The Central Sponsored Schemes have been major focus of the UT Administration. To begin with, a number of development schemes have garnered tremendous progress in recent past. The Andaman and Nicobar Islands has already been declared Open Defecation Free much before the target date on 2nd October, 2017 in municipal area and was declared ODF on 31st January, 2018 for entire Islands. Under UJALA scheme, 4 lakh LED bulbs have been distributed and PBMC is 13th Smart city Municipality to totally replace all street lights bulbs with LED bulbs in India. Further, in November end this year, entire Islands will be covered with LED streetlights. All households have been electrified under Pradhan Mantri Bijili Har Ghar Sahej Yojana (Saubhagya) Scheme and only two cases in Shoalbay have come up, which will be electrified by end of this week. Under PMAY land allotment is being done to about 2000 landless beneficiaries at the rate of 50 sq. mtrs. which is historic in UT Administrations developmental graph. Number of development projects such as 50 MW LNG based power plant where Power Purchasing Agreement has been already signed on 26th October, 2018 is on anvil. The plant will be completed and start functioning with in record 24 months. In addition, 37 MW Solar power plant in Port Blair and 1 MW each in Neil & Havelock are in final stages and will be completed by December end. In this regard, 5 MW & 10 MW DG power plant has already been commissioned which makes the total capacity of A&N Islands stand at 43 MW to handle peak demand of 38 MW which makes A&N Islands power surplus for the first time in the history. Moreover, the focus of Administration is to move away from fossil fuel power to green and clean energy. Civil Operation of airport at Shibpur (North & Middle Andaman) will commence from this December. One of the major upcoming successful projects is under sea Quantum jump, exemplifies the will of UT Administration towards development of the Islands OFC which is expected to be completed within record 24 months and shall end all connectivity issues of Island group once and for all. Meanwhile, enhancement of bandwidth to 4 GBps has been already taken up. These initiatives in near future will fill gaps in connectivity. In Rural road under PMGSY, 80 km rural roads have been completed in last two years, whereas, only 16 km of roads was completed from 2000-2017. This quantum jump, exemplifies the will of the UT Administration for development of the Islands. Further, on demand of the Member of Parliament, 264.58 km of road has been taken up under PMGSY with Ministry of Rural Development and in-principle approval for 6 km has been received and rest is awaited. In this rapid developmental bandwagon, bridge connecting Chatham & Bambooflat is under DPR stage whose foundation may be done in December end. This will solve the much demanded road connectivity issue across Port Blair. With regards to National Highway connecting Port Bair to Diglipur, NHIDCL has already started the construction of the roads and has committed that by December end, 2018, major stretches of 330 km will be completed, which will resolve major concerns of public and take development levels to newer heights. Keeping in view the ecologically sensitive Islands, A&N Islands Administration has written to the Ministry to allow zero import duty on importing stones from South East Asia which is very near from places like Campbell Bay which shall address the issue of non-availability and would be cheaper as well. Moreover, to enhance the business units, the Department of Industries has invited applications time to time as the availability has risen and has already allotted one shed and 5 plots to entrepreneurs to set up industries. The Administration has also formulated a draft Startup Policy which shall be operationalized w.e.f. Dec. 2018. In Shipping sector, the issue of non-operating vessels has been taken by Shipping Corporation of India and 4 non-operational vessels will be operationalised by 3rd week of Nov. and for another 3 vessels SCI is in tendering process, these combined will enhance number of operational vessels in A&N Islands and improve inter-Island connectivity. To address water availability, PBMC has been forthcoming and working in a war footing manner by laying pipelines across Port Blair area with increased diameter, so that water is provided seamlessly to households. At present 27 MLD of potable water is being supplied to households and other establishments within Port Blair city and now for augmentation of present distribution system to meet the requirement of 40 MLD, the work of 25.5 km for water distribution network and a capacity of 8 lakh liters of water reservoir is in progress under AMRUT scheme. To further increase water availability, project in Rutland has been commissioned and is expected to be completed by Jan, 2020. This will greatly resolve the water scarcity in South Andaman. The total urban road comprises of more than 70 km out of which 59 km are in good condition and maintenance Major Achievements & initiatives in pipeline Andaman and Nicobar Islands declared Open Defecation Free 4 lakh LED bulbs distributed. The UT Administration has already earmarked 223.01 Cr (4.53% of UT Plan) in 2018-19 to local bodies and in the coming year has pledged to devolve 295.55 Cr. This is more than as mandated by Government of India. Moreover, the Master Plan of South Andaman is being Port Blair, Nov.8 The National AIDS Control Organization (NACO), India's voice against AIDS organized a national workshop on 'Elimination of Mother to Child Transmission (EMTCT) of HIV and Syphilis' at Hotel Hyatt Regency, New Delhi recently. The workshop was attended by many International authorities on AIDS control. The introductory meeting was chaired by Shri Sanjeeva Kumar, AS & DG, NACO along with Shri Alok Saxena, Joint Secretary, NACO. Different divisions of NACO were represented for deliberations by the respective DDG's. The workshop was also attended by representatives and officials from 36 States and UT's of the respective State AIDS Control Society (SACS). Dr. M. Joy, Project Director and Dr. P.K. Sikdar, Assistant Director (ICTC), A & N AIDS Control National workshop on EMTCT held at Delhi ANACS bestowed with achievers award & certification of appreciation Society also attended the workshop. India is aiming to fulfill the target of elimination of mother to child transmission by 2020, for which several steps have been contemplated and put into action under the guidance and supervision of NACO. As an ongoing process, in the efforts of EMTCT, the UT of A&N Islands has achieved great feat in securing good position among the states in the country. The assessment of the efforts was done at the National level and A & N AIDS Control Society (ANACS) was bestowed with achievers award and certification of appreciation. Accordingly, the certificate of appreciation and achievers award were presented to the Principal Secretary (Health), Shri K.R. Meena, Secretary (Health), Ms. Kriti Garg and Director of Health Services, Dr. S.P. Burma. In A&N Islands there are 13 Integrated Counseling and Testing Centres (ICTC), where Counselors and Lab Technicians are Port Blair, Nov.8 The Gol has allotted rice and wheat for allocation to various educational institutions, SC/ST/Women hostels and hostels of schools, colleges and universities, old age homes and other similar institution, under Welfare Institution and Hostel Schemes at a very subsidized rates @ Rs. 5.76 per kg Rice and @ Rs. 4.25 per kg Wheat. In this connection, all the institution/ hostels and other Welfare Homes have been requested to avail the benefit of the scheme by approaching the Department of CS&CA at the earliest. The eligibility criteria for availing benefits under welfare Institutions and hostel schemes may be downloaded from the Departmental Portal dcsca.andaman.gov.in, a communication said. Allocation of rice & wheat to Educational Institutions at subsidized rate Port Blair, Nov.8 A bike rally consisting of about 100 motorcycles, scooters has been taken out by students & Staff of JNRM to mark the conclusion of the yearlong Golden Jubilee celebration of JNRM. The rally was flagged off by Shri. Udit Prakash Rai, Deputy Commissioner, South Andaman on 5th Nov., 2018. The bike riders displaying colourful flags passed through Bike rally marks conclusion of Golden Jubilee celebration of JNRM important landmarks of the city and returned to J N R M . Later, the Court released him on bail, since then he didn't turn up before the Court of Special Judge at Port Blair. The Special Judge of POCSO Court Port Blair has issued a Proclamation Order to ensure his presence. The tender should be submitted duly subscripted “Vegetable items” addressed to the Superintendent, District Jail, Prothrapur on or before 26/11/2018 by 3.00 PM and the same will be opened on the same day by 3.30. PM. in presence of tenderers or their representatives (if any). 2. The tender should be accompanied by an EMD of Rs.32370.00 (Rupees Thirty Two Thousand Three Hundred Seventy Only) in the form of bank call

