I. AGRICULTURE A. Major Crops

1. Palay

Production and Yield

4th Quarter. Palay harvest was down by 7.12 percent during the fourth quarter of 2011 (Table 1) from its level in the same period of 2010. The two top rice producers, Bukidnon and Lanao del Norte posted the largest declines of 9.25 percent and 7.42 percent, respectively due to flashfloods that damaged a total of 131.4 69.4 hectares of rice farms. The decline in Bukidnon was also caused by shifting of some rainfed areas into pineapple production. Palay yield, likewise, went down from 4.16 to 4.13 tons per hectare in irrigated areas, and from 4.33 to 4.32 in rainfed areas. BAS reported that rat infestation caused the yield decline in rainfed areas. Camiguin suffered a steep 60% yield decline, while Bukidnon and Misamis Occidental recorded around 12% yield decline from the same period last year. Annual. The whole year 2011 palay production increased by 4.19 percent compared to 2010, for a total of 610,990 metric tons (Table 2). Area harvested increased by 6.34%, mostly in rainfed areas in Bukidnon and Camiguin, Palay yield for the whole year, however, decreased slightly from 4.22 to 4.17 tons per hectare in irrigated areas, and 3.11 to 2.97 in rainfed areas.

Value of Production The value of palay produced during the fourth quarter of 2011 reached PhP3.090 billion, up by 2.19 percent over the previous year’s level. Inasmuch as production went down 7 percent, the value increase may be attributed to the 10 percent increase in farm gate price. (Table 3). Increases in whole year average farm gate price (5.3%) and in total production (4.2%) of palay resulted in 9.7 percent increase in value of palay, year on year. (Table 4).

Rice Sufficiency Level

The region posted 91 percent and 69 percent sufficiency levels in the fourth quarter and whole year of 2011, respectively (Tables 5 and 6) .

Palay/Rice Inventory

The region's rice inventory as of December 1, 2011 reached 1.644 million bags, 51 percent of which was held by the National Food Authority, and 49 percent by the households and commercial establishments. With the region’s daily rice consumption

requirement of 29,260 bags for 2011, the rice inventory was estimated to sustain the region for 56 days (Table 7).

2. Corn

Production and Yield

4th quarter. There was substantial decline in white corn production (-24%) and a 6% growth in yellow corn production in the fourth quarter, for an average total decline of -1.65 percent (Table 8). The shifting of corn areas to pineapple, sugarcane, cassava, and papaya, as well as, the 141 hectares damaged by flashflood resulted in the almost four (4) percent decline in production output of Bukidnon. Misamis Occidental, although accounting for a small share of total corn production, recorded a 23 percent increase. Corn yield average for white and yellow corn combined increased from 3.63 to 3.84 tons per hectare. Lanao del Norte among the provinces recorded the highest increase from 2.3 to 2.8 tons per hectare. In terms of yield level, Bukidnon topped all provinces at 4.9 tons per hectare. Annual. The total year 2011 white and yellow corn production was higher by 5.1 percent compared to the 2010 figure. White corn registered negative -6.2 percent, but yellow corn gained +10.5 percent over the past year (Table 9). Corn yield on the average rose from 3.15 to 3.33 metric tons per hectare. Corn yield level was highest in Bukidnon at 4.4 tons per hectare.

Value of Production

Although, the volume of white corn production in the fourth quarter declined by 24 percent, farm gate price was 40 percent higher. Value of white corn production thus increased by 6.1 percent (Table 3). Meanwhile, yellow corn performed well both in terms of price and production volume registering almost 20 percent increase in value. The 2011 annual figure for value of corn was also positive, with white corn gaining 29 percent and yellow corn gaining 14 percent over the previous year. The high farm gate price of white corn was sustained throughout the year for an average of PhP14.01 per kilogram or a 37 percent increase over the 2010 average price. (Table 4).

Corn Sufficiency Level Corn sufficiency levels during the fourth quarter and whole year 2011 were recorded at 121 percent and 100 percent, respectively (Tables 10 and 11). Lanao del Norte had the highest corn sufficiency at 269 percent. Bukidnon which had the highest corn production as well as total corn usage, also had the highest corn deficit of 78,290 metric tons.

