CHAPTER-I
INTRODUCTION
SAFAI-KARMACHARI WORKING IN WAGON REPAIR SHOP/RAIPUR
Indian Railway is the biggest transport organization in India and playing an important role in
the development and economy of the country. Along with the Commercial activities, the
Railways have to fulfil the social obligations also, especially in the time of natural calamity and
towards the weaker sections of the society. For the healthy existence of such an important
organization it is necessary to be financially viable, which can be achieved by ensuring optimum
utilization of the resources i.e. Man, Material and Machinery.
With the implementation of 7th pay commission, the establishment charges have gone up
drastically and hence manpower has become an important factor in bringing economy in the
system. In order to check the cost of manpower, the Railway administration issues guidelines
from time to time, in the form of yardsticks, circulars etc.
Productivity has acquired a new and broader meaning in the light of highly competitive
economic environment, increasing educational levels, degradation of physical environment and
increasing population, creating pressure on the limited available resources.
All efforts should be made to ensure that the revenue is spent carefully over assets,
infrastructure and manpower. In other words, Railway administration should curtail wasteful
expenditure in operational and maintenance costs so as to bring down the operating ratio which
is the prime indicator of Railway’s financial efficiency.
Keeping in view of the above mentioned factors, the Work Study of Safai-Karmcharis in Wagon Repair Shop, Raipur has been undertaken to review the existing workload and requirement of
staff, in view of Railway Board’s instructions communicated vide letter No. E(MPP)2006/1/89,
dated 04.10.2006 the cleaning activities of all departments to be outsourced, improve
efficiency by implementing the multi skilling/MTS concept. The following methodology has been adopted for conducting the study:
(I) Collection of relevant field data, (II) Examination of records, (III) Direct observations regarding working of staff, (IV) Interaction with officers and staff and (V) Critical Analysis.

CHAPTER – II
OBSERVATIONS
2.1 Staff Position:- The position of Safaiwala in Wagon Repair Shop, Raipur as per data collected is as under:-

2.2 Set up of Wagon Repair Shop, Raipur:- Wagon Repair Shop/Raipur is situated at Raipur, 7.5 Kilometers away from Raipur Railway station in Raipur Division of S.E.C. Railway located in Chhattisgarh. The WRS/Raipur is headed by Chief Workshop Manager assisted by Dy.CME, Works Manager, WPO and AFA. The workshop performs overhauling of BG Wagons, Diesel & Electric locomotive wheels, ICF wheels etc. Wagon Repair Shop, Raipur is one of the Premier Workshops on Indian Railways planned to cater for repairs to different classes of Broad Gauge Wagons. This workshop is spread over an area of 222.86 hectares. The First wagon was turnout in the month of July’1968. During the year 1968-69 (from July’1968 to March’1969), 443 vehicle units, equivalent to 1115 FWU (Four wheel unit) was turned out. At present the target of wagon POH for 2017-18 is 400 vehicle units which is achieved during the month Nov 2017 with total on roll staff strength of 1674.
2.2.1 Comprehensive Housekeeping of Wagon Repair Shop, Raipur A intensive search is done by Work Study team to find out the comprehensive
housekeeping of WRS/R. For that a detail Sq mtr area of all non movable assets in WRS/R is given below:-

2.3 Duties of Safailwala: - Main duties of Safaiwala are :-
a. Sweeping. b. Cleaning of yard, platform, stores, office and garden including drains/ latrines. c. Cleaning of sewer pipe lines, septic tanks holes. d. Removing dead animals in the vicinity. e. Sprinkling of saw dust, scrapping and collection of garbages/rubbish, mud, silt
etc. f. Attending works related to complaint/reports.

Sweeping and cleaning of Railway area including workshop and administrative buildings.
As and when required due to less staff. Cleaning of out fall drain, open big and small drains.
2.4 Duty Hours:
As per information given by staff, the safaiwala staff starts their duty at 07.00 Hrs. in morning and take lunch 12.00 to 13.00. Their post lunch duty starts 13.00 to 16.00 on week days. Sunday is the weekly rest day.

CRITICAL ANALYSIS & RECOMMENDATIONS
3.1 The critical analysis has been done based on existing workload of Safai Karmchari, outsourcing and Multi-Tasking concept.
3.2 Requirement of Safaiwala: It is found that there is shortage of Safaiwala in Wagon Repair Shop, Raipur and all the cleaning activities will possible only increasing outsourced staff strength. A sample analysis for major cleaning on daily basis is given as below:-

3.3 Finally considering the minimum staff requirement form above table, It is established that the sanction post for safaiwala activity is not sufficient for general cleaning activities including with multitasking concept (gardening, watering plant, cleaning utensils in canteen etc.)

3.4 Scope of outsourcing: It is observed that no technical aspect is involved in the job of Safaiwala, also no specific skill is required for Maintenance of Sanitation and upkeep i.e. for Sweeping/ cleaning of all types of drains, toilets, cleaning of sewer pipe lines, roads etc. Hence, in order to reduce the financial implication and expenditure incurred on departmental Safaiwalas, it is suggested that the work of Safaiwala may be outsourced and given on Contractual System.
3.5 Presently Outsourced Cleaning Activity: The Works Contract for “Cleaning & general upkeep of toilet blocks, water booths & Tiffin Booths and sweeping & moping of floor of canteen, meeting hall and ladies rest room” was given to M/s VR Enterprises, Raipur vide acceptance letter No. WRS/R/09/17-18/03/TC/27/3457 dated 11/11/2017.

3.7 RECOMMENDATION & SUGGESTION:
On the basis of above observations and critical analysis, the following recommendations are made:
