1 EXECUTIVE SUMMARY

Since HVP is designed in close synergy with EU-Funded HPS project and is also considered as complementary for HPS project, therefore, HPS mid-term evaluator came up with constructive recommendations to both HPS and HVP, and the first recommendation for was

“The HPS management is advised to conduct a workshop (1-2 days) for a solid revision of the prevailing log frames jointly with the relevant partners, like HVP, ANNGO, ANHDO GM, ARIA, PBTL under the guidance of an outside (neutral) log frame moderator…… As outcome of the workshop both HPS and the HVP should arrive at two separate log frames where results and activities complement each other in a clear-cut way with precise formulations.” This recommendation will allow HVP to revise its log frames along with HPS.

HVP project coordinator worked closely with HPS Team Leader and project managers to revise both projects log frames and realigned project budgets accordingly. As a result both project log frames were revised and presented to the 4th Steering Committee and attracted minor comments/ recommendations.

Based on recommendation of Steering Committee and agreement of EU and AFD to conduct an external ANHDO organizational and financial audit, ANHDO requested from 4 consulting firms in consultation with donors to submit their proposals. Up on their proposal submission ANHDO team evaluated all four proposals and selected KPMG and shared the results with AFD which was approved. Soon the company will start auditing ANHDO in terms of organizational and financial.

According to project proposal, Horticulture Value Chain Project (HVP) prepared a ToR for the internal evaluation team and was approved and commenced by ANHDO management team, ANHDO technical team and PHDP TA in December 2015.

HVP facilitate the participation of project partners to national and international exhibitions such as Kabul Agfair, Tajikistan Agfair, Indian Trade Promotion Organization and other trader’s conferences organized by HVP SO3 team.

In order to enhance capacity of project staff, HVP introduced them to different trainings organized by ASRA consulting firm. At the same time HVP introduced SO1 Field Managers to participate in ANNGO’s technical trainings.

Official registration of Kapisa and Sorobi NGAs are in progress with some miner delay due to changes in registration process in Ministry of Justice, now both MoJ and MAIL are involved in registration process for associations. Both NGAs will be registered officially until end the first quarter of 2016.

Regular coordination meetings were held between HVP team and ANNGO team regarding establishment of MSNs, registration process of NGAs and certification system for the nurseries which were members of Bagram NGA in the past.

In close coordination between ANNGO and HPS a two day exchange visit / excursion was organized for Sorobi NGA members to Kabul. During this visit ANNGO practically showed them the nursery certification process, NGA filling systems, MSNs and certified nurseries in Paghman and Shakardara districts of Kabul.

Following selection of top ten apricot varieties in the previous reporting period, HVP SO3 & SO2 team in coordination with EU/MAIL transition project and HPS SO3 team organized a trader’s conference in Kandahar to national fresh fruit traders from Kandahar and Kabul to select top ten commercially viable varieties of pomegranate.

PBTL preliminary results of 900 collected samples for CTV tests showed 4 positive and 23 suspicious; therefore, HVP SO4 in coordination with PBTL re-collected samples from these suspicious trees to recheck. The final results showed that there are 5 positive out of the collected samples. Our project partner universities in Italy will share their research result once completed.

ANHDO took officially the membership of ACBAR on 22nd of November 2015 when ACBAR held its general assembly and all ACBAR voting members voting in favor of ANHDO to be member of ACBAR.

2 PROJECT PROGRESS / ACHIEVEMENTS

Project Log Frame Revision

Since HVP and HPS activities are synergic to each other, and according to the recommendation of HPS mid-term evaluator, both HVP and HPS teams worked together to revise both projects log frames in close coordination with other projects stakeholders like ANNGO, ARIA, PBTL, PHDP II etc… The revised log frame and revised budget was then presented to Steering Committee (SC) held on 10th November 2015. Steering Committee commented that the project log frame is not SMART, so the project needs to revise the log frame once again and the budget should also be in accordance to project log frame.

Once again Horticulture Value Chain Project in coordination with project stakeholders revised the project log frame and budget based on SC comments, after that both revised project log frame and revised budget were sent to donor (AFD) for comments and approval.

4th Steering Committee

In the last steering committee it was decided that the next steering committee should revise the composition and Terms of Reference to oversee both HPS and HVP, therefore, the new ToR of the Steering Committee was revised and extended into a Horticulture Cluster Steering Committee mandate including 7 voting members and 7 observers on 10th November 2015. (Annex 1: SC ToR and Minutes)

The SC voting members unanimously elected Mohammad Edris Raouf (FCOMAIL director) as the new chairman and reaffirmed Najibullah Enayat (ANHDO general manager) as the deputy chairman, Georgious Koundourakis (HPS TL) and Mohammad Akbar (HVP PC) will be the acting secretary.

Both HVP and HPS presented their progress / achievements which got the overall positive feedback. After that both projects presented their revised SOs log frames and realigned budgets attracted minor comments / recommendations for improvement and needs to be revised accordingly and consolidated into the Project Logical Frame Work.

Pomegranate Value Chain Study

Sub-Objective three (SO3) is focusing on value chain development activities of pomegranate and apricot, in order to identify key interventions for pomegranate value chain in targeted areas. It is needed to conduct a detailed value chain analysis. The main expected result out of this study will identify and give clear intervention areas for ANHDO-HVP management team to focus on during remaining project life. This value chain study requires a technical value chain expert to carry out this study, so HVP got a No-Objection-Letter to utilize “1.4.2 value chain manager specialist” to recruit to national value chain consultants. HVP selected two national consultants based on ANHDO HR policy and procedure, but AFD refused to provide NOL for these to consultants, because one of the consultants was an ANHDO board member AFD believe that is a conflict of interest and contradictive issue with Sub-Objective 5 of the project.

So, ANHDO senior management team decided that ANHDO technical team should conduct this study; therefore, a team of 5 experts were selected to conduct this study. The preliminary arrangements such as methodology and action plan have been done by ANHDO technical team and the actual survey will start from the first week of January 2016.

HVP Internal Evaluation / Review

Two ANHDO internal reviews are suggested during the project life cycle in the project proposal; first internal evaluation should be done after one year of implementation and before external Mid Term Evaluation.

Horticulture Value chain Project drafted a ToR for the internal evaluation and it was approved by ANHDO management team and PHDPII technical experts. The preliminary meetings started on 1st December 2015, followed by actual evaluation on 5th December 2015 the meetings and data collection completed on 10th December 2015. ANHDO and PHDP II TA’s will debrief the outcome of the evaluation through a power point presentation, if any comment was provided by participants it will be included in the final evaluation report.

Work Plan Development

After revision of project log frame, HVP management team decided develop project work plan for each Sub-Objective in a participatory manner. Separate session organized with each SO team and stakeholders to draft related work plan for 2016-17. This

HVP Staff Contract Renewal / Modification

According to the Afghan government law, ANHDO has to pay its staff salary in Afaghani, but HVP budget is allocated in Euro, but all HVP staff contracts were signed in USD and at the end of the month we were facing exchange rate problems while exchanging Euro to USD and then to Afghani.

To avoid such issues, ANHDO and HVP management decided to modify all HVP staff contract from USD to Euro effective 1st January 2016.

2.1 REPORT ON EACH SPECIFIC OBJECTIVE

SO1: Afghan Private Sector Nursery Industry Development

HVP project coordinator, Kapisa and Sorobi field managers met with ANNGO general manager and ANNGO technical team to discuss establishment of Mother Stock Nurseries in both targeted areas. ANNGO technical team showed their support and added that existing MSN in Kapisa needs to be improved and if there is high demand for buds and demand of NGA members then we can established a new MSN as well. Interested members of Sorobi NGA should be identified and then ANNGO technical team will survey the site to check if it complies with ANNGO standards.

