated and we are now working with the Chief Nurse directorate to align new starters where possible to the corporate nursing induction programme.
Two locum Doctors booked through NL Group where not sufficiently checked prior to their arrival on site. The Central recruitment team double check the clearances and discrepancies were found. Escalation of the seriousness of this issue has meant two suppliers have received written warnings from NL Group and NLAG have requested that NL as the umbrella organisation ensure all correct clearances/right to work arrangements are in place with immediate effect.

Medical Staffing Position
The monthly medical staffing report for the mid-March 2014 position (Appendix 1) shows that there has been no major change to the number of medical posts in the establishment; with an increase of one these are at a total of 604 posts. The number of posts currently vacant on a substantive basis is 69, giving a vacancy rate of 11.42% which is an increase on last month’s 10.6%. The following chart shows the number of posts and vacancies in the medical establishment.
Medical vacancies
A large amount of work is being undertaken to scope the potential overseas recruitment of medical staff in both Greece and Amsterdam as possible countries of interest. A large number of CV’s have now been sourced and circulated for approval/progression with two working visits being arranged one for April and one for May within Elderly Medicine and Anaesthetics. In addition we have also had a visit from a Spanish Radiologist who is very interested in working for our Trust. See table below for full overview Further work being taken to explore NLAG attendance at two recruitment events within Greece in May 2014.

In the 6-month period October 2013 to March 2014 a total of 611.28 wte posts have been advertised. This excludes the overseas recruitment and the UK cohort nursing recruitment exercises. . External bespoke adverts are currently being advertised in the RCN bulletin alongside NHS Jobs/local recruitment campaign to bolster overseas recruitment. Separate work is being undertaken for advertising and recruitment to medical staffing vacancies within Medicine with Susan Moloney working with Denise Smith. New Starters within the Organisation In the 6-month period October 2013 to March 2014 323.02wte, have commenced employment with Northern Lincolnshire and Goole Trust (excludes medical staff). A large number of HCA’s and Bank HCA’s were interviewed and appointed in March/April with a number waiting for clearances mainly references.

Bank/Agency Update Position – Provided by Derek Conlan This report provides a monthly update of bank shifts to allow the Workforce Review Group to monitor bank usage. The report provides data in terms of:
The total number of shifts requested and total fill rate during the month
Of the shifts that are filled, the number of shifts requested for both vacancy and sickness and other reasons
Outcome Data Numbers of shifts requested The total number of shift requested for coverage by temporary staff in March was 6689. This represents a significant increase compared to February of 3000 shifts. This apparent increase is partly explained by the use of filled shifts only in last month’s figures, this month includes requests that were unfilled also. However compared to January’s figure this represents an increase in requests of 800 shifts. Of the total requested shifts 3797 were filled overall representing a percentage of 57% filled. The number of shifts filled by bank staff remains consistent this month from January to February at 2500 shifts approximately. The fill rate for agency has increased this month from 1199 to 1270 shifts.

Trust wide Requests for all Sites
Reasons for requesting temporary staff Across the Trust the request reasons with the highest number of requests are vacancies and sickness. For March numbers of requests for Vacancy/Backfill remains consistently double the number requested for any other reason at 2350. Sickness and all other reasons show a slight increase compared to January to 670 and 779 respectively.

Bank and Agency Spend (nursing) Figures Provided by Sheldon Mill Nursing ET Report Nursing Pay Costs – Headlines Monthly figures for nursing staffing are now being produced, looking at WTE and actual expenditure. Nursing pay costs have continued to increase year on year since March 2011 Bank costs increased significantly in 2012 before plateauing at a high level. They are increasing again. Agency costs have remained relatively low until the current year when agency usage and costs increased significantly. No net vacancies for unregistered staff, whilst for registered staff the vacancy rate is falling.
