0.1 KEGIATAN DAN PENCAPAIAN PERIODE JULI‐SEPTEMBER
0.1.1 Kemajuan Umum PPSP
Kegiatan dan prestasi utama PPSP selama periode Juli sampai dengan September dapat diringkas sebagai berikut:
1. Pengikut‐sertaan penuh para Konsultan Pengelolaan Wilayah (KMW), yang dibagi menjadi 3 wilayah, oleh PIU‐T. Para konsultan KMW yang mencakup para fasilitator tingkat provinsi dan kota, harus membimbing dan mendukung Pokja‐Pokja perkotaan dalam menyusun Buku Putih maupun Strategi Sanitasi Kota.
2. Lokakarya Nasional untuk Pemerintah Provinsi, peran mereka dalam PPSP dan berbagi informasi tentang Buku Putih maupun SSK. Lokakarya ini diselenggarakan tanggal 3 sampai 5 Agustus 2010 yang lalu.
3. Pelaksanaan Lokakarya Nasional pada 6 Agustus di Bangda untuk kota‐kota Batch C PPSP, yang dijadwalkan untuk melaksanakan Tahap 3 PPSP (Buku Putih dan Strategi Sanitasi Kota) pada 2011. Mengingat bertambah
4. nya minat, sekarang dipertimbangkan pendaftaran 63 kota ke dalam program Tahap 3 tahun depan (bukan 49 kota yang dijadwalkan pada Peta Jalan PPSP).
5. Rapat Panitia Pengarah pada 7 September 2010 untuk membahas berbagai macam persoalan, antara lain kelayakan penganggaran multi‐year dan kontrak para konsultan yang terkait untuk Tahap 3 (KMW) dan Tahap 4 (KMP), status INPRES PPSP dan kemungkinan penggabungannya dengan AMPL maupun STBM.
6. Penyelenggaraan dan pelaksanaan berbagai macam acara pelatihan, misalnya tentang Tahap‐Tahap PPSP dan output/hasil yang terkait untuk TTPS‐PMU‐PIU (Ciloto, 27‐30 Juli) tentang penyusunan Buku Putih dan SSK untuk Pemerintah Provinsi (Aston Marina, 3‐5 Agustus).
7. Penerapan bagian‐bagian operasional sistem pemantauan yang berdasarkan Internet.
0.1.2 Aktifitas dan Pencapaian USDP
Jasa‐jasa pendukung utama USDP untuk pengembangan dan pelaksanaan PPSP selama kuartal ini dapat diringkas sebagai berikut:
1. Advokasi untuk mengadakan rapat‐rapat teratur Tim Pengarah tentang persoalan yang terkait, untuk tetap berfokus pada pengembangan sanitasi, untuk mempromosikan AKKOPSI.
2. Koordinasi dan bantuan dalam menyusun dokumen‐dokumen PPSP yang penting, misalnya Buku Pedoman Pengelolaan Program, dokumentasi INPRES, Pendekatan Memorandum Program.
3. Penyusunan Pedoman untuk penyiapan pelembagaan dan pencadangan dana untuk pemda‐pemda yang berniat ikut serta dalam PPSP; bersiap untuk lokakarya nasional bagi para calon peserta baru untuk mengembangkan SSK pada 2011.
4. Dukungan untuk penyiapan dan pelaksanaan berbagai macam lokakarya nasional misalnya tentang peran pemerintah provinsi (3‐5 Agustus), tentang berbagi informasi dengan calon peserta untuk PPSP 2011 (6 Agustus).
5. Pengembangan alat‐alat Penilaian Mutu untuk Buku Putih maupun Strategi Sanitasi, dalam format daftar periksa tentang data yang harus diberikan di dalam dokumen‐dokumen itu. Daftar periksa untuk Buku Putih telah diuji melalui penilaian 17 buah Buku Putih pertama yang telah diselesaikan.
