EXECUTIVE SUMMARY

MAJOR ACCOMPLISHMENTS

63rd Street Station

Escalator installation is complete and Level 4 testing has been completed.

Elevator installation is complete. Level 4 testing is to commence mid-April.

Fire Life Safety installation is complete. Level 4 testing for the water mist system will

commence mid-April; two of three Dry Fire Stand Pipe tests were completed; all

sprinkler tests are complete.

Tunnel Vent Fans are completely installed. Level 4 testing (startup, local shakedown,

balancing and One and Five hour(s) testing) of the fans is complete. Level 5 testing is

delayed until WAN is available end of April, 2016. Level 6 testing (100 hour test) was

conducted ahead of Level 5 with NYCT approval and is complete.

HVAC system (cooling towers, chillers, AHU’s, and FCU’s) are completely installed.

Level 3 and 4 testing (startup and local shakedown) are complete. Level 5 testing is

next, but must wait on WAN availability end of April 2016. Level 6 testing must wait

until outside temperature reaches 80 degree F.

Third Avenue and 63rd street permanent concrete and asphalt have been placed. This

completes the street restoration work.

Plaza concrete work and finishes (granite and furnishing) is complete.

72nd Street Station

Escalators –Platform escalators are installed. Truss and equipment for Escalator 12

(Entrance 1 Street) has been delivered.

Entrance 1 lower escalator incline arch concrete pours are complete.

Concrete pours for the Ancillary 1 structure (NW corner of 69th St. and 2nd Ave) are

complete. Roof equipment (cooling towers, dry coolers) have been delivered and

connecting piping is being installed.

Wall tile installation at the mezzanine level is complete in the public areas.

Ventilation/Ductwork

Contractor continues to make good progress and is on schedule for mid-June 2016

completion.

Life Safety

Contractor is on schedule for completing by end of May, 2016.

86th Street Station

The coordination study for Station Facility Power is complete. Relays have been set

and hi-pot complete. Verizon has installed the phone line. Cable Pulling Switchgear to

Tension Box to PLB Ancillary 2 is complete. Currently Con Ed is completing the trip

check at the North to be followed by Trip Check at the South.

Escalators – All station and entrance escalators are set in place.

Elevators –A full mock up inspection of the Elevator 1 cab was approved with punch

list items remaining.

Contractor has completed all waterproofing and is now at 3rd level above street for

Ancillary 1.

Contractor has completed all waterproofing and is now at street level for Ancillary 2.

Ventilation/Ductwork

Tunnel Fans and motors have been delivered on the north and south ends of the station,

along with the bases and transition pieces.

HVAC Ductwork –Air Handling Units (AHUs) have been installed and wired.

Life Safety

Contractor is one schedule for completion end of May, 2016.

96th Street Station

Station Facility Power – All four feeders into the station have been energized and

permanent power has been provided to the panels in all of the communications rooms

in the station.

Ancillary 1 – The aluminum louvers were installed at the openings on the outside of

the building.

Entrance 2 – The coffer ceiling panels were installed at Entrance 2.

Entrance 3 – The supports for the portal ceilings panels were installed at Entrance 2.

Elevators –Elevator Platform Hold Point Inspection passed on 2/25/16

Ventilation/Ductwork

TSSM (Tunnel Station Smoke Management) – All 8 Tunnel fans installed.

HVAC Ductwork –All Air Handling Units (AHUs) installed and being wired.

Life Safety

Contractor is on schedule for completion by end of May, 2016.

Concrete sub-base for permanent roadway at 90th – 104th Street on the west side is

100% complete with the exception of cross streets and intersections.

Systems

Track Work:

A total of 20,650 LF out of 22,000 LF of track work (approximately 94%) is installed,

including all special work portions (three crossovers).

A total of 18,640 LF out of 22,000 LF of third rail is installed (approximately 85%).

Lubrication system equipment is installed at 96th Station Lubrication Room.

Traction Work:

Completed 72nd Street Traction Power Substation (TPSS) FIAT testing on February

17, 2016. Installed DC Disconnect switches.

Completed 86th Street TPSS DC bus duct installation. Completed control trough

installation.

Completed 96th Street TPSS FIAT testing. Pulled and terminated Medium Voltage

cable from street level into AC switchgear. Con Ed CT’s and PT’s installed and wired

to metering equipment.

Communication Work:

Installed platform cabling for speakers, PA/CIS, help-point and CCTV systems on

both tracks – 63rd Street Station.

Signal - 63rd Street Station:

Installed and wired 5 repeater signals.

Completed work in 1115 CIR for installation of new track circuit, track repeaters and

D relay for #26 signal.