3. Coconut Nut Production

Matured nut production during the fourth quarter of 2011 increased by almost 3 percent, topped by Bukidnon with a 30 percent increase. Top producing provinces for

matured nuts were Lanao del Norte, Misamis Occidental and Misamis Oriental which posted a combined production of over 416 million nuts during the quarter (Table 12). The whole year mature nuts production decreased slightly by 0.48 percent from the previous year’s level (Table 13).. Single digit decreases were posted by Bukidnon, Lanao del Norte, and Misamis Oriental. The last two provinces’ combined production accounted for 60 percent of the region’s 2011 total mature nuts production.

Copra Production

Copra production in the fourth quarter 2011 was 3.5 percent higher than the previous year same period. All provinces registered positive, especially Bukidnon at 28 percent. The annual figure, however, was negative (-1.4%), also topped by Bukidnon at -12 percent. Only Camiguin had a full year positive figure, and increase of 621 metric tons or 2.5 percent over its 2010 figure. (Table 14). Derived conversion factor of matured nuts to a kilo of copra was 4.16 nuts for 2011, which was slightly lower than the 4.21 nuts in 2010.

Green Nut Production

Green nut production in the fourth quarter 2011 was 14 percent lower than in the same period of the preceding year. Misamis Oriental and Lanao del Norte, which were the top two green nut producers, registered declines of 34 percent and 22 percent, respectively. Partially offsetting the losses were Misamis Occidental which gained 223 percent, and Bukidnon and Camiguin with 59 percent and 73 percent increases, respectively.

The annual green nut production posted a lower three (3) percent decline from preceding year’s level. Lanao del Norte, Misamis Occidental, and Misamis Oriental all registered two digit declines. Camiguin, although the smallest green nut producer, recorded a remarkable 127 percent annual increase. (Table 15).

Coconut Export Commodities: Volume and Value

Value as well as volume of various coconut export products/by-products were higher in the fourth quarter 2011 than in 2010 by 7.2 percent and 5.4 percent, respectively. Palm oil fatty acid and sweetened coconut were the new exported commodities during the quarter. (Table 16)

Value of coconut export products for the whole year was 26.7 percent higher, although volume was down by 29 percent. Coconut water shot water shot up both in value and volume by over 1000 percent the 2010 figures. Three-digit increases in value were achieved by coconut cream, coconut shell, coconut vinegar, and reduced fat coconut. (Table 17).

Copra prices

During the fourth quarter of 2011, the average farm gate price of copra went down by 13 percent to only P28.61; average mill gate price of copra down by 7 percent to P32.58. (Table 18)

The whole year averages of farm gate and mill gate prices was highly favorable, up 57 percent for both categories from the preceding year. (Table 16).

Implementation of Republic Act 8048

During the fourth quarter of 2011, a total of 24,327 senile and/or economically unproductive coconut trees were cut legally, which was 621 percent higher than the number recorded in the same quarter of 2010. The whole year total of senile coconut trees cut was also tremendously higher (+428%) compared to the preceding whole year total - from 12,292 64,848 trees.

The huge increase was due to the lifting of moratorium on the issuance of permit to cut and the corresponding transport/trans-shipment per Administrative Order No. 02 series of 2011 effective April 23, 2011 (Tables 19 and 20).

4. Major Crops: Vegetables, Rootcrops, Fuits and Industrial Crops

Production

Both the fourth quarter and whole year production of major crops grew at almost the same rate of 42 percent and 45 percent, respectively. This significant performance was accounted for by the production surge of sugarcane to almost double the preceding year’s figures.(Table 21).

Value

Estimated value of selected crops produced during the fourth quarter of 2011 reached PhP10.320 million, down by 2 percent from the level it recorded in the same period of preceding year. However, the whole year performance was a positive 8 percent, for a total value to PhP42.084 million.

Highest gainers during the year, in terms of percent growth, were squash, pineapple, eggplant, rubber, and coffee (Tables 22, 23 & 24).

B. Livestock and Poultry Production and Inventory

Meat Production

Poultry and livestock production rose to 7 percent in the fourth quarter of 2011, led by chicken eggs and carabao. Almost all animals showed positive growths except for ducks which decreased by 6.5 percent. Swine and chicken which contributed the largest share to total production, each grew by more than six (6) percent percent. Annual livestock and poultry production in 2011 reach 364,359 metric tons (live weight) or 6 percent higher than in 2010. Duck production was consistently lower, recording a 2.4 percent decline.(Table 25). Inventory as of January 1 of carabao and chicken layers posted minimal decreases while chicken broiler registered a significant 117 percent increase, year on year. (Table 26).