Official registration of Kapisa and Sorobi NGAs with Ministry of Justice (MoJ) are in process, all related and required documents by MoJ was compiled and submitted to related office in MoJ, but due to changes in registration process, MoJ forwarded NGA’s registration process to Ministry of Agriculture, Irrigation and Livestock (MAIL). Due to bureaucracy it took 2 weeks in MAIL to reach Private Sector Development Directorate (PSDD) for further documentation and process. MAIL/PSDD asked NGA to develop a business plan based on provided format. Currently HVP FM is supporting NGA members to develop their business plan. Once the business plan is approved by MAIL / PSDD they will introduce NGAs to MoJ for official registration.

Regularly participated in provincial sectorial coordination meetings in Kabul and Kapisa, related DAIL directorates were updated by FMs regarding project activities. Based on Kapisa DAIL director demand, all information about available (60346) certified saplings (Peach, apple, plum, almond, apricot and pear) technical monitored by ANNGO technical staff and non-certified (166870) saplings were provided to DAIL.

Kapisa DAIL and NHLP conducted a three days survey in 21 nurseries related to Kapisa NGA members to identify certified and saplings with good quality. During follow up meetings with DAIL and provincial office of NHLP, they promised that the results will be shared with NGA and field managers.

During this reporting period, both field managers were introduced to two different capacity building trainings, In order to enhance report and email writing skills of field managers, they were introduced on 13 October 2015 to a three days training Report and Email Writing delivered by ASRA consulting company.

On 13th December 2015 both field managers were introduced to technical training in Badam Bagh provided by ANNGO technical team, this three days training was focusing on:

- Mother Stock Nursery establishment

- Certification scheme

- Soil identification for orchard establishment

- Integrated Pest Management (IPM)

Annual internal review of HVP was conducted in December 2015 both Sorobi and Kapisa NGAs and related stakeholders were visited to evaluate their one year activities and progress. The outcome of the evaluation will be shared through the final report of the first internal evaluation of HVP.

In December 2015, 15 Kapisa NGA members grafted their nurseries with certified buds obtained from Kapisa, Shakardara and Paghman MSNs. It worth to be mentioned that Kapisa MSN also sold 87670 certified bud to 21 nursery growers (9 Saidkhail NGA members and 12 Kapis NGA members). Detailed information is provided in below tables.

During a meeting between ANHDO general manager, HVP project coordinator and Sorobi NGA members, it was realized that they are not familiar with nursery certification scheme, so ANHDO general manager promised Sorobi NGA members that an excursion / exchange visit to other relevant NGAs will be organized for them to fully understand the certification scheme and its advantages.

On 27th December an excursion / exchange visit was organized in close coordination with ANNGO and HPS SO1 technical team for 16 Sorobi NGA members to Kabul. During this excursion they visited ANNGO office, Kabul Perennial Horticulture Development Center, Paghman NGA office and MSN to understand the overall cycle of certification scheme. While they visited Paghman NGA office and MSN, field manager and head of Paghman NGA explained all procedure and documentation system that is in place.

Sorobi NGA members had the chance to ask questions and Paghman nursery growers responded to their questions.

In the second day, they visited Shakardara NGA office, MSN and certified nurseries. Shakardara field manager and head of NGA welcomed all participants and explained filling system that they have in place, after that they went to the MSN and certified nurseries where they understand how to design their nurseries.

In coordination with ANNGO and HPS SO1 technical team, HVP SO1 work plan was developed based on revised log frame and approved by all stakeholders. Since this work plan is developed based on revised log frame, therefore, it will be effective once the log frame is approved by donor and steering committee.

Field managers of Kapisa and Sorobi received their motor bikes and increased their regular field visit; during these field visits nursery growers were support through technical advices to better manage their nurseries.