Signal – 72nd Street Station:

Completed relay room breakdown testing.

Signal - 86th Street Station:.

Completed installation and wiring of wall equipment in 1200 Central Instrument Room

(CIR).

Completed pulling rack to rack wires.

Completed relay testing.

Signal – 96th Street Station:

Installed Master Control and Trouble Indication Panels in the RTO Tower.

72nd St

Government/Community Affairs

Project Executive Anil Parikh provided a construction update to the Transportation

Committee of Community Board 11 on April 5th as well as an overview of SAS Phase

2.

Held Construction Advisory Committee meetings in late March in each of the four

station areas.

QUARTERLY HIGHLIGHTS

STATUS OF THE SAS PROJECT COST

MTACC is currently managing to a Current Working Budget (Revision 10 Estimate & Post -

Revision 10 updates) of $4.451 Billion, exclusive of $816.614 Million in financing costs. The

MTA Board has approved Local Funds totaling $3.509 Billion. Total Federal participation is

$1.374 Billion, of which $1.251 Billion has been obligated as of June 30, 2015. The 2012 SAS

Grant Amendment (NY-03-0408-09) was executed in the FTA TEAM system on September 19,

2014. The FTA placed a restriction on the 2012 grant outlining that funds could not be

drawndown until MTA and the FTA had executed the revised SAS Phase 1 Full Funding Grant

Agreement (FFGA). The revised SAS FFGA was approved on March 31, 2015.

STATUS OF THE SAS PROJECT SCHEDULE

Overview

Schedule information contained within this report reflects schedule status of April 1, 2016.

Through March 31, 2016, construction is 93.4% complete, representing a gain of 2.6% for the

period of January 1, 2016 through March 31, 2016.

Construction progress continues to support MTA’s forecasted Revenue Service Date of

December 30, 2016. This quarter new milestones were established as part of the negotiation of

SAS FFGA Schedule Contingency Management

To be compliant with Section 6.2 FFGA Schedule Contingency Management of the “Schedule

Management Plan,” MTACC is required to ensure schedule contingency for MTACC is above

the minimums set forth below:

“The FFGA RSD of February 2018 shall apply and a minimum level of schedule contingency of

240 days (i.e., the “trigger point”) through the 3rd Quarter of 2016 (i.e., the “hold point”) shall be

maintained, at which time the schedule contingency minimums will be updated as mutually

agreed. Failure to meet this requirement shall trigger the requirement for a recovery plan.

Ensure that a minimum float of 60 calendar days exists between a contract package’s critical

path “need date” and any ROW/Real Estate activities. All ROW/Real Estate activities are now

complete. Therefore, this is no longer an issue.

Second Avenue Subway Quality Management staff‘s contract specific quality activities included

the following:

96th Street Station: Contract C-26005 (C2A) Heavy Civil

Substantial Completion of Contract achieved.

96th Street Station: Contract C-26010 (C2B) Station Finishes

Daily Inspection Reports (DIRs):

Contractor is not submitting DIRs on a timely manner despite the various requests

to comply with this requirement. Latest DIRs were submitted via EDMS up to 03-

12-16. Currently CTJV is four (4) weeks behind schedule.

QA/QC Meetings:

Quality Meetings were held as follow: 03/09/16 and 4/06/16. Meeting scheduled

for 03/23/16 was canceled as a result of lack of participation of the Contractor

Quality representatives.

Quality Work Plans (QWPs):

A total of One hundred forty one (141) QWPs have been reviewed under this

Contract. Four (4) QWPs were reviewed during the month of March 2016.

Preparatory Phase/Just-in-Time Meetings (PPMs):

A total of seventy four (74) PPMs have been held. One (1) PPM related to Elevator

Enclosures was held this month.

Quarterly Quality Oversights (QQOs):

QQO#13 was conducted on 03/24/16. Report is under preparation...

Inspection and Testing:

Testing Results - not provided on a timely manner. CTJV to provide Pull tests

results performed by Trio (3/22/16) at Platform Floor Pavers and Detectable

Warning Strips prior to stating installation of Platform Pavers

Non Conformance Reports (NCRs):

One Hundred fifty two (152) NCRs have been issued. One hundred twenty nine

(129) have been closed and twenty three (23) are open. A total of thirty seven (37)

NCRs were closed during the month of March 2016.

86th Street Station: Contract C-26008 (C5B) Cavern Mining and Civil/Structural Work

Final vellums, micro-films and as built drawings were completed and delivered.

contract. Eight (8) QWPs were reviewed during this period.

To date, Fifty Four (54) Preparatory Phase Meetings (PPMs) were held for this contract.

Eleven (11) were held during this period.

