2. Bureau of Indian Standards (BIS) http://www.bis.org.in/index.asp

2.1 Bureau of Indian Standards Bill, 2015

The Union Cabinet chaired by the Prime Minister has given its approval to introduce a new Bureau of Indian Standards Bill, 2015. The Bill will be introduced in the next session of Parliament in July – August for final approval. The new Bill will provide legislative framework for following new provisions other than the provisions in the existing Bureau of Indian Standards Act, 1986 which is proposed to be repealed:

The main objectives of the proposed legislation are:

i. To establish the Bureau of Indian standards (BIS) as the National Standards Body of India;

ii. The Bureau to perform its functions through a Governing Council, which will consist of its President and other members;

iii. To include goods, services and systems, besides articles and processes under the standardization regime;

iv. To enable the Government to bring under the mandatory certification regime such article, process or service which it considers necessary from the point of view of health, safety, environment, prevention of deceptive practices, security etc. This will help consumers receive ISI certified products and will also help in prevention of import of sub-standard products;

v. To allow multiple types of simplified conformity assessment schemes including Self Declaration Of Conformity (SDOC) against any standard which will give multiple simplified options to manufacturers to adhere to standards and get a certificate of conformity, thus improving the "ease of doing business";

vi. To enable the Central Government to appoint any authority, in addition to the Bureau of Indian Standards, to verify the conformity of products and services to a standard and issue certificate of conformity;

vii. To enable the Government to implement mandatory hallmarking of precious metal articles;

viii. To strengthen penal provisions for better and effective compliance and enable compounding of offences for violations;

ix. To provide recall, including product liability of products bearing the Standard Mark, but not conforming to relevant Indian Standards; and

x. Repeal of the BIS Act, 1986.

Consequential amendments will be made subsequently in the rules and regulations to ensure implementation of the new Bill.

The proposed provisions in the new Bureau of Indian Standards Bill, 2015 will empower the Central Government and the Bureau of Indian Standards to promote a culture of quality of products and services through mandatory/voluntary compliance with Indian standards through the process of 'product certification' and 'Certificate of Conformity' with a broad objective of consumer's welfare. It is also expected to improve enforcement of Indian standards.

The proposed provisions will also promote harmonious development of the activities of standardization, marking and quality certification of goods and services, to provide for compulsory hallmarking of precious metal articles, widening the scope of conformity assessment, to enhance penalties, to make offences compoundable and to simplify certain provisions in the Act. 2.2 BIS Invites applications for the recognition of Laboratories

BIS have invited applications for the recognition of Laboratories for following categories;

1. LABORATORY RECOGNITION SCHEME OF BIS FOR OUTDOOR TYPE, OIL IMMERSED DISTRIBUTION TRANSFORMERS UP TO AND INCLUDING 2500 KVA, 33 KV, PART 1 MINERAL OIL IMMERSED COVERED MANDATORY CERTIFICATION SCHEME OF BIS. For more information please click here

3. Telecom Standards Development Society, India (TSDSI) http://www.tsdsi.org/

3.1 TSDI – ETSI Co-operation agreement

On 28 April, the Telecommunications Standards Development Society, India (TSDSI) signed a co-operation agreement with ETSI, strengthening relations after the establishment of a first Letter of Intent to cooperate with ETSI in November 2014. For more information please click here

3.2 TSDSI General Body Meeting and elections Second General Body meeting of TSDSI was held on 18th May 2015 at New Delhi to elect, besides transacting other business, technical leadership for Study Group and Work Groups. It was preceded by the seventh Governing Council meeting in the forenoon. Dr Asok Chaterjee has been appointed as TSDSI’s Director General.

4 Key Meetings & Events Participation (Generic)

4.1 Meeting with Dr Scott Steedman, Principal International Development Manager, International Projects British Standards Institute (BSI) - 20/4/2015 SESEI was invited to meet with Dr. Scott Steedman Director of Standards, BSI (British Standards Institute) during his visit to review the CITD Project’s annual Steering Committee. SESEI briefed Dr. Steedman about the Project SESEI and the latest update and progress. The highlights of the discussion were:

BIS activity on Market Surveillance and introduction of proposed 28 items to the list of mandatory/self-registration scheme. SESEI will assist CITD getting it aligned with BIS department responsible for this initiative.

• PASC Meeting and Workshop in India from 4-8 May: Dr. Steedman gave SESEI brief inside into the services sectors strategy at EU and UK. Dr. Steedman also mentioned report of HLG on Business Services.

• BIS – ICT Panel Formation: This Panel will discuss topics covering Smart Cities (ISO/IEC/JTC1/SG1), Big Data (ISO/IEC/JTC1/SG2), Internet of Things (ISO/IEC/JTC1/SWG5 & WG 10), Sensor Network (ISO/IEC/JTC1/WG9), SEG-Smart Cities (IEC/SEG1), SEG – Ambient Assisted Living (IEC/SEG3), Active Assisted Living (IEC/SyC AAL), Smart Energy (IEC/Smart Energy) and Smart Manufacturing (IEC/SG8) and decide formulation of mirror committee in India once agreement and consensus are built among the members. SESEI is already working closely on this with Head of BIS.

• Proposed MoU between CEN-CENELEC & BIS progress and status, LVDC conference in India scheduled for 26-27th October. Status of TSDSI.

• Visit of SESEI to Europe in June for SC#8. Dr Scott suggested for the SESEI to visit BSI’s office in London.

4.2 Release of EBG's Position Paper, 28th April 2015

The 2015 edition of the EBG India Position Paper was released jointly by H.E Mr. João Cravinho, Ambassador and Head of Delegation of the European Union to India and Shri Amitabh Kant, IAS, Secretary, Department of Industrial Policy and Promotion, Ministry of Commerce and Industry on 28th of April 2015. The event was well attended with over 140 participants and had representation from CEO's, CFOs and Managing Directors of major European companies, consultants and EU member state Embassies. Ambassadors and senior officials from the EU Member states also attended the event.

SESEI had contributed to the EBG position paper towards Telecom Chapter on Standards, Smart Cities and M2M. SESEI participates actively in the EBG Telecom sector Committee and contributed to the drafting of the section dedicated to the new Indias Telecom standardization body, TSDSI. SESEI attended the Release event of this 2015 edition of EBG's Position Paper and took the opportunity to network with the officials of the European companies established in India and embassy officials present.

4.3 Meeting with Mr. Michele Merloni at EU Delegation Office – 29/4/2015

SESEI met with Mr. Michele Merloni , First Secretary - Trade and Economic Affairs at the EU Delegation office. This meeting was called by Mr Merloni, during the meeting SESEI shared progress on; • Market Surveillance at BIS, Mandatory v/s Self Registration Scheme and inclusion of new 28 items • Smart City topic and latest developments • Automotive Standards & Role of ARAI and the Ministry, Bharat Stage (BS) IV & BS V Emission

Standards V/S EURO IV & V and Central Motor Vehicle Regualtion (CMVR) notification authority.