Fish Production Fish production in the fourth quarter rose almost two (2) percent, year on year, reaching 35,521 metric tons. Fish production in this quarter was buoyed by aquaculture which registered a seven (7) percent increase, mostly from seaweeds (+10%). Freshwater fishpond exhibited the biggest fourth quarter decrease of 45

percent; the decline holding for the whole year at 22 percent. Marine fish cage posted a 17 percent reduction during the fourth quarter. Lower water temperature, low supply of fries, and high cost of feeds were contributory factors in the lower fish production from marine fish cages. The entire year fish production, however, was almost three (3) percent lower than the preceding year. Commercial fishing sustained an 8.5 percent decline due to: rough seas and strong winds which limited the number of fishing trips, the temporary stoppage in operation of three (3) commercial vessels starting in the second quarter, and the selling of one (1) fishing vessel in the previous quarter. Meanwhile, municipal fisheries did not change much from its previous year figures, both for the quarter and whole year. More unloading of fish catch from nearby provinces continue to be observed due to high demand and better price in the region (Table 27).

C. Forest Production

Sawlogs

Total forest products harvested within the region in 4th quarter 2011 slipped drastically by -64.95%. Low volume harvest especially for Yemane (-94.20%) was due to E.O. 23 s. 2011 declaring moratorium on the cutting and harvesting of timber in natural and residual forests. In contrast, harvest from tree plantations, especially mahogany and falcata, performed well during the reference quarter, posting an aggregate of 137.5% increase year on year. (Table 28)

In terms of processed forest products, the region posted overall negative performance of 18.12% during the reference quarters 2010 and 2011. Of the three major processed forest product types, only blockboard posted positive accomplishment of 5.34%. Data of regional processed forest products include those with raw materials harvested from within the region, other regions, and importsError! Reference source not found.. (Table 29)

Over 95 percent of processed products in the region come from the provinces of Misamis Occidental; the rest from Misamis Oriental. Performance-wise, however, Misamis Occidental recorded a negative performance of -19.02% during the reference quarters, while Misamis Oriental registered 5.34% increase. More than one-half of processed forest products in the region consists of plywood albeit in the fourth quarter 2011 it posted a decline of -11.77%.

Export of Wood Products

AThe region’s wood products export performance in 4th quarter 2011 posted triple digit growth in both volume and value, notably for lumber and logs. A combined total of 88,559 cubic meters of finished lumber, lumber/veneer core, and logs was shipped out of the region in the 4thquarer 2011. Export receipts from wood products was valued at US$8.187 million. (Table 30)

I. NON-AGRICULTURAL PRODUCTION

Investments

1.1 DTI-Monitored Investments 4th quarter. Inflow of investments in the fourth quarter 2011 amounting to PhP3.10 billion was three (3) percent higher than in the same period 2010. The regional performance was pulled up by Lanao del Norte and Misamis Oriental whose investments increased by 1,565 percent and 13 percent, respectively. Misamis Oriental accounted for 52 percent of total investments for the quarter which mostly comprised of infrastructure and services investments. Among the investments monitored for the quarter included on-going constructions of the Centrio of Ayala, Primavera, and Paseo del Rio. Although over-all investments in Bukidnon decreased by 16 percent, the province accounted for 36 percent of the regional investments for the quarter, generating a total of PhP1.11 billion that included the construction of a hydro power plant by Mountain View College and improvements of tourism and medical related facilities. Lanao del Norte‘s unprecedented 1,565 percent increase in investments consists of new registrations and infrastructure projects. Inflow of investments slowed down in the last quarter of the year for both Misamis Occidental and Camiguin, getting only 3.84 percent and 2.42 percent shares, respectively of total. Annual. DTI-monitored investments amounted to PhP9.97 billion, a decline by 16.33

percent compared to the previous year. The low turn-out of investments for Misamis Oriental, Bukidnon and Lanao del Norte, the top destinations for investments, pulled down the regional performance. (Table 32) Almost half or 41.8 percent of the regional total investments amounting to PhP4.17 billion was poured in Misamis Oriental. A majority of these investments went into the infrastructure and services sectors such as the construction and expansion of tourism-related facilities like hotels, pension houses, dormitories, restaurants, and recreation facilities. Also part of the provincial investments was the construction of an air separation plant by a leading gas manufacturing/distributor company and the construction of a food-based manufacturing plant which are both located at the PHIVIDEC Industrial Estate. Bukidnon accounts for 31 percent of the total regional investments most of which are agri-based. Among the investments made were on the expansion of plantation areas, building improvement, and acquisition of machinery for pineapple and banana production and for poultry production. The substantial decrease of service-related investments by 89 percent pulled down the over-all provincial investments for the year. Lanao del Norte registered an over-all decrease of 27.19 percent for the year. Sizeable investments already completed in year 2010 such as the rehabilitation project of HOLCIM Phils., additional construction for GAISANO and expansion of PILMICO were no longer recorded for 2011.