6. Berbagai macam acara pelatihan yang diselenggarakan oleh atau secara kerjasama dengan Tim Pemerkuatan Kapasitas dan Pelatihan USDP: Pelatihan para staf PMU dan PIU tentang Tahap‐Tahap dan output/hasil PPSP, pelatihan orientasi untuk para KMW (yang mencakup PF dan CF) tentang SSK, pelatihan para pemangku kepentingan dalam penerapan sistem Monev yang berdasarkan Internet.

7. Pedoman kepada kota‐kota yang terpilih tentang pelaksanaan penelitian EHRA dan Buku Putih. 8. Tentang peran Pokja‐Pokja tingkat Provinsi: Konsep Catatan tentang pengembangan
pelembagaan lebih lanjut dan pemerkuatan kemampuan serta pelatihan yang terkait. 9. Identifikasi peluang‐peluang sumber daya pendanaan dengan Kementerian‐Kementerian anggota
TTPS. 10. Pengembangan sebuah sistem Monev yang berdasarkan Internet.
0.2 KEGIATAN YANG DIRENCANAKAN UNTUK TIGA BULAN SELANJUTNYA : OKTOBER – DESEMBER 2010.
0.2.1 KEGIATAN PPSP
Kegiatan yang direncanakan oleh PMU dan PIU untuk PPSP selama Oktober –Desember 2010 dapat diringkas sebagai berikut:
Tentang Pelembagaan PPSP:
1. Peninjauan ulang dan internalisasi Buku Pedoman Pengelolaan Program, berikut pemutakhiran selanjutnya setelah dipakai selama 3 bulan.
2. Finalisasi dan konsolidasi dokumen‐dokumen INPRES; pengesahan final diharapkan sebelum akhir kuartal 4‐2010.
3. Promosi keterlibatan lebih lanjut dan lebih banyak oleh para pemangku kepentingan utama dalam pengembangan sanitasi, yaitu berbagai macam tingkat pemerintahan, masyarakat dan sektor swasta.
4. Penyiapan awal proses pemilihan tahun 2012 yang akan dilaksanakan oleh pemerintah provinsi, terutama lingkungan kelembagaan yang terkait.
5. Perluasan, peningkatan mutu dan pelatihan lebih lanjut staf di PMU maupun PIU, terutama PIU‐T yang masih sangat kekurangan staf.
Tentang Pelaksanaan Tahap‐Tahap PPSP:
1. Penyelesaian proses seleksi kota/kabupaten PPSP untuk tahun 2011. 2. Mengenai Memorandum Program: atasi dan perjelas status hukumnya plus pengetahuan dan
penjelasan lebih lanjut tentang pengaturan pendanaan untuk penelitian dan perancangan tambahan, tim‐tim konsultan provinsi dan untuk dilaksanakan.
3. Dimulainya Program Pelaksanaan, inventarisasi pengukuran‐pengukuran teknis maupun non‐teknis di 13 buah kota yang dapat dilaksanakan selama jangka pendek (mulai pada 2011) dan pengukuran‐pengukuran yang harus dilaksanakan selama 4 sampai 5 tahun selanjutnya.
4. Penyelesaian dan pengesahan berbagai macam Petunjuk Pelaksanaan dan Permohonan Pengajuan Proposal untuk Para Konsultan Tahap 3 (KMW yang mencakup fasilitator), para konsultan Tahap 4 (KMP yang mencakup fasilitator) dan para konsultan Tahap 5 (KMI), undangan pelelangan dsb.