4.4 BIS workshop on “Towards a Pacific Area Standards Congress (PASC) standardization Strategy for Services: Current Work and Future Initiatives - 4/5/2015

SESEI was invited to attend the BIS Pacific Area Standards Congress (PASC) Workshop on the subject “Towards a Pacific Area Standards Congress (PASC) standardization Strategy for Services: Current Work and Future Initiatives” on 4th of May 2015 at New Delhi. The workshop was organized as part of the 38th PASC meeting scheduled from 4-8 May 2015, with an aim to deliberate the status of standardization in the services sector of Education, Tourism, ICT, Logistics and Retail Services. The Director-General of BIS, Mr. M.J .Joseph inaugurated the Workshop and highlighted that a) India joined PASC way back in 2008 hence it is an old association b) Five topics identified by the Congress covering Education, ICT, Logistics, Tourism and Retail are of relevance to India as well c) Highlighted the importance of standards and the potential of services as having a huge impact to the global economy. The Services export from India is hence of key importance d) Around 90 Indian standards exist in BIS database covering banking/finance, education, ICT and logistics e) Service Quality Standards are implemented by various Govt. Department already.

SESEI is working with BIS on further possibility of cooperation or exchange of update on Services Standards.

4.5 Meeting Nicola Antonopoulos and Mr. Franck Boccas of CITD Project - 13/5/2015

SESEI requested a meeting with CITD project officials to take up discussion on following subjects:

Market Surveillance activity at BIS and list of 28 new items under preparation for mandatory/self-registration scheme at BIS:

Exchange of update and possibility of SESEI participation during the workshop/events organized by CITD around chapter on Technical Regulation and Standards

Explore Possibility of including proposal from CopperAlliance Asia on EU directive on motors MEPS “EC no 640/2009” ETC as part of CITD project deliverables. This alliance is looking forward for closely working on the adoption of relevant ENs in India and a possible workshop on the subject.

4.6 Indo-European Conference on Fostering Cooperation in Research, Innovation and IPR, jointly organized by European Patent Office (EPO), Confederation of Indian Industry (CII), and European Business and Technology Centre (EBTC) - 5/6/2015

An IPR focused seminar was organized jointly by EBTC and CII. Prominent speakers from EBTC, EBG (European Business Group), European IPR experts and senior officials from DIPP (Department of Industrial Policy and Promotion) in the Ministry of Commerce & Industry spoke extensively on the IPR and patent related issues. The main topics discussed during the conference were:

Public policy and government initiatives in the area of research, innovation and IPR

Fostering competitiveness and economic development through bilateral co-operation in research, innovation and IPR

How to benefit from ‘Make in India’ – the needs and expectations of the user community in respect of IPR

Best practices in strengthening IPR administration through international co-operation

SESEI expert participated in the seminar and gained insight into the IPR and patent related issues and got the opportunity to interact with the IPR experts and Ministry officials present.

4.7 Meeting with AFNOR - 29/6/2015

SESEI expert held a meeting with AFNOR (the French National Standards Organization) members during his visit to attend the Project SESEI steering committee meeting #8 in Europe. This meeting was an opportunity for sharing below agenda items through a detailed presentation to AFNOR staff and its members:

India standardization scene, certification overview, Regulation v/s standards, Standardization - next 5 years, Cooperation between Europe and India, SESEI - Journey So far and SESEI after 2016.

This session was also used as an opportunity to address various queries raised by member participants. AFNOR management appreciated the meeting and updates.

4.8 Meeting with BSI (British Standards Institution) - 30/6/2015

During my visit to attend the Project SESEI steering committee meeting #8 in Europe, the SESEI met with BSI (the UK National Standards Body) key officials for sharing the latest development of the Project SESEI. These meetings was also used for exploring new cooperation topics and discuss recent developments in the area of Smart City, a topic of interest to BIS where India is very active. Meeting was attended by BSI officials Mr. Keith Moyes, Mr. Charles Barker, Mr. Martin Danvers, and Mr. David Bell.

SESEI also introduced the latest about the BIS Act amendment 2015 and the ongoing close coordination with CITD project. BSI shared study report on economic contribution of standards and Certification review. A fruitful debate and discussion took place revolving around National Building Codes, Mandatory Certification regime, etc.

5 Smart Cities

Basis discussion and agreement in Project SESEI SC#7 meeting: the SESEI has started working and monitor activities on the horizontal topic of Smart Cities in India. Second update on this subject is given below:

5.1 Smart Cities: Mission Statement & Guidelines

Prime Minister of India has released Smart Cities: mission statement & guidelines. These guidelines clarify a lot in regard to challenge methodology, selection of cities, and scope of work for the consulting firm etc. Guidelines are well summarized in the enclosed presentation. Read More

Ministry has also shortlisted consulting firms, which shall assist the cities participate in the Smart City Challenge Program. List of shortlisted firms are available here

6.1 Smart Cities: Standards

A new technical committee [Smart Cities Sectional Committee, CED 59] under Civil Engineering Department (CED) of BIS has been setup to take up standardization work in the area of smart cities. The committee was formed under the chairmanship of former secretary, Ministry of Urban Development, Government of India, Sudhir Krishna. Read More

This Sectional committee held its first meeting on 22nd May 2015. It is an umbrella committee, which will integrate standards formulated by 14 other Technical Councils of BIS and provide guidelines on various aspects of Smart Cities development. The Committee in its first meeting considered the draft document prepared, “Approach Paper on Development of a Standard for Smart City”, which is based on ISO 37120. Dr. Sandeep Garg, Convener of the committee informed the members that while framing this document, the Concept Note on Smart Cities as notified by Ministry of Urban Development (MoUD) was thoroughly studied and assimilated. Accordingly, the four pillars of Smart City as described by MoUD in its concept note have been incorporated. As a way forward the broad aspects for consideration in standardization work document would be as follows:

a) Integrated Approach

b) Terminology

c) Administration, Management and Governance

d) Components of Smart Cities:

Physical Infrastructure

Institutional Infrastructure

Social Infrastructure

Economic Infrastructure

e) ICT infrastructure

f) Financing Smart Cities

g) Monitoring and Evaluation Mechanism.

The Committee has set up the following Working Groups to formulate National Standards related to various aspects of smart city as above.

1. Working Group (WG 1) for "Terminology & Integrated Approach"

2. Working Group (WG 2) for "Administration, Management and Governance"

3. Working Group (WG 3) for "Physical Infrastructure"

4. Working Group (WG 4) for "Institutional Infrastructure"

5. Working Group (WG 5) for "Social Infrastructure"

6. Working Group (WG 6) for "Economic Infrastructure"

7. Working Group (WG 7) for "ICT Infrastructure"

8. Working Group (WG 8) for "Financing Smart Cities"

9. Working Group (WG 9) for "Monitoring and Evaluation Mechanism"

SESEI expert in consultation with its stakeholders is actively participating and contributing towards WG 2, 7 & 9.

6.2 Key Meetings & Event Participation

6.2.1 Smart Village Forum India 2015 - 10/4/201 Smart Village Forum India 2015 was organised together by the stakeholders and innovators from the m2m + IoT space having exciting solutions targeting and addressing the basics needs of any village, encompassing the vision for a well-connected SMART VILLAGE. Smart Village Forum India 2015 highlighted key sectors that will contribute towards a CONNECTED and SMART village. During the conference deliberations were held on the following themes.

Smarter Villages – Smarter India – How m2m and iot can help build a connected Village?

