Q1. The green lodging RFP leaves undefined the number of properties that are to be audited in the up to three regions of the State involved in the program. Taking the Scope of Work literally, the contractor would be obligated to audit all hotels that pass the screen, which could potentially be scores of hotels. This would not be feasible within the allocated budget.
We therefore concluded that proposals should specify a maximum number of properties to be audited. However, variability in this number obviously affects the total cost, and proposers can drive down the total cost this way to win the bid, but in so doing, will give the State unequal proposals to evaluate against each other.
Does the State have any number in mind? We have always worked with other states on a fixed or maximum unit basis for a given budget.
A1. We recognize the limitations of the budget and that depending on the number of properties that pass the screening criteria, the Contractor may not to be able to conduct field audits at all hotels that pass. However, for the purpose of determining the lowest cost, bidders should use a total of 30 audits. The primary purpose of the audit is to verify that the program elements are in place and it is contemplated that several audits can be conducted per day within the same region. Beyond that, it is up to proposer to describe how the audits will be conducted in light of the provisions of the Scope of Work. The proposal will be scored for the overall approach and methodology in accordance with Attachment F.
Q2. Will joint proposals be accepted? By joint proposal, we mean two or more firms bidding as a team to complete the project.
A2. Yes. Q3. Will the “green lodging” travel guide deliverable referred to on Page 1 of the RFP be
printed or simply be designed and made available via download from the Board’s website?
A3. While the “green lodging” travel guide will be primarily Web-based, the Contractor will also be asked to provide 100 printed copies.
Q4. Would a former or existing business relationship between the bidder and the California Hotel and Lodging Association be considered a “conflict of interest” by the Board?
A4. No; however, the deliverable should include an equitable distribution of members and nonmembers of the California Hotel and Lodging Association.
Q5. Does the “expertise” requested on Page 4 of the RFP refer ONLY to specific experience with “green lodging, green conferences, and the development and marketing of environmentally preferable products….” Or will other related “green experience – such that involving renewable energy, recycling or conservation – be counted toward this requirement?

A5. We are looking for direct experience with green lodging and conferences. Other additional “green” experience that would enhance the quality of the proposal will be considered but this experience cannot be substituted for green lodging/conference experience.
Q6. Can the Board estimate the number of “field audits” that the bidder would be expected to complete? If not, and since this is a low-bid RFP, is the bidder allowed to “cap” the number of field audits in order to offer a reasonable and accurate cost proposal? Or would this be counted against the bidder?

Q7. I am wondering about the long time frame of the project. It looks to be about one year long from kick off to submittal of the final report and I would like to know why you think a project with a maximum budget of $30,000 would last so long? From the scope described in the RFP, it does not appear that it should take the duration of one year. So, I’m hoping that you can clear up any other expectations which might not be completely spelled out in the RFP.
A7. The duration of the contract is more likely to be about 9 months. The time frames were designed to provide adequate lead times for the development, approval and implementation of the specified deliverables.
Q8. How did this project come about? Does the State have any other criteria which it currently tries to encourage its business travelers to adhere to (e.g. ADA compliance, etc.)?
A8. This project came about as an element of the State’s nascent environmentally preferable purchasing (EPP) program – to buy green, build green and drive green. In addition, the Board has endeavored to “green” the conferences and workshops that it hosts and other events that its employees attend. Two recent examples are the Western Regional Pollution Prevention Network conference that was held in Santa Barbara in October 2002. An environmental assessment was conducted of the property prior to the conference. Another example is the recent, US Green Building Council (USGBC) conference and exposition in Austin, TX, in November 2002. USGBC went to great lengths to establish carbon mitigation and green lodging programs.
The main criteria that State employees are bound by are the per diem reimbursement rules and rates. These rules and rates vary somewhat from one labor bargaining unit to another.