5. Peninjauan ulang dan penilaian Buku Putih maupun SSK yang telah diselesakan pada Batch B, PPSP 2010.
6. Pengembangan dan penerapan lebih lanjut sistem pemantauan serta evaluasi yang berdasarkan Internet.

0.2.2 Dukungan USDP untuk Kelembagaan dan pelaksanaan PPSP
Selama kuartal selanjutnya, kegiatan‐kegiatan pendukung utama ini diperkirakan akan dilaksanakan:
Sel USDP di PMU (Bappenas):
1. Dukungan yang teratur, bimbingan, bantuan dan saran kepada PMU tentang pengembangan PPSP.
2. Bantuan kepada Sel USDP di PIU‐IF dalam penyiapan pelatihan untuk para fasilitator PPSP 2011. 3. Dukungan pelaksanaan misi keliling tentang pemeriksaan kemajuan penyiapan kelembagaan
(Tahap 2 PPSP). 4. Koordinasi masukan‐masukan untuk pengembangan SSK, penyusunan Memorandum Program. 5. Penyelesaian pedoman/buku pedoman tentang sistem pemantauan dan evaluasi untuk
pemerintah tingkat nasional, provinsi dan daerah. 6. Pengembangan sistem pengelolaan informasi dan pengetahuan. 7. Dukungan konsolidasi untuk AKKOPSI.
Sel USDP di PIU‐AE (Kementerian Kesehatan):
1. Dukungan kepada kampanye Global Cuci Tangan pakai Sabun untuk acara nasional di Bandung. 2. Misi keliling dan Halal‐Bihalal/dengan ekselon 2 dan 3 yang terkait dengan PIU AE. 3. Pemerkuatan kemampuan dan dukungan untuk AKKOPSI guna menyelesaikan AD/ART,
pemberdayaan kelembagaan bagi sekretariat, anggota (baru) dan kegiatan‐kegiatan AKKOPSI yang lain.
4. Fasilitasi koordinasi untuk Konverensi Puncak tentang sanitasi kota yang ideal untuk tahun depan dalam konteks PPSP.
5. Dukungan penuh bagi kegiatan komunikasi TTPS → rancangan konsep, narasumber, isi dan bahan pelatihan: - 1 pelatihan komunikasi untuk ekselon 2 dan 3 yang terkait dengan PPSP - 1 diskusi media TTPS dan AKKOPSI - Pelatihan kampanye untuk 2 batch bagi Pokja - 1 seminar PPP → mempromosikan Memorandum Program dan pelaksanaan PPSP
6. Mendukung TTPS, AKKOPSI dan Kediri untuk acara Konverensi Puncak Sanitasi Kota di Kediri. 7. Penyiapan KSN III (IWWD) 2011→ jalan menuju EASAN 2012 (acara‐acara sebelum EASAN). 8. Mendukung penyelesaian dan penyebaran buku pedoman pengelolaan program. 9. Mendukung pendekatan percontohan tentang pemberdayaan provinsi (direncanakan 6 buah
provinsi percobaan) 10. Bahan‐bahan komunikasi untuk sejumlah acara, forum dan calon‐calon saluran komunikasi PPPS. 11. Secara berkala meninjau ulang kemajuan (pemutakhiran/laporan bulanan, dua bulanan, kuartalan
dan tahun) tentang prestasi PPSP. 12. Pemilihan provinsi dan kota/daerah 2012
Sel USDP di PIU‐IF (Kementerian Dalam Negeri)
1. Menentukan visi, misi dan tujuan pelatihan untuk para fasilitator PPSP 2011 dan menerima tanggung jawab untuk keberhasilan pelaksanaan pelatihan itu. Masukan‐masukan besar diperlukan dari para ahli kelembagaan dan keuangan USDP.
2. Memimpin misi keliling untuk memeriksa kemajuan penyiapan kelembagaan di kota‐kota PPSP 2011.
3. Masukan tentang aspek kelembagaan dan keuangan selama pengembangan dokumen‐dokumen SSK, konsep Memorandum Program.

4. Menguraikan peluang dan komitmen pendanaan dari berbagai macam Kementerian TTPS untuk pengembangan sanitasi.
5. Advokasi untuk mempromosikan pelembagaan lebih lanjut TTPS.
Sel USDP di PIU‐T (Kementerian Pekerjaan Umum)
1. Memberikan masukan terus menerus untuk meningkatkan mutu prosedur penyusunan SSK (Tahap 3) dari sudut pandang transisi yang mulus ke arah penyusunan Memorandum Program (Tahap 4).