SESEI while sharing vision of Mahatma Gandhi's Ideal Model Village highlighted the various Government Schemes and Initiatives such as a) Sansad Adarsh Gram Yojana b) Common Service Centers to provide e-Governance Services c) National Optical Fiber Network connecting the Village Panchayat, etc. which could be effectively utilized to improve the village infrastructure and empower the villagers. SESEI also suggested important indicators such as Right to Education, eHealth, Sanitation, Bank A/c, Broadband/Wi-fi, Power, Employment, Pukka Ghar, Accessibility, etc. which could be integrated in Village Panchayat plans to step up the village to become a Smart Village. an effective implementation of schemes and funding's. SESEI expert also highlighted the role of standards in introducing products and solutions.

6.2.2 Meeting with EU Delegation Representative Mr. Javier Dorao S: “STUDY ON EU COOPERATION FOR SUSTAINABLE URBANIZATION IN INDIA” - 27/4/2015 EU Commission has initiated a “STUDY ON EU COOPERATION FOR SUSTAINABLE URBANIZATION IN INDIA” through a Spanish agency Acciona. As part of this study, a team visited Mumbai and Delhi, and conducted meetings with local administrations. A meeting with SESEI and EBTC was called to discuss the progress and take available Indian context and inputs on the subject of Smart Cities. The objective of this assignment is to provide an analytical framework about sustainable urbanization in India and to help identifying cooperation opportunities between the EU and India. The project consists in “conceptualizing the Smart City concept in both a theoretical and a practical framework from a European perspective”. The project will analyze a wide range of urban indicators that have been previously introduced by several international reports, e.g.:

Acciona will adapt the indicators to the Indian reality. The project will combine both, indicators and best practices from an expert point of view. The result of the combination will be a selection of the indicators (already analysed in the report) considered as key factors for the success of the implementation of each one of the best practices. These best practices will be focused on transport, energy, waste, water and air quality. In addition, a range of the most important urban indicators will be remarked in order to foster future collaborations for practical reasons. SESEI provided updates on BIS Technical Committee on Smart City, which is currently studying the ISO 37120 from an Indian context. Every city in India is different, bottom up approach based on understanding of Mumbai and Delhi to generalize a solution might not work.

SESEI suggested meeting the Director of NIUA (National Institute of Urban Affairs) Mr. Jagan Shah. The SESEI will follow progress of this study and extend possible help in aligning the EU and Indian prospective.

6.2.3 Participation to the meeting between the NIUA Director Mr. Jagan Shah and the EU Delegation Representatives Mr. Javier Dorao about the study on Smart Cities - 30/4/2015 SESEI expert organized a meeting between NIUA Director and the EU Delegation Representatives Mr. Javier [what?]. Mr. Shah seconded the SESEI expert input that "every City in India is different, bottom up approach based on understanding Mumbai and Delhi to generalize solution might not work” however an approach to identify first the important activities/areas/verticals and mapping the indicator accordingly could be used as a generalized template. Data will play a key role in this activity, and a lot needs to be done in India to have this data consolidated and verified. Accuracy remains a big question in the Indian context. Statistical office and Unique Identification Authority of India (UIADI) are the only data sources as of now which could be seen as trustworthy. CASBEE JAPAN & Singapore Data could also be studied while finalizing template of indicators for India.

6.2.4 The Indo-French Chamber of Commerce and Industry (IFCCI) organized a Networking Evening on Smart Cities India 2015 - 19/5/2015 The Indo-French Chamber of Commerce and Industry (IFCCI) in partnership with the European Business and Technology Center (EBTC) organized a networking evening on the occasion of the Smart City event. SESEI participated in the networking evening and used this opportunity to interact and network with the Indian and European Smart City participants and exchanged information on the Smart City activities in India as well as the SESEI project.

6.2.5 Organized meeting between BIS and Representative handling EU Delegation Project on Smart Cities - 20/5/2015 SESEI organized a meeting between BIS officials responsible for the Smart City Standards (Head and Secretary of Civil Engineering Department) and the representative handling EU Delegation Project on Smart Cities. BIS officials shared the progress of their Technical Committee and ICT Panel on Smart Cities. From the meeting EU Expert could gain insight into the progress at BIS including update on the ongoing study of ISO 37120 standards, which shall help them to summarize the report of their study taken up on behalf of European Commission.

6.2.8 Meeting with Dr. Sandeep Garg, Convener BIS Technical Committee on Smart Cities along with Mr. Vittal Dhage, Energy Sector specialist of EBTC – 28/5/2015 SESEI held a meeting with Dr. Sandeep Garg, Convener of the BIS Committee on Smart City. 6.2.9 Meeting with German Agency GIZ to discuss the collaborative efforts between SESEI and GIZ on subjects of mutual interest – Smart City 4/6/2015 A Meeting was held between GIZ officials and SESEI on the subject of Smart City. The main participants from the GIZ for the meeting were: Mrs. Ruth Anna Buettner (Director, QUIP, GIZ), Mr. Alok Kesari (Senior Technical Advisor, QUIP, GIZ), Mr. Alok Kumar Dubey (Technical Expert, QUIP, GIZ). SESEI gave an update on the recent developments in the area of Smart City in India. The following updates were shared:

Status of Bureau of Indian Standards (BIS) Technical Committee CED-59 to develop standards on Smart City. The first Indian Standard on Smart Cities is planned to be finalized by December, 2015 or latest by March, 2016. The Technical Committee has mapped the indicators specified in ISO 37120 in line with the four verticals outlined in the Concept Paper on Smart City brought out by Ministry of Urban Development (MoUD). Sub-groups have been created within CED-59 to develop different chapters for the proposed standard namely approach paper, terminology, components of Smart City, governance and management, financing Smart City and monitoring & evaluation mechanism. The Electronics and Information Technology Division (LITD) of BIS has also created a panel to study digital/ICT components for Smart City.

GIZ also shared the results of their meeting with Shri B.K. Sinha Head, CED, BIS on Smart City. The following updates were also shared:

GIZ had shared the German Standardization Roadmaps on Smart City from DKE/DIN and Industry 4.0 report from DKE as well as a list of standards on Ambient Assisted Living (AAL) with BIS.

GIZ also took up discussion with BIS about upgrading their membership status in ISO/TC 268 to P-membership.

GIZ also briefly explained the German DKE/DIN Standardization Roadmap on Smart City explaining its background, structure, reference to the standards, tools for identifying the gaps in standards and coordination with various standards bodies. GIZ highlighted that the Standardization Roadmap is an important tool for clarity and prioritizing formulation of standards in the area of Smart Cities. There is a possibility of synergy between both the projects, Indo-German Working Group on Quality Infrastructure for Cooperation in Standardization, Conformity Assessment & Product Safety [QUIP] and SESEI in the area of Smart City as this is a priority for both the projects. It was agreed to explore the possibilities of collaboration in the workshop on Ambient Assisted Living to be organized by QUIP jointly with BIS. This workshop could also be used to introduce the German roadmap and to discuss current standardization initiatives on Smart City being taken by BIS. QUIP and SESEI will explore the possibility to invite DIN/DKE/CEN/CENELEC expert for this workshop.