The provinces of Misamis Occidental and Camiguin accounted for 11.4 percent and 2.5 percent shares of the regional total, respectively. Misamis Occidental investments were mostly (51%) in the service sector. Major investments in Camiguin included the construction and expansion of tourism-related facilities and display center, sports complex and outdoor adventure facilities. 1.2 SEC-Registered Investments 4th quarter. Total paid-up capital for new registrations of stock corporations and

partnerships in the fourth quarter amounted to PhP32.0 million, an increase of 18.30 percent, year on year, although this involved only 59 firms compared to 70 firms in the preceding year. This performance is accounted for mainly by the PhP21.94 million investment recorded for Misamis Oriental. On the other hand, Lanao del Norte/Iligan City experienced a significantly lower paid up capital for new registrations compared to the same period a year ago. (Table 35) Increase in capital stock in the fourth quarter 2011 was higher at PhP196 million or a 163 percent increase year on year. The investment expansions were recorded for Bukidnon and Misamis Oriental/CDO. Annual. New registrations of stock corporations and partnerships were on the

upsurge for the whole year 2011, paid up capital totaling PhP282 million, representing a remarkable 223 percent increase over the preceding year figure. Eighty-eight percent of these investments went to Misamis Oriental/CDO, while Misamis Occidental/Ozamiz was a far second with a 4.8 percent share of total. Business expansions for the year also shot up 334 percent to PhP453 million, mostly in Misamis Oriental/CDO and Bukidnon, and at a lower level for Lanao del Norte/Iligan City. (Table 34) 1.3 CDA-Registered Investments A total of 13 cooperatives registered in the 4th quarter of 2011, attracting 529 more members and generating a total of 1.24 million pesos additional investments. Against the 2010 figures, these numbers were lower by 50 percent, 23 percent, and 43 percent, respectively. (Table 36). The total number of cooperatives operating in the region by the end of 2011 now stood at 1,436 or a 6 percent increase. Total paid up capital of these cooperatives was PhP1.2 billion, for a minimal increase of 0,79 percent from the preceding year. (Table 37).

2. Exports

By province, 4th quarter. Value of exports for the quarter was US$241.65 million, an

increase of 9.61 percent compared to the same period last year. Except for Misamis Oriental, which accounts for about one-half of region’s total exports, the other four (4) provinces experienced increases. Most notable of these increases is Bukidnon’s which was five-fold its preceding year’s level, boosted primarily by sugarcane. Meanwhile, a decline in the exports of sintered ore which is one of the province’s main commodities, explains Misamis Oriental’s lower exports value in the quarter. (Table 38)

By province, annual. Exports for the year 2011 was valued at US$1,064.51 million, 15 percent higher than in 2010. Lanao del Norte with a 24 percent increase in exports value accounted for 28 percent of total. Decreases in exports volume of coconut oil in Misamis Occidental and coconut charcoal in Camiguin are reflected in their low performance for the year. (Table 39) Exports by sector. Coconut-based products consisting of coconut oil, oleochemicals and desiccated coconut are still the region’s top exports comprising 61.42 percent of the regional total in the fourth quarter and 64.21 percent for the year. Other top exports for the quarter and for the whole year include processed foods, sugar and sugarcane products, and wood-based products and other resource-based products. (Tables 40 & 41)

Top ten exports. Although exports for crude/refined/cochin coconut oil for year 2011

declined by 13.74 percent, it continued to be the top export commodity with a total export value of US$319.58 million accounting for a third of the regional exports for the year. Oleochemicals which are produced in Misamis Oriental followed with a 20.27 percent share valued at US$215.82 million. Canned pineapple products valued at US$99.02 million was a at third place for a 9.30 percent share. The fourth quarter performance of the top ten exports followed the whole year pattern with coconut oil, oleochemicals and canned pineapples as the top three exports of the region. Coconut fiber/husk chip/peat/ropes was a strong performer, making it the 5th top export for the quarter. (Tables 41- 43)