2. Peninjauan ulang Buku Pedoman Tahap D ISSDP dan penguraian berkelanjutan serta kemungkinan penyelesaiannya.
3. Memberikan dukungan untuk pelaksanaan misi keliling tentang Memorandum Program. 4. Membantu Pokja Kota dan PIU‐T dalam menguji pendekatan, metodologi dan ikhtisar PM sambil
penyusun konsep‐konsep PM di 13 buah kota (yang memiliki SSK). 5. Menyusun Petunjuk Pelaksanaan dan pedoman kerja interen yang diperlukan untuk penyusunan
Petunjuk Pelaksanaan. 6. Memberikan dukungan kepada PIU‐T dalam mengembangkan petunjuk pelaksanaan KMW (para
konsultan untuk fasilitasi SSK) yang akan direkrut untuk pelaksanaan PPSP pada tahun 2011 (sementara proses tendernya akan dimulai pada November 2010)
7. Membantu PIU‐T dalam menentukan cakupan pekerjaan bagi para konsultan provinsi (KMP) yang akan dikontrak untuk melaksanakan penelitian dan perancangan tambahan yang telah ditentukan dan menyusun konsep petunjuk pelaksanaan untuk para konsultan KMP, yang akan dikontrak pada tingkat provinsi.
8. Memulai dan melanjutkan penyusunan buku pedoman tentang penyusunan Konsep Nota Program dan Nota Program final dengan acuan‐acuan silang ke Tahap D ISSDP.
9. Menyelesaikan pedoman Sumber Daya Pendanaan. 10. Melanjutkan penyusunan Pedoman, prosedur dan format untuk pelaksanaan Perencanaan Induk,
Penelitian Kelayakan dan Perancangan Rinci Teknik, yang mencakup peninjauan ulang dan peningkatan mutu sebagaimana yang diperlukan dalam hal norma maupun standar yang berlaku untuk prasarana sanitasi.
11. Memberikan dukungan untuk menilai mutu Buku‐Buku Putih melalui lokakarya wilayah tentang Pemastian Buku Putih; memberikan dukungan untuk menilai mutu SSK melalui lokakarya wilayah tentang Pemastian Mutu SSK
12. Memberikan dukungan dalam menyusun Petunjuk Pelaksaan untuk tim ahli EHRA tentang kegiatan EHRA untuk masa November 2010 sampai Juni 2011 dengan memakai dana INDII.
13. Memfasilitasi Pokja‐Pokja di tingkat provinsi dalam mendukung/ memfasilitasi Pokja‐Pokja Kota dalam mengembangkan Buku Putih dan SSK melalui Pemerkuatan Kemampuan dan Pelatihan, pemberdayaan kelembagaan dan pelatihan maupun pembimbingan secara teratur tentang hal‐hal yang terkait.
14. Memberikan dukungan kepada PIU‐T untuk memperkuat kemampuan para pemangku kepentingan PPSP (Pokja, KMW, CF dan PF) melalui pembimbingan dan pelatihan bersama kepada Pokja Kota maupun Pokja provinsi yang terpilih.
15. Menyiapkan peninjauan ulang teknis menyeluruh kepada 13 SSK (11 SSK dari ISSDP I‐2 ditambah dengan Pekan Baru dan Banda Aceh) dan menyusun perkiraan biaya penyusunan PM untuk 13 kota berdasarkan data yang diberikan di SSK yang tersedia.
16. Memberikan masukan‐masukan untuk meningkatkan mutu prosedur penyusunan untuk SSK Tahap 3 dari sudut transisi yang mulus kearah penyusunan Memorandum Program (Tahap 4).
17. Memberikan dukungan untuk pelaksanaan misi keliling tentang Memorandum Program. 18. Melanjutkan penyusunan pedoman, prosedur dan format untuk pelaksanaan Perencanaan Induk,
Penelitian Kelayakan dan Perancangan Rinci Teknik, yang mencakup peninjauan ulang dan peningkatan mutu sebagaimana yang diperlukan dalam hal norma maupun standar yang berlaku untuk prasarana sanitasi.