7.2 Amendments to the Electricity Act

The Union Cabinet had approved the proposals for amendment in Electricity Act, 2003 on 10th December, 2014 as contained in the Electricity (Amendment) Bill 2014. The Electricity (Amendment) Bill, 2014 was introduced in the Lok Sabha on 19th December, 2014. This was later referred to the Parliamentary Standing Committee on Energy, which has now submitted its report to the Parliament on 7th May, 2015. end the monopoly of power distribution companies by segregating the carriage (distribution sector/network) from the content (electricity supply business) in the power sector by introducing multiple supply licensees so as to bring in further competition and efficiency in the distribution sector by giving choice to the consumers. 7.3 Government of India Planning to Introduce ToD Tariff for All Consumers

The government plans to introduce a time-of-day (ToD) power tariff structure for residential customers, where peak-hour prices will be costlier than non-peak rates, after getting data on supply and consumption of electricity, coal, petroleum and renewable energy. National Institution for Transforming India (NITI) Aayog, the government think tank tasked with creating a knowledge support system through collaboration with national and international experts, will soon set up an energy data management cell. This think tank will monitor the usage of electronic appliances and spot a trend that will eventually form the basis for the introduction of time-of-day tariffs for residential customers. Read More

7.5 Smart Energy

- Rooftop Solar Power Plants Scheme

Ministry of New and Renewable Energy updated the parliament that so far 351.60 MWp aggregate capacity of grid-interactive rooftop solar projects has been sanctioned and 47.64 MWp have been commissioned in various States. State Electricity Regulatory Commissions of twenty States have notified regulatory framework on net-metering/feed-in-tariff to encourage rooftop solar plants. The scheme has a provision of subsidy up to Rs. 24 per Wp for the general category States and Rs. 26 per Wp in North-Eastern States, Andaman & Nicobar and Lakshadweep Islands which is about 30% of the benchmark cost of the system. The Ministry proposes to make the scheme incentive driven rather than subsidy driven. The Ministry has proposed to reduce the subsidy on rooftop solar power plants to 15% from the present level of 30% due to reduction in price of solar panels, large target set for rooftop solar power plant and limited availability of funds. The scheme encourages various business models including PPP mode. The major steps taken by the Government are as follows:

(i) The ‘Grid Connected Rooftop and Small Solar Power Plants Programme’ encourages the installation of solar rooftop systems across the country including in buildings of State Government agencies.

(ii) There are provisions of concessional import duty/excise duty exemption, accelerated

depreciation and tax holiday for setting up of grid connected rooftop power plants. (iii) Encouraging States to come out with conducive policy and regulatory framework on net-

metering/feed-in-tariff to install rooftop solar power plants. (iv) Public awareness is being created through electronic &print media, workshops, seminars and

capacity building programmes.

- Renewable Energy Generation Targets Ministry of New and Renewable Energy updated the parliament that the achievement of Renewable Energy Generation targets was 76.68%, 84.15% and 108% for generation of renewable energy during the last 3 years i.e. 2012-13, 2013-14 and 2014-15 respectively. The short-falls during 2012-13 and 2013-14 were under primarily Wind Power and Small Hydro Power Programme due to discontinuation of Accelerated Depreciation (AD) benefit and generation based incentive (GBI) under the Wind Power Sector and delay in obtaining forest area clearances and court cases in some of the states under Small Hydro Sector. With the restoration of AD benefit, generation based Incentives, etc. have resulted in overachievement of target during 2014-15. Presently there is a lack of evacuation infrastructure in renewable energy resource rich States. A Green Energy Corridor Project for evacuation of renewable energy from generation points to the load Centers by creating intra-state and inter-state transmission infrastructure is under implementation for the capacity addition by March 2017. The intra-state transmission component of the project is being implemented by the respective states and the Power Grid Corporation of India is implementing inter-state transmission component. - Scheme for Development of Ultra Mega Solar Parks The Government has rolled out a scheme for development of Solar Parks and Ultra Mega Solar Power Projects on 12th December 2014 which envisages setting up at least 25 Solar Parks and Ultra Mega Solar Power Projects targeting over 20,000 MW of solar power installed capacity within a span of 5 years starting from 2014-15. The solar parks will have suitable developed land with all clearances, transmission system, water access, road connectivity, communication network, etc. This scheme will facilitate and speed up installation of grid connected solar power projects for electricity generation on a large scale.

This was stated by Sh. Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Lok Sabha today. All the States and Union Territories are eligible for benefits under the scheme. Based on the proposals received, till date, 17 solar parks of aggregate capacity 12,739 MW has been approved to 12 States. The Minister further stated that under the scheme, the Ministry provides Central Financial Assistance (CFA) of Rs. 25 lakh per solar park for Detailed Project Report (DPR) preparation of the Solar Park, conducting surveys, etc. Beside this, CFA of up to Rs.20.00 lakh per MW or 30% of the project cost, including Grid-connectivity cost, whichever is lower, is also provided on achieving the prescribed milestones in the scheme. The Minister further stated that this Ministry has received a letter dated 24/10/2014 from Secretary (Energy Department) Government of Tamil Nadu regarding solar parks of sizes smaller than 100 MW. Under the existing scheme, solar parks of large capacity i.e. 500 MW or more can be set up. Separate proposal was received from Tamil Nadu for setting up of one solar park of capacity 500 MW at Ramanathapuram Distt., which has been approved by the Ministry, the Minister added.

- Indian Cabinet Approved Revised Solar Targets to 100 GW by 2022 The Cabinet approved the revised target of Jawaharlal Nehru National Solar Mission (JNNSM) to generate 100,000 MW by 2022 — five times the previous target. The target will comprise 40 GW power generated through rooftop units and 60 GW through large and medium scale grid connected solar power projects. The total investment in setting up projects with capacity of 100 GW will be around USD 100 billion. In the first phase, the Centre will provide USD 2.5 billion as capital subsidy to realize solar power capacity addition.

7.6 Smart Grid

- National Smart Grid Mission

Government has approved the National Smart Grid Mission (NSGM) - an institutional mechanism for planning, monitoring and implementation of policies and programs related to Smart Grid activities. The total outlay for NSGM activities for 12th Plan is Rs 980 crore with a budgetary support of Rs 338 crore. NSGM has three tier structures:

• At the apex level, NSGM has a Governing Council headed by the Minister of Power. Members of the Governing Council are Secretary level officers of concerned Ministries and departments. Role of Governing Council is to approve all policies and programme for smart grid implementation.

• At the second level, the NSGM has an Empowered Committee headed by Secretary (Power). Members of the Empowered Committee are Joint Secretary level officers of concerned Ministries and departments. Role of Empowered Committee is to provide policy input to Governing Council and approve, monitor, review specific smart grid projects, guidelines / procedures etc.

• In a supportive role, NSGM has a Technical Committee headed by Chairperson Central Electrical Authority (CEA). Members of the Technical Committee are Director level officers of concerned Ministries & departments, representatives from industries and academia. Role of Technical Committee is to support the Empowered Committee on technical aspect, standards development, technology selection guidelines etc.

• For day-to-day operations, NSGM has a NSGM Project Management Unit (NPMU) headed by the Director NPMU. Director NPMU is a Member of the Governing Council and Empowered Committee, and Member Secretary of Technical Committee. NPMU is the implementing agency for operationalizing the Smart Grid activities in the country under the guidance of Governing Council and Empowered Committee.