NGA regular monthly meetings were held and below points were discussed:

1. Kapisa NGA members provided their price per sampling to NHLP

2. Kapisa NGA members showed interest to established more certified nurseries and FM provided technical advices

3. It is also decided that all interested members who are willing to established new certified nurseries should provide all related information to NGA office, otherwise the will not be count as certified by ANNGO

4. Kapisa NGA members decided to accelerate the process of registration and development of business plan

5. During November monthly meeting of Kapisa NGA, all participants requested from HVP to provide them with required nursery tools/ equipment

SO2: Adaptive Research and Technical Development

Horticulture Value Chain Development Project (HVP) in coordination with PHDP TA, PHDC Jalalabad and MAIL transition project decided to utilize Kandahar PHDC (instead of Jalalabad PHDC due to an availability of enough pomegranate varieties) for organizing a trader’s workshop in order to select top ten commercially viable pomegranate varieties.

ANHDO/HVP with close cooperation of EU/MAIL transition project/Kandahar PHDC and HPS/SO2 technical team organized fruit show for pomegranate marketable variety selection in Kandahar on 21st of October 2015. 19 best known pomegranate varieties available in national collection of Kandahar were introduced to participants in terms of their characterization. During this participatory workshop around 20 fresh fruit traders from Kabul,

Sorobi and Kandahar and Kandahar DAIL technical staff selected top ten commercially viable pomegranate varieties.

Aside from the workshop they also find the opportunity to visit Mohmand fresh fruit market and Kandahar PHDC farm to understand the market requirements of national, regional and international markets regarding quality and packaging requirements.

HVP supports pomology lab with determination of maturity indices and shelf life of pomegranate and citrus in Jalalabad PHDC. In the last quarter HVP supported pomology laboratory of Jalalabad PHDC with requested consumable inputs.

In cooperation with EU/MAIL transition project and HPS SO2 team, HVP is supporting the pomegranate register process through recruitment of data entry intern to support EU/MAIL project in data entry of collected data into the data base.

Unavailability of pomegranate varieties in Jalalabad PHDC

Study Tours / Exhibitions

Tajikistan Ag-Fair / Study tour 14th-17th October

In 14th October 2015, Horticulture Value chain Project organized a study tour for three fresh fruit traders, one ANHDO board director and HVP value chain manager to visit International Ag-Fair in Dushanbe Tajikistan with the aim to meet Tajik fresh fruit markets and traders to find suitable markets for Afghanistan Pomegranates and other fresh fruits in Tajikistan and Russia. (Annex 2: Study tour report)

While visiting booths exhibiting fresh fruits and vegetables, the participants realised that one

of the important aspect for exporting fresh product is packaging that Afghan traders are not

considering while exporting Afghan products.

During this visit we were able to find and meet a few Tajik fresh fruit traders, discussed with

them the possibilities of afghan fresh fruits import to Tajikistan, the Afghan traders share the

pomegranates sample and we observed they also have long term experience in fruit trading

and said that currently they importing some dry agriculture product from Afghanistan to

Dushanbe.

Kabul Ag-Fair 14th – 16th October

Ministry of Agriculture, Irrigation and Livestock organized Kabul Ag-Fair on 14th October

2015 in Badam Bagh. During this Ag-Fair HVP supported its beneficiaries and partner

traders to exhibit their products.

During three days exhibition, on the first day of Ag-Fair exhibition H.E French ambassador,

AFD country director, French technical experts and advisor, FCOMAIL director visited

ANHDO booths; they were briefed about ANHDO and HVP activities and achievements by

ANHDO general manager and HVP project coordinator.

ANHDO booths also attracted other visitors to stop by and visit our booths, ANHDO

technical team explained ANHDO-HVP activities and achievements to visitor.

Indian Ag-Fair (Indian Trade Promotion Organization 18th -27th November 2015

ANHDO intends to initiate market linkage between Afghan fresh / dry fruit traders and regional and international markets. One of the priority areas that ANHDO is focusing on is to identify market standards and requirements of regional and international markets. Based on those market requirements ANHDO will support Afghan traders to increase their capacities to fulfil those required standards in the international markets.