0.3 PERSOALAN DAN SARAN
Persoalan utama yang telah berkembang selama kuartal terakhir ini disajikan pada Tabel Persoalan dan saran di bawah, yang dilaporkan pada Laporan Kemajuan Kuartalan yang sebelumnya maupun yang terkait masih terbuka dari Laporan‐laporan Kemajuan Kuartalan yang sebelumnya, disajikan pada Lampiran 1 laporan ini, berikut status mereka pada saat ini sejauh yang kami ketahui. Beberapa di antara persoalan tersebut sekarang masih sama amat pentingnya bagi suskses PPSP.

Susunan kelembagaan PPSP menuntut partisipasi aktif Kementerian‐Kementeran anggota di berbagai tingkat TTPS, PMU dan PIU.
Secara bertahap PMU dan PIU sedang meniru struktur TTPS sehingga memiliki panitia (antar‐kementerian) dan sekretariat (yang professional). Sangat disarankan agar Panitia‐Panitia di TTPS, PMU dan PIU mengadakan rapat‐rapat resmi dengan selang waktu yang teratur untuk memberikan lebih banyak bimbingan kepada sekretariat‐sekretariat mereka.

1 INTRODUCTION
1.1 Background
Indonesia’s commitment to the MDGs, as well as a World Bank report on the adverse economic impacts of poor sanitation in Indonesia, brought the sector under increased attention of the authorities, although these drivers did not result in increased funding allocations until the current Medium Term National Development Plan. They did, however, contribute to the creation of the Sanitation Technical Team (Tim Teknis Pembangunan Sanitasi, or TTPS), a grouping of 8 Ministries with responsibilities regarding sanitation, with Bappenas as leading Agency. In 2009 TTPS launched a challenging program to scale up and accelerate sanitation planning and investments during the period 2010‐2014: Percepatan Pembangunan Sanitasi Permukiman (Accelerated Sanitation Development for Human Settlements), or PPSP. This program targets 330 cities experiencing sanitation problems and focuses on particular goals to be achieved by 2014.
PPSP provides a framework for all stakeholders in sanitation development (government departments as well as foreign donors and private sector) to align their programs and projects in the tree sub‐sectors with the goals of this national sanitation program. To accelerate urban sanitation improvements and increase the effectiveness of investments in the sector, GoI has decided to encourage all cities to apply a five‐stage process leading to the implementation of an integrated sanitation strategy (Strategi Sanitasi Kota, or SSK). In effect, the availability of an SSK has become a criterion for allocating shares in the GOI’s specific allocation grants to local government (Dana Alokasi Khusus, or DAK).
The role of the USDP will be to facilitate and further strengthen GoI institutions at the national, provincial and, indirectly, at the local level involved in implementing the PPSP. USDP will also support the TTPS with the further development of a national sanitation strategy including convincing national budget holders and international donors to invest in sanitation development based on the integrated plans prepared by the city authorities. As per Administrative Arrangement, USDP will provide technical assistance to the urban component of PPSP.
The USDP Program is a co‐operation between the State Ministry of National Planning (Bappenas), as the lead agency of TTPS, and the Government of the Netherlands represented by the Royal Netherlands Embassy. USDP provides technical assistance to PPSP and its PMU and three PIUs as established by the core ministries of TTPS, i.e. Bappenas and the Ministries of Public Works, Home Affairs and Health. The Program started on February 1, 2010 and will be completed by December 31, 2014.
The context of the USDP is determined by the Government’s Medium Term National Development Plan which is, in effect, reflected in the Roadmap for the “Accelerated of Sanitation Development Program for Human Settlements” (“PPSP”). The PPSP is meant to provide the framework for all interventions in the sanitation sector. The PPSP program will be carried out in the period 2010‐2014.