• Grant up-to 30% of the project cost is available from NSGM budget. For selected components such as training & capacity building, consumer engagement etc., 100% grant is available.

Corresponding to the NSGM, State Level Mission chaired by the Power Secretary of the State has also been proposed. Support for training & capacity building to State Level Project Monitoring Units (SLPMUs) for smart grid activities is provided by NSGM.

The major activities envisaged under NSGM are the development of a smart grid, development of micro grids, consumer engagements and training & capacity building, etc. NSGM entails implementation of a smart electrical grid based on state-of-the art technology in the fields of automation, communication and IT systems that can monitor and control power flows from points of generation to points of consumption, the Minister added. - Model Smart Grid Regulations Approved By FOR

The Forum of Regulators (FOR), in their meeting on 11th June 2015, approved Model Smart Grid Regulations which will enable accelerated development of smart grids in the country. The model smart grid regulations is intended to integrate various smart grid technologies and prescribes measures to bring about economy, efficiency improvement in generation and licensee operations, manage the transmission and distribution networks effectively, enhance network security, integrate renewable and clean energy into the grid at both large and distributed generation levels. The model smart grid regulations may be used by all state electricity regulatory commissions (SERC) as a reference template for formulating smart grid regulations for their own states. This framework will guide on various aspects such as the Formation of Smart Grid Cell; Formulation and execution of smart grid projects and programmes; Mechanism for cost recovery; Monitoring, Evaluation, Measurement and Verification of execution and performance of the Smart Grid Projects. 7.7 Smart Meter

- India finalizes Standard for Smart Meters

The Bureau of Indian Standard (BIS) after wide circulation till Match 13th 2015 has finalized the smart meter Standard based on draft standards as released earlier for wide circulation, the first of its kind which includes smart meter architectures, metrology requirements, load switch requirements, data exchange protocol requirements, communication requirements, tests and test conditions, and functional requirements of smart meters. A copy of it will be sourced soon and shared with stakeholders.

7.8 Mandatory Electronics and Information Technology Goods Registration Scheme

Department of Electronics and IT (Deity) under Ministry of Communication & IT has extended the deadline for compulsory registration of electronics products included in Schedule of Gazette notified on 13.11.2014. Industry through its association such as MAIT has asked for additional 3-6 months extension for compliance especially in case of Batteries and Power Adaptors while citing reasons of delay and registration of it.

Background:

Department of Electronics and IT (DeitY) under Ministry of Communication & IT had notified "Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012" mandating 15 categories of electronics items under the Compulsory Registration Scheme of Department of Consumer Affairs based on their compliance to Indian safety standards [For more information please refer here]

In continuation to the above order, Deity has now come out with a new order dated 8th Nov’2014 extending scope of items by another 15 categories. This new order will become effective on expiry of 6 months from the date of publication of this notification order (8th Nov’2014). Items such as Adaptors, Inverter, and Electronic Control Gear for LED Modules, Batteries, Mobile Phones, Cash Registers, POS Terminals, Copying Machines, Smart Card Readers, Passport Readers, and Power Banks are included in it. As per the order the testing of Mobile phone is currently limited to safety general requirements as per Indian Standard IS – 13252 (part 1) of 2010 [IEC 60950-1: 2005]. However, the order also mentions that as and when a new standard is notified by BIS the same will replace the current IS standard.

Bureau of Indian Standards (BIS) has finalized the standards “Mobile Phone Handsets Part 1 Safety Requirements (IS 16333 (Part 1): 2015)”and published it.

The move plans to promote new sources of alternative energy and reduce dependence on imported fossil fuels. In the first step, government has notified ethanol up to 85% for petrol and diesel-fired vehicles that would allow the sugarcane-based byproduct to be used in commercial vehicles in the first stage and eventually for other segments. While provisions for blending 5% fuel with ethanol are already there and plans to hike the content to 10% — due since 2008 — is being expedited by the government. The new notification has framed the broad contours to have 85% ethanol content allowing the bio-fuel to be used in neat-energy source in the automotive industry. As per the notification issued last month, the newly-manufactured petrol vehicles fitted with spark ignition would be able to run on a mixture of petrol-ethanol mix of up to 85% (Ethanol) blend. The vehicles would be required to meet emission standards as prescribed for other vehicles depending on this special fuel. Besides notifying the new norms, the Bureau of Indian Standards would make the ideal ISI specifications for the new fuel in the next three months for its commercial availability in the future. The government is pushing for higher usage of sugarcane by-product in petrol in an effort to improve the environment. Used widely in many foreign countries like Brazil, a pilot project to introduce bio-fuels in the Indian market has been started in Nagpur in Maharashtra. Read More

- National Automotive Testing and R&D Infra Project (NATRIP) The government has extended the timeline for completing the National Automotive Testing and R&D Infra Project (NATRIP) by three years. "The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister, has approved extension of the date of completion of the present timeline by three years that is from 31st December 2014 to 31st December 2017 of the NATRIP)," an official statement said. The extension of timeline will help the project to be completed as per the objectives and will ensure that state of the art automotive testing, homologation and R&D facilities are made available in India, it said. The government is preparing a national policy on the capital goods sector, which will list problems and lay down a strategy for revival, essential to boosting the domestic manufacturing industry. - Release of M2M Roadmap Document

Department of Telecommunication (DoT) under Ministry of Communications & IT has released M2M roadmap document. The roadmap document brings out the objective of achieving interoperability among devices/network/applications and harmonization of Indian standards with global standards, and will serve as a reference document for all M2M stakeholders in India and provide guidance to nurture M2M Communications in India. SESEI expert in coordination with ETSI worked very closely and contributed significantly towards the formulation of this roadmap document.

- Release of Report of Net Neutrality

A Committee on Net Neutrality has submitted its report to the Department of Telecommunications. Its recommendations broadly contain technical, regulatory and public policy related measures required with respect to Net Neutrality issue in India. The Committee has recommended adherence to core principles of Net Neutrality, which have been outlined in Annexure-IV (Page-103) of the report. User rights on the Internet need to be ensured so that Telecom Service Providers/Internet Service Providers (TSPs/ISPs) do not restrict the ability of the user to send, receive, display, use, post any legal content, application or service on the Internet, or restrict any kind of lawful Internet activity or use. In order to invest in IP generation, technology forecasting and seeding academic research department has drafted IPR related measures as below:

i) Mechanisms to innovate and create IP will be put in place for ICT and Electronics sector in general and priority subsectors such as defence, space, avionics, medical devices, energy-efficient LED lighting, ‘Interned to Things’, artificial intelligence and robotics;

ii) IP generation for technologies relating to cyber security for India will be encouraged;

iii) Small technology firms will be supported in safeguarding their IP rights; support for IPR in ICT focus areas will be provided through easy-to-use portals such as www.ict-ipr.in

iv) Assistance to smaller firms for protection of their IP internationally will be enhanced, such as DeitY’s support for International Patent Protection in Electronics and IT (SIP-EIT);

- Launch of Scheme – “Support for International Patent Protection in E&IT (SIP-EIT)”

Deity has announced a scheme titled “Support for International Patent Protection in E&IT (SIP-EIT)”.