Quarterly Quality Oversight#7 was performed on 12/10/2015. Report was issued on

12/16/2015. Eleven findings and two observations were noted. Contractor received a rating

of 85%... QQO# 8 performed on 3/31/2016. Report is in process.

contract. Three (3) PPMs were held during this period for batteries, intumescent pain and

building maintenance equipment. Mock-ups of ceramic tiles, light fixture and platform

Two hundred and twenty four (224) CNCRs have been issued, with one hundred

QA/QC meetings were held on 1/19, 2/16 and 3/29 as per schedule

To date, one hundred sixty (160) Quality Work Plans (QWPs) have been reviewed.

No QWP revision was reviewed during this reporting period.

To date, fifty-six (56) Preparatory Phase Meetings (PPMs) were held during this

reporting period.

1st quarter 2016 QQO #19 audit was conducted on 02/29/2016. Thirteen findings

were identified. Contractor received a rating of 69%.

Semi-annually scheduled (calendar year) internal (Judlau) audit for December 2015

was carried out at R90 Church Street remote field office on December 31, 2015.

Successfully passed the 100 hour fan test

One System Safety Certification (SSC) meetings were held during this reporting

period on January 27, 2016 and February 26, 2016.

Observation Log training for project staff provided by Bob Daniello was conducted

on March 15, 2016.

Safety and Security Certification Checklist:

The checklists for facilities and systems were distributed to all five contractors for final review

and adoption. A meeting was held with all five contractors to explain the changes that were

made to meet the specific requirements of the FTA Safety and Security Certification process.

These checklists represent the project baseline for the completion of the construction/installation

phase of the project.

Body of Evidences (BOEs) to process Safety and Security Certification Requirements

during Construction:

Specific instructions were provided to contractors on what the different Body of Evidences

(BOEs) required are to support the verification of completed Certifiable Items List

(CIL). System Safety Certification program would require various BOEs as follows:

Contract Site Meetings and Visits:

During the work in progress there were meetings held on a monthly basis by the Working Group

and verified for their merit. FTA PMOC Representatives and MTA Oversight Representatives

are invited to all TWG meetings. Meeting minutes are distributed to all invitees.

86th Street Station Civil/Structural Work (Contract C-26008)

STJV will complete sandblasting Entrance 1 architectural finishes at 83rd Street and

Cotinue installing concrete masonry walls along with doors, HVAC ductwork,

electrical conduit, and escalator machinery in the Platform, Mezzanine, and First

Continue waterproofing, reinforcing steel, as well as placing structural concrete

walls and slabs in the Ancillary 1 & 2 areas.

Description: Contract C-26010 is for the station finishes, installation of

mechanical, electrical and plumbing systems in the station, installation of

elevators and escalators, utility restoration, construction of the above ground

structure of the entrances and ancillary facilities, remaining invert slab, street,

sidewalk and tree restoration, and retrofit of the existing tunnel between 99th

and 105th Streets and the base slab of the new bored tunnel from 87th to 92nd

Streets.

Progress, Cost and Schedule Package Milestones C-26010

Station Area - All four feeders into the station have

been energized and permanent power has been provided to the panels in all of the communications

rooms in the station. The platform elevator mockup

was installed, and the track wall tiling is 90% complete. Additionally, the artwork tile at the mezzanine level is

approximately 75% complete.

Ancillary 1 – The aluminum louvers were installed at the openings on the outside of the building.

Ancillary 2 – CTJV is installing dampers for the Tunnel Station Smoke Management (TSSM) System.

Entrance 1 – Framing and clips for the ceiling were installed at Entrance 1. The granite base for the wall

tile is being installed.

Entrance 2 – The coffer ceiling panels were installed

at Entrance 2.

Entrance 3 – The supports for the portal ceilings

panels were installed at Entrance 2.

Street Restoration 88th Street to 105th Street) - Remaining sidewalks on the west side will be installed from 94th to 97th Street and at vent ducts at 104th Street.

Description: Second Avenue Subway Contract C-26009 is for the construction of

the tracks, signals, traction power and communication network and equipment for the

Phase 1 stations. The scope of work includes the installation of the low-vibration track,

aluminum rail, way-side signals, and all communication components. This contract also includes the integration of the communication network with the Mechanical –

Electrical – Plumbing Supervisory Control and Data Acquisition (MEP SCADA)

Housekeeping efforts continue to be observed during

day time shift at street top/underground operations.

PFAS and PPE continue to be maintained.

Perimeter fall (garlocks) protection continues to be

implemented at all leading edge hazards at street

top/underground operations. A temporary mezzanine

deck system continues to be utilized in the main

cavern to access the main cavern arch. Lighting