To date the average allocation of sanitation funds in the local budget (APBD) has never been higher than 1% while less than 0.18% in the provincial budget and 0.036% in the national budget (APBN) respectively, including the funds that are allocated through DAK (specific transfer from national/central government). Notable developments have been the formulation of a policy for community based drinking water and sanitation, the introduction of urban strategic sanitation planning, and piloting approaches such as sanimas and community led total sanitation. As a result, the Ministry of Public Works became active in the sanitation sector through the Community‐Based Water Supply and Sanitation Program (Pamsimas) and the Community‐Based Sanitation Program (Sanimas). The Ministry of Health carried out Community‐Based Total Sanitation (STBM) and conducted Campaigns for Clean and Hygienic Behaviour (PHBS).
In 2007, the National Sanitation Conference‐I agreed on the government’s commitment to develop sanitation in line with the MDGs. The International Year of Sanitation in 2008 was used to increase the awareness and gage the commitment of local government authorities. Subsequently, the issues and targets for future sanitation development were identified and the introduction of an integrated approach of city sanitation planning and development was launched at the Urban Sanitation Convention in April 2009.
The Government set out a number of policies and strategies to overcome various structural constraints in sanitation development. These strategies are stated in the RPJMN 2010‐2014 (5‐Years National Medium Term Development Plan).

The Government’s 2014 milestones for sanitation development include:
• No open defecation in both urban and rural areas by providing access to off‐site sewerage systems to 10% and to on‐site sewerage facilities to 90% of the population;
• Reduction of waste generation at source, expansion of environmentally sounds solid waste manage‐ment through sanitary or controlled landfills and other safer technologies. These measures would affect 80% of the urban households;
• Reduction of water pounding in 100 flood‐prone cities/regencies with coverage of over 22,500 hectares.
PPSP aims at lifting sanitation conditions in urban and rural areas, in particular for some 330 cities that are faced most seriously with problems in one or several of the sanitation sub‐sectors. PPSP’s integrated sanitation planning and implementation approach is consisting of five more or less subsequent stages and one overall stage, i.e. 1. Awareness rising by Campaigns, Education and Advocacy activities, 2. Institutional and Regulatory Development, 3. Preparation of Strategi Sanitasi Kota (SSK), 4. Preparation of Program Memorandum, and 5. Program Implementation. The overall stage 6 relates to Monitoring, Evaluation and Guidance.
The overall aim of the USDP is to facilitate and support the implementation of PPSP. More specifically, the objectives are to:
1. Develop capacity in the PMU and PIUs responsible for implementing the PPSP in effectively managing the development of the sector together with the stakeholders at the provincial and local levels;
2. Consolidate the SSK approach for use by government facilitators and cities throughout the country, while ensuring that the SSKs address the needs of the poor and underserved citizens;
3. Support the implementation of fundable project proposals following the outcomes of the SSKs.
The USDP consultants will provide technical assistance to the PMU and the PIUs to strengthen their capacity in supporting the provinces and cities with the planning and implementation of sanitation improvements. More specifically, the technical assistance will ensure or support the following main activities:
a) The production and dissemination of technical, financial, administrative and operational guidelines for sanitation planning, program memorandum development and the implementation of sanitation improvement projects;
b) Capacity development and training of TTPS, PMU, PIUs and their facilitators and consultants at central and local government levels, such as for example the “Regional Management Consultants” which will guide and monitor the provincial facilitators and the city facilitators guiding the city working groups in SSK preparation;
c) The establishment of a national monitoring system to track progress in PPSP implementation; d) The organization of a range of national and regional meetings/workshops to exchange lessons learned and
disseminate information; e) The design of a sanitation investment strategy and framework; f) The provision of technical advice and support to a specific number of cities/regencies. 1.2 Purpose of the Quarterly Reports
Quarterly Reports represent one of the reporting mechanisms of USDP. Quarterly Reports describe the progress and achievements of the past three months, and the scheduled services and activities for the next three months, within the context of the Annual Work Plan, each year prepared in December for the next calendar year.