Horticulture Value Chain Project objective is to support fresh fruit value chains and to explore new regional and international markets, ANHDO SMT decided to facilitate an exposure visit to Indian Trade Promotion Organization fair starting 14th Nov 2015.

A total of eight (8) persons were selected to participate in this study tour on a cost share budget of both ANHDO projects, but unfortunately two of them (Mr. Alem Akbari HPS-SO3 PM and one of HPS project partner trader) were not able to obtain Indian visa on time and were not able to participate in the trip.

The main purposes of study tour were to:

Participate in ITPO fair in Pragati Maidan to visit and search for proper packaging

and processing equipment

Organize B2B meetings between Afghan and Indian traders

The Indian trader’s commission was 6% for selling Afghan fruit, in a meeting with

them and Afghan traders the commission was reduced to 5%.

The importance of pre-cooling practically showed to Afghan Traders.

Afghan traders understood the importance of proper packing, sorting and grading

Afghan traders were linked to Indian traders/exporters of tomato and banana

Afghan traders identified relevant processing equipment/machine for sorting and

grading of fresh fruits and packaging equipment/machine for dried fruits.

Workshops & Trainings

Kandahar pomegranate trader’s conference

As mentioned above in section (2.2 adaptive research and technical training), SO3 team

were also busy in organizing pomegranate traders conference in Kandahar and after that

with data entry of collected data and analysis the data to identify best commercially viable

pomegranate varieties, at the result 10 best commercially viable varieties has been identifies

and are ready to be shared and introduce it to nursery growers through ANNGO.

B2B pomegranate workshop

In coordination with Kapisa DAIL, HVP organized and supported a Business 2 Business

(B2B) session to allow both pomegranate producers and traders to discuss pomegranate

quality, price and time of delivery. In this B2B session 20 pomegranate producers from

Tagab and Alasai districts of Kapisa and 5 fresh fruit traders from Kabul fresh fruit market

and Sorobi pomegranate market, Kapisa DAIL director, ANHDO technical team and board

director and representative of provincial council participated. Kapisa DAIL director welcomed

all participants and appreciated ANHDO’s activities, and then producers said that currently

they are selling most of their products to Pakistani traders in a lower price. They added that

DAIL and other organizations should support producers and traders to cut hands of Pakistani

traders in Tagab and Alasai by supporting them with cold storage facilities and better

packaging materials, later on they presented samples of different pomegranate varieties to

traders, at the end an open discussion regarding quantity, quality, grade and price took place

between traders and producers which resulted in exchange of contact details between both

parties.

The traders also mentioned that the prices of Kapisa pomegranate are currently higher than

in Kandahar, and there is high demand for Kandahar pomegranate in regional markets

because of its attractable colour, but once the season of Kandahar pomegranate is finished

then they will contact with Tagab and Alasai producers.

HVP and HPS Projects traders and producers workshop

ANHDO HVP and HPS projects conducted a two days’ workshop for 35 participants consisting of all partners’ traders, head of producer’s groups, relevant DAIL departments head and board members.

During this workshop the main discussion was focusing on:

Division all markets in five different categories.

Worked on different markets demands and requirement individually with participants.

Markets channel analysis in group work with participants.

SWOT analysis of Afghan horticulture product and local markets.

Analysed different value chains (All chain actors starting from producers to end

consumers).

Worked on good trading concept for project partner’s traders.

Collected their next year fruit exporting plan to international markets.

Facilitated all workshop participants to share their experience with each other.

Invited cargo company agent to the workshop and he present information about cargo

facilities from Kabul to international markets and respond to the workshop participant’s

different questions.

SO4: Citrus Industry Promotion

HVP SO4 Core Activities

During this reporting period, several coordination meetings were held with Plant Bio Technology Laboratory (PBTL) in Badam Bagh to discuss CTV collected sample results. PBTL conducted DAS-ELISA + Reverse transcriptase PCR on collected samples. The preliminary results indicated that there are 4 positive and 23 suspicious CTV infected trees out of 900 collected leaf samples; therefore, PBTL technicians in cooperation with HVP conducted the second sample collection campaign from suspicious and infected trees.