deposit/demand draft/ Pay Order in favour of the Superintendent, District Jail, Prothrapur and should be enclosed with the tender application. The tenders without EMD will be summarily rejected. The EMD will be returned to the unsuccessful tenderers after finalization of tender. 3. All the tenderers must quote a rate inclusion of all taxes for all items mentioned in the tender notice, failing which their tender will be rejected as per GFR 2017 and procurement policy and must have a local representative firm. 4. The successful tenderers have to supply the Vegetable items compulsory for which the lowest rate has been quoted even if it is awarded for 01 (one) item

or more items. In case, the firm/tenderer fails to supply the awarded Vegetable

items, the same will be purchased from the open market at their cost and the EMD will be forfeited without giving any reference to the firms/tenderers. 5. If a tenderer submits false information or fabricated documents and the same is detected during consideration of tender, his tender will not be considered and EMD/PG will be forfeited. If it is detected after award of tender, the contract may be terminated and losses on this account will be recovered from the contractor.

6. Firm(s) awarded with the contract have to supply the ordered quantity in due time. Failing to do this will result in cancellation of rate contract and its EMD/performance security shall be forfeited. 7. Under no circumstances, shall the firm appoint any sub-contractor or sub-lease the contract. If it is found that the contractor has violated these conditions, the contract will be terminated forthwith without any notice & performance security will be forfeited. 8. No firm has been blacklisted by any of the Govt. Department/ Ministry in

last five years should participate. If subsequently it is found that a firm has suppressed this material information its EMD will be forfeited. 9. The tenderers will have to submit the PAN No and last 2 (Two) years Income tax return from IT department and GST Registration Certificate also enclosed along with the tender if applicable. 10. The tenderer should have average Annual turnover of Rs.1,20,000/- (Rupees one lakh twenty thousand only) any two years during the last 5 years up to 31/3/2017 and submit a copy of CA Certificate 11. If a firm after awarding the contract violate any of these terms and conditions, it shall be blacklisted and its EMD/performance security shall be forfeited. 12. The successful tenderers have to submit Performance Security of 5 % of the value of the contract in the form of Demand draft/fixed deposit from any Commercial bank pledged in favour of Superintendent, District Jail, Prothrapur. The EMD will be released to the successful tenderer on receipt of Performance Security. No interest is payable on performance security.

13. The successful tenderers shall execute an agreement with the department containing the terms and conditions for successful performance of the above mentioned contract. 14.
