RATIONALEThe shared purpose of this qualification is to assess and recognise workplace skills acquired without the
benefit of formal education and training for those who have been in the workplace for a long time and for the
new entrant to effectively participate in the workplace.
Learners who are assessed as competent against this qualification will be competent to act as MEWP
Operators or MEWP Transporters in National, Provincial or Local projects calling for MEWP involvement.
Learners will be able to manage the following general MEWP activities, Elementary and advanced Safety,
Health, Environmental, Risk and Quality, Environment, Energy Efficiency and Ethics, Tools, Equipment,
Materials, Maintenance and Techniques, Principles of Communication, Principles of MEWP operations and
Fall protection in a safe and cost effective manner.
The MEWP specialist qualification will enhance safe working conditions and decrease the number of
incidents at height. It should have a strong secondary effect on industry growth by professionalising the
environment and enhancing skills of unskilled labourers, thus increasing employability in the country. Rive
the correct behaviour in the industry enhancing safety and creating employment.
Its contribution to socio-economic transformation is that learners would be able to undergo RPL-assessment
and thereby receive recognition for previous learning and experience. The employability and career

PURPOSEThe purpose of this qualification is to prepare a learner to operate as an/a Mobile Elevated Work Platform
Specialist
An/A Mobile Elevated Work Platform Specialist oversees, manages and controls all aspects of elevating
platform practices including, operation, application determination, transportation, safety considerations and
all relevant and applicable work at height applications.
A qualified learner will be able to:
Assess and mitigate identified hazards and resultant risks
Manage mobile elevated work platform (MEWP) operations
Manage the transportation of a MEWP

Whilst the mandate was to compare only one or two relevant international bodies of work, we have bulleted
the above to demonstrate the relevance of Mobile Elevated Work Platform Specialist in that it would be the
only body of work, worldwide, meeting the requirements of competency training of a MEWP Specialist, and
far exceeding the SAQA recognised MEWP operator training intervention currently available. It is a complete
training intervention covering MEWPs from A to Z!

The two most pertinent bodies of work referenced in compiling Mobile Elevated Work Platform Specialist is
the IPAF Operator Training course and the OEM Operators Manual, supplied as standard with every type of
MEWP. No-one knows how to use the machine better than the original equipment manufacturer!
The IPAF Operator Training course is generally accepted worldwide as the Gold Standard for thoroughly
training MEWP operators. IPAF (http://www.ipaf.org/) is a federation with a presence in all major regions
throughout the world, exercising much of its influence as a subject matter expert in the UK, where it works
closely with the HSE (Health & Safety Executive http://www.hse.gov.uk/index.htm). There could be no other
choice to compare Mobile Elevated Work Platform Specialist to other than the IPAF Operator Training
course. The other important document used as a comparison is the OEMs Operators Manual, which should
be present with the machine in the platform manual compartment at all times.

In conclusion, it should be evident that Mobile Elevated Work Platform Specialist is far superior in both
course content and outcomes when compared to comparable MEWP training interventions, available locally
that cater specifically for a South African MEWP operator. For example, whilst IPAF do offer a dedicated
Load/Unload course and the OEM Operators Manual does touch on transporting a MEWP, neither are as
comprehensive or as structured as the practical modules of Select type of transport and Load nor off-load
MEWP & Securing of a MEWP within the Mobile Elevated Work Platform Specialist course curriculum.
INTEGRATED ASSESSMENT
Integrated formative assessment:The skills development provider will use the curriculum to guide them on the stipulated internal assessment
criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated
by the internal assessment criteria. This formative assessment leads to entrance into the integrated external
summative assessment.

An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality
Partner is required for the issuing of this qualification. The external integrated summative assessment will
focus on the exit level outcomes and associated assessment criteria.
RECOGNITION OF PRIOR LEARNINGRPL for access to the external integrated summative assessment: Accredited providers and approved
workplaces must apply the internal assessment criteria specified in the related curriculum document to