3. Tourism Total tourist arrivals in 2011 was 12.4 percent higher than in 2010, the increase consisting mostly of a more than doubling of foreign tourists. Domestic tourist arrivals, on the other hand, increased by a modest 9.8 percent. There was, however, a tremendous seven-fold increase in the number of balikbayans, from 6,241 in 2010 to 43,517 in 2011. (Tables 44, 46) In terms of provincial distribution, foreign visitor arrivals were highest in Bukidnon with 56 percent share, followed by the CDO-Misamis Oriental Cluster, 32 percent, and Camiguin at 10 percent. (Table 45) The surge in foreign arrivals could be due to promotional expositions such as the Pasundayag 2011 and Philippine Travel Mart that were widely participated by the local government units and tour operators in Manila. (Tables 44, 46) By country of origin, foreign tourists came mostly from East Asia, North America, and Europe, in that order. Visitors from Myamar and Malaysia registered the highest increases during the year. Hongkong also increased its visitors to the region by a high 92 percent. Among European countries, Germany and the United Kingdom were the biggest senders. .

II. OTHER DEVELOPMENT INDICATORS 1. Labor and Employment

Preliminary results of the October 2011 round of survey estimated the number of employed persons at 1.958 million, with about 38 thousand more jobs added since a year ago. Employment rate was 96.1 percent employment rate, a marginal increase of 0.3 percentage points from a year ago. . About ninety out of 100 persons employed were in the services and agriculture sectors, while the remaining 10 were in the industry sector. (Table 49)

Underemployment rate declined from 26.1 percent to 22.9 percent, or a respectable 3.2 percentage points decline, or an absolute decline of 51,000 underemployed persons.

There were increases in both agriculture employment (+1.4%) and in services employment (+4.7%)., and a decrease of 6.5 percent in industry employment. These absolute changes had the following effect on the relative shares of employment by sector: it more or less maintained (-0.49 percent decline) the share of agriculture employment, increased by 2.6 percent the share of services employment, and decreased by a full 8.5 percent the share of industry employment. (Table 50) The data shows that the services sector provided more employment than agriculture in 2011, thus reducing underemployment as earlier noted.

Prices

The region’s average inflation rate soared to 6.4 percent in 2011 from 3.2 percent the previous year. This was brought about by increases in the prices of heavily weighted food items, especially in the fourth quarter of the year. (Table 51)

On a month-on-month basis, inflation rate accelerated to 0.6 percent in December from -0.1 in November. This is mainly attributed to higher demand of electricity and food items during the holiday season. Prices of fuel, light and water commodities surged to 2.5 percent in December from -1.8 percent a month ago, while increases in prices were also noted in food, beverage and tobacco (FBT), and miscellaneous items. (Table 52)

3. Tax Collections

Tax collection in the fourth quarter was recorded at P1.64 billion, 20 percent higher than in the fourth quarter of 2010. Income taxes still accounted for the largest share (65 percent) of the total BIR tax collections, followed by collections from VAT (25 percent). (Table 53) The full year 2011 collections of P5.8 billion was higher by 14 percent from a year ago. Cagayan de Oro City remains the top collection district (42 percent share), followed by Iligan City (22 percent). Iligan city recorded the highest collection increase of 21 percent, the increases occurring especially in excise taxes (+220%), and in percentage taxes (+139%). The improvement in collections is reportedly due to the agency’s intensive implementation of priority projects such as Oplan Kandado and Run After Tax Evaders (RATE). (Table 54)

4. Customs Collections

Customs collections of PhP1.45 billion in the fourth quarter was 25 percent higher compared to the fourth quarter of 2010.. For the whole year, collections increased by 29 percent to P5.15 billion, higher than its annual quota of P4.92 billion. The better-than-targeted collection may be due to BOC-10’s anti-smuggling drive through its Run After Smugglers (RATS) program. The agency was cited recently for being one of the seven ports nationwide that attained their collection targets. (Table 56) Among the region’s ports, the Mindanao Container Port Terminal (MCTP) still accounted for the largest chunk of the total customs collections in 2011 (75 percent) amounting to PhP3.86 billion, while Cagayan de Oro City base port collected P970 million, up by more than half from last year’s figure. (Table 56)

5. Lotto Outlets and Bets There were 260 lotto outlets in Northern Mindanao as of December 2011, or 8 more compared to the same period last year. Misamis Oriental had the most number of outlets (138), followed by Bukidnon (61), Lanao del Norte (38) and Misamis Occidental (23). (Table 57) Amount of bets reached P1.34 billion, marginally lower by 3.6 percent than a year ago. Misamis Oriental accounted half of the region's total bets, followed by Bukidnon with 36 percent share.

