2.3 ICT including Energy Efficiency, Smart Grid and Smart Meters

2.3.1 Announcement of Telecommunications Standards Development Society:

SESEI held series of meetings with Senior Officials at DoT (Department of Telecommunications) and Deity (Department of Electronics, Information and Technology) to discuss proposed creation of TSDSI (Telecom Standards Development Society for India).

A Status Update meeting took place with Mr. R.K.Pathak, Deputy Direct General (DDG) DoT responsible for formulating bye-laws, of Indian Telecom SDO. It was highlighted that TSDSI (Telecommunication Standards Development Society of India) will be registered as a non-profit society under Indian law in a Public Private Partnership (PPP) mode. In Global Standards Collaboration (GSC) meeting held in Jeju, Korea during May 12-15, 2013, India was represented by DoT Additional Secretary Ms Rita Tewatia where DoT made a formal intent of setting up TSDSI. TSDSI is in line with the Government of India's policy as outlined in the National Telecom Policy (NTP)-2012 which mentions setting up an SDO with participation from all stakeholders. The Bye-Laws and Memorandum of Association (MoA) have been drafted based on principles of inclusiveness, transparent, fair and consensus based approach for running the TSDO. The Department of Telecom/Government of India were consulted while drafting the bye-laws and there is broad agreement with the structure and bylaws. Recognizing the need of setting up such an

organization at the earliest, professionals from industry, academia and R&D labs are coming together to establish TSDSI as an autonomous ‘not for profit' society. Current council of TSDSI is only an interim one. Once more organizations and companies become members, elected council will take over and the current council will be dissolved. SESEI will continue working and following up establishment of TSDSI and when appropriate, formal LoI/MoU would be signed and supported.

2.3.2 Smart Grid and List of Standards

India Smart Grid Knowledge Portal (http://indiasmartgrid.org/en/Pages/Index.aspx ), a common platform for Smart Grid knowledge sharing and information dissemination to all stakeholders, is an initiative of Ministry of Power, Government of India with the support of India Smart Grid Task Force and India Smart Grid Forum. The later released a final copy of the Smart Grid Roadmap in India as approved and available at below link:

SESEI participated in their workshop held on June 21st (read below section 3.4) and as shared, during a dedicated Standardization section, progress on European Standards activity on Smart Grid.

A webinar is also planned with the forum on 11th July to share the first set of standards report and presentation.

2.3.3 Energy Efficiency of Telecommunication Equipment: Telecommunication Engineering Center (TEC):

A meeting was held with TEC on Energy Efficiency standards, guidelines and test certification procedures following up on earlier discussions. TEC is in the process of preparing testing and certification procedure/methodology to certify telecom products and Equipment. In close coordination with ETSI (and in particular it’s Technical Committee on Environmental Engineering – TC EE), SESEI pursued following points towards TEC for which TEC appears to be positive for its acceptance and consideration.

Accept Energy Efficiency (EE) as a global norm instead of ECR (Energy Consumption Rating) as directed by the Telecom Regulatory Authority of India (TRAI)

Seek clarification on “what is meant by Services” in TRAI mandate and submit them a progress update.

SESEI highlighted a) Standards are voluntary in nature and not mandatory b) Manufacturers have the needed Lab setup hence Self Declaration of Conformity (SDoC) are the suggested way forward. If TEC brings mandatory certification it becomes a technical regulation and WTO-TBT is activated as this category of regulation is not related to security, safety or health, etc.

TEC shared positive comments on the ETSI standards; a mapping of various nodes to corresponding standard was done and shared during the meeting, however due to TRAI’s mandate they have to evolve the testing/certification procedure/methodology to certify telecom products and Equipment.

SESEI is in close coordination with ETSI and plans to continue working closely with TEC on this activity.

2.4 Electrical Equipment including Consumer Electronics

2.4.1 Query on CE marking on 1100 volts wires

A query regarding CE marking on the 1100 volts wires was raised by a local Indian manufacturer through EBTC. In close coordination with CCMC and SESEI addressed the query satisfactorily.