SIP-EIT is a scheme for Micro, Small and Medium Enterprises (MSMEs) and Technology Startup Units that provides financial support for international patent filing so as to encourage innovation and recognize the value and capabilities of global IP along with capturing growth opportunities in ICTE sector. The scheme aims to provide reimbursement upto Rs 15 lakhs (~21.5K Euro) or 50% of the total expenses, whichever is less to eligible applicants. Telecommunication Engineering Centre (TEC) under Department of Telecommunication (DoT), Ministry of Communications & IT has released technical reports on M2M enablement in Power, Automotive (Intelligent Transport Systems), Health (Remote Health Management), Safety & Surveillance Sectors and on M2M Gateway & Architecture. SESEI expert in coordination with ETSI worked very closely and contributed significantly towards the formulation of these technical reports. As a follow-up to release of these report TEC conducted a meeting to decide the way forward. In this meeting the following new verticals were created:

- Smart Villages & agriculture

- Smart Governance

- Environment monitoring and pollution control

- Smart cities (Remote asset management will be the part of smart cities).

- Smart homes

10.3.4 Energy Efficiency at TEC

The eleventh meeting of the Core Group constituted for implementation of directions issued by DOT on ‘Approach towards Green Telecommunications’ was held on 28.04.2015, New Delhi to discuss measurement metrics and methodology for measurement of energy efficiency of WCDMA and LTE Equipment in the light of ETSI approach (i.e. No. ETSI TS 102 706 v1.4.1) and Transport equipment on the basis of ATIS document (No. ATIS-0600015.02.2009).

The agenda for the meeting focused on the following aspects:

a) To discuss draft on standards for energy efficiency of Router and switches and per port power consumption levels.

d) To discuss methodology for measurement of energy efficiency of transport equipment. Draft for transport equipment to be based on ATIS approach (i.e. ATIS-060015.02.2009) which was to be discussed in the meeting.

The following documents were circulated during meeting for discussion so as to prepare the draft documents on measurement metrics and measurement methodology on WCDMA based on ETSI approach and draft document measurement metrics and measurement methodology of Transport equipment based on ATIS approach:

(i) Draft on standards for energy efficiency of Router and switches and per port power consumption levels.

(ii) Draft document on methodology for measurement of energy efficiency of Base station (WCDMA) Equipment as per ETSI approach (ETSI TS 102 706 v1.3.1/v.1.4.1).

(iii) Draft document on methodology for measurement of energy efficiency of transport equipment based on ATIS approach (i.e. ATIS-060015.02.2009).

Note: The draft document on LTE which will be based on ETSI’s dynamic measurement requirement as per ETSI approach will be circulated shortly.

TEC concluded meeting with the following remarks:

a) Guidelines on router and switches are approved. However, standards are yet to be prepared and released by TEC. The draft on standards has already been circulated to core group members for comments/suggestion.

b) For GSM static mode, TEC requested manufacturers/vendors to provide comments on documents, if any, by 7th June, 2015. If no comments are received by TEC, the draft guidelines will be put up to DCC for the consideration for approval.

c) Next meeting will be scheduled during June’ 2015, where documents related to measurement of energy efficiency of Base station (WCDMA and LTE) Equipment and document related to Transport network elements will be brought out for discussion.

10.4 Key Meetings & Event Participation

10.4.1 Meeting with Dr. Asok Chatterjee of TSDSI (Telecom Standards Development Society of India) -

1/4/2015 SESEI held a meeting Dr. Asok Chatterjee, DG TSDSI to discuss few following; • Co-operation Agreement signature ceremony at the margins of the 3GPP PCG meeting (28-29 of April)

where 3GPP's TSDSI Operational Partner status formal closure/ceremony will also take place. • TSDSI support towards ETSI’s 2nd Indo-European Dialogue on ICT Standards and Emerging Technology. • Visit of Mr. Adrian Scrase, CTO ETSI, for the next LTE event in India on 7th May 2015 and possible

meeting on 8th May at TSDSI new office to discuss the above item and other topics of mutual interest.

Dr Asok Chatterjee confirmed its presence for the signature ceremony of TSDSI-ETSI Co-operation agreement. TSDSI also agreed to support/endorse the 2nd Indo-European Dialogue on ICT Standards & Emerging Standards. Meeting with ETSI CTO Mr. Adrian Scrase was also agreed for further discussions.

10.4.2 Meeting with Mr. Klaus Pendl of EU Delegation to India to discuss the ICT Project and 2nd Indo-European Dialogue on ICT Standards and Emerging Technology: 8/4/2015 In this meeting the project team leader of this new ICT standardization project (kick started on 1 April 2015), Mr. Andreas Sommer, was introduced as the overall Project Coordinator and Mr. Sachin Gaur, as the local Coordinator. This kick off meeting was held especially to brief about the project context and the Indian point of view. The main points discussed were: • First Workshop Date: The members suggested the date of 27th May 2015 for the workshop, which

needed to be discussed and agreed among the project stakeholders. • Interim Report: Interim report to be submitted to the EU Delegation office by 12th June 2015. • ETSI being one of the Project’s Steering Committee members, it was suggested during the meeting to

explore if ETSI through its SESEI expert become one the workshop moderators along with Mr. Sommers.

• It was also suggested that Mr. Pendl will connect Mr. Sommers to ETSI officials. • ETSI Director General to be approached for a video message for the first workshop, sharing their

support for the project.

The main aim of the workshop would be to get preliminary recommendations for the priority topics on which the work during the follow up implementation phase will focus, and include these topics as part of the proposal for the three year implementation phase. SESEI participated in the workshop as ETSI representative and shared the proceedings details including agreement on doing the project conference at the side-lines of the next ETSI conference.

10.4.3 Workshop to discuss Testing & Certification - Mobile Devices in India (Joint event of GCF and TSDSI): 15/4/2015 Telecommunication Standards Development Society, India (TSDSI) and the Global Certification Forum (GCF) organized a Summit of selected key stakeholders in the Indian mobile phone industry. The main objective of the workshop was to create awareness among the Indian stakeholders regarding Mobile Devices Testing and Certification. The purpose of the summit was to consult with industry on the specific challenges of how to ensure device and service quality in India and to explore possible options for what kind of testing and certification could be beneficial to the Indian mobile market and what should be the next steps. The key participants in the meeting were: Telecom Service Providers (Airtel, Vodafone, BSNL, IDEA, Reliance), Industry Associations (COAI, ICA, GSMA), Chipset Manufacturers (Qualcomm, Intel), Test Lab Organizations (Tech Mahindra), participants from BIS, Department of Telecom, TCOE India, Rohde and Schwarz, etc. SESEI participated in the summit and suggested TSDSI and GCF to work with BIS & Deity in creating a test schedule for their released standards. This is an important exercise as otherwise this newly released standards IS 16333: Part 1 in its current form will demand repetition of tests already carried out by GCF. GCF shall also strengthen the testing infrastructure in India, which is of importance to Government of India. TSDSI is also actively reaching out to the leadership from the Government of India, Indian operators, mobile manufacturers, chip-set vendors, test organizations, and key ICT Industry Associations for addressing this requirement.