5. Telecommunications

Telephones

As of the fourth quarter of 2011, there are 151,540 equipped telephone lines in the region which is 1.40 percent higher compared to the 149,451 equipped telephone lines as of the fourth quarter of 2010. However, only 47 percent or 71,708 equipped telephone lines were subscribed, leaving 79,832 equipped telephone lines still open to subscription. Telephone density remain unchanged at 1.80 lines per 100 persons. (Table 58) The province of Camiguin registered a 8.72 percent increase in subscribed telephone lines, followed by Misamis Oriental (4.32 percent), Lanao del Norte (2.46 percent), Bukidnon (0.19 percent) and Misamis Occidental (0.04 percent). Public Calling Offices There were no additional PCOs established to the existing 1,091 PCOs as of fourth quarter 2011. Majority of the PCOs are located in the province of Lanao del Norte (667 PCOs), followed by the provinces of Misamis Oriental (165 PCOs), Misamis Occidental (140 PCOs), Bukidnon (107 PCOs) and Camiguin (12 PCOs). Mobile Telecommunications

As of December 2010, an additional 47 cellular site were added bringing the total number of sites to 579 in 2011. (Table 60) Globe owned 42.14 percent of cellular sites in the region followed by Smart (36.10 percent) and Digitel (21.76 percent). Internet Connections The number of internet subscribers as of the fourth quarter increased by 14 percent, year on year, for a total 24,943. About 82 percent of the internet users are Philcom subscribers. Other users connect to the internet through Cable 21 (9.22 percent), ICC-Bayantel (2.85 percent), PLDT (2.52 percent), TMSI (1.30 percent) and SOTELCO (1.20 percent). (Table 61)

6. Air Traffic

Commercial Air Traffic, 4th Quarters, 2011/2010 Two primary local airports catering to commercial flights operate in Region 10, namely, Lumbia Airport located in Cagayan de Oro City and Ozamis Airport located in Ozamis City, Misamis Occidental. Except for outgoing cargoes at the Lumbia airport, air traffic at both airports registered double-digit increases, the Ozamiz airport more than the Lumbia Airport. (Table 62) Flights. Commercial flights in Region 10 in the fourth quarter increased by 20 percent, year on year, reaching a total of 2,333. The smaller Ozamis City Airport increased its number of flights by 34 percent, the Lumbia airport by 18 percent. (Table 62) Passengers. Airline passengers coming to and going from Region 10 increased by about 16 percent. Passenger traffic at Ozamiz airport increased by about 46 percent. . Cargoes. Volume of incoming cargoes handled through air during the fourth quarter of 2011 rose by 30 percent, year on year. Incoming cargoes, on the other hand, experienced a decline of 16 percent. The Lumbia Airport which account for over 80 percent of total cargo traffic, registered a 19 percent decline in outgoing cargo traffic. Commercial Air Traffic, Annual, 2011/2010

Flights. The 2011 full year figure for commercial traffic was 16 percent higher compared to the preceding year. The increase in flights was somewhat higher at Lumbia airport than at the Ozamiz airport, for both incoming and outgoing traffic. (Table 63) Passengers. Incoming and outgoing passengers increased by 13.8 percent and 11.9 percent, respectively. Outgoing passenger traffic at Ozamiz airport did not increase as much (+7.4%)as it did at the Lumbia airport (+12.7%), while the reverse was true in the case of incoming passengers (+15.5% Ozamiz, 13.5% Lumbia). Lumbia Airport handled over 86 percent of total passenger air traffic in 2011.

. The Lumbia airport registered a 44 percent decline in outgoing cargo in year 2011, from 14.8 million kgs. to only 8.2 million kgs. The Ozamiz airport likewise reported a 25 percent decline in incoming cargo.