2.4.2 Indian Standards on LED by BIS

2.4.3 Bureau of Indian Standards (BIS), ETD (Electrotechnical Department) committee no. 29, counter part of IEC/TC33 “Power Capacitors” has published the following standards:

3 Events & Meetings

3.1 Meeting Project CITD (Capacity-building Initiative for Trade Development in India) Team

SESEI met team members of CITD project (Charles Davies, Principal International Development Manager, International Projects, Bsi , Franck BOCCAS, Directeur General, Project Leader of CITD, Aets apave, Dr. Eng. Nicola Antonopoulos, European Affairs Consultant , DAMODARAN Thiyancheri,

Senior Project Manager (Economic Cooperation), Delegation of the European Union to India and discussion took place on SESEI project, CITD project, Synergy and co-operation. CITD project has an activity of "Technical Regulations and Standardization" which has a synergy with SESEI project activities, hence it was agreed to co-operate on this.

3.2 Meeting with CII to plan ad-hoc Meetings during the next IEC GM

In relation to the possibility of planning an ad-hoc meeting during the IEC GM in October, SESEI met with CII Consumer Electronics & Hardware Manufacturing Committee Head Mr. R. C. Chopra. Details about the project shared and Mr. Chopra agreed to take up this proposal with Industry members and committee chairman. A formal email request shall be sent to CII on this matter, the draft is ready and under discussion/finalization with CCMC.

3.3 Meeting with Indian Electrical & Electronics Manufacturers’ Association (IEEMA), head of Delhi office

In relation to the possibility of planning an ad-hoc meeting during the IEC GM, SESEI met with IEEMA head of Delhi office. Mr. Pandey. IEEMA is ready to host this meeting however Mr. Pandey is interested to know the EU industry participation as they only represent Power Sector (Electrical Equipment). A formal email request is to be sent. Matter is under discussion with CCMC office.

3.4 Smart Grid Workshop by India Smart Grid Forum (ISGF)

SESEI attended SMART GRID WORKSHOP on 21st June as one of the panelist during the session on Standards and shared updates on Smart Grid activities in EU including first set of standards report. SESEI prepared updates and presentation in coordination with CCMC. During the workshop ISGF shared and released SMART GRID ROADMAP covering vision and mission for India as approved by Ministry of Power. A follow-up Webinar is under planning with ISGF during the month of July.

3.5 TV White Space workshop by IIT Mumbai

SESEI attended 2nd half of TV White space workshop on 21st June as arranged by IIT Mumbai. Purpose of attending the workshop was to gain insight into this activity by Indian Academia and align the progress done on the subject by ETSI. SESEI gained knowledge on the subject in coordination with ETSI. The workshop feedback was submitted to ETSI.

3.6 TSDO - DOSTI Working Group Meeting

SESEI attended the last working group meeting of Indian TSDO – DOSTI ON 26th and 27th June in New Delhi. SESEI contributed input to topics such as Energy Efficiency (ongoing engagement with TEC), M2M and 3GPP. In this meeting DOSTI secretariat announced dissolution of DOSTI and subsequent migration of all its work and members to the new Telecommunication Standards Development Society for India (TSDSI) which is, as described above (section 2.3.1), the new TSDO being established in India under the guidance and approval of Ministry of Communication & IT, Government of India.

3.7 Smart metering conference by ST Microelectronics with Enel

SESEI with a purpose to observe, analyze, networking and pursue EU Smart Metering updates with Industry stakeholder from standards prospective attended Smart metering conference as arranged by ST Microelectronics along with Enel on 27th June.

3.8 Croatia accession to EU

SESEI attended function arranged by EU Delegation to celebrate the accession of Croatia to EU on 20th June.