The result after the second round testing of suspicious samples shows that only five of them are positively infected with CTV and remaining trees are free of CTV.

A coordination meeting between HVP, PHDP II TA, PBTL, Florence University (prof. Edgardo Giordani) and HPS SO4 team was also held on October 2015 and CTV related research activities were discussed. It was decided that two CTV research partner universities in Italy will provide the action plan and updated results so far. HVP finance

department transferred the first payment of CTV research agreement (as mentioned in the agreement) to Florence University.

HVP SO4 is also supporting citrus processing companies in terms of provision of small processing machinery, packaging and promotion; therefore, a market research study was organized for SO4 value chain manager and HPS SO4 post-harvest officer to Pakistan. The purpose of this study was to visit Peshawar Agriculture University in order to check the existing citrus processing equipment available in that university. At the same time the team also collected quotations for citrus process machines available in Peshawar.

Currently HVP is working with Gift to Zest and Khalel Rehan fruit processing companies with technical guidance on post-harvest (processing techniques), packaging, labelling and marketing.

Gift to Zest processing company is linked to Jalalabad PHD centre and citrus growers, this company has started to produce marmalade from citrus and will process sour orange in to squash. HVP will provide improved packaging (bottles, labels) on cost share base.

Beside close synergic coordination with HPS SO4 team, HVP is also maintaining close coordination with other organizations and stakeholders in eastern regions. Mercy Corps is one of the organizations that support citrus producers. HVP is supporting Mercy Corps technically by developing training materials and delivering technical trainings to their beneficiaries.

HVP SO4 staff is participating in live radio programs in Islah radio twice in a month to promote and campaign citrus industry in eastern region. The main topics are generally citrus industry situation in eastern region and citrus seedling nursery establishment, but during the program our team receive and answers questions related to pre and post-harvest activities as well.

Based on the revised project log frame, HVP/HPS SO4 team coordinated the establishment of new citrus commercial orchards with Nangarhar DAIL and NVDA. Yet we have received a positive response from Nangarhar DAIL that they want to establish new orchard in 3 hectare of land related to Nangarhar DAIL. The advantage of establishing citrus commercial orchards in DAIL related land is that it will be easily reachable and we can use it as demonstration orchard for other beneficiaries.

In order to have the accurate data regarding availability of certified citrus saplings in eastern regions, HVP in coordination with HPS SO4 team conducted nursery inspection for citrus sampling selection in Nangarhar and Kunar provinces in order to record the available certified citrus sapling for establishment of new commercial citrus orchards.

HVP SO4 technical staff supported HPS SO4 in these areas:

1. Citrus sapling selection for citrus demonstration plots in Bihsud district of Nangarhar

2. Citrus producer workshop to find out the interested growers for citrus commercial orchard establishment

3. Linking the eastern region citrus producers and trader with PHDC Jalalabad to understand and familiarize with citrus new certification scheme program and provided technical information to them

4. Conducting of citrus promotion workshop

5. Announcement of application form to find interested citrus growers for establishment of new commercial citrus orchards.

ANHDO Training Policy and Guidelines

Organization and Financial Audit

There was restricted call for tender during month of Dec 2015 (from 5th Dec 2015 till 19th Dec 2015). It was requested from 4 companies (Asra Consulting, KPMG, Shan Globe Consulting and Afghan Accenture Consulting) to submit a short technical and financial proposal for the organizational and financial audit of ANHDO (maximum 3 pages) within two weeks after the reception of the Terms of Reference.

All four companies submitted their proposals according to terms of reference. A proposal evaluation matrix sheet was designed to score the collected proposals.

After the assessing and scoring the proposals, KPMG got the highest score. The result is communicated with AFD (donor) and waiting for their feedback. After receiving the donor comments, ANHDO will contact with Winner Company to start its work.