7. Shipping, Cargo and Passenger Traffic

PPA-ADMINISTERED PORTS

4th quarter. Traffic at the Iligan port slowed down in the fourth quarter (and throughout the whole year 2011) because vessels of the Holcim, Granex and San Miguel corporations, have now started pulling out from their temporary use of the PPA port, and gone back to their own ports after repairs and renovation of the same have been completed. (Table 64) Despite the general slow-down at the Iligan port, total shipcalls in 2011 fourth quarter, increased by modest 5.6 percent, year on year. The increase was accounted for mostly by foreign ship calls at CDO which rose from only 15 in 2010 to 28 in 2011. Cargo traffic rose 13 percent overall, pulled up by exports cargo at the CDO port, which doubled the year ago figure. Domestic cargoes increased by eight (8) percent over the past year level. Passenger traffic at the region’s PPA administered ports experienced a general downturn. This may be contrasted to the double digit increases in commercial air traffic noted earlier. Annual. The 2011 full year sea port traffic also registered positive for ship calls and

cargo, and negative for passenger. The 3.2 percent increase in ship calls was carried by Ozamiz port while CDO and Iligan ports registered declines. About 81 percent of the total number of ship calls is recorded in Ozamiz Port. Also a modest 3.9 percent increase was sustained by cargo traffic, again buoyed by an almost 200 percent increase of foreign export cargo and 61 percent increase in foreign import cargo at the CDO port. Passenger traffic through the sea ports declined overall by 14 percent, the ports of Iligan and Ozamiz registering double digit decreases. (Table 65)

PRIVATE PORTS

4th quarter. The private ports in the region recorded a favorable performance in the fourth quarter of 2011. Ship calls were higher by 50 percent, cargo traffic by 20 percent, and passenger traffic by 18 percent. Ship calls rose in high double digits in the private ports in Iligan as ships of industrial establishments started using again their own ports upon completion of construction activities. The same pattern is observed for cargo and passenger traffic. (Table 66) Annual. The annual picture of traffic in private seaports was not as good as the fourth quarter. Ship calls were up by a more modest 8.2 percent, while cargo and passenger traffic were down -9.5 and -9.6 percent, respectively. Only the ports in Iligan registered increases in ship calls, while CDO and Ozamiz private ports registered double digit declines. All three ports, but most especially

Ozamiz registered double digit declines in inbound domestic cargo. The downturn in foreign export cargo was severest in Ozamiz and CDO private ports.

CONTAINERIZED CARGOES

The fourth quarter 2011 container traffic in the major ports recorded a 10.35 percent increase, from 53,241 TEUs in 2010 to 58,753 TEUs in 2011. The overall performance was tempered by a 19.7 percent decrease at the port of Iligan, for the same reason above-stated: the pullout of vessels of industrial establishments from the PPA administered port to their newly reconstructed private ports. (Table 68) There was no foreign containerized cargo handled by the major ports in the fourth quarter of 2011.

PIA-Regulated Ports

MICT. The number of ships calling at the Mindanao Container Terminal (MCT) in the fourth quarter of 2011 totaled 556, a decline of 14 percent, year on year. The annual figure, however was positive, at 2.4 percent increase. (Table 70) Foreign container traffic in the fourth quarter was up 12 percent, year on year, and the annual figure was higher at +36.5 percent. Net balance in foreign container cargo (exports less imports) for fourth quarter 2011 was 447 TEUs, compared to 594 TEUs in 2010. For the whole year 2011, net balance was 73 TEUs to 774 TEUs in 2010 Domestic container cargo handled at MICT in the fourth quarter, on the other hand, was down 13.8 percent, year on year; the annual figure was a lower negative 2.5 percent. Net balance in domestic container cargo handled for the quarter was 306 TEUs, down from 2,157 TEUs. The annual net balance was -4,141 in 2011 and -6,483 in 2010. The negative figures mean there were that much more TEUs of inbound domestic cargo than outbound for both years.

Other PIA-regulated ports. The number of ship calls in the other PIA-regulated ports decreased by 8.7 percent, from 206 ship calls 2010 fourth quarter to 188 in 2011 fourth quarter. The decline in foreign ship calls was higher at 12 percent ( from 165 to 145). An even higher 9.9 percent decline in ship calls was recorded for the entire year. (Table 71)

The total volume of cargoes during the fourth quarter likewise decreased by 19 percent overall, pulled down by a 22 percent decline in foreign cargo, even as domestic cargo went up 11 percent. Foreign cargo constituted about 89 percent of the total cargoes handled by the other PIA regulated ports.