10.4.4 Conference call IET - IoT Panel Members - 17/4/201 SESEI Expert is one of the panellists to this IET – IoT Panel as a Standards representative. During this conference call the following items were discussed and decisions taken: • The panel shall publish a white paper on IoT every alternate month on the 20th of the month in an

electronic format. It was decided it would be better if the first white paper could be a comment on the DoT roadmap and DeitY draft policy.

• Terms of reference for the panel as well as a framework for the working groups are under progress. It was felt that the framework for the working groups is not feasible as each working group has different requirements. Instead a series of meetings with each working group to look at their challenges and possible frameworks should be organised. Retail and Healthcare Working Groups are moving forward but the other groups might need a bit of push.

• IET to use a foundational course on IoT (tentatively named as IOT101). This content can be used by the IET over the next 12 -18 months to deliver a single credit course at various universities and colleges. This course will be piloted in SRM University in Chennai and another two universities in Bangalore and Pune. Panel Chairman Mr Rishi Bhatnagar from Tech Mahindra has volunteered to deliver the first pilot at SRM University.

• A lecture series on IoT was also discussed but no conclusion was reached. It was decided to explore

format of a meeting for start-ups around a theme (Energy, Agri, Water, Waste management, etc.)

• It was felt that there needs to be focus in the panel to initiate dialogue at the relevant departments and ministries of the government. Mr T V Ramachandran, Honorary Fellow of the IET shall be invited to the global advisory committee of the IoT panel.

• There was a discussion about aligning and becoming member of various bodies that work in the area

of IOT across the world. It has been decided that a more detailed discussion on this will be held in the next meeting. This decision is still pending. Few of the bodies that are being considered are: TSDSI, BIS, TEC, IOTC, IIC, oneM2M, etc.

10.4.5 Meeting of the Telecom Sector Committee of European Business Group (EBG) to discuss their position

paper - 17/4/2015 This Meeting was attended by Mr J P Garg (Chairman, Telecom Sector Committee); Mr. T V Ramachandran (Co-Chair, Telecom Sector Committee); Mr Dinesh Chand Sharma, SESEI; Mr Klaus Pendl, Trade Section, EU Delegation; Mr Rishi Raj Sharma, NSN; Mr Satyen Gupta, Blue Town; Mr Sanjay Kumar Tanwar, Ericsson; Mr Rajesh Ballal, Orange and Mr Manoj Kr Mishra, Vodafone and Neema S Kumar, EBG. The meeting was very interactive and members gave their inputs for fine tuning points and suggestions for inclusion in the Chapter on Telecom within 2015 EBG position Paper. The discussions focused on topics such as Revival of the Public Procurement Bill by the Government, Spectrum trading, issues around Enterprise market, Net Neutrality, OTT, Smart Cities, ease of Doing Business in India, Make in India, clarity on taxations for products going out of Special Economic Zones (SEZ) for domestic market within India, software as a royalty; a para on Cyber security shall be added in the paper. It was mentioned that TRAI has released the Consultation Paper on OTT, 27 March, 2015, and recommendations therein could be taken into account.

SESEI agreed to provide additional input to sections on STANDARDS, SMART CITIES and M2M of 2015 position paper, which were submitted later and got incorporated in the final paper. Other items beyond the position paper were discussed:

• Mr Klaus Pendl informed that the EU Delegation in consultation with EU Member States is preparing an input to the consultation on the Public Procurement Bill. He requested for inputs from the members to be sent to him.

• EBG shall be more active and respond to most of the Telecom consultation papers, of relevance to the

European industry. Telecom Committee of EBG to review and discuss the TRAI Consultation paper on OTT (Over the Top Content).

10.4.6 A joint Meeting between TSDSI and EU-India cooperation project on ICT standardization – 20/4/2015

On behalf of ETSI, SESEI expert participated in this joint meeting of the TSDSI and EU-India cooperation project on ICT standardization. Meeting participants were: Dr. Asok Chatterjee, DG TSDSI, Mr. Chauhan and Ms. Jayeeta Saha, TSDSI’s Officers, Mr. Klaus Pendl and Mr. Sachin Gaur. Key points discussed during the meeting were: • Introduction of the project: Mr. Klaus shared the hard copy of 1 pager brief about the project

• Discussion on the various topic consolidated basis recommendations made by project stakeholders

like COAI, SESEI, and TCOE etc.

• The participants agreed to take forward the topic of Emerging technology (5G and M2M), Green ICT (Energy Efficiency) and Security (Data and Telecom) to the first workshop for further shortlisting to 2-3 topics which can be recommended for the 3 year implementation phase.

• First workshop agreed to be conducted on 19th of May 2015, in order to take advantage of the GC (governing council) meeting of TSDSI on 18th of May.

• Dr. Chatterjee agreed to be the session chair/moderator along with Mr. Sommer for the workshop. Dr. Chatterjee also suggested keeping the meeting open only for the members of TSDSI. TSDSI will share the list of members for cross-checking if all stakeholders are covered.

• It was also agreed that the topics agreed during the first workshop could be aligned with the

SESEI/ETSI conference. The SESEI suggested that during the first workshop a detailed matrix could be presented to participants capturing sub topic for possible voting and shortlisting of 2-3 topics. For E.g. Emerging technology: 5G, M2M ( with all 6-7 use cases), Security ( Cyber, Telecom and Data), Green ICT ( listed as Energy efficient ICT)

• A tentative title for the workshop is proposed as ' Identification and deliberations on topic for EU-

India co-operation on ICT standards'.

SESEI also used this opportunity to share update on ETSI’s 2nd Indo-European Dialogue event proposed dates and draft agenda and suggested to have the conference back to back with the Project’s 2nd workshop. SESEI attended the workshop on 19th May, and reported the proceedings to ETSI.

10.4.7 India visit of Mr. Adrian Scrase, CTO ETSI (7th – 8th June 2015)

Mr. Adrian Scrase was invited to speak and moderate the inaugural session themed “LTE 4G Revolution: Shaping Digital India Vision” scheduled for 7th May 2015. At the event sidelines, various meetings were organized for Mr. Adrian Scrase as detailed below:

- Meeting with CDOT [ ETSI Member]

Mr. Adrian Scrase met with Mr. Vipin Tyagi, Executive Director, Centre for Development of Telematics (C-DOT). The highlights of the meeting were:

• Possibility of hosting ETSI Technical Committee LI#43 meeting @CDOT as planned for Sep/Oct 2016: CDoT wishes to host LI#43 committee meeting in India during Sept / Oct 2016 period and sought support from ETSI to which Mr. Scrase agreed and stated that the proposal should be put up before the next LI meeting.

• Discuss the 2nd Indo-European Dialogue event proposed for early Nov'2015: CDoT expressed desire for a live M2M demos during the 2nd Indo-European Dialogue and assured their fullest support for the same. CDoT also expressed close working relationship with 3GPP, ETSI and SESEI on IoT architecture. SESEI will continue to be the active link between ETSI and CDOT and extend all support including possibility of hosting LI meeting in India.

- Meeting with Mr. Alexander Klaus Pendl, Delegation of the European Union to India– 8/5/2015

Mr. Adrian Scrase met with Mr. Alexander Klaus Pendl, EU Delegation responsible for newly established ICT Standards Partnership Instrument. During the meeting Mr. Pendl introduced the EU delegation ICT project and highlighted that;

• The EU Delegation ICT Project will work closely with SESEI to eliminate any element of repetition or competition. They will work closely with ETSI, SESEI, TSDSI and other ICT stakeholders in India.