This 3rd Quarterly Report describes the progress of USDP over the period July‐September 2010, the 3rd quarter of 2010, and the scheduled activities for the period October‐December 2010.

2 ACTIVITIES AND ACHIEVEMENTS OF THIS PAST QUARTER
USDP is providing support services to PPSP. It operates in the context of and in conjunction with PPSP. This chapter will therefore start with a section on the activities and achievements of PPSP during the reporting period from the perspective of USDP. PPSP is assumed to produce its own progress reports for the participating Ministries.
2.1 General progress of PPSP
Main activities and achievements of PPSP during the past quarter can be summarized as follows:
1. Full engagement of Regional Management Consultants (KMW), divided over three Regions, by PIU‐T. The KMW Consultants, which include the Provincial and City facilitators, are to guide and support the City Pokjas in preparing the White Books and City Sanitation Strategies.
2. National Workshop for Provincial Governments, their role in PPSP, and sharing of information on White Books and SSKs (3‐5 August).
3. Implementation of a National Workshop, on 6th August at Bangda, for the PPSP Batch C Cities, scheduled to implement PPSP Stage3 (White Books and City Sanitation Strategies) in 2011. Considering the increased interest it is now envisaged to enrol 63 Cities in next year’s Stage 3 program (rather than the 49 scheduled in the PPSP Roadmap).
4. Steering Committee meeting on 7 September to discuss various issues, amongst others feasibility of multi‐year budgeting and related contracting of Consultants for Stage 3 (KMW) and Stage 4 (KMP), PPSP’s INPRES status and possible integration with AMPL and STBM.
5. Organisation and implementation of various training events, e.g. on PPSP Stages and related outputs/products for TTPS‐PMU‐PIUs (Ciloto, 27‐30 July), on preparation of White Books and SSKs for Provincial Governments (Aston Marina, 3‐5 August)
6. Application of operational sections of the Web‐based monitoring system.
2.2 USDP’s main events and results during the past Quarter
The main support services of USDP towards PPSP’s development and implementation in the past quarter can be summarized as follows (for a more detailed listing against outputs and tasks see section 2.3):
1. Advocacy to have regular Steering Committee meetings on relevant issues, to keep focus on sanitation development, to promote AKKOPSI.
2. Coordination and assistance in preparing important PPSP documents, such as Program Management Manual (PMM), INPRES documentation, Program Memorandum Approach.
3. Preparation of Guidelines for institutional preparation and funding reservation for local governments intending to take part in PPSP; prepared for the national workshop for potential new participants to develop SSKs in 2011.
4. Support to preparation and implementation of various national workshops, e.g. on roles of Provincial Governments (3‐5 August), on information sharing with potential participants for PPSP 2011 (6 August)
5. Development of Quality Assessment tools for White Books and Sanitation Strategies, in the format of a checklist on data to be provided in these documents. The checklist for White Books was tested through the assessment of the first 17 White Books completed.
6. Various training events organized by, or in collaboration with, USDP’s Capacity Building and Training (CBT) Team : Training of PMU and PIUs staff on PPSP Stages and output/products, orientation training for KMW Consultants (incl. their PFs and CFs) on SSKs, training of stakeholders in the application of the web‐based Monev system
7. Guidance to selected cities regarding implementation of EHRA studies and White Books.
8. On the Role of Provincial Pokjas: Concept Note on the further institutional development and related capacity building and training, draft Training Needs Assessment.
9. Identification of funding resources opportunities with the member Ministries of TTPS.
10. Development of a Web‐based MONEV System.

2.3 Progress USDP versus specified outputs and tasks
The progress presented here concerns the activities implemented by USDP in the 3rd quarter of 2010, i.e. July, August and September 2010. Main activities of PPSP and USDP during this reporting period were presented in the previous sections 2.1. and 2.2.

In the same period, USDP assessed the quality of 17 WBs (developed by Pokjas) to test the White Book QA tools. For further assessment, KMWs are expected to use the QA tools to assess the quality of the rest White Books.