Changes in the annual total cargo handled in other PIA regulated ports was almost at the same rates and pattern shown in the fourth quarter figures. (Table70)

8. Motor Vehicle Registration The fourth quarter 2011 total number of motor vehicle registration was almost the same as in same quarter 2010. New vehicle registration went down 26 percent on the average, but most especially of the new for hire vehicle category (-90%). (Table 72)

The 2011 annual total motor vehicles registered went up a significant 12.14 percent, the increase coming mostly from renewals of private vehicles (+15%) and to a lesser extent - renewals of government vehicles (+7%), and new tax exempt vehicles (7.3%). LTO Frontline Services

The revenue collections of LTO for the fourth quarter of 2011 increased by 6.45 percent, to PhP77.6 million. Total annual collections amounted to PhP459.5 million, or 16 percent higher than the preceding year. Aside from motor vehicle registration, and revenue collections, all other frontline transactions with LTO showed increases, most especially in apprehensions (+76 percent in 4th quarter, +39% full year) 2011. (Table 73)

9. Status of Electrification

ReThe National Electrification Administration (NEA) reported 100% barangay energization in Region 10 a year ago in December 2010. Household level connection, however, was 84 percent as of the fourth quarter 2011. There was a four (4) percent increase in households energized in 2010-2011. (Table 74) 10. Energy Sales Total energy sales posted during the fourth quarter of 2011 was about 536,258,596 kilowatt-hour (kwh), 3.76 percent lower than the figure in same period 2010. The decrease was essentially due to cessation of operation in November 2011 of the Mindanao Silicon Metal Corporation, a locator in the PHIVIDEC Industrial Estate, and one of the National Grid Corporation of the Philippines’ (NGCP) major customers in Misamis Oriental. The province which is the single biggest energy consumer in the region (around 56% share) posted a 7.44 percent reduction in energy sales. (Table 75) The comparative annual 2010 and 2011 data, however, showed a 3.01 percent increase in total energy sales- from 240.2 thousand kwh to 259.8 kwh. Among the provinces, only Lanao del Norte showed reduction in 2011 annual energy consumption of about 12 percent. (Table 76) Installed and Dependable Capacity The total installed capacity of Region 10’s power plants is 1,063.70 megawatts; dependable capacity is, however, only 791.87 megawatts or 74.44 percent. The dependable capacity decreased by about 1.0 percentage point in 2011 from 2010 level, due to reduced capacity of Agus 6 and 7 hydro-electric power plants. The 791.87 megawatts dependable capacity of Region 10 is 64.06 percent of total dependable power source in the Mindanao Grid as of December 2011. The region has the following power generation mix: hydro- 73.35 percent; coal fired- 26.52 percent; and photovoltaic-0.13 percent. (Table 77)

The Iligan Diesel Power Plant 1 and 2, owned by the local government unit of Iligan City, are up for sale to interested takers. Alcantara & Sons, Inc. (who allegedly owns

the lots where the power plants are set up or located) signified interest to buy the power plants. The Sangguniang Panglunsod of Iligan City is in the process of evaluating the proposed quotation of the takers.

11. Irrigation

As of December 2011, the level of irrigation development in Region 10 has improved by 1.98 percent, which is equivalent to 1,125 hectares of additional service areas, bringing the total irrigation serviced areas to 58,109 hectares. (Table 78)

Of the 23,272 hectares of potential irrigable area, the region’s level of irrigation development stood at 47.07 percent, with 65,253 hectares remaining area for development.

The National Irrigation Administration in Region 10 is currently implementing a total of 70 irrigation related projects (29 for Bukidnon, 13 for Lanao del Norte, 11 for Misamis Occidental, 14 for Misamis Oriental and 3 for Camiguin). Once these projects are completed, these will add 2,911 new service areas, rehabilitate 7,494 hectares, and restore 175 hectares regionwide.)

12. Peace and Order

The Philippine National Police recorded a total of 15,743 crimes in 2011, lower by 10.4 percent than last year. All types of crime posted decreases except for rape and murder which registered increases by 31 percent and 8 percent, respectively. (Table 79)

In the entire region, Lanao del Norte registered the most significant drop in crime volume by 31 percent, followed by Cagayan de Oro City and Iligan City with 19 percent and 16 percent reduction in crime volumes, respectively. (Table 80)

posted the highest CCER (31%) and Iligan City the highest CSER (16.9%). (Table 80)