3.9 EU - Local Delegation Officials

Second follow-up meeting with EU local Delegation in India held on 17th April 2013. Detailed discussion on priority sectors issues/concerning SESEI project; Machinery, Electrical equipment, automotive industry, Information & Communication Technologies, Manufacturing, Environment were held. Review of activities undertaken by EU local delegation on Automotive, Market Access Policy (Manufacturing), and Telecom Security benefited in further understanding of the priority sectors. Participants included: Klaus PENDL, First Secretary ICT ; GARGYA Balazs, First Secretary (Trade & Economic Affairs) Chaitanya KAUSHAL, Senior Trdae Officer - Trade & Economic Affairs; Smita Singh, Project Manager Third follow-up lunch meeting took place between the SESEI and EU Delegation official on 19th June to discuss Project Activities, SC#2 meeting feedback and CITD project. Project progress and updates shared including feedback on CITD meeting.

3.10 Meeting with EC official from Brussels

A meeting was organized at the EU Local delegation office in India with visiting EC officials from Brussels, i.e. Ivone Kaizeler, Policy Officer Tariff and Non Tariff Negotiations, Rules of Origin DG-Trade, and Serafin Gonzalez Sanchez, Policy Officer - International Affairs and Mission for Growth DG-ENTR. An update on the SESEI project was provided and detailed discussions on WTO-TBT, FTA (Free Trade Agreement), Product certification and conformity assessment were held.

3.11 Meeting with EBTC Experts on Transport and Energy

Monthly meeting planned with EBTC was held on 30th April 2013 with their Energy and Transport experts. Transport and Energy Sector activities undertaken by EBTC and current projects initiated by them were discussed. SESEI briefed them on Automotive and ICT Energy efficiency activities and agreed to keep abreast and work on area of common interest.

3.12 Meeting with BSI (British Standards Institute) Group India Pvt. Ltd

SESEI met with the Managing Director of British Standards Institute office in India Mr. Venkataram Arabolu following the reference made during the International Relations meeting in Brussels by Dr. Scott. SESEI project was introduced and BSI operations in India were discussed. It was agreed to have close working relationship between BSI and SESEI on areas of common interest.

3.13 Meeting with (GIZ) GmbH (http://www.giz.de/en/)

Meeting with GIZ official - Ruth Anna Buettner, Programme Director, Consumer Policy & Protection, held to discuss areas of possible collaboration on standardization activities in India. SESEI project was introduced, GIZ briefed about the recent MoU concluded with Bureau of Indian Standards (BIS) on standardization during the Prime Minister visit to Germany. It was agreed to have close working relationship between GIZ and SESEI on areas of common interest.

3.14 Meeting with VDE India and Frankfurt representative (http://www.vde.com):

A meeting with the VDE representative in India along with the visiting VDE representative from Frankfurt was held in SESEI office. It was an informal meeting to connect and briefly discuss Project SESEI activity.

3.15 Meeting with BIS on IEC GM Preparations and MoU

SESEI initiated introductory meetings with the concerned officials at Bureau of Indian Standards (BIS). The main agenda for the meetings were to introduce Project SESEI, coordination for the IEC Meeting scheduled for October 2013 in India and discussions on possible cooperation agreement between BIS and CEN-CENELEC, the MoU between BIS and ETSI standards on Mobile Terminals etc. Details of the meeting held;

SESEI project introduction, work closely with BIS on priority sector of SESEI, status of ETSI MoU on Mobile Phone Standards earlier submitted.

Draft MoU between CEN-CENELEC and BIS with cover letter need to be submitted for review and approval by the BIS-DG to move forward.

3.16 Con-Call with IEC Regional Director

IEC Secretary General connected SESEI with Mr. Dennis Chew, Regional Director IEC. Project SESEI presentation given and Mr Chew shared update on IEC activity in APAC. Both agreed to be in touch and work on area of common interest.

3.17 Meeting with President, Indian Cellular Associations (ICA) Mr. Pankaj Mohindroo Introduce Project SESEI, follow-up on ETSI-BIS MoU on Mobile Terminal Standards (R&TTE Directive). SESEI also shared ETSI IPR policy, agreed to coordinate with Deity to expedite process on MoU closure with BIS.