• SESEI and CITD Project have been given the status of observers to the Steering Committee of this newly established project.

• First workshop of the ICT project is scheduled for 19th May 2015, wherein the stakeholders will select 2 to 3 priority topics for the inception phase of the Project.

• A video of the ETSI Director General addressing the delegates will be projected. SESEI will be moderating a session at the workshop.

Mr. Scrase assured full support to the EU Delegation project through SESEI and informed that New and Emerging Technologies, Green ICT, Security are also areas of importance to ETSI.

It was also agreed to support and jointly hold the 2nd Indo-European Dialogue event and EU Delegation ICT Project event back to back. Both sides agreed to collaborate and work together for the success of both events possibly aligning the respective agendas.

- Meeting with Mr. Asok Chatterjee, DG TSDSI- 8/5/2015

Mr. Adrian Scrase met with Dr. Asok Chatterjee, Director General of the newly established Telecom standardization body of India: TSDSI. The main topics of discussion were co-operation and identification of topics of mutual interest between TSDSI, ETSI and the 2nd Indo-European Dialogue event proposed for early November'2015. An update on the TSDSI recent developments were also presented by Dr Asok Chatterjee, those included:

• Update on last GC meeting, in which Dr. Asok Chatterjee has been appointed as the Director General of TSDSI. Director General acts as an interface between Governing Council and the Study Groups.

• A new office for TSDSI has been established. Secretariat officials are being hired to manage day-to-day activities and support functions of TSDSI.

• 45 Members have joined TSDSI and many more have shown interest.

• TSDSI Working Groups Leadership will be elected at the Governing Council meeting planned to be held on 18th May 2015

• TSDSI expressed interest in topics of NFV, Radio/spectrum efficiency, etc. which are topics being handled in ETSI. Mr. Scrase extended support to connect TSDSI secretariat with the ETSI working groups and also explore arranging a two day orientation programmed on ETSI's working for TSDSI’s officials. Mr. Scrase also recommended that TSDSI should actively participate in the LI and Millimeter Band specification group. TSDSI also expressed their full support for the 2nd Indo-European Dialogue event.

10.4.8 Workshop on India - EU cooperation in ICT Standardization - 19/5/2015

The India - EU cooperation in ICT Standardization workshop was held on 19th May 2015 at India International Centre, New Delhi. The purpose of this workshop was to identify priority topics of ICT standardization, for which EU will endeavor to extend support for Indian participation in new international standardization efforts.

The SESEI, in representation of ETSI, was part of the conceptualization and planning of the workshop along with the EU delegation ICT Project team. SESEI addressed the delegates in the inaugural session and also moderated discussion on topics for mutual benefit and identification of the 3 priority topics for the implementation phase of the project. The following topics were identified in the workshop post discussions by the participants (including DoT and TEC). • 5G • M2M – ITS : In ETSI it is ITS however in TSDSI it is treated as part of M2M • NFV/SDN

10.4.9 GoToMeeting: ETSI-TSDSI collaboration - 28/5/2015

The Co-operation Agreement (CA) has been signed between TSDSI and ETSI. On the request of TSDSI, SESEI and ETSI organized a Go To meeting session with Ms. Joyeeta Saha of TSDSI. The main purpose of the meeting was to familiarize TSDSI new official with the ETSI work programme and give overview of its ETSI latest activities.

This meeting was organized primarily to familiarize the TSDSI with the ETSI governance, its various technical committees and latest standardization work being carried out. This shall help TSDSI to liaise efficiently with ETSI for tackling India’s specific ICT standardization issues. ETSI also provided information on its website/portal and process to join the TCs as observer. TSDSI was also asked to map and update their technical committee against ETSI Technical as part of CA annex.

10.4.10 GISFI-IETE Workshop on "Cyber Security: The Lifeline of Information and Communication Technology

(ICT)“ – 3/6/2015 GISFI organized a joint workshop with IETE on "Cyber Security: The Lifeline of Information and Communication Technology (ICT)" from 3-5 June 2015. The workshop also coincided with the 21st GISFI Standardization Meeting (GSSM). The workshop agenda comprised of diverse speakers to present their views on the cyber security. SESEI participated in the meeting as a coveted speaker representing ETSI and presented an overview of the Cyber and Telecom Security situation in India and the work being carried out at ETSI on Cyber security standards.

SESEI met with Mr. Vijay Madan to discuss and further improvise the Cyber and IT Security paper to be delivered to the Project SESEI Partners. Mr. Vijay Madan being a veteran in the field of Cyber Security, while appreciating the draft paper of the SESEI expert, also provided additional information on the Cyber Security and Telecom Security activities in India. Paper was updated accordingly and finalized for submission to the Project Steering Committee and TC Cyber meetings.

10.4.12 Presentation of SESEI report on Security and Data Privacy at ETSI Workshop on Security

While SESEI attended the ETSI Workshop on Security to gain insight into this subject of global interest, SESEI expert also presented the report on Security and Data Privacy – INDIA.

10.4.13 Meetings with ETSI Officials during the visit of SC#8

- Meeting with Mr. Patrick Guillemin on eHealth and IoT- 23/6/2015

Meeting with Mr. Guillemin was scheduled to discuss subject of eHealth and IoT.

SESEI used this meeting to share the updates from India on eHealth such as proposal to set up National eHealth authority - NeHA, Concept Paper, release of M2M roadmap, technical reports, IoT policy and Government Structure for Policy and Standards development in India.

Mr. Guillemin provided updates from EU prospective covering both Policy and Standards works. Meeting was very fruitful to take an update on these two subjects of importance in India.

- Meeting with Andrea Lorelli (ETSI, TC RRS) - 23/6/2015

Meeting with Andrea Lorelli was organized to take update on the status of work at Technical Committee on Reconfigurable Radio Systems.

During the meeting SESEI shared the update on White Space Spectrum scenario and activities in India (Microsoft, IIT Mumbai).

Mr. Lorelli shared the update at TC RRS covering topics of TVWS, LSA, and SDR etc. Brief on Mandate M/512 was also shared.

- Meeting with Ms. Helene Schmidt on ISG Mwt- 23/6/2015

Meeting held with Ms. Helene Schmidt to discuss and get an update on the work being carried out by the Industry Specification Group on millimeter Wave Transmission (ISG mWT).

SESEI provided update on V and E band scenario in India, it current usage, policy framework etc. which was also shared with the ISG members earlier.

Mr. Nader Zein from the UK-NEC office and an active member of the ISG mWT provided the latest update on the work being carried out in this group.

Meeting was very fruitful to understand the subject and progress considering this topic is gaining interest in India and more concretely at the level of TSDSI’s WG on 5G.

- Meeting with Ms. Maissa /ETSI Legal- 24/6/2015

Meeting was organized to discuss the pending clauses of concern related to the draft MoU proposed to BIS by ETSI. A way forward was agreed and ETSI legal provided the possible updated version for further discussion with BIS. SESEI will discuss the updated MoU with BIS before its official submission, update ETSI legal accordingly and submit.