The draft of SSK QA tool and Facilitation Design on SSK development have also been presented during the KMWs orientation/ training on SSK development in three regions (Region I (Kalimantan) on August 30‐31, Region II (Java, Bali, NTB) on August 19‐20, Region III (Kalimantan) on August 12‐13).
The data(s) of WB and SSK quality assessment will be documented and will be used as basis in reviewing and streamlining CSS process and procedures.
QA tools of WB‐SSK and Facilitation Design on SSK development were presented as well during the training on White Book and SSK development to TTPS, PMU and PIUs members and technical staff. Some inputs were discussed during the training.

Dissemination of monev system was redesigned from 3 regional workshops to one workshop for pokja and one workshop for KMW and PIU. This is due to the lack of funding for dissemination. Hands‐on training for PIUs and KMW done on October 7 attended by 6 KMW representatives from 3 regions and 3 representatives of PIU Technical and Institutional. 3 PLANNED ACTIVITIES FOR NEXT THREE MONTHS: OCTOBER ‐ DECEMBER 2010
USDP is providing support services to PPSP. It operates in the context and in conjunction with PPSP. This chapter will therefore start with a section on the planned activities of PPSP during the next three months as perceived by USDP based on discussions with PMU and PIUs. PPSP is assumed to produce its own reports on planned activities as well as work plans to the participating Ministries.
3.1 PPSP program
The activities planned by PMU and PIUs for PPSP for the period October‐December 2010 can be summarized as follows (for a more detailed listing of scheduled activities see Table 3.1):
Regarding PPSP institutionalization:
1. Review and internalisation of the Program Management manual (PMM), with a next update after three months use.
2. Finalisation and consolidation of INPRES documents; final endorsement hopefully before the end of Q4‐2010 3. Promotion of more and continued involvement by main stakeholders in sanitation development, i.e. various
government levels, communities and private sector 4. Initial preparation of 2012 selection process to be undertaken by Provincial Governments, in particular
related institutional setting 5. Further expansion, upgrading and training of staff at PMU and PIUs, in particular PIU‐T which still is seriously
understaffed. Regarding implementation of PPSP Stages:
1. Completion of PPSP 2011 Cities/Regencies selection process 2. As to Program Memorandum: address and clarify its legal status plus a further insight and clarifications on
funding arrangements for additional studies and designs, provincial consultancy teams and for implementation

4 ISSUES AND RECOMMENDATIONS
Main issues that have developed during the past quarter are presented in Table 4.1. The issues and recommendations reported in the previous QPR, as well as the relevant ones that are still open from earlier QPRs, are now presented in Attachment 1 to this report, together with their current status as far as known to us. Several of those issues have today still the same crucial importance to the success of PPSP.

5 MANAGEMENT
5.1 General
Regular monthly management meetings between PMU Management and USDP Management were finally institutionalized from August 2010. These meetings contribute significantly to joint planning of essential support services, to further improvement of mutual collaboration, as well as to optimization of USDP’s services for PMU and PIUs.
The appointment of the new PPLP Director at Cipta Karya resulted in a renewed impetus for Program Memorandum activities, which are now expected to take further momentum in the 4th quarter of 2010. In anticipation USDP has scheduled short missions for international experts in the 4th quarter to contribute to the development of various instruments requited under the Program memorandum Stage.
In the 4th quarter a review will be undertaken on the optimum staffing of the various USDP Cells, taking into account the overall and specific requirements as well as the individual profiles of the USDP specialists.
The rather complex arrangements for the joint internet facilities en Sharepoint for the four USDP Cell offices perform satisfactorily most of the time. In the course of the quarter it was decided to physically relocate our USDP servers to the premises of our provider in order to improve accessibility access from the Cells at the PIUs. Due to a lightning stroke part of the communication equipment installed at Bangda had to be replaced.
5.2 Staffing
The overview of mobilization and demobilization of international Consultants, during the period of July, August and September 2010, is presented in Table 5.1.