3.18 Meeting with Director Deity

Meeting held with Mr. B.M.Baveja, senior scientist and Group Coordinator and Director at Department of Electronics and Information and Technology (Deity). The main agenda for the meeting was to discuss the impending ETSI-BIS MoU, Introduce Project SESEI and understand the various projects on R&D and innovation being undertaken by IITs. Director agreed to write a letter to BIS DG to speedily close the MoU with ETSI.

3.19 Mr. Adrian Scrase, CTO ETSI visit to India

SESEI arranged various meeting between senior Department of Telecom Officials and Industry stakeholders and Mr. Adrian Scarse, CTO ETSI during his visit to India from 8 to 10 May 2013. Detailed report was submitted with Steering Committee Members. The main highlights and purpose of the meeting were as under: Capitalize the visit of Mr. Adrian Scrase, CTO ETSI to introduce Project SESEI and take a status

update on Indian Telecom SDO establishment in India. Reconnect with Industry in new role /new project and discuss way forward to work together Industry Dinner hosted by SESEI for Project introduction.

3.20 Launch of European Business Group (EBG) position paper '2013 by Chairman Planning Commission:

SESEI attended the launch of Position Paper covering 12 sectors including ICT and Automotive - list of issues and recommendation. This also gave an opportunity for SESEI to connect with EU delegation Ambassador/ officials / EU Industry/ Embassies officials. Position paper shared with Steering committee.

3.21 Meeting with DG - COAI (Cellular Operators Association of India)

COAI is one of the foremost Industry association working closely with the Cellular Mobile operators and manufacturers on areas of security, Preferential Market Access (PMA), standards, energy efficiency etc. A meeting with Director General, COAI was held to introduce Project SESEI, and explore regular engagement and membership. SESEI also initiated discussions regarding COAI membership for getting SESEI inducted in COAI meetings & distribution lists. MoU process has been initiated internally with ETSI.

3.22 Attended LTE Summit in Mumbai as 3GPP Speaker

SESEI on behest of 3GPP RAN & SA Chairman attended LTE summit as an inaugural speaker. 3GPP Presentation covered scope, approach, objective, RAN and SA updates & Project SESEI, well received and appreciated by 150 audiences from industry.

3.23 ICT Industry events and Networking Opportunities:

ICT events and networking opportunities explored to introduce Project SESEI to the concerned stakeholders in India. Details of the same are as following;

LTE Summit and Dinner: LTE inaugural session to gain insight about industry status and networking.

Communication Multimedia and Infrastructure (CMAI) invite to attend ICT World Communications Awards: Networking with ICT Industry Stakeholders and opportunity to meet & explain project SESEI.

3.24 Interactive session on WTO-TBTs An interactive session on WTO-TBTs and Role of Technical Barriers on Trade (TBT) for Indian Exporters under WTO was organised by FIEO (Federation of Indian Export Organization) and chaired by Mr. Rahul Kumar, Scientist-F & Head, International Relations & Technical Information, BIS. The session helped SESEI gain insight on WTO-TBT process, update, enquiry point and list of Technical Regulation effective at BIS.

3.25 Meeting with DSCI (Data Security Council of India)

Discussions with DSCI officials included Introduction to Project SESEI, activities handled by DSCI on standards, policy and regulations. DSCI participated in ISO/JTC1/SC27/WG-5 (Identity management and privacy technologies). DSCI is also engaged with Government and Industry on Data Privacy Legislation and the Cyber Security subject.

3.26 Meeting with Mr. Narang Kishor from narnix technolabs

As a follow-up from M2M seminar in New Delhi, a meeting with Mr. N.Kishore (www.narnix.com) was held at SESEI Office. Discussions were held on SESEI project scope and work being done by ESOs and narnix technolabs on Smart Grid, Smart Meter.

3.27 Smart Grid Summit 2013 SESEI attended a SMART Grid Summit to network and understand the status of Smart Grid activity and landscape in India. Event participation gave an opportunity to meet VDE personnel deputed in India and other Industry Government stakeholders.
